« « « Uproszczona procedura zmiany traktatów unijnych jest tematem relatywnie nowym, poruszającym zagadnienie ważne nie tylko z punktu widzenia naukowego, lecz także istotne dla praktyki ustrojowej Unii Europejskiej. Klauzula passerelle, omówiona w niniejszej monografii jako procedura kładki, daje możliwość szybkiego i elastycznego przeprowadzenia niektórych reform na podstawie decyzji instytucji unijnych – z pominięciem skomplikowanej procedury traktatów rewizyjnych.

Książka zawiera szczegółową i bardzo dokładną analizę ewolucji uproszczonych procedur zmiany traktatów od pierwszego ich zastosowania, poprzez nowe warianty wprowadzone do porządku prawnego Wspólnot, a następnie Unii Europejskiej. Szczególnie interesujące wydają się tu rozważania dotyczące kreowania w ramach procedur kładki stanowiska państw członkowskich, w tym Polski, a także wykorzystania tej regulacji w celu ustanowienia trwałego mechanizmu ratunkowego państw strefy euro, bądź do przeprowadzenia reformy ustrojowej Unii.

Podwójna elekcja i w konsekwencji walka o polski tron sprawiły, że po-czątek bezkrólewia po śmierci Jana III Sobieskiego jest mniej znany niż jego okres końcowy.Autorka wypełnia tę lukę. Książka jest monografią sejmu konwokacyj-nego z 1696 roku, czyli sejmu, który miał uporządkować najistotniejsze sprawy w państwie i przygotować elekcję. Chociaż z formalnego punk-tu widzenia nie mógł on zostać zerwany, to jednak podzielił los więk-szości sejmów tego czasu. Zerwanie konwokacji nie miało precedensu w dziejach Rzeczypospolitej i jest porównywalne z rokiem 1652. Ponad-to zapoczątkowano wówczas praktyki i zwyczaje, które miały miejsce w kolejnych bezkrólewiach.

EWA GĄSIOR – doktor nauk humanistycznych w zakresie historii. Jej zainteresowania obejmują przede wszystkim dzieje parlamentaryzmu polskiego, szczególnie w XVII wieku, oraz Kozaczyzny. Jest właścicielką antykwariatu.

Wśród czterdziestu dziewięciu parlamentarzystek II Rzeczypospoli-tej odnaleźć można kobiety prowadzące pracę naukową, a także ko-munistkę po kilku latach szkoły powszechnej, mandat sprawowały też przedstawicielka arystokracji z tytułem książęcym i żona górnika. W parlamencie obecne były cztery przedstawicielki mniejszości naro- dowych II RP. Posłanki i senatorki traktowane były jako grupa prezentu- jąca jednolite i pozytywne wartości, które mogły wnieść do polityki. Kobiety spotykały się jednak również z przejawami braku akceptacji ich uczestnictwa w życiu politycznym. Mimo tych trudności działal- ność publiczna i polityczna na tyle rozbudzała aspiracje parlamen-tarzystek, że większość z nich starała się o reelekcję. Ostatecznie w latach 1919 –1939 kobiety zostały wybrane czterdzieści sześć razy do sejmu i dwadzieścia dwa razy do senatu. Ich aktywność parla- mentarna jest zasadniczym zagadnieniem rozpatrywanym w prezen- towanej pracy.
