NOTICE IS HEREBY GIVEN THAT THE ONE HUNDRED AND FIFTEENTH ANNUAL GENERAL MEETING OF WESTERN PROVINCE BOWLS WILL BE HELD VIA ZOOM ON SATURDAY 14Tth AUGUST 2021

NOTE In terms of Clause 6.8.5 of the Association's Constitution a Member of any Member Club and

representatives of the Press and Media shall be admitted to all Meetings of the Council (save where the Council shall move into Committee) but shall not participate in the business of the meeting nor be entitled to vote.

NOTE The Members of the Clubs referred to in the foregoing and elsewhere in the report and Notices of

Motion and Recommendations by the Executive shall mean Bona Fide Members who shall be those who are either Life Members, Honorary Life Members with full privileges, Ordinary members liable for full subscriptions or Junior members. Members in default with any Club, Honorary Members, Country Members or any Members of similar status, whatever their designation, shall not be considered Bona Fide.

The National Technical Official Standing Committee to allow for all training courses to be streamed and to have only the practical sessions in person. Motivation

Players today do not have the time, nor do they want to spend four days at a club for courses also partly due to COVID-19. Once they have qualified, they will give time back on Club, District, Provincial or National levels voluntarily. 7.2 By Bowls SA Executive (WP in favour) To develop and promote “Distance On-Line Learning” for Technical Officials, Coaches and Green Keepers, through virtual presentations. Motivation Discussions around Distance Learning were first initiated by the Executive around 2018 and continues to be a project that still requires realisation. It was accentuated during the lockdown of Covid-19 restrictions and remains an extremely significant move into our future. Further discussions have taken place with both the NSCC and the NSCTO, still to take place with NSCGK. It is therefore believed that online Virtual Meeting Courses, in the form of Presentations, be investigated by all Standing Committees who conduct these courses and specific action plans be submitted for approval. In 2020 Virtual Meetings took the place of physical meetings and have proven highly successful, less costly, more personal contact, total participation, systematic and disciplined. Parts of the Course can be presented through presentations (e.g., PowerPoint), virtual meetings with the candidates in their own homes with no risks associated with COVID, no travelling costs, no catering costs, accommodation costs and/or any other administrative costs. Candidates would have full participation, controlled by the facilitators, and can come from all over the country so would all receive the same standard of content and context and could all benefit from answers to questions offered. Of course, the “on the green” training would have to be done by the local trainers. Completion of assessments and examination papers can all be controlled through online submissions. This motion avoids streaming. 7.3 By Bowls SA Executive (WP in favour) That affiliation fees due to Bowls SA for each member from 1 January 2022-31December, 2022 remain at the current level of R250 p.a. VAT inclusive. Motivation The effects of the COVID pandemic have impacted on the financial stability of many individuals and clubs. The Executive consider that no increase in affiliation fees should be implemented. The cancellation of National events and Capacity building initiatives have resulted in the Federation being able to meet Its Fixed cost obligations out of current funding. 7.4 By Bowls SA Executive (WP in favour) To appoint the hosting venues of the following national events taking place during 2022 at the approved 2021 venues:

The Open, B and Veteran Inter-District Championships. The Under 15 and Under 20 National Championships. The Under 30 Inter-District Championships.

Motivation With the cancellation of the above mentioned 2021 National Championships and in line with the state of National Disaster owing to the Coronavirus (COVID – 19) Epidemic, the Executive believe, that the venues of the 2021 events should be retained for 2022. The revenue from these events should still be enjoyed by the Districts in terms of the original hosting allocations. 7.5 By Bowls SA Executive (WP not in favour) In line with a request from Council that approval be given to the proposal that in event of a District being unable to fulfil their obligation to field fully representative teams at the Inter-District they be afforded the opportunity of sourcing players from other Districts. Motivation At the 2020 Annual General Meeting a request was made to the Executive to gain opinion and suggestions from Districts on the above motivation and having completed and attained

input and shared the outcome with Council it remains for Council to consider and adopt or reject this proposal. 7.6 By Bowls SA Executive (WP in favour) To change the current Pairs discipline at the National Championship from a four-bowl event over 15 ends with a three-bowl event over 18 ends. Motivation Following consultation with prominent players it appears that Bowls SA should align our competitions with World Bowls and Commonwealth Games events. Furthermore, fewer bowls will be played during the round robin play which will remove some of the strain to finish the days play.

