The September Commission Meeting Minutes were reviewed. Motion to accept by Commissioner Morrow, second by Commissioner Roberts, ap-

proved unanimously.

Treasurers Report: Adding a coversheet to better explain the Treasurers Report. Commissioners approve of the memo format to make it clearer

Operating Expense on track. Annual items are already at 100% in certain areas.

Legal Expense higher due to the Ethics Board. Police expenses on track. Road Fund is on track despite “Road Maintenance” account line being slight-

ly higher due to the crack filling back in August.

Revenues are close to the budgeted amount. The “Insurance Tax” account line is significantly higher for the quarter.

Perhaps a section in the newsletter about thanking residents for getting their Insurance carriers to coordinate payment with Meadow Vale. Police

revenue from Interlocal Agreements will be deposited later this month.

The Audit will be ready for review by the November Commission Meeting.

Bank statements and reconciliation statements are available for review.

Commissioner Roberts has done the Oversight Procedure Checklist of the budget.

Motion to approve by Commissioner Roberts, second by Commissioner Morrow, approved by unanimous vote.

Report from Police Chief: September MVPD Report reviewed. No arrests this month. Calls for service. 17 for Meadow Vale and 2 from Rolling

Hills. 29 traffic stops in Meadow Vale and Rolling Hills.

Question from Commissioner Morrow about man that keeps coming to Boxford Court and sleeping outside. Contact MVPD and let them know of

issues as they occur. Officer Wilder and Metro Officers have met and coordinated to stop and explain that this person is trespassing in the City of

Meadow Vale. The mother/homeowner does not want the man to reside on her property but doesn’t always comply with keeping him out of her property. Looking at making the house listed as a “Nuisance Property”. After 3 calls to a “Nuisance Property” then $200+ fines can be incurred.

9811 Boxford Ct is the address discussed. The mother is not always home and the daughter is there and will allow this man to enter the premise.

This creates a conflict for the responding officers. The man is also sleeping on the bench next to the “Little Library” on Boxford Way and this cre-

ates an issue of it being a public open-space and it’s not possible to remove him for sleeping overnight there on the bench.

Look at passing an ordinance that deals with nuisance properties. Discussion to refer to Metro Code and their protocols. We could copy and use

Metro’s ordinance if that would help us deal with the problems stemming the resident and unwanted guests associated from 9811 Boxford Court.

Counselor Ritsert will look at Metro’s “Nuisance Ordinance” and will work with MVPD to determine details.

OLD BUSINESS/Open Issues:

Byron Songer: Website and email protocols. Byron will setup City email service. Email service provided by the system that provides our city website.

Byron would be the administrator and can fix password problems. Are these email accounts by personal or by title?

Discussion about technical details about different programs. Email addresses discussed; commissioners and city employees.

Events Committee Update: Plan for next year’s ice cream social and the volunteer dinner. Have not been successful at contacting Marcela Newman

and Cora O’Hara about continuing the committee.

Training with Roberts Rules from the State/KLC. Rolling Hills interested in coming along to the training.

Gray police cruiser report from Tri-County Ford. The vehicle report is distributed: the sensor cluster/computer that creates the vehicle error

codes in the dashboard is bad. To repair the sensor is around $900; this may not fix the issue though. Repairs (all the issues from the airbag to the

electrical systems) cannot proceed without getting the sensor cluster fixed. Commissioner Roberts makes a motion to approve the estimated $900

to fix the sensor cluster in the Silver/Gray Police Car, Second by Commissioner Morrow. Approved unanimously.

Jefferson County League of Cities Annual Networking Dinner November 16, now called the Jeffersonian Dinner now. Details emailed. We are a

member city and are invited. Cost would be covered by the City and reservations need to be made by the end of the next week. Commissioners

will discuss and let the mayor know. Motion to approve the funds for the Commissioners and Mayor to attend the Annual Dinner by Commissioner

Morrow, Second by Commissioner Roberts, approved unanimously.

Mayors Report:

Paperwork for U of L intern is filed.

KY Department of Revenue has been clarified. 3 Bank deposit taxes.

