Introduction
OVERVIEW
Sinceitsinceptionin1916theNationalParkService(NPS)hasbeena
worldleaderinprotectingnaturalresourcesforcurrentandfuture
generations.TheNPShaspreservedmanyoftheplanet’sgreatest
naturalandculturaltreasuresandintheprocessbeenamodelof
resourcemanagement.NowtheNPSfacesanewchallengeasitseeksto
becomealeaderinthesustainablemanagementofitsfacilitiesand
operations.Withover275millionannualvisitorsfromaroundtheworld,
theNPScanusetheseplacestodemonstratesustainableoperationsasa
responsetochangingclimaticconditionsandrelatedenvironmental
issues.
Whenthenumbersofparkswerefew,parkfacilitieswereprimitive,
travelwasnotyetmotorizedandthesustainablemanagementof
facilitiesandoperationswasasimplertask.TodaytheNPSmanagesthe
largestnumberofconstructedassetsofanycivilianagencyinthefederal
government.IntotaltheNPSoperatesandmaintainsover67,000
structures―spreadacross393parksunits―thataccountforover66
millionsquarefeetofconstructedspaceandconsumeanequivalent
amountofenergyas19,000U.S.households.1ThoughtheNPShasbeen
designingnewfacilitiesandrenovatingexistingbuildingsinamuchmore
sustainablemanner,theoverallbuildingportfoliogeneratesasizeable
environmentalfootprintintermsofgreenhousegas(GHG)emissions,air
pollution,wastewater,stormwaterrunoff,solidwaste,indoorair
pollution,andthedisruptionofnaturalsoundsandnightskies.2With
suchadiverseportfoliorangingfromvisitorcenterstohistoricbuildings
toconstructedwaterwaystoutilitysystems,manyofwhicharelocated
inecologicallysensitiveandhistoricareas,theNPSfacesunique
challengesindevelopingacomprehensivestrategyforthesustainable
managementofitsfacilities.
ToaddressthesechallengesandfulfillthemissionoftheService,which
istopreserveAmerica’snaturalandculturaltreasures,theNPSFacility
ManagementProgram(FMP)hasdevelopedthisGreenParksPlantosettheNPSonacoursetobecomealeaderintheenvironmentally
responsiblestewardshipofitsfacilitiesandrelatedoperations.
SustainableFacilitiesVision
TheNPSwillpreserveparkresourcesunimpairedfortheenjoymentofcurrentandfuturegenerationsbydemonstratingleadershipin
sustainabledesign,operations,andassetmanagement,implementingandshowcasingexemplarypracticesateverysiteandeverylevelofthe
organization.

IndecadespasttheNPSunderstooditsconservationmissionto
encompassthenaturalandculturalresourceswithinparkboundaries.
Todaywerecognizethatenvironmentaldegradationthatbeginsoutside
ofparks,mostnotablyclimatechange,iscausingclearandlasting
damagetoresourcesinsideournation’sparks.Theunavoidable
conclusionisthattheNPScannolongerachieveitspreservationmission
bysimplymanagingresourceswithinparks.TheServicemust
demonstratethethreatofclimatechangeandrelatedenvironmental
impactsonparks,andthrougheducationandleadershipinsustainable
practicesfosterchangethatwillcontributetoincreasedenvironmental
stewardshipbeyondparkborders.
Inkeepingwiththeseprinciples,theNPSFMPhascoordinatedthe
developmentofastrategicplanforthesustainablemanagementofNPS
facilitiesandoperations—theGreenParksPlan.Thisplansetsacollectivevisionforintegratingenvironmentalstewardshipintofacility
managementinamannerconsistentwiththemissionoftheNPS,aswell
asallrelevantlaws,executiveorders,andSecretarialandDirector’s
Orders.
BACKGROUND
ManychampionsinparksandregionsacrosstheNPShaveestablished
theirownsustainabilityprogramsthatpromotethemissionto“preserve
unimpairedthenaturalandculturalresources”undertheNPS’s
supervision.Fromrenewableenergytoalternativetransportationto
greenprocurement,manyNPSfacilitymanagersandstaffhavebecome
expertsinsustainability.
Recognizingthewealthofexpertiseandknowledgealreadyexisting
withintheNPS,theParkFacilityManagementDivision(PFMD)hosteda
workshopinGolden,CO,inAugust2009thatbroughttogetherkeystaff
fromacrosstheNPStolaunchaServicewidesustainabilitystrategic
planningeffort.Thisgroupwasalsojoinedbysustainabilityexpertsfrom
otheragencies.Thisstrategicplanbuildsontheideasdiscussedatthe
Goldenmeeting.
Assuch,thisGreenParksPlanisacollaborativeproductofstafffrom
parks,regions,andnationalsupportoffices.Subjectmattersexperts
fromFacilityManagement,Construction,FleetManagement,Planning,
NaturalandCulturalResources,YouthPrograms,andtheOfficeof
StrategicPlanninghavecontributedtotheplan,alongwithpartners
fromotherfederalagenciesandnon-governmentalorganizations.
ORGANIZATIONANDSCOPEOFTHESTRATEGICPLAN
Thisplanestablishes38primarygoalsforimprovingfacilityperformance
acrosstheparksandtakesintoaccounteverydimensionofthefacility
lifecycle—fromplanning,design,andconstructiontooperations,
maintenance,anddisposition.Whilethescopeoftheplaniscenteredon
theimpactoffacilitiesonthenaturalenvironmentandhumanwelfare
andproductivity,theFMPhasdesignedtheplanwiththehopethatit
willbeincorporatedintoaServicewideplanencompassingallNPS
functions.
Someofthesegoalsaddressissuesbeyondthescopeoffacility
management,whilesomeothersaddressissuesthatlieatthe
intersectionoffacilityandnon-facilityoperations.Theseobjectives
shouldbeunderstoodasrecommendedgoalsthattheFMPwillseekto
pursueinconsultationwithmanagersofotherprograms.
Thebroadscopeistheresultofanefforttodevelopaplanthatis
visionary,comprehensiveofallNPSfacilityoperations,andsufficiently
detailedtoguideimplementationoverthenextdecade.Throughthis
comprehensiveandfar-reachingplantheNPSintendstodemonstratea
strongcommitmenttoleadershipinsustainability.