The Executive Committee as per the Constitution

7.1 Composition

7.1.1 The Executive shall consist of nine members, three of whom shall be elected

President, Vice-President, and Treasurer respectively.

7.1.2 At least two of the members shall be of the opposite gender and no Club shall have

more than two members on the Executive.

7.1.3 All of the above shall be elected by Council at an Annual General Meeting or

Adjourned Annual General Meeting.

71.4 The Executive shall be elected for a period of 2 years after which the procedure as

prescribed in paragraph 7.2 of the Constitution will be effective.

5 Record Obituaries for the year

The President stated that there had been 30 affiliated members who had passed on during

the Period 1 July 2019 - 30 June 2020. These were recorded in the Annual Report of which

the delegates were in receipt of and Council stood for a minute’s silence.

6 Address by Mark Gibbs, Director of Personal Trust

The President thanked the sponsors for their generous contributions to Western Province

and also that to Bowls South Africa. He also thanked them for the balance of the prize

money which was not used during COVID-19 which is to be used by WP as they deem fit.

He further encouraged our members to support them with their financial and life insurance

affairs.

Mark Gibbs thanked the President and his Executive and said it was a privilege to be

sponsoring Bowls and that Personal Trust’s commitment to again sponsor WP Bowls with

R145 000 for the incoming season. He also thanked WPB for distributing of their articles

and webinar advices and he advised that they are looking to host talks at all our clubs. He

reminded members to be their eyes and ears for Personal Trust and for those members not

yet invested with Personal Trust, to get second opinions on their investments as they do not

charge any consultancy fees. He wished all well for the incoming season.

7 To read, consider and confirm the Minutes of the last Annual General Meeting (17th August 2019)

The minutes of the 113th Annual General Meeting held on 17th August 2019 were taken as read.

9.1 The President confirmed that the green fees / tea money would remain at R25. 9.2 WPB Affiliation Fees will remain at R190.00 for 2020-21.

9.3 BSA Affiliation Fees will remain at R250.00 for 2020-21.

9.4 The announcement of the various Standing Committees for 2020-2022 season was

The President took the opportunity to applaud and thank the members of the various

Standing Committees for their hard work over the past season and welcomed those

back who had put in nominations to stand again for another two-year term.

• Special thanks went to the Greens Committee for their hard work and for sharing their knowledge and willingness to assist club’s green keepers.

• The President stated that the Technical SC are desperately looking for more experienced members to join their committee and also those who are willing to assist when running tournaments, to please contact Bob Standen.

• The M&M is a very responsible and essential standing committee who also need more members to assist as many plans are on the cards. It was further confirmed that Anina Black sits on the BSA standing committee and Taryn Bright is required to stand on our district’s committee as she is employed by WP Bowls.

• The Ladies & Men’s Selection committees were applauded for their great contribution during this last season. There is a lot of work ahead and plans are to be duly discussed with the Executive.

• The President also requested more members to avail themselves to stand on the Coaches committee as a matter of urgency, as this too being a vital committee for WP Bowls.