Mary Ellen Johnston to be nominated to the volunteer committee, by Commissioner Morrow, Second by Commissioner Roberts.

Met with KY Department of Records. Covered the Destruction Records and record retention. Including records of usage on electronic devices.

Meeting with Officer Wilder, Chief Yates, and Commissioner Newman.

Report back from Tri-County Ford on the gray police cruiser.

Commissioner Steineker has received her final paycheck. She refuses to return the KLC book she was issued earlier this year.

9802 Tiverton, the drainage behind their house is clear, “their houses is always kept up to code and maintained”.

Cable Commission: Telecom or Franchise Tax. Items explored about benefits of each. JCLC has info and references for the city to explore for op-

tions. Schulyer Altt will speak at Wednesday October 18th 4:30 at the Anchorage City Hall regarding our expense about being part of the Cable

Commission.

MINUTES City of Meadow Vale November 6, 2017

SPECIAL COMMISSIONERS MEETING Mayor: Mary Hornek Commissioners: Bob Mcallister, Cathy Morrow, Diane Roberts

Mayor Hornek called the meeting to order at 6:00 PM. Pledge of Allegiance recited.

OPEN MEETING

Gray Police Cruiser: Report of the summary of needed repairs totaling now at $3,740 including fixing the cluster sensor from Tri-County Ford. All parts will have a 2-year warranty.

Car appears to have been previously wrecked (this was never reported). The airbag will be replaced with factory parts. The AM/FM radio controls are obsolete

but has nothing to do with the safety of the vehicle. The gray police cruiser was missing for 2 weeks a couple of years ago. The cluster that was broken looked like it had been crushed or tampered with. The trunk activation button was disconnected, and Tri-County Ford repaired at no additional cost to us.

Motion to approve additional funds to fix the police cruiser by Commissioner Roberts, Second by Commissioner Morrow, approved unanimously, Commissioner Newman’s resignation: Motion to accept the resignation by Commissioner Morrow, Second by Commissioner McAllister, approved unanimously.

New Commissioner: Motion to accept Matt Sweeney as new Commissioner to finish the current term through December 2018 by Commissioner Roberts, second my Commissioner

McAllister, approved unanimously.

Commissioner Morrow moved that we adjourn the meeting at 6:10PM; second by Commissioner Roberts. Approved by unanimous vote.

Nomination of Bob McAllister for City Commissioner by Commissioner Roberts, Second by Commissioner Morrow, approved unanimously.

Mayor Hornek swears in Bob McAllister at 7:38 PM. Bob McAllister served previously on the Commission and is a regular berm maintenance

weekend volunteer.

Officer Wilders probation period over, Nominate by Commissioner Roberts, second by Commissioner Morrow, approved unanimously.

Commissioner Newman resigned effectively today. Counselor Ritsert has contacted him to get the paperwork finalized.

Commissioner Morrow- Streets/Signs/Lights/ Social Issues/ Events: Light pole painted. Done. Request to move the model/RC airplane airport

due to nuisance of sound. Contact the state and send a petition to have it moved.

Commissioner Roberts-Drainage/Website: Given a copy of her monthly report. In the August meeting, she reported a visit to 9802 Tiverton

to inform the residents of the necessity to maintain the drainage area. They have lived there for 20+ years and have maintained their part of the

drainage area in a pristine manner. Commissioner Roberts did not mean to demean their citizenship with her previous report to the commis-

sion and has apologized to them directly.

Commissioner-Social Issues/ Events:

Motion to adjourn the regular meeting / move to Executive Session at 8:28 PM, KRS.61.810(1) F by Commissioner McAllister, Second by Com-

missioner Morrow, approved unanimously.

Motion to return to regular meeting by Commissioner Morrow, Second by Commissioner Roberts. Moved back into regular session at 8:55 PM

NEW BUISNESS: Beautification committee needs volunteers once a month for 1 hour, can be a sub or a regular. Linda Prys at 423-0303 is the contact person.

Garbage bags need to be ordered.

Commissioner Roberts moved that we adjourn the meeting at 8:57PM; second by Commissioner Morrow. Approved by unanimous vote.
