Are temporary work camps allowed?  No. As defined in the Town of Kindersley’s Zoning Bylaw 04-14, temporary work camps, trailers and other structures used for dwelling are neither a permitted nor discretionary use in M1 or M2 zones with the Town of Kindersley and are in contravention to the Zoning Bylaw.

They are illegal.

What are the penalties?

Anyone found to be in violation of the Zoning Bylaw can be fined, in accordance with the Saskatchewan Planning and Development Act, 2007, as follows:

In the case of an individual, a fine of not more than $10,000, to imprisonment for not more than one year or to both;

In the case of a corporation, a fine of not more than $25,000; and In the case of a continuing offence, to a maximum daily fine of not more than $2,500 per

day or part of a day.”

What is the Town doing?

Council has agreed to offer a temporary grace period until June 30, 2015 during which time no fines will be issued in order to allow work camp occupants and the companies operating them to find other means of accommodation. Any work camps, trailers and structures used for dwelling that are still in place within the Town of Kindersley after June 30 will be subject to the fines mentioned above.*

*An extension of up to 90 days will ONLY be granted if an applicant can detail a comprehensive plan of how and when an offendingwork camp will be discontinued if not before June 30, 2015.

Why is this important?

1. The Zoning Bylaw dictates the laws surrounding development and land use within the Town of Kindersley, and like all Town bylaws, the conditions detailed within it must be strictly enforced.

2. New residential and hotel developments will alleviate the pressure for housing and short-term accommodations, thereby reducing the need for work camps and temporary structures.

Why do we wear poppies?

ORIGIN:

Flanders is the name of the whole western part of Belgium.

It saw some of the most concentrated and bloodiest fighting

of the First World War. There was complete devastation.

Buildings, roads trees and natural life simply disappeared.

Where once there were homes and farms there was also now a sea

of mud, a grave for the dead where men still lived and fought. Only

one other living thing survived. The poppy flowering each year with

the coming of the warm weather, brought life, hope, color and reas-

surance to those still fighting. Poppies only flower in rooted up soil.

Their seeds can lie in the ground for years without

germinating and only grow after the ground has been disturbed.

It was a dark, stormy, night. The Marine was on his first assignment, and it was guard duty. A General stepped out taking his dog for a walk. The nervous young

Private snapped to attention, made a perfect salute, and snapped out “Sir, Good Evening, Sir!”

The General, out for some relaxation, returned the salute and said “Good evening soldier, nice night, isn’t it?”

Well it wasn’t a nice night, but the Private wasn’t going to disagree with the General, so the he saluted again and replied “Sir, Yes Sir!”.

The General continued, “You know there’s something about a stormy night that I find soothing, it’s really relaxing. Don’t you agree?”

The Private didn’t agree, but then the private was just a private,and responded “Sir, Yes Sir!”

The General, pointing at the dog, “This is a Golden Retriever, the best

type of dog to train.”The Private glanced at the dog,

saluted yet again and said “Sir, Yes Sir!”

The General continued “I got this dog for my wife.”

The reason the Army, Navy, Air Force, and Marines squabble among themselves is that they don’t speak the same

language. For example, take a simple phrase like, “Secure the building.”

My son regaled me with stories about how they do things in the modern Air Force. Being an old Air Force man

myself, I scoffed at their complicated methods. “That’s not the way we did it

when I was in the service,” I said. “Yeah,” he shot back. “But when you were in the

service, there were only two pilots, Wilbur and Orville!”

Stress & Anxiety Management

The staff at the West Central Crisis & Family Support Centre assist individuals with high levels of stress and anxiety on a regular basis. Creating awareness of stress acknowledgement and understanding is a necessity to manage productively.

Awareness:

Stress is the body’s response to a real or perceived threat. Stress is a reaction to a situation. We usually feel stressed when we think that the demands of the situation are greater than our resources to deal with that situation.

Some stress can be a good thing. It can motivate us to focus on a task or take action and solve a problem. In this situation, stress is manageable and even helpful.

When stress is unhelpful, people may feel overwhelmed or feel like they can’t possibly fix the problem.

Common Causes:

Common sources of stress may include major life events, long-term worries, persistent illness, parenting challenges, relationship management, farm/work pressures and many more can also feel stressful. Even daily hassles can be a source of stress.

An artist asked the gallery owner if there had been any interest in her paintings current-ly on display. “I’ve got good news and bad news,” the owner replied. “The good news is that a gentleman inquired about your work and wondered if it would appreciate in value

TOWN OF KINDERSLEY PUBLIC NOTICE OF INTENT To Amend Bylaw No. 04-14,

Town of Kindersley Zoning Bylaw (A Bylaw to regulate Zoning

and Development) Public notice is hereby given that the Council of the Town of Kindersley, pursuant to Section 207 of The Planning and Development Act, 2007, intends to consider Bylaw No. 15-14 to amend Bylaw No. 04-14, known as the Zoning Bylaw. INTENT The proposed bylaw will amend the Zoning Bylaw as follows: • Amend the regulations governing the height, site coverage, and setbacks of detached accessory buildings or structures from streets and lanes to clarify that the setback is determined with reference to a property line. • Clarify that the 9m rear yard minimum in the C1 District applies only when off-street parking and loading facilities are provided in the rear of the lot or when the rear lot line abuts a Residential District; otherwise there is no minimum. • Amend the parking category for all uses currently under “0 Category” in C1. • To add restaurants as a permitted use in the regulations applicable to the C3 – Highway Commercial District. • To add tractor truck parking requirement for hotels and motels, parking lots, and trucking operations in the C3- Highway Commercial District. AFFECTED LAND The affected lands by the proposed bylaw amendment are all the lands within the Town of Kindersley corporate limits. Public notice is hereby given that the Council of the Town of Kindersley, pursuant to Section 207 of The Planning and Development Act, 2007, intends to consider Bylaw No. 17-14.

INTENTThis bylaw is intended to: (a) Impose and provide for the payment of development levies; (b) Authorize development and servicing agreements to be entered into in respect of payment of development levies; (c) set out the conditions upon which the levy will be applied to specific land uses, classes of development, zoning districts or defined areas; and (d) Indicate how the amount of the levy was determined.
