Five residents made comments regarding the residential zoning case (Z 18-05) that had been
tabled at the previous meeting. All of the residents expressed a level of opposition to the
project.
E. CONSENT AGENDA
1. Approval of the regular Planning and Zoning Commission meeting minutes dated October 9,
2018.
Chair Strother made the motion to approve the consent agenda item, seconded by Vice-
chair Altmiller. The motion passed 7-0.
F. PUBLIC HEARINGS
1. Hold a public hearing regarding a Specific Use Permit for a Restaurant or Cafeteria with Curb or
Drive Through Service in the F4 Zoning District, on 12.1184 +/- acres known as CVS Buda
Subdivision, Lot 2A , City of Buda, Hays County, Texas, located along the west side of FM 1626,
approximately 430 feet south of FM 967. (SUP 18-04).

Chair Strother opened the public hearing at 7:20. No speakers signed up for the
hearing. The public hearing was closed at 7:20.
G. REGULAR AGENDA ITEMS
1. Deliberation and possible action regarding the Specific Use Permit application for a Restaurant or
Cafeteria with Curb or Drive Through Service in the F4 Zoning District, on 12.1184 +/- acres known
as CVS Buda Subdivision, Lot 2A , City of Buda, Hays County, Texas, located along the west side
of FM 1626, approximately 430 feet south of FM 967. (SUP 18-04).
David Fowler presented the proposed SUP for a popular coffee chain. The
Commissioners’ main concerns included the pedestrian-friendliness of the both the
specific site and the larger center being created through a related replat. Other
concerns included the preservation of trees on the overall site. Chair Strother
made a motion to recommend approval of the Specific Use Permit, subject to the
site plan meeting all requirements of the Buda Unified Development Code.
Commissioner Snyder seconded the motion. The motion carried 7-0.
H. COMMISSION REQUESTS FOR FUTURE AGENDA ITEMS
No deliberation or discussion may take place by the Commission during this agenda item.
Chair Strother requested a study of past zoning changes where development failed to
occur after the zoning change was secured.
Chair Strother also suggested a study of what areas the city should annex.
Vice-Chair McCarthy suggested an update of the Transportation Master Plan and
Transportation Impact Fee study.
I. ADJOURNMENT
Commissioner Altmiller made a motion to adjourn the meeting, and a second was made by
Chair Strother. Upon a unanimous vote and having no further business to consider, Chair
Strother adjourned the meeting at 8:50 PM.

SUBJECT: DELIBERATION AND POSSIBLE ACTION REGARDING A FINAL PLAT OF SUNFIELD PHASE TWO, SECTION TWELVE SUBDIVISION, BEING 26.905 +/- ACRES OUT OF THE GEORGE HERDER SURVEY NO. 537, ABSTRACT NO. 239 GENERALLY LOCATED SOUTH OF MAIN STREET AND NORTH OF CAMPO DEL
SOL PARKWAY. (FP 17-36)
1. BACKGROUND/HISTORY This is the action item for considering approval of a final plat of Sunfield Phase 2, Section 12.
Water and sewer service is provided through the Sunfield Municipal Utility District. Hays County is responsible for road maintenance, though the City reviews and approves infrastructure plans.
2. FINDINGS/CURRENT ACTIVITY This plat covers 26.905 acres. This plat contains 146 lots, 136 of which are reserved for single family residential use. These residential lots cover 16.436 acres. This section also includes 10 lots in the combined category of Drainage/Landscape/Open Space lots, covering 4.199 acres. The remaining acreage consists of 6.270 acres to be dedicated as right-of-way. This section is bound by Campo del Sol Parkway (60’ ROW) on the south and Main Street (variable ROW) on the north, Sections 2-5 and 2-11 to the west and southwest, and mostly unplatted property on the south and east sides of the subdivision.
From Main Street, the main entrance is via Buttonwood Drive, a collector with a 60’ right-of-way along the entrance block into to the subdivision. The other entrances to the section are through Satsuma Drive, Silktassel Way, and Eve’s Necklace Drive. All of these streets are streets that continue from the adjacent Section 2-11. The completion of this section will allow for access to Main Street from Section 2-11 through this section. Although this section is vested under a previous UDC, it has a connectivity ratio of 1.67, which exceeds the city’s current requirement. Also notable is that the section has five connections to outside streets, which exceeds the required access points for a subdivision of this size in the current Buda UDC.
The Land Plan in the Sunfield Development Agreement places a maximum density of 4.4 units per acre, calculated across all areas on the Land Plan. It remains below 4.4 units

