Tour #1 includes tours of the Corrections Center of Northwest Ohio (CCNO) and Northwest

Ohio Juvenile Detention Center (NWOJDC).

The Corrections Commission of Northwest Ohio was formed in 1987 to oversee the constructionand operation of the Corrections Center of Northwest Ohio. The six member jurisdictions of theCorrections Commission include Defiance, Fulton, Henry, Lucas and Williams Counties and the Cityof Toledo. The six member jurisdictions each have two representatives (county commissioner/citymanager and chief of police/sheriff) that serve on the twelve member Commission. The six memberjurisdictions proportionately share in the cost of operating the Corrections Center based upon thenumber of beds each is allocated. Each member jurisdiction paid their proportionate share of thecapital cost of construction of the facility (approximately $21.3 million). The State of Ohio reimbursed$10.7 million or 50% of the total capital costs as an incentive to build regional jails.

Special instructions for the CCNO Tour: Each person will need to sign a waiver form to enter CCNO(Attached). Specific tour regulations are:

• Visitors are not permitted to bring contraband with them into the facility beyond the lobby area.This includes: All jewelry, money, keys, wallets, cell phones, MP3 players, metal hair clips orbarrettes, or bobby pins. Only a wedding band and medical afert bracelets/necklaces may beworn.

* Pockets must be completely empty.• Visitors are not permitted to wear jackets.• No gum chewing, (Remove from mouth)• Appropriate dress is required:

o No shorts.

o No "see through clothing".o No tank tops, spaghetti strap shirts or sleeveless tops.o No hats, scarves or hoodies.

o Provocative clothing that exposes the midriff is extremely tight, off the shoulders, orany style that exposes any part of the breast if not acceptable.

o Dresses and skirts must be to the knee and may not have a slit higher than 2" abovethe knee.

o Footwear must be worn at all times. Sandals and open-toe shoes are not allowed.

Located in eastern Williams County Ohio, the Northwest Ohio Juvenile Detention, Training &Rehabilitation Center completed construction and became operational in February of 2000 as aregional detention facility to provide secure detention to juveniles within the jurisdictions of Defiance,Henry, Fulton and Williams counties. The facility is located on 28.6 acres of land on CR 24.25 just 5miles south ofArchbold, 10 miles north of Defiance, and 10 miles east of Bryan. With approximately17,000 square feet, the facility has thirty-two (32) individual detention ceils, a control room, multi-purpose room, two (2) classrooms, intake area, nurse clinic, gymnasium, library and administrativeoffices. A secured outdoor recreation area with approximately 6,900 square feet is also available.

Special Instructions for NWOJDC Tour: no cell phones, pocket knives, leatherman tools, or othersimilar sharp objects. Provide a driver's license to for the sign in process.

<* Reverse order road design.

Visitor expressly agrees that this Release is intended to be as broad and inclusive aspermitted by the laws of the State of Ohio and that if any portion of it is held invalid, it is agreedthat the balance shall, notwithstanding, continue in full legal force and effect.