To consider and if approved, adopt: 10.1 The 2020- 2021 Budget

This has been probably one of the most difficult budgets to put together because there are so many unknowns. It was done in the middle of Level 3 lockdown before we were playing. Amendments were made when that changed but we still don’t know enough. We have already heard of many people who are simply not coming back to play. The budget accounted for a 15% loss in membership but it would appear that it may be higher than this. The marketing role is going to be critical in the next year – not only Taz’s job but the marketing role in each and every club. We need to retain our membership as much as possible. Our salary figure in the budget is much higher because we no longer have the funding that was used to pay our Marketing staff and so we need to fund that from general funds. As an Executive we will endeavour to include her salary in to as many funding proposals as we can to try and offset this cost. Each of us needs to help our membership in our clubs and across the board. Even if you know someone who is interested in trying it out but they would need to play at another club please encourage them – lets help each other! Back the project that is being run at the moment by the marketing team where they are encouraging sportsmen from other sporting codes to come and try out bowls. Make these people welcome in our clubs, be pro-active about this so you don’t lose any potential members. If you grow your club membership both you and your District are helped. The other high item on the budget is the cost of sending teams to the Inter District competitions. We are going to have to think hard about this one this year If we remove this from our budget we would only be showing on R 84 000-00 loss. We will definitely have to give a lot of attention as to how we can fundraise to send our teams this year. The fundraising idea presented at the Council meeting will cover the R 84 000-00 shortfall. Malmesbury BC queried the cost of the Yearbook and it was confirmed that only a quantity of 500 will be ordered and those will be charged at R10.00 a book for those wishing to purchase it. An app is being investigated. Malmesbury BC queried the Rental and proposed that WPB renegotiate. Old Oak BC asked if there was confirmation as yet whether WP would be hosting the All Cape and the Men’s Nationals. This would be confirmed at the BSA AGM but it is most likely going to be awarded to WP. In closing, I would like to extend a very big thank you to Denise Vermeulen for all the hard work she puts in to keeping our accounting records. 10.2 The Audited WPB Financial Statements for the year 01 July 2019 – 30 June

2020 It is quite a daunting task to speak about the financials after the kind of year we have all experienced. It is not great presenting figures which show a loss in the first year that you are Treasurer. The financial statements have all been sent to you and so the report will only contain a few observations. As a District, we have been prudent in the past and so we have

some funds invested which can be used for a “rainy day”. We have some other funds invested which can only be used for the purposes for which they were given. The audit is complete, and we have received a clean audit. Our balance sheet looks comfortable although we have already begun to see the effects of the drop in the interest rate in the last quarter of the financial year and that will continue to affect us for a while to come. Our income during this last year was severely affected by the fact that we were not able to run several of our Western Province competitions. The cancellation of the All Cape and the Men’s Nationals which we were due to host in April and May meant that we lost out on the profit that would have been gained by the District. In turn many of your clubs lost out on the extra profit you would have made this year by hosting these two big tournaments. The figures that most people are interested in are on pg 18 of the Annual Financial Statements. We managed to keep our expenses as low as possible this year, but some were unavoidable. Although it looks like the audit fee has gone up considerably this is not really true – the previous year had some accruals against the figure and so we are in line with the actual cost. There is still a concern that the audit fee is on the high side and the Executive would like to do some more enquiring to see if we can get a firm to do this at a better price. Inter District costs were higher than the previous years as some of the Districts where these competitions were held carried higher costs. So, the reality of our loss for the year is strongly linked to activities / competitions that were cancelled. Proposed & Seconded by Helderberg & Milnerton BC respectively.

10.3 To announce the elected Auditors being True North Accounting.

The Treasurer proposed that we look at alternative auditors as she felt their costs are too exorbitant. Council in favour.

11 Motions for approval and adoption:

7.1 By Bowls South Africa Executive (WPB in favours) To request Council to approve a further term of office as President for one (1) year for Robert Forbes in terms of clause 25.3 of the Constitution of Bowls SA. 7.2 By Bowls South Africa Executive (WPB in favours) To appoint the hosting venues of the following national events taking place during 2021 at the approved 2020 venues:

• The National Championships Men & Women.

• The South African Mixed Pairs.

• The Under 30 Inter-District Championships. 7.3 By Western Province Bowls Association (WPB in favour) - That the Veterans and B Inter Districts are cancelled for 2021.

- That the intended districts for hosting of the above two tournaments in 2021 will be allowed to host them in 2022. - That the Open, U15 & U20 and U30 Inter District Championships still take place as scheduled. 7.4 By Boland Bowls (WPB not in favour)

That the Inter District for Open and B Men be played at the same venues and the Veteran Men at a different venue but at the same time as the Open and B Men. The Open and B Ladies then to be played a week later in a different District, but at the same venue, and the Veteran Ladies at a different venue, but at the same time as the Open and B Ladies. 7.5 By Boland Bowls (WPB not in favour) That the current format of the Open, B and Veteran Inter District be changed from games of 21 ends to games of 15 ends.

