I was in the express lane at the store quietly fuming. Completely ignoring the sign, the woman ahead of me had slipped into the check-out line pushing a cart piled high with groceries. Imagine my delight when the cashier

beckoned the woman to come forward looked into the cart and asked sweetly, “So which six items would you like to buy?”

Wouldn’t it be great if that happened more often?!!! --------------------------------------------------------------------------

All eyes were on the radiant bride as her father escorted her down the aisle. They reached the altar and the waiting groom; the bride kissed her father and

placed something in his hand. The guests in the front pews responded with ripples of laughter. Even the priest smiled broadly. As her father

Hi Neighbours: 

One of the changes Council has  implemented  is the earlier development of the budget. The goal of Council  is to approve  the budget  in principle by  the beginning of December. The budget will receive official passing after we receive our information from the Saskatchewan Assessment Management Agency (SAMA), a provincial board. 

Here are some highlights of the draft budget so far as presented at our Public Consultations: 

• We expect salaries to increase for two reasons: union negotiations and our senior administrators are not making market salaries. For more  than a year we have been  looking  for a new Director of Community Services without success,  due mostly  to  the  fact  that  our  lowest  counter  offer  is  still  below  the  expected  wage  or  what  the candidates are being offered in their current position. When compared to other municipalities across the province we are low. 

• We owe more than $10 million for the Water Tower, Haubrich Water Treatment Plant and the E‐K Water Line. Payments  consume  7.3% of  Kindersley’s  revenue. As  a note,  the  Province  spends  2.3%  to  service  its debt  and expects us to take on debt to fund a lagoon and other projects. 

•  Big  decreases  in  spending  for  2015  include:  road  and  sidewalk maintenance,  and  infrastructure  repair  and improvements (last year, Rutley Cres was a big fix); parks, and some other areas for lesser amounts. 

• Capital projects underway include the Fire Hall, which we expect to begin construction this year, and the regional landfill. Funds set aside for those projects amounts to $750,000. 

• The West Central Events Centre is around 25 years old and is entering a phase of its life cycle in which it needs more maintenance as it is beginning to show its age. As a result, we will be spending money to address a variety of issues. 

•  Construction  on  a  new  park  is  expected  to  begin  in  2015  in  the  green  space  between  the  Hahn  Cres.  and Coleman Cres. It is currently configured to include play structures and a new soccer pitch. 

• Overall, we expect tax increases to be around the rate of inflation. 

As part of the budget process, two public consultations were held ‐ one in the afternoon and one in the evening. There were no public submissions. I encourage everyone to also check out the new interactive budget website that his been created  to educate  the public on how  taxes are spent and get  input  in our budget planning.  It can be found at kindersley.citizenbudget.com. 

The budget will be passed in principle December 8th.

Let me see if I’ve got this right. You want me to go into that room with all those kids, & fill their every waking moment with a love for learning. Not only that, I’m to instill a sense of pride in their ethnicity, behaviorally modify disruptive behavior, & observe them for signs

of abuse. I am to fight racism, patriotism, the war on drugs & sexually transmitteddiseases, check their backpacks for guns & raise their self-esteem. I’m to teach them good citizenship, sportsmanship & fair play, how & where to register to vote, how to

balance a checkbook & how to apply for a job, but I am never to ask if they are in this country illegally. I am to check their heads occasionally for lice, maintain a safe

environment, recognize signs of potential antisocial behavior, offer advice, write letters of recommendation for student employment & scholarships, encourage a respect for the

cultural diversity of others, and, oh yeah, teach, always making sure that I give the girls in my class fifty percent of my attention. I’m required by my contract to be working on my own time (summers & evenings) & at my own expense towards additional certifica-

tion, advanced certification & a master’s degree, to sponsor the cheerleaders & the after school programs. I am to attend committee & faculty meetings & participate in staff

The staff at the West Central Crisis & Family Support Centre assist individuals with high levels of stress and anxiety on a regular basis. Creating awareness of stress acknowledgement and understanding is a necessity to manage productively.

Awareness:

Stress is the body’s response to a real or perceived threat. Stress is a reaction to a situation. We usually feel stressed when we think that the demands of the situation are greater than our resources to deal with that situation.

Some stress can be a good thing. It can motivate us to focus on a task or take action and solve a problem. In this situation, stress is manageable and even helpful.

When stress is unhelpful, people may feel overwhelmed or feel like they can’t possibly fix the problem.

Common Causes:

Common sources of stress may include major life events, long-term worries, persistent illness, parenting challenges, relationship management, farm/work pressures and many more can also feel stressful. Even daily hassles can be a source of stress.

When going to get his driver’s license renewed at the local motor-vehicle office, a man was not surprised to find that the building was packed. The line inched along for almost an hour until he

Council directed Administration to enter into a contract for curbside waste and recycle cart collections with Loraas Environmental Services Ltd. and to explore the added option of seasonal organic collection from May through August. The new contract will be effective January 1, 2015. Loraas was one of three firms to respond to the Town of Kindersley’s Request for Proposals for Waste and Recycle Collections.

The new contract will include weekly curbside garbage collection and bi-weekly curbside recycle collection for all residential, multi-unit residential, and Town of Kindersley-owned facilities. All residents will be provided with full-sized black carts for waste and blue cars for recycle materials, at no charge.

Council declined an offer to purchase 505 14th Avenue East and requested that Administration negotiate with the interested buyer to reach a price closer to or matching the list price.

Council approved an application to rezone a parcel of land from C3 to R3 and gave first reading to Bylaw 20-14, A Bylaw to Amend the Zoning Bylaw. Council also gave consent to remove the tie codes pertaining to the land. This approval is subject to the execution of a development and servicing agreement and payment of the required levies and fees.

Bylaw 18-14 pertaining to Mobile Home Licensing was approved by Council, which adjusts the yearly service fee paid to the Town last reviewed in 1990. In addition, a $25 monthly administration fee will be implemented.

The Fire Prevention Bylaw 19-14 was approved, which establishes mandatory fees to be paid in the case of emergency false alarms responded to by the Kindersley Fire Department.
