Off-road licences are now mandatory By Tom Fletcher THE NORTHERN CONNECTOR VICTORIA - The B.C. govern- ment is making licence plates mandatory for quads, dirt bikes and other off-road vehicles start- ing Nov. 1, requiring helmets and restricting use by children under 16. The B.C. legislation impos- es a $230 fine for driving an un- licensed off-road vehicle, and a $368 fine for careless operation. For some offences under the Off- Road Vehicle Act related to reck- less use or environmental dam- age, penalties can go as high as a $5,000 fine and six months in jail. As an environmental specialist with BC Operations, Karina is passionate about the environmental improvements the new smelter will bring to the region. “With the old smelter we had to go up on the potroom roofs twice a month to retrieve the data cassettes,” she says. “All that has changed now because the new smelter comes with a fully automated system that will improve our ability to monitor emissions more efficiently and accurately which will help us to better protect the environment.”

NEW HAZELTON – During the previous two weeks, the communi-ties of New Hazelton, Two Mile, Gitanmaax and Hazelton have ex-perienced a substantial increase in the number of vehicle and property break ins. In most cases, these crimes have been facili-tated by doors left un-locked. Police are asking members of the commu-nity to keep valuables out of sight and to lock their doors.

PRINCE RUPERT - Northern Savings Credit Union has laid off 12 people at its head office in Prince Rupert, ranging from senior management to non-management personnel in every department, as part of a restructuring to ensure the institution is sustainable going forward.

Northern Savings interim president and CEO Barry Delaney said the layoffs come following a review of business operations that included some downsizing in the com-pany’s portfolio.

“We owned a technology company whose employees were living on Vancou-ver Island and elsewhere and a technol-ogy company is not something the credit union has the skills or experience to run. It’s a very competitive industry, very chal-lenging, and yet we had about 30 or more people in that business. It was a financial drag to the credit union and a distraction to the management team, so the decision was made to sell that ... We also made another decision in another area of our business to reduce our mortgage portfolio we own in Victoria,” explained Delaney.

“As a result of reducing the size of our business, there is a commensurate need to reduce the staffing levels at the head office. From a business point of view, we couldn’t sustain that number of people without the corresponding revenue to support it ... It was really clear we had to do something for the long-term sustainability of the credit union.”

Calling the layoffs “very significant”, Delaney noted the board and management struggled with the decision to layoff “good people who did nothing wrong”. However, he said management is working with the affected employees to minimize the finan-cial hit. Delaney also said he doesn’t fore-see other staffing reductions following this round of layoffs.

“The staff have been asking if we are done and if there is more to come. I have been able to say that this is it. It’s a substan-

tial part of our head office and there is noth-ing more to come,” he said, noting there is now 32 employees that form the head of-fice.

“We no longer have a technology com-pany to distract us, we no longer have these mortgages outside of the north and what we have done is return to a traditional credit union that is all about community and great service. We now have a financial picture that is sustainable for decades to come, but we had to go through this difficult time.”

PORT EDWARD - The District of Port Edward council has lent its support to TransCanada’s Prince Rupert Gas Transmission project (PRGT), becoming the second northwest munici-pal government in a month to do so.

In a letter sent to project president Dean Patry, Mayor Dave MacDonald said the district is in favour of seeing the pipeline that would feed the Pacific NorthWest LNG termi-nal come to fruition.

“The District of Port Edward council supports our business community together as we move forward as the host location for the Pacific NorthWest LNG lique-faction facility. TransCanada’s Prince Rupert Gas Transmission Project plays an important role in the development of this project,” reads the letter.

“We believe that PRGT has demonstrated commitment to meaningful engagement with the District of Port Edward and the surrounding area through project updates to council on a regular basis and invitations to community members to attend open houses to learn more about the proj-ect and its benefits and provide input to our proj-ect team.”