11.2 Motion by Helderberg BC: Changes to WP Bowls Constitution 7.2.2.1 The term of office for either the President or Vice President in those specific offices shall be no longer than 4 (four) consecutive years. Where no candidates is/are available, Council can prevail upon the incumbents to remain for a further period of 1 (one) year at a time. Such period shall be based on the date on which such person commenced service in such office irrespective of the date upon which the Constitution is adopted. 7.2.2.2 No person may be elected to the positions of either President or Vice President unless such person has served at least 1 (one) term on the current executive. 7.2.2.3 No person may serve on the Executive for more than a total of 8 (eight) years which total will be calculated from the date the person commenced with office irrespective of the date upon which this Constitution is adopted. 7.2.2.4 No member of the Executive shall be entitled to any remuneration, but all members of the Executive shall be entitled to be refunded any disbursement incurred by such member in fulfilling any duties or functions as required of them.

EXECUTIVE COMMITTEE

The Executive Committee met twelve times, with either face to face or on-line meetings during the year. Apart from the formal meetings, the Executive frequently took the opportunity to discuss business when they met at the finals of the various Championships and elsewhere. Use of WhatsApp and email also helped to assist the smooth running of the Association’s affairs.

WESTERN PROVINCE BOWLS ACTING PRESIDENT’S REPORT FOR 2020-2021 I think it is safe to say that this has been one of the most tumultuous years on record for all sports in South Africa, including Bowls. Last year we had the beginning of the Covid pandemic with a lengthy lock down period, and I think that many of us hoped that things would improve in the near future. Instead, we have been through a second wave and are currently still riding the third wave. South Africa has not come out of lockdown since March last year, with only the levels and adjusted levels changing. This brought its own unique challenges with multiple interpretations of the regulations every time they changed and ongoing debates about what was and was not allowed. We had good guidance from Bowls SA in this regard, who had their own pressures in negotiations with the government departments. Thanks must go to them for staying on top of the situation. Sponsorship Thank you again to Personal Trust, who remain the powerhouse behind WP Bowls and sponsor all our competitions. Their long-term commitment to our sport is phenomenal and we look forward to a continued, mutually beneficial relationship. WP Bowls Competitions and Men's Nationals We had a busy and successful year on the greens, with some fantastic bowls. Although we had to cancel the Flag, Muter, Trips League and Fours competitions, we had huge support in all the other WP competitions, with entries reaching levels last seen some 9 years ago. The WP calendar was jam-packed with bowls practically every weekend from when it was allowed in February until the middle of June, when we again entered a period of no bowls. Scheduling and holding competitions was far more difficult than in previous years, as changing regulations meant changing dates and draws and venues on an ongoing basis. Chris Nurrish did a sterling job of sorting this administrative nightmare out - with at least 6 different versions of the competition’s entry book having to be sent out with all the forced changes. I want to thank Chris for his hard work as Competition Secretary as he steps down from the position. Thankfully he has agreed to make himself available to advise and assist the new Competition Secretary. I am pleased to announce that this will be Barrie Eksteen and both thank and congratulate him on taking on this role. The Men's SA Nationals were a great success and we managed to accommodate players from around the country without any major health scares or incidents. Thank you to the entire organising committee and everyone else that got involved and assisted in making this tournament such a great representation of bowls. The added challenges of restricted numbers and unavailable venues offered some new and unique challenges, but they pulled of a great tournament. Finance At the beginning of the year, we presented a budget showing a large loss for the district and it looked like we would be dipping into our reserves to keep the district going. The entire WP management team worked hard to cut costs wherever possible and with the income from competitions and the Men's Nationals, we finished the year with a small profit. Thank you to Jenny Griffiths and Denise Vermeulen for all the number crunching. A lot of hard work goes into not only getting the figures out for the district, but also with meeting the ongoing requirements from various government departments to ensure that we qualify for funding. Membership It has obviously been a tough year when it comes to trying to grow bowls membership around the country. Our membership and marketing team have worked on developing new plans but have then had to abandon nearly all of them due to increased restrictions. Less and less people are heading out into social situations and clubs are struggling to attract new members. There is hope for the future though. The increased vaccination drive is likely to see more relaxed restrictions for sports, as we have seen in other countries internationally. I believe that we will be well placed to attract people to bowls as a safer alternative to a variety of other sports that require participants having more physical contact. I am looking forward to the fruition of some great ideas in the coming year.