THEPLANNINGHORIZON
Theplanninghorizonforthisplanextendstotheyear2020.Whilesome
ofthegoalscanbeachievedby2016orsooner,otherswilltakelongerto
fulfill.Theplanninghorizonof2020isbeingusedduetorecognizethatit
willtakeadecadefortheNPStorealizeitsvisionandaccomplishallof
itsmajorsustainabilitygoals.Forexample,theplanning,design,and
constructionoftheLEEDPlatinum-certifiedEielsonVisitorCenterin
DenaliNationalParktooksevenyearstocomplete.Theplanningand
constructiontimelineforwaterandwastewaterinfrastructureis20to40
years.3Theseandothermajorhazards,suchaswildlandfire,require
planningnowfortheNPStobepreparedtosustainmissioncritical
operationsinthedecadesahead.

Thisplanpresentstwotargetyearsforeachgoal,2016and2020.As
notedabove,2020representsthelong-termplanninghorizon.In
contrast,2016isusedasaninterimtargetyearbecauseitwillbethe
yearoftheNPSCentennialanniversary,amajormilestoneforfocusing
sustainabilityefforts.Anexampleoftheuseofthesetwotargetyearsin
theplanisfoundatobjectiveCC1.6(“NPSwillachieveoperationalcarbonneutrality.ForthoseGHGemissionsnoteliminatedthroughmitigationefforts,NPSwillevaluate,identify,andimplementappropriatemechanismsforoffsettingremainingemissions”).
The2016targetistooffset75percentoftheGHGemissionsremaining
attheendof2015.The2020targetistooffset100percentoftheGHG
emissionsremainingattheendof2019.Althoughsomegoalsfoundin
thisplanwillnotbeachieveduntil2016or2020,manyotherswillbe
achievedfarsooner,andimplementationisalreadyinprogress.For
example,theParkFacilityManagementDivision,incoordinationwiththe
regionaloffices,hasinitiatedtheexecutionofobjectiveEP2.2(“NPSwillconductacomprehensiveenergyauditinallcoveredfacilitiesbeginningin2010andthereafteronceeveryfouryears”).
Toenableparkstoapproachgoalimplementationinamanageableway,
theFMPwillpursueimplementationofthestrategicplaninthreephases
spanningtheperiodfromFY2010to2020.
PhaseOneeffortswillfocuson75actionitems(objectives,
implementationactions,andrecommendedpolicies)fromtheplanthat
canbeachievedinfullorsignificantlyadvancedbetween2010and2013.
Goalsaddressingclimatechangeresponse,energyconservation,and
organizationalbestpracticeswillbetheprimaryfocusin2010.