BC Parks is preparing an application for a formal boating restriction under the Vessel Operation Restriction Regulations (VORR) within a portion of Lakelse Lake Wetlands Park (southern end of Lakelse Lake). The intent of this restriction is to protect and conserve wildlife, particularly nesting water fowl and salmonid rearing habitat. SMITHERS - Smithers has received the biggest share of $10,000 in grants from Seabridge Gold, the company be-hind the proposed KSM Project north of Stewart.

Non-profit organizations in com-munities across northwest B.C. re-ceived grants of between $500 and $1,000 from the company, which is trying to build a copper gold mine in northwest B.C.

Among the recipients were the Smithers Ski and Snowboard Club, which was given $500 for course maintenance.

The Bulkley Valley Research Cen-tre received $500 for education and outreach and the Bulkley Valley Child-care Society was awarded $1,000 for children’s educational program fund-ing.

Smithers Public Library was given $1,500 to buy 3D printing technology and Bulkley Valley Search and Rescue received the same amount to purchase supplies.

In Stewart the District of Stewart received $1,000 in support of public golf facilities.

And the Coast Mountain School District also received $1,000 for edu-cational program technology.

In the Nass Valley, the Gitxat’in Elders Society in Greenville received $1,000 for outreach.

Two groups in Terrace and area re-ceived grants.

The Terrace Hospice Society re-ceived $1,000 for outreach and edu-cation while the Terrace Peaks Gym-nastics Club received $1,000 for upgrades.

The recipients were chosen based on feedback from the public, who were invited to make suggestions through the company’s July newsletter.

Seabridge invited the public to nominate groups that would benefit a broad range of people in education or healthy living.

The KSM Project is a proposed copper and gold mine about 65 kilo-metres northwest of Stewart, B.C. Last year the company received federal and environmental approvals for the site.

The company’s website says it is working to secure permits for construction to begin. The project would be a combined open pit and underground operation.

VANDERHOOF - The Saik’uz and Stellat’en First Nations have been allowed to proceed with a lawsuit against Rio Tinto.

The Stellat’en First Nation re-leased a media advisory last week saying the Supreme Court of Can-ada has denied the company’s leave to appeal relating to an earlier case

from April.RT was appealing a decision by

a lower court granted the First Na-tions ability to sue the company.

The issue relates to the flow of water in the Nechako River, which is affected by the company’s Ken-ney dam.

According to the Canadi-an Press, the nations say the dam breaches their rights to the water-way and are seeking damages for

property-rights violations.The Stellat’en news release

states that “the case now confirms that, in British Columbia, First Na-tions may sue an industry or private company for damaging lands or in-terfering with their use and occu-pancy of lands and rivers.”

Stellat’en Chief Archie Patrick is hailing the victory.

“Rio Tinto Alcan had claimed im-munity authorizing them to willful-

ly continue to damage our lands until we proved aboriginal title,” he said.

“We’re pleased that the court recognized that such rights are un-der Canada’s constitution...and that we have rights to access the courts just as much as non-First Nation landowners.”

Former Saik’uz Chief, and a named plaintiff in the case, Jackie Thomas, said the dam is one of the largest “environmentally damag-

ing” projects in the province’s his-tory.

“First Nations’ interests were never considered nor were we ever consulted,” he said. “We’re pleased to finally have a victory in front of the Canadian courts.”

Rio Tinto issued a statement that said they acknowledge the de-cision of the court, but will decline further comment as the matters in-volved are still before the courts.

If you haven’t started the engine:1. Don’t start the engine.

Cell phones are a major distraction and the � nes are getting steeper to deter people from tex-ting or making phone calls while driving. � ere are other distractions that you might not think of when in your car for long or even short distances.

� e � nes for distracted driving are now more than $500, but that’s not the only cost.

According to Transport Canada, Alber-ta has the highest percentage of drivers us-ing cell phones compared to other provinces.

And the RCMP tells us that in 80 per cent of collisions, the driver took their eyes o� the road for at least three seconds.