Selectors A great disappointment for the new group of selectors was that the Inter District competitions were cancelled, as were the practice events. This did not deter them from their long-term goal of growing a WP squad and they continued with practices and trial events throughout the year (when regulations allowed). It says a huge amount about their commitment to both the district and the sport that they remained focused on their goals in these trying times. Thank you to all of you, and I look forward to the 2022 Inter District tournament. Coaches For this standing committee, there were obviously also challenges, taking the current situation we find ourselves in, into account. Social distancing and coaching is a rare combination, and therefore a lot of work went in to planning, structuring and rethinking the way we want to approach this important section of our sport. Plans to work more closely with our selectors are being discussed. Truly a step in the right direction to improve our players’ skills, mental ability and team interaction. Technical Officials I would like to extend a huge thank you to our TO Standing Committee for being always available and doing their, sometimes unthankful, duties, so diligently. It has been a tough few months for them as well, with all the competitions being completed in a short period of time. All of your efforts have not gone unnoticed. Greens There has been great input from bowlers throughout the district about the quality of the greens, which has been wonderful to hear. The Greens Committee work hard to monitor the quality of greens at our clubs and are always available to offer advice and input wherever and whenever required. They started the construction of a sub-section of the WP Bowls website, so there will be a central point for the documents and other information that any club could want or need. Their commitment to not only looking after the greens during the year, but also to looking after the needs of future greenkeepers and committee members is wonderful and I thank you all. General The changes behind the scenes that have been implemented through the last year are wide-ranging and I believe that we will only start seeing the benefits of many of them over the next year. In this respect the Executive Committee has met often, been overloaded with work, and come through the year with smiles on their faces and a period that they can look back on with some pride. I want to thank each of them for their continued commitment to modernising our district Lynette Botha resigned her position as secretary to move closer to her family in Johannesburg and we wish her great success going forward. We are holding off on appointing a new full-time secretary until the end of the year and thanks must go to Chris Nurrish who has taken over her role in the interim, with assistance from Taz, Denise and the rest of the executive committee. We have implemented Office 365 at the district office to streamline communications and will shortly have a central document library, shared contact folders and a working Teams license. We are in the process of moving to a new, online accounting system and should have a VoIP telephone system in place within the next month. All of these is being done to modernise the office and cut our annual costs even more. It has been a great honour to serve as acting president over the last year, and I thank you all for your support. STANDING COMMITTEES OF THE ASSOCIATION

COACHES We started our year in the middle of a pandemic with limited movement as a result of being locked down. The DSCC was unable to meet in person and with nothing happening meetings only resumed in September. The committee meets once a month via Zoom and although this move was necessitated because of Covid-19 it has proved to be a time saving change. On a broad scale it has been a frustrating year in which we set dates for Coaches courses only to cancel them again as a renewed wave hit at the end of 2020 and the beginning of 2021. We have moved these courses to later in 2021. One positive is that we were able to complete a Level A course that we began in March 2020 just before lockdown. The exciting part of this course is that of the 6 who qualified we had 3 learners from Strand High School. The committee has attempted to connect with coaches in clubs trying to encourage them and see how we can help them. While there have been pockets of coaching taking place there are many coaches who have not really got going again. We managed to conduct Z-Squad assessments in September, October and November 2020 but then had to discontinue due to the restriction placed on us again in December and the early part of 2021. This was well received especially as the Inter District squad have been encouraged to do the assessments. Unfortunately, the Z-Squad coaching sessions haven’t taken place during this year but are set to return in the new financial year once restrictions have been eased. From a club perspective, there has been a huge coaching drive at some clubs and this is always welcomed and encouraged. Several players have realised that to get to the top they need coaching and so this type of coaching is happening around the district. Coaching is not only to show new bowlers how to play the game but for players with potential it is critical to help them to fully develop their talent. Thank you to the many coaches who spend hours of their time getting people started on their bowling journey. As a committee we would challenge coaches to keep honing their coaching skills and coach experienced players. A huge thank you to the team who make up the Standing Committee – Hennie Venter (Kraaifontein) and Eddie Phillips (Durbanville). Taz Bright also sits on the committee as the liaison with the M & M team. In the year that has been, we have managed with a small group, but we would love to expand our team – so if you are interested, please make contact. JENNY GRIFFITHS

