Mr. .blolyneux o f the Surrey Museum Historical Society was present and presented copies of the first history of Surrey that the Society had published and issued last Friday. He stated that the publication of the book had been made possible by the Municipal loan from Council and the Society was pleased to present a copy to each member of the Council. This is the story of Surrey up t o 1899 and further volumes are planned to carry on the story of the history of Surrey.

The book was accepted with thanks by the Mayor on behalf of the members of Council.

The Mayor stated that he had spent three days in Victoria last week on U.B.C.M. business, and the Executive had discussed financing and the matter of the bond market.

He stated that he had been appointed as Head of a Special Committee on Expropriation as a result of our resolution to the U.B.C.M., and would be reporting to the Executive.

The Mayor recommended that Alderman Kuhn be Acting Mayor for December. It was

Carried Mayor for December.

He stated that there would be a meeting of the G r e a t e r V a n c o u v e r S e w e r a g e D i s t r i c t o n November 20th to finalize the Rawn Report on Sewage Treatment.

He stated that the Surrey Firemen's Ball is on this Saturday and he will be unable to attend, but the Acting Mayor will represent him. All the Aldermen are invited to attend.

The Mayor stated that he would like a Special Committee appointed to meet with some persons who are interested in establishing a mobile home park on a co-operative basis, whereby the plots would be sold to the trailer owners. He recommended that Alderman Fomich and Alderman Kuhn be appointed to this Committee. It was

(a) Application No.69-283 This dealt with an application to subdivide a parcel into two long narrow parcels and was not recommended by the Planner, as it would not fit into the future land use pattern of the area. It covered the W 1/2 o f Lot 2 NW 1/4 Sec.l6,Tp.8,Plan 3599.

the recommendation o f the Planner and the application be not approved.

If the road was built an application under Section 712 would not be required. The applicant has two houses on the property and he wishes to put one house on one acre s o that he can give title to his son, and then create another parcel as well. It was

The Manager then stated that the Planner and the Assistant Planner were present to report further on the Whalley Community Plan Amendment By-law No. 3059. They were to give a verbal report on this matter at this time, and the plan was shown of the area. It was

The Assistant Planner stated that the basic question was the west side ring road in Whalley. He stated that it had been proposed for 135th Street, but this is now too close to King George Highway and does not permit the development at the Old Yale Road and the King George Highway. The proposal is to provide commercial land in greater depth and arterial streets are needed to serve these lands. He pointed out the four possible routes; one utilizing 134A Street, one utilizing 133A Street, one utilizing 133 Street, and one using 132nd Street. All but 132nd Street require acquisition of 1and.Eventually it will be a four lane street. For four lanes you need eighty-six feet in width and this may involve houses being acquired and moved. If you proceed on a sixty-six foot road allowance houses are not involved. The Land Department had come up with estimated cost figures for the various routes.

The Assistant Planner stated tha't we do not need the land for an 8 6 foot right-of-way at this time.

He stated that the Planning Department is recommending the 134A Street route, and a considerable amount o f it will be built by the developers along the route as development takes place. If the route is approved in the Whalley Plan then that is where it will come eventually through planning and development.

The matter was discussed.

principle of the 134A Street alignment and it be referred to the Regional Chamber o f Commerce and other interested g r o u p s t o look at the proposed ring road before any further action is taken.

No.757 The Manager submitted a report from the Engineer dealing with the sanitary landfill operations, stating that they are now presently open to 7:OO p.m., but now we are on standard time it is dark at 6:OO p.m.

He recommended that they be closed at 6:OO p.m. during the standard time period.

He recommended that the tender of John Davidson Limited be accepted in the amount of $ 16,000.00, plus 5 % Provincial Tax, for delivery in seven days. It was

The Land Agent requested the necessary land acquisition by-law be introduced to acquire this property for the $ 9 . 0 0 , and the Manager concurred in the recommendation. It was

The Manager stated that in regard to the proposed meeting t o discuss the matter of a drug problem in Surrey that some format would be necessary f o r the meeting to be set-up, and he requested that the Mayor establish a small Committee to make the necessary arrangements for this meeting.

T h e Mayor recommended that Aldermen McKitka, Dunster, Mr. Merner of the Welfare Department, the Manager, and a member of the School Board and School Board staff be appointed to set the format of the meeting and arrange for the meeting. It was

The Mayor left the meeting for a few minutes and Alderman Patterson, as Acting Mayor, took the Chair.

The Manager stated that he had a report from the Engineer which he wished to submit, and the report was read by the Clerk. This dealt with the closing of the lane at the rear of Mrs. Markham's property at 14130 114A Avenue. This lane had been ordered closed recently by the Municipal Council. The Engineer reported that the Area Foreman a r r i v e d a t t h e l a n e b e h i n d h e r property at approximately 2 : O O p.m. to erect a barricade and close the lane in accordance with Council's instructions. He called on Mr. Kolody, the next door neighbor, and advised him that the lane was to be barricaded and requested him to remove his car from the garage. Mr. Kolody refused to remove the car and the Foreman proceeded t o erect the two posts approximately eight feet apart and applied one 2 x 10 rail. He left the scene at 3:OO p.m. and at 3 : 3 0 p.m. he received a call to return to the lane and found that an Alderman had taken the rail down.

The matter was discussed and Alderman McKitka stated that he had taken the rail down as it was block- ing access to the garage of Mr. Kolody. It was