per acre to date, although this section is itself above 5 units per acre. This is because open space elements for this section were accounted for in other sections within this phase. Also, this section is in the highest density single family detached category in the Sunfield Master Plan. The lot and street layout in this plat is consistent with the Sunfield Phase Two Preliminary Plan, approved in 2016.
Water service will be provided by the Sunfield MUD through Goforth SUD. Waste water service will be provided by the Sunfield MUD. The site will drain through the subdivision’s underground storm sewer system to an existing stormwater conveyance (which also includes a main trunk of the trails system in Sunfield), which releases to Soil Conservation Service Site 10 Reservoir. Hays County has reviewed and approved the plat under the terms of the City’s 1445 agreement with the county.
3. FINANCIAL IMPACT N/A
4. ACTION OPTIONS/RECOMMENDATION Staff recommends approval of this final plat as it is consistent with the associated preliminary plan, the requirements of the Unified Development Code, and the Development Agreement, with the following conditions: 1) Fill in document blank number for Sunfield Phase Two, Section 11.
2) Update Alicia Ramirez’s title to City Clerk.

SUBJECT: DELIBERATION AND POSSIBLE ACTION REGARDING THE FINAL PLAT OF WATTS
INVESTMENTS SUBDIVISION, BEING 11.12 +/- ACRES OUT OF THE J.S. IRVINE, SURVEY ABSTRACT NO. 465, HAYS COUNTY, TEXAS, GENERALLY LOCATED BETWEEN FIRECRACKER DRIVE AND INTERSTATE
35, APPROXIMATELY 960 FEET SOUTH OF TURNERSVILLE ROAD. (FP 18-25).
1. BACKGROUND/HISTORY This is the action item for considering approval of a final plat of Watts investments Subdivision. The subdivision is the site of an existing motorized vehicle sales and rental business as well as a vacant lot. The purpose of this plat is to plat to facilitate the building permit and site plan for the expansion of the existing vehicular sales facility. The plat is a requirement for both site plan approval and issuance of a building permit.
The plat site is not currently served by City of Buda water or wastewater. Water service will be provided through the City of Buda once water service has been extended to the future Ditch Witch site to the south. Wastewater service will also be provided through the City of Buda, as a result of this plat and the extension of wastewater service to the lot to the south. Hays County and TxDOT are responsible for maintenance of the adjoining roads.
2. FINDINGS/CURRENT ACTIVITY This plat encompasses 2 lots, covering 11.12 acres, which are in the Buda city limits. This plat is a final plat due to the extension of public utilities onto the property. An administrative plat cannot include on or off site public facility improvements. The western lot fronts on the Interstate 35 access road, and the eastern lot fronts on Firecracker Drive.
Water and waste water service will be provided by the City of Buda. The site’s drainage is being reviewed through the related site plan application. The current use does not have detention and engineering review determined no additional detention was necessary. Development of the eastern lot along Firecracker Drive created through this plat may require detention upon development.

Staff recommends approval of this final plat as it is consistent with the requirements of the Unified Development Code.

The City of Buda and Binkley & Barfield, Inc., Consulting Engineers, have reviewed the subject project for compliance and offers the following comments. Please address the following comments in order to continue processing the application: General
1. Please be advised that this letter is in response to the second update for this plat. As of
9/26/18, the plat fee includes one completeness application review plus a maximum of
two full reviews. The City of Buda may request additional plat application processing
fees if all review comments are not sufficiently addressed by the second resubmittal.
2. The Surveyor shall seal the dedication page once the plat application is determined to be
Code conformant.
3. All applicant signatures/seals, including Engineer, Owner, and Surveyor, will be needed
for approval of plat.
4. Please refer to the “Requirements for Recording Plat” on Page 23 of the City of Buda
Development Process Administrative Manual for listing of items necessary for Hays
County Plat Filing requirements. This checklist is meant to aid the applicant, however,
the applicant should contact Hays County directly to verify current requirements.

9. Site development plans are currently under review (Sunstate Equipment Company
(2018-531)). A review of the initial site development plan submittal has been
performed and comments provided to the applicant. We would like to have an
opportunity to review subsequent resubmittals of the site development plans to ensure
conformance between the final plat and site development drawings.
Update 1: An update to the initial review letter was sent to the applicant on October 8,
2018 with remaining items to be addressed. Response to these comments were
submitted by the applicant on October 24, 2018. A third review is currently being
conducted.
Update 2: The 20-foot easement on the south side of the site as depicted on the
approved site development plans (2018-531) do not match the 10-foot public utility
easement and 15-foot water line easement on the final plat. As-builts provided by the
applicant shall reflect the final plat.

EXECUTIVE SUMMARY
This item is placed on the agenda to brief the Commission and the citizens of Buda on the City's water

BACKGROUND/HISTORY
The City of Buda has been delivering a safe and reliable supply of drinking water to its customers since 1954.
Rapid population growth in the 21st century, along with limited access to additional water supplies has lead the
City to implement innovative water management strategies to ensure a stable long term supply of drinking
water for the citizens of Buda.