GREENS CARE Despite the restrictions placed on us by Covid 19, we were able to meet on a regular basis throughout the year. These meetings focused essentially on the following:

• Ongoing support to GKPs regarding the important process of self-evaluating their greens. GKPs were provided with guidelines and requested to submit their ratings to WPBA. We were then able to balance these ratings with those of our committee and resolve any discrepancies.

• Identification of greens of a sufficiently high standard to host events during the S A Nationals. Despite some last-minute challenges, we were able to provide greens which drew favourable reports from those who participated. Special mention must be made of the Bellville and Oakdale Clubs who were called in at the 11th hour to provide their facilities.

• Development of a comprehensive reference website involving matters pertaining to the maintenance of greens. Trevor Wheeler is playing the lead role in this project and is collaborating with Mark Douglas. Once up and running this could be of invaluable assistance to all of us.

The WhatsApp group for GKPs continues to be of value, with problems, questions and challenges being shared among us. Unfortunately, Covid did result in the suspension of planned Level 1 Courses and other seminars which have proved so beneficial over the years.

MEN’S SELECTION We started the new season with lots of energy and excitement as both the Men’s and Ladies selection panels joined forces to operate as one unified body with a common purpose and goal. With this new strategy, we had the opportunity to meet and brainstorm in workshops on various topics pathing the way forward for the future of WP Bowls. I need to thank Warren Hewitt for his tireless efforts in setting up and facilitating these extremely productive sessions. With the hard work done and foundation set, it was now time for us to implement the processes and player pathways. All WP affiliated clubs were sent the new and modified “Selection Policy” and asked to display it on their club noticeboards for ALL interested players to see what was required and for us as a panel to be transparent in what we expect. Based on the selection criteria, player’s names were submitted by their clubs and the process got underway to select the players who met the requirements for selection. After an in-depth meeting to identify players who met the basic requirements, invitations were sent out for these players to attend our squad sessions. Both the men and ladies squad sessions took place over a period of time, and we were really excited with what we had on offer and what we had accomplished in such a short spate of time. Unfortunately, with the increase in numbers of positive Covid 19 cases country wide, we were forced to put a hold on our squad sessions due to certain restrictions from Government. The panel received positive news on Monday 26th July 2021 that certain restrictions had been lifted and that Districts may continue playing all formats of the game. This is great news for our District as we can now start to regain some momentum from where we left off and build for the future! I do believe that this is an exciting time for any bowler with any form of aspirations to represent WP at inter-District level and I encourage each and every one to believe in the system and to give the selection panel the support that they rightfully deserve. I look forward to seeing both our Men and Ladies teams throughout the age groups bringing back trophies at next year’s Inter-District Tournaments. I wish to thank the WP Bowls Executive for their continued support along with the Men and Ladies selection panels for a job extremely well done! LESLIE RYAN CONVENOR

LADIES SELECTION With Covid restrictions in place for most of the season the usual trials and squad selection towards Inter District selection have been somewhat disrupted. The combined selectors did manage to meet to discuss new ideas to improve the ID results. It was decided that as selectors we would give a three-year commitment towards this end and would ask the same of the players. We then called a meeting for all the players concerned, being those proposed by their clubs as possible ID players. Warren Hewitt gave a most informative presentation, and all players present accepted the challenge to commit for three years. We did manage to get started with the full number of those proposed and as months went by, we reduced our number to 32. With a spike in Covid infections BSA finally made a decision to cancel ID 2021 and everything came to a halt.