Blake Reichert, vice-president of the Prai-rie Region for Western Financial Group wants people to remember that distracted driv-ing increases the risk of accidents, ranging from fender benders to more serious crash-es. “When people drive distracted, they are increasing their risk,” says Reichert. “Simple decisions like putting your phone away when you are driving or pulling over to get some sleep can greatly reduce your risk of accidents and therefore reduce the need for claims.”

Here are some tips to ensure that you get to your destination safely:

Put your cell phone away: Using a phone takes the driver’s eyes o� the road. It can be tempting to check that text or email or answer the phone while you are driving so keep the phone out of sight and on silent.

Pull over: To avoid driving while distract-ed, you can simply pull over if it is safe to do so. If you are in the city, pulling into a park-ing lot to make a phone call, adjust your GPS, or use any other electronic device is a good practice.

Get some rest: If you have to head out for

a long drive, make sure you get a good night’s sleep beforehand. If you start to feel drowsy, pull over in a rest area and close your eyes un-til you feel more alert.

(NC) When the snow � ies, Canadian driv-ers have to be prepared. Temperature swings, which are common across Cana-da during the fall and winter months, can result in signi� cant changes in tire pres-sure. For example, did you know that for every 5oC drop in temperature, tire pres-sure drops by one pound per square inch (psi)? So if the temperature were to drop to -15oC, tires could lose three psi of tire pres-sure. For some tires that means a 10 per cent loss in in� ation.

By maintaining proper tire in� ation, consumers can save money at the pumps and reduce harmful emissions. Most im-portantly, they can increase the safety and performance of their vehicles by ensuring that their tires are being used within the correct operating speci� cations and condi-tions for the vehicle. As well, because prop-

erly in� ated tires will last longer, you could save the cost of one or two sets of tires over the life of your vehicle.

According to the Tire and Rubber As-sociation of Canada, even though many drivers use all-season tires because they do provide safe all-weather performance, win-ter tires are actually more e� cient once the mercury starts to dip. � e association says modern winter tires o� er up to 50 per cent or more traction than all-season tires.

PRINCE RUPERT - Forget iPads, Wi-Fi and cell phones, when Olga Solberg was born there was no such thing as zippers, stainless steel, Band-Aids or RCMP.

None of those items had been in-vented on Oct. 21, 1915 and the na-tional police force was still five years away. Obviously much has changed since then — the population has sky-rocketed from 1.8 billion to more than 7 billion and not one but two World Wars have come an end — and Olga has lived through it all.

On Oct. 20, one day ahead of her centennial birthday, Olga Newton was joined by dozens upon dozens of fam-ily members at the Crest Hotel to cel-ebrate this amazing milestone. With five generations in the room and fol-lowing a limousine ride from Terrace

to Prince Rupert earlier in the morn-ing, the great, great grandmother was all smiles as she cut into her birthday cake.

“It just feels wonderful, amazing. I can’t imagine that they all would have come,” said Olga, who moved to the North Coast back in 1941.

Asked about what she attributes to reaching her 100th birthday, Olga lets out a little laugh before sharing her se-cret. “It’s got to come down to good genes,” she said.

“It feels both amazing and surpris-ing. I didn’t think I was going to reach it, but it came one day at a time.”

With 100 years behind her and several loved ones surrounding her, Olga said she doesn’t necessarily have any big plans leading into her 101st birthday.

“I’m just going to take it a day at a time and keep happy and healthy,” she said.

Margot Hildegard WillJuly 12, 1927 – October 17, 2015

We grieve the passing of our dear Mother and Oma.She is predeceased by her husband, parents, sisters and their spouses. Born and raised in Germany, Margot was the youngest of three girls. After the devastation of World War II, Margot was privileged to alone, immigrate into Canada, as a young woman, eventually making her home in Prince Rupert, B.C. She worked as a nurses aid at the Miller Bay TB Hospital and also trained with Pitman College in Vancouver to become a bookkeeper. She became a teller supervisor at the Bank of Montreal and eventually met and married her life partner in Prince Rupert, also from Germany, Hans Will, in 1960. Her treasured family began to grow with the births of: Alexander (Donna Reece), Anita (David Materi) then Mark (Janet).