challengestheNPSfaces.ThisstrategicgoalcategoryispresentedfirsttoemphasizethecriticalimportanceoftheNPSresponsetoclimatechange.The
goalsofthiscategoryaredesignedtofulfillthedirectivesofExecutiveOrder13514,FederalLeadershipinEnvironmental,Energy,andEconomic
Performance,InteriorSecretarySalazar’sOrder3289onclimatechange,andtheemergingfacility-relatedgoalsoftheNPSClimateChangeResponse
SteeringCommittee.Oneofthekeygoalsinthiscategorycallsfora50percentannualreductioninServicewideGHGsby2016anda75percentreduction
by2020.ItalsoestablishesagoalfortheNPStoachievecomplete“carbonneutrality”(zeronetGHGemissions)by2019foritsremainingGHGemissions.
ThisgoalbuildsonapioneeringgoalsetbythePacificWestRegionthatallofitsparkswillattaincarbonneutralityby2016.
Akeyelementoftheagency’sresponsetoclimatechangehasbeenthedevelopmentoftheClimateFriendlyParksprogram.Parksthatentertheprogram
areprovidedassistanceindeveloping“carbonfootprints”andClimateActionPlansforreducingGHGemissionsandeducatingparkvisitorsonmeasures
thatallAmericanscantaketoreduceGHGemissions.ThisplancallsforallparkstoentertheClimateFriendlyParksprogramandcompleteClimateAction
Plansby2013.OthergoalsinthiscategoryareintendedtomobilizetheServicetopreparefortheadaptationoffacilitiestochangingclimateconditions,
suchasthelossofinlandfreshwater,coastalflooding,longerandmoreintensewildlandfireseasons,andextremeweatherevents.Inconjunctionwith
theDivisionofParkPlanning&SpecialStudies,agoalhasbeensetthatencouragesplanningteamstointegrateclimatechangeconsiderationsrelativeto
facilitylocationsintolong-rangeplanningdocuments,suchasGeneralManagementPlans.ThePFMDwillleadaServicewideinventoryofparkfacilities
thatareimpactedorthreatenedbyclimatechangeanddevelopadaptationplansforseriouslythreatenedfacilities.
TheGHGemissionreductiongoalsinthiscategoryarecomplementedbydozensofothergoalsspreadacrosstheothergoalcategories.Oneofthe
overarchingprinciplesofthisplanisthatourclimatechangeresponseshouldbeintegratedasbroadlyaspossibleintotheService’ssustainabilityefforts.

UnitedStates.Buildingsconsume37percentoftheenergyand68percentoftheelectricityproducedannuallyintheUnitedStates.1Thebyproductsof
fossilfuelenergygeneration—includingGHGemissions,nitrogenoxide,andsulfurdioxide—havedetrimentalimpactsonparks.Theseimpactsincludethe
lossofcoralreefsinU.S.VirginIslandsNationalPark,theshrinkingofglaciersinKenaiFjords,smogthatfrequentlyblanketsBigBendNationalParkin
summermonths,andacidrainthathasdamagedmountainplantcommunitiesinShenandoahNationalPark.Tocontributetoanationalefforttomake
buildingsmoreenergyefficient,thisplanpresentsfivegoalswith19associatedobjectivesfortheNPStobetterunderstandandimproveitsenergy

Thenationalandglobalsupplyoffreshwaterhasdiminishedsignificantlyinrecentdecades,andthistrendwilllikelycontinueduetodroughtandother
climaticchanges.Theimpactofwaterscarcityisalreadybeingfeltatanumberofparks,suchasLakeMeadNationalRecreationArea,whereaprecipitous
dropinlakelevelshasleftparkmarinafacilitiesfarabovethewaterlinewheretheystanduseless.Tocontributetotheresponsibleuseoffreshwater
suppliesandpreservefreshwaterin-flowsinriversandstreams,aswellasgroundwatersupplies,theNPSwilldemonstrateleadershipinwater
conservation,graywaterreuse,rainwatercapture,andthereductionofwastewaterconveyance.ReducingNPS’sconsumptionoffreshwaterwillalso
helpmitigateGHGemissions,astheenergyusedtotreatandpumpwaterisasignificantsourceofGHGemissions.

environments.OnaverageAmericansspend90percentoftheirtimeindoors,whereairpollutionistypicallymuchmoreprevalentandconcentratedthan
inoutdoorenvironments,eveninmajormetropolitanareas.Thesourcesofindoorairpollutionincludegasesfromvolatileorganiccompounds(VOCs)
presentincarpetingsystems,paints,stains,sealants,adhesives,andcompositewoodandagrifiberproducts.Othersourcesofindoorairpollutioninclude
naturallyoccurringradon,carbondioxidebuild-upinoccupiedspaces,anddirtanddusttrackedintobuildings.Thesepollutantscancauseorcontributeto
illnessessuchasasthma,allergies,bronchitis,andmoresevererespiratoryconditions,whichinturndecreaseworkerproductivityandcontributeto
absenteeism.A1994casestudybytheRockyMountainInstituteconcludedthatworkerproductivitywasincreasedby16percentthroughimprovements
totheindoorenvironment.

fouryears.Theevaluationshouldidentifyenergyefficiencymeasuresthroughrecommissioningandretrocommissioning.“Coveredfacilities”aredefinedasthetop
energy-consumingparksthatinaggregateaccountfor75percentofthetotalNPSannualenergyconsumption.18ThistargetisformedfromthecombinedrequirementsoftheEnergyPolicyActof2005(EPACT2005),E.O.13423,andEISA2007.Thistargetisconsistentwiththenew