We decided, where possible, to continue with squad sessions, not only to keep everyone interested and bowling but to build team spirit. The intention was to hold skills mornings and chat groups. Unfortunately, this has not happened yet but as soon as we can get back to normal, we can regroup and get the program going. We set aside five dates between June and October for a monthly squad session. June was held at Bellville BC and attended by 32 players who, although it was very cold and at times raining, played well and enjoyed their morning. We have cancelled July but the other three are still in place. It has been a trying time for everyone, but we have remained committed to our plan to select the best players available for ID sides and hopefully by year three we will finally be back at the top. With the new season just months away we will hope to identify even more players worthy of selection. Without a team effort nothing is achieved so I give thanks to Anita, Sylvia, Margaret and Nina for their total commitment. SANDY WEHRLI CONVENOR

MEMBERSHIP & MARKETING There have not been many opportunities to implement and follow through with marketing plans over the last year, for obvious reasons. This meant that were able to our focus on building up communications systems for the sharing and dissemination of information going forward. The three main tools for this have been the new website, the Facebook page, and the planning of our new monthly email newsletter. The new website was launched at the end of May last year and monthly visitor statistics were immediately increased over the figures for the previous site. As the site has been updated and we have increased the number of people who can do updates, it has become apparent that our members are finding it more useful. During the period when we could host competitive bowls, page views jumped from around 5000 to over 17000 in March and almost 37000 in May. The most popular pages have been, not surprisingly, the WP Competitions page and the Men’s National Championships. In the coming year, we want to get a wider range of people updating different areas of the site so there is a simple, central resource for information. A lot of work has been done in this regard on the Club Resources menu, with Greens Care having their own sub-site. Clubs are encouraged to visit the site and have a look at what is available in the Club Resources section. We are in talks with businesses to replace Zandvliet as a sponsor for an inter-club Business League competition and hope to be able to announce more around this shortly, Detailed plans were in place for a number of membership drives, including the school program and the Women’s Day Weekend Tournament, but these all had to be put on hold. We hope to be able to re-introduce them soon. The WP logo was updated during the year, with variations on the logo being introduced for Admin, Coaches, Executive, Greens Care, Juniors, Marketing, Selectors and Youth. These are being rolled out through the district. We believe that the new logos look more modern and fresher and will appeal to a wider range of people going forward. The M&M Sub-Committee will be completely restructured in the coming year to be more task oriented, with measurable goals. The portfolios going forward will be: Monthly email newsletter, WP Facebook page, WP Website, BSA Database Admin, Business League Liaison, Transformation, Sponsorship, Media and Convenor. The monthly email newsletter will be an opt-in newsletter available to all members in the district. The idea behind this is to send more information directly from the WP office to our members, without unnecessary layers between them. We think that this will be a major improvement in district communication! Lastly, we are working on a new concept which will provide anyone interested in playing bowls a simple entry into the Club system before becoming full members. The branding and marketing opportunities around this program are very exciting and we hope to launch it towards the end of the year. MARK DOUGLAS CONVENOR

TECHNICAL OFFICIALS As with most areas of Bowls the Technical Officials have been affected regarding the Courses we have been able to present and we are acutely aware of the fact that certain Clubs both need and have requested our assistance. We promise that as soon as we are able we will get around to running courses for them. We are also aware of the need for us to run refresher courses amongst Clubs with long standing officials who have not undertaken a refresher course for the past 5 years or more. In my opinion, we will also need to discuss with Club Executive members their own Club’s personal needs but this will have to be deferred to the end of August when we will know who the new Presidents / Committee members are. The T/O committee is a small committee and relies upon the assistance from local Clubs to keep us afloat when competitions such as the Men’s Nationals are held in our District. This year we were ably supported by our Clubs with the Men’s Nationals and every Club who hosted a portion of this competition should be congratulated for the manner in which they rose to the occasion. It was also a time when I could communicate with my committee members other than by zoom meetings. Our committee members were evident at all finals days for competitions and will continue to be available into the future. I might add that we were stretched to almost breaking with the continuous competition finals being played so soon after one another and especially so soon after the Nationals but we made it and I must congratulate my committee for their support and assistance. We were able to run two courses during the year and during the Covid “relaxation” period. The first was held during the day at Milnerton Club in October where 5 members completed their Markers and Level 1 courses with good results. The second was an evening Markers course held at Durbanville which started in November but only ended in February due to the Covid intervention when Wave 2 struck. Seven members passed this examination. I would like to congratulate all those candidates for their time and energy put into the two courses. We trust they will do well in their future endeavours on the greens in their new positions and will provide any further support they may need. My thanks once again to all my committee members, all the T/O’s who assisted us, the WP office staff and the Executive for their support during the year. BOB STANDEN CONVENOR

