Total allocation available for Poland
• In the current perspective (2009-2014) Norway, Island and Liechtenstein together will provide EUR 1,788 billion
• Poland receives EUR 534,8 mln (including management costs on Polish side)

How the system is organised?
PROGRAMME
16 programmes approved by the Donors,
Managed by Operators that announce calls for proposals, organise projects assessment, cooperate with the beneficiaries, control and monitor the projects implemented
PROJECTS
Contribute to achieving programmes’ outputs
Beneficiaries in open calls – prepare applications submitted within the calls to the Operators, sign agreement with the Operator, implement the projects and report project progress
Pre-defined projects
Year of 2012 – programming year
• 16 programmes approved by the Donors (including TA/Bilateral Cooperation Fund)
• 14 Programme Agreements (PA) signed. 2 PA at the preparatory stage (Culture - investments and Schengen)
• NGO Fund – in February 2013 the Donors made the Financial Mechanism Office the Programme Operator. The Memorandum of Understanding is modified.
Programme for supporting development and wide spread of CCS technology in Poland - on 16th of January 2013 the Ministry of Economy submitted a formal resignation from the project realisation. Reallocation of the generated savings is ongoing.

PL09 Promotion of diversity in culture and arts
• call I for bilateral projects of cultural cooperation in the area of music and stage arts, education, cultural heritage, painting and visual arts: 15.06.2012-15.10.2012 – approved 24 (of 135) applications for the amount of nearly EUR 4,5 mln
PL10 Scholarship programme
• call for preparatory visits: 10.01.2013–11.03.201for the amount: EUR 200 tys. - 86 applications received, assessment ongoing

PL12 Norwegian-Polish Research Programme
• main call for bilateral research projects in the area of environment, climate change, health, social science, gender equality: 29.09-30.11.2012approved 48 (of 269) applications for the amount of nearly EUR 39 mln
• call for small grants for women scientists: 01.12.2012-31.01.2013;appraisal ongoing, 400 applications received, allocation EUR 2,3 mln
PA22 Decent work and tripartite dialogue
• call for projects concerning social dialogue, discrimination, gender equality, partnership: 20.10.2011-22.04.2012 – approved 11 (of 20) applicationsfor the amount about EUR 3 mln.

• call for projects concerning perinatal care, care of people chronically ill and dependent elderly persons, cancer prevention – 15.03.2013-31.05.2013 for the amount of nearly EUR 47 mln.

30.04.2013 for the amount: around EUR 1.8 mln• call concerning institutional cooperation: 8.04.2013–7.06.2013

• call for projects aimed at establishing common strategies i sharing experience between self governments: 28.01.2013-19.04.2013for the amount of EUR 7.4 mln

PL02 The protection of biological diversity and ecosystems
• calls for projects concerning NATURA 2000 areas, ecosystems, social awarness about biological diversity: 15.04.2013 – 17.06.2013 including:
• Call for „big” projects (above EUR 170 000 co-financing) for the amount of EUR 13 mln
• Call within Small Grants Fund for NGO with allocation of ab. EUR 4 mln
PL03 Improving environmental monitoring
• call for projects concerning improvement of information share about environment, social awarness and educational activities: 18.03.2013 – 20.05.2013 for the amount of nearly EUR 900 tys

PL06 Local and regional initiatives
• project implemented by the Association of Polish Cities from June 2012r. "Building competences for inter-municipal and inter-sectoral cooperation as tools for local and regional development”
• 61 partnerships were concluded (agreements of cooperation signed by units of local government, associations i intermunicipalities associations). Aim - to prepare to take part in the open call
• consulting, counselling, seminaries.

PL08 –Cultural heritage
• call for projects concerning revitalization, conservation, renovation and adaptation for cultural purposes of historic buildings and complexes, renovation and reconstruction of cultural institutions, maintenance of movable monuments and historic book collections, development of digital resources. Open call for the amount of over EUR 56 mln planned in April 2013.
PL09 – Promotion of cultural diversity
• Second call for the bilateral cultural soft projects for the amount of above EUR 4,5 mln planned in April 2013 br.

PL04 Saving energy and promoting renewable energy• call for projects concerning improvement of energy efficiency in
buildings, social awarness, education; increase of energy production from renewable sources – for the amount of over EUR 65 mln is planned for June 2013
PL13 Reducing social inequalities in health• call for pilot projects concerning health prevention for local society for
the amount of over EUR 15 mln planned in III quarter of 2013
PL14 Preventing domestic and gender-based violance• call for projects concerning increasing the competence of staff
performing the tasks of combating domestic violance, protection of victims, improvement of reaction system - for amount of EUR 600 tys planned in III quarter of 2013.

Level of co-financing
• Minimum and maximum size of grant amount depends on the type of programme
• The lowest co-financing is EUR 170 000, except Small Grants Fund
• Small Grants Fund – co-financing amount fromEUR 5 000 euro to EUR 250 000

Partnership (1) - Bilateral Cooperation Fund
8 (of 16) programmes are implemented together with a partner fromDonors’ countries
Billateral cooperation on national level• 0,5% of total allocation for Poland which is around EUR 2.9 mln• supports initiatives of strengthening bilateral relations between Poland
and Donors. In December 2012 Donors approved Work Plan
Bilateral cooperation on the programme level:• 1,5% of allocation for programmes, which is over EUR 7 mln• the funds will be used to finance activities aimed at networking,
exchange experience, sharing and transferring knowledge,technology, best practices between Poland and Donor States
• implementation based on strategy elaborated by PO

Partner within the project submitted in the open call• common preparation of application, realisation of the project objectives
