We mustshow trustworthiness and respectabilityas aid recipients. All offered nancialassistance must be properly availed ofand accounted for in good faith.

    ECONOMY: Despite the ravagesof Yolanda on our agricultural crops,infrastructures and facilities in CentralLuzon and in the Visayas governmenteconomic and nancial leaders are stillpositive as far as our gross domesticproduct is concerned. They must beinputting therein the bene cial effects ofthe international aid and nancial succorbeing offered by friendly countries andinstitutions including the World Bank andthe United Nations.

    The rehabilitation funds willcertainly provide work for our displacedemployees and laborers, hence theirwage money will enable them to buybasic goods and also to somehowimprove their housing and livelihood.Reconstruction projects will stimulate

    I, for one, wondered why didntthe government use the boats of thenavy to immediately bring food andmedicines to the typhoon victims sincethe airports and roads could not beused.. Most, if not all of the governmentowned and controlled corporations ownhelicopter. Why didnt the governmentuse it to airlift food stuffs and medicinesto typhoon victims? That is besidethose in the Air Force. It could havemade the relief operation fast and couldhave saved many lives.

    Well, the government and private

    sectors are one in helping the typhoonvictims. Central Visayas will survive andrise again because of the bayanihanspirit of the Filipinos, the help of morethan thirty countries and the prayers ofmany people all over the world. Letsthank God that the Bicol region wasspared by Yolanda. Ina protectedus.

    At this writing (Nov. 16, 2013), thelatest reported bulletin from the NationalRisk Reduction and Management Council(NDRRMC) raised the number of con rmeddeath from supertyphoon Yolanda to3,633 from 3,621 with 1,170 people stillmissing. The NDRRMC also listed 12,487injured. Storm surges from Yolanda hitCentral Visayas on Nov. 8, 2013 whichcaused the great devastation. We canexpect more bodies will be found.

    As I watched the report of two TVnetworks (ABS-CBN and GMA) showingthe destruction and the pitiful situationof starving typhoon victims begging forfood, water, medicines even ve daysafter the typhoon, I wonder why nobodyin the Cabinet advised President Noynoy

    Aquino to immediately airlift food to the

    typhoon victims. That was done in thepast. If I remember right, it was doneduring the administration of PresidentRamon Magsaysay. Food was airlifted byhelicopters. Packs of food were wrappedand attached to a parachute and droppedto typhoon victims in isolated areas byhelicopter.

    Another big problem caused by Yolandais the absence of communication due to thedestruction of cell sites, loss of electricity,etc. In the past, there was communicationthrough radio facility, we called over-over. Police stations, Railway stations,government of ces like the Governorsand Mayors of ce, etc. had over-over.We also communicated through the morsecode in the postal of ces. I told these thingto Cong. Wimpy Fuentebella who was

    not yet born at that time before the pressconference and meeting at the PartidoDevelopment Administration yesterday.Their agenda was the preparation ofDisaster Preparedness Plan and Programof the District. Since modern technologyfailed in Central Visayas during the supertyphoon, we can go back to the oldtechnology in addition to the latest modern

    It takes a school boy in his elementary grade to die in thehands of equally young boys, his classmates, for many to realizethat similar things like these have been going on but dismissedas though nothing of these sorts are happening. It could beconsidered an overlook on the part of teachers that inside theirclassroom, some kids are being maltreated by their classmates.It could take the form of in icting something that is physicallyharmful. It may be a verbal abuse (or assault) but that couldprove harmful to the victim. In many cases, the victim suffersin silence and carries the pain all to himself. It is only when aphysical harm has been in icted and is visible that parents andteachers discover the child has been bullied and the parents,specially seek justice or report the matter over to the right schoolauthorities.

    DepEd Secretary Armin Luistro had always expressed thatthe school is a safe and caring learning-centered institutionand Republic Act 10627 which is the Anti-Bullying Law and theDepEd existing Child Protection Policy are being given moreteeth. Doubtless, these are steps towards the complete halt ortotal eradication of what might have been happening in the past.It could be taken as true that years back and even these days,some children are bullied for no reason at all. That the child ispoor in the class or is short of height or pug-nosed or black cansubject the child to being bullied and facing humiliation.

    Republic Act 10627 protects students from bullying and otherforms of violence that may be in icted by adults, persons ofauthority as well as their classmates. Us, teachers especially inthe elementary grades, are exposed to what we may term badkids. And that there are many of them is not just a seeming. Itis a fact. I am privy to many young pupils who are mischievousto the point of being harmful. This duo-government impositioncan be considered a breakthrough in education. Now, teacherswill less headaches when it comes to imposing discipline whichis something that can be quite unnerving to many teachers who

    nd themselves in the midst of uncontrollable katsengammerkids. The Child Protection Plan made stronger with the Anti-Bullying Law put primacy on the well-being children even alsoas parents and teachers feel a sigh of relief over small troublesin the classroom which, to some kids are parts of their growingup. But this a big No. Children in school should love one anotherand alls well that ends well.

    The Anti-Bullying Law supporting the Child Protection Policyis certainly some big things that could make education in thecountry for the child to stay in school, free from harm and notostracized simply because some kids just nd him a good subjector else are done by some children for the thrill of it. The true thrillin the pursuit of education is for children to learn placed in avery happy educational environment. To us, teachers, the timehas come for us to rejoice over the fact that the Child ProtectionPolicy and the Anti-Bullying Law have teeth more than ever.

    LEGAZPI CITY -- AlbayGov. Joey Salceda has recom-mended a bottom-up plan-ning for the recovery of areasdevastated by super typhoonYolanda, which he calls aclimate monster.

    The bottom-up planningneeds the involvement of theaffected communities, he said.

    Salceda was reacting to the

    plan of the National Economicand Development Authority to

    submit to President BenignoAquino III next week its short-term plan to rehabilitate andreconstruct typhoon-damagedareas.

    In a media conference onFriday, Planning Secretary and

    NEDA Director-General Arsen-io Balisacan said the plan willoutline how the governmentwould address the basic social

    needs of typhoon survivors un-til the end of 2014.

    The needs include food,shelter, medicines, water, elec-tricity, access to goods and ser-vices and transportation.

    NEDAs plan will also iden-tify the communities that needto be prioritized.

    Salceda said, however, thatwithout community engage-ment, NEDAs move wouldforce national government

    agencies to make rushed reportsfor submission to the national planning body, which wouldthen convene the concernedregional bodies and conduct

    among the contenders in this prestigious event already putthem in high heavens.