JUNIORS (U15’s, U20’s, U45’s) This was a year of new beginnings on foundations that had been put in place before. This has been a very exciting and forward moving year for our Juniors. Despite the fact that the annual National junior week in Bloemfontein had to be cancelled, we as a District have made some significant advances in Junior bowling. The new Standing committee for Juniors was formed with the following members: Taz Bright, Jenny Griffiths, Gerrit van Milligen, Jenny Phillips, Marianna Kirsten and Ammie Carsten. This committee has taken responsibility for all bowls up to and including the Under 45’s. With many new initiatives beginning, it is recognised that this committee may need to split in two dealing with narrower age bands. At this stage no convenor has been appointed and each member has taken different responsibilities. Until the beginning of 2021 the bowls we had been running in schools had ground to a halt due to covid-19. However, we managed to get in a full day’s competition at Plumstead Bowling Club on the 22nd November 2020 where 42 juniors all under 20 came together to play in a trips competition. The Dominican School for the Deaf strongly supported this day and we had a deaf player in each team of three. Although it was a fun day the youngsters were very competitive playing for that number 1 prize. At the beginning of 2021, schools began to open up again and plans were put in place to continue with our school’s programme only to have it all put on hold again as school sport was abruptly cancelled. Our end of the year Holiday clinic didn’t get off the ground as we went back into lockdown in December. We did however manage to run a three-day Holiday clinic at the end of April at Plumstead Bowling Club. We had about 22 young bowlers join us ranging from those who have represented the district at junior level to those who have never

played before. A large number came from Eros School (one of the schools we have been working with) along with their amazing, dedicated teachers who assisted us. The first two days were spent in two groups enabling us to teach the new ones the basics of the game and the more advanced players were treated to learning some new skills. On the final morning we played a competition bringing all the players together. These clinics are gaining momentum and it was great to have players who had been in the game a while joining us. We hope to continue these clinics as well as introducing some new competitions during the holidays. For the first time this year, we ran a district junior singles competition at the same time as Western Province ran their various single competitions. Played at Bellville Bowls Club, there were 14 entries and the players competed in 2 round robin sections with the top 2 players from each section going through to semi-final and final at Durbanville Bowls club together with their senior counterparts. Well done to Jaco Fourie on winning this competition and taking the new Christo Olivier trophy. This trophy was named in memory of Christo “Ollie” Olivier who had given so much of his time to junior bowls. It was a privilege to have Janet Olivier come and present the trophy. Another new initiative was the Under 30 Masters played over the same weekend as the Under 18 Masters. Hosted by WPCC, there were 12 Under 30 and 12 Under 18 players battling it out on the green. Some fantastic bowls was played. The eventual winner in the Under 30’s was Armand Ascaray (Edgemead) who beat Mitch Voigt (Stellenbosch) in the final. In the Under 18 Masters, the winner was Jaco Fourie (Kraaifontein) who beat Ryan Truter (Edgemead) in the final. A very important age category to the continuance of bowls is our Under 45’s. Most of them are only able to play at weekends as they are our working group. With this in mind, and because we have a large number of clubs with floodlights we started the “Bowls, Beer and Braai” evenings on the last Thursday of each month. A competitive evening of bowls under lights followed by some socialising. This has now expanded to a wider age group and we are now making use of two clubs each month. Hopefully that will grow to even more clubs. Thank you to all the Junior committee for your commitment and energy you have given to our younger bowlers. Junior bowls is rocking! JENNY GRIFFITHS
