    INTRODUCTION

    We are happy with the outcome of our first automated elections. Ourworst fears did not come to pass. As former Solicitor-General Simeon

    Marcelo said in the evening newscast earlier, the success is due mainlyto our vigilance, our involvement, our strong resolve to make thiselection work.

    A day after this momentous event, when it was getting clearer to uswho are leading, especially in the presidential race in favor of Benigno"Noynoy" Aquino III, the inspiration to create this Facebook Page,"Noynoy's Cabinet" came to us.

    There arose a compelling desire to help the new President to choose the

    right people he will work with, in order to realize his goal of turningaway from "Daang Baluktot" and instead leading us to "DaangMatuwid". I must say it was a creative visualization of his platform ofgovernance - to get rid of corruption and restore integrity in thebureaucracy.

    But the visualization and the sound bytes ended with the campaignperiod, but the vision and mission must be realized, crystallized, and seton stone -- in short, must be put in action. And this is the next step that

    Noynoy needs to take and for us to support. As I have noted many times,our participation in politics does not begin and end with elections. Weneed to be actively involved in governance: in transparency, inaccountability, for integrity.

    If and when he becomes officially the 15th President of the Republic ofthe Philippines, Benigno "Noynoy" Aquino III will have to choose hisown team of civil servants to help him run the executive branch of ourgovernment.

    We know that his choice of new cabinet members is very crucial. Most ofthe recent scams in RP government included Executive departments(e.g. Department of Agriculture and the fertilizer scam, DOTC and theZTE deal); we have DepEd and the perennial textbook errors! We havehad enough of those. Let us help Noynoy choose the right officials for hisCabinet!

    RATIONALE

    We opened this Campaign to the public, specifically to all Facebookusers, by requesting them to tell us who their choices are for the next

    set of Cabinet officials. They have liked the Page, posted theirsuggestions, and have interacted with each other.

    Noynoy's Cabinet is a targeted intervention. We specifically focused onCabinet positions, something that is concrete and doable and within thepurview of the Chief Executive. Other similar fan pages gathersuggestions, but they are rather "catch-all" and some (if not most) mayconcern Legislative or Judicial interventions and therefore not in thedirect purview of the President.

    Noynoy's Cabinet is an advocacy and community page on Facebook for'netizens' like us who believe that even though we are privateindividuals who come from various 'walks of life,' we are neverthelesscitizens of our beloved country, the Philippines, who have respective"voices" that are worth hearing and who are capable of contributing tonation-building, no matter how small or humble our ways are.

    recognizing the contribution of the Moros to the Filipino's anti-colonial struggle. The main work of her foundation, theALMUJADILA DEVELOPMENT FOUNDATION, is educating Morowomen about their rights and role in the society. Her appointmentwill also comply with the Constitutional objective of having aMoro representative in the Cabinet.

    Dr. Milwida Nene GuevarraShe is the founder, President and CEO of Synergeia Foundation --an organization that works with individuals, institutions,organizations and LGUs to improve the processes, systems andstructures of learning and teaching. The foundation has beenrecognized for producing successful results. Students under theirprogram achieved improvements in test scores 49% to 75%,particularly in Reading and Mathematics. She was awarded thesecond Gawad Haydee Yorac for her Outstanding Leadership andPublic Service last 2008.

    Atty. Alex LacsonAtty. Lacson for DepEd for the complete overhaul of this mostcorrupt department, which is corrupting the minds of our childrenthat's why we cannot move on. Teachers must be rescreened andreevaluated thru competence, skills and values orientation. Thesecurity of tenure must be granted only to teachers whocontinually study and upgrade themselves but once they don't, thegovernment must demand that they be removed. Higher salariesmust be given to deserving teachers. See, the best teachers wehave are not here not only because of the low salary that we have

    but also because of the low morale of teachers especially in theelementary level. Re-evaluate the master teachers for thegovernment must be spending more in their salaries which someof them dont really deserve.

    more qualified, competent and credible professionals from the academe,business and religious sectors. They should not have any interest toprotect nor future plans to enter politics.

Lalo na yung consultant nila para sa MMDA hahaha...Daming siniraan o sinagasaang mga pamumuhay ng tao dahil lang sawalang kwentang cosmetics o beautification program na ewan salugar....tapos after a month ganun ulit gastos nanaman. para kuno activeor effective mga ginagawa nila...

    I personally wouldn't want to hire the old ones. They're not the onlyones able or brilliant in their fields... I think its time to really give thebaton to others who could prove and show more revolutionary meansor methods in public service... CHANGE is what we're really after and ifwe'll keep on relying on those TRAPO, tingin ko wala ding mangyayari.Panay pa POGI lang mga yan and that has been long proven and had noREAL RESULTS.

    I also don't like the idea of fielding Presidential candidates who lost, itmay seem to be symbolically reconciliatory but, with them ascharacters, there is this ever present of putting their interest first andnot the interest of the present victors. We've seen them during Cory'sTime, and even as far as this nation began. What we need are followersthat are ready to serve the interest of the people (according to Noynoy'sprogram) and not Persons (though maybe with good intention)interested only in pushing forward their own agenda.

Employee po ako dito and i know that alot of corrupt and undeserving officials are presently occupyingsensitive or important positions in this agency.     Our participation in governance doesn't begin and end with elections;we must continue working for integrity, transparency, and

    accountability in the bureaucracy. This campaign of OURS to proposecompetent people to Noynoy Aquino as he prepares his own Cabinet isin fact following up if he will walk his talk, and I think we all agree thatwe need to take further steps from here.

    There are also many qualified and honest career professionals in thebureaucracy, and also from the private sector, so I guess Noynoyshouldn't only look at losing candidates from his own party and outsidejust so he can speak of reconciliation, let alone unity.

    I think the right position is not the "handling of the money" nor "gettingthe money" but it should be the right way of "using the money, to turnthis economy" With the current Departments- lines are so blurry,ordinary people like me do not know where to turn to, when there is toomuch Bureaucracy. The government should be more user friendly, so tospeak.

    Even this Noynoy's Cabinet campaign is surely challenged by moreinfluential forces that would surround Noynoy later on. But we fear not,nor should we be intimidated by "the powers that be." Who knows, wecan make history here: Cabinet choices guided by social mediafeedback!

    Please promote green energy in noynoys presidency to lessen theburden of electrical crisis such as promoting grid tie connection likeAmerica to household level. There is so much we can do to lowerindividual electrical consumption as well as providing extra power tothe grid. Is there any law to progress that sort?

    I hope it is still possible with the "quid pro quo" kind of politics that wehave. It would be a disappointment if Noynoy succumbed to that. I hope

    he can stick to his platform of CHANGE for the better.

    Well, most of the people in his party who ran for the Senate are good,honest, honorable people, with unblemished careers and character.Maybe he should get Cabinet members from that pool. Then again, heshould still exercise wise judgment in choosing his Cabinet ministers---these are the people closest to him and will no doubt influence majorityof his decisions.