Margot became a fulltime homemaker and when Mark started school, she was employed by Lindsay’s Cartage as a part-time bookkeeper, years later, a tour guide for the Rupert Museum. She also operated the Mt. Hays canteen for a summer, shortly before the closure of the Gondola Ski Hill.

Mom was hardworking, frugal, resourceful and enjoyed life in Canada to its fullest. She particularly enjoyed travelling, baking, crafts, and festive celebrations with family and friends and in later years, competitive Bridge with dad. After she was widowed in 2004, Mom moved to her favourite B.C. vacation spot, Kelowna. She enjoyed many more years there until her health took a turn about 4 years ago. She lived her last 1½ years at Terraceview Lodge in Terrace, B.C. where she could be closer to her children, Anita and Alex and families.

She will be deeply missed by her children and her very treasured grandchildren Justine, Garrett, Jeffrey, Krista, Wilhelmina, Meghan, Jordan and more recently, several great grandchildren.

Many thanks to the staff at Terraceview Lodge for your kindness and care, and also to those dear friends that offered their time and support to Margot and the family.

“Let the Heavens rejoice”Until we all meet again, Dear Mother and Oma, you remain forever in our hearts.

TERRACE - All ten of the Terrace cross coun-try athletes who raced in the Oct. 24 zone cham-pionships in Smithers quali� ed for provincials next weekend.

Placing in the top 15 of the zone, Terrace run-ners competed against teams from Smithers, Hazleton, Prince Rupert and Laxwalams.

Terrace coach Me-gan Reid said it was sunny but very cold, and the 4.5-kilometre course was a little treacherous, muddy with a very large hill and fallen leaves covering hazards. Two moose on the course de-layed the race start time.

“This is the largest cross country team from Terrace  in three years,” Reid said, adding that Terrace had three ath-letes for the last two years.

The Terrace junior girls placed second as a team of � ve, with Smith-ers team in � rst and Lax-walams third.

The girls also placed individually, and of 16 runners, Michae-la Yeo got 6th, Olivia

Faetz 7th, Erin Billson 11th, Boadicea Fedder-son 12th, and Meghan Bowles 13th. The Ter-race boys ran individu-ally, and of 16 runners, Harkirat Dhillon placed 7th, Tristen Brown 9th, and Zach Bilash 10th.

In senior girls, Faith Nisyok  placed second and Deirdre Lind came fourth of four runners, coming off an injury last June.

Terrace athletes all race in provincials in Vancouver on Nov. 7.

Penalties blunt Rampage effort against KingsBy William GyeTHE NORTHERN CONNECTOR

PRINCE RUPERT - The Prince Rupert Rampage were at home this past weekend, hosting the Terrace River Kings, and after a big home win last weekend, the team hoped to notch another one.

After a good start to the � rst period, the Rampage got into early penalty trouble. This would prove to be the trend for the night. Although they killed off the early penalties, the River Kings got on the board early thanks to Ken Norostrom. It was a quick shot off the half boards closest to the stands that squeaked through Jarrod Hildebrandt. After exchanging penalties, Prince Ru-pert got some life after a great shift by Brayden Horcoff taking the puck strong to the net, and an individual effort by Devin Palmer that saw him go through two defenders only to be stopped by River Kings’ goalten-der Patrick Leal. Again, off-setting penalties, then another penalty to the Rampage, would see the River Kings go on the power-play. They were � nally able to convert with the man advantage through a nifty shot, short side, by Danson LeBlond to make it 2-0.

Penalties hurt Prince Rupert as they started the second period short-handed. Able to kill the pen-alty, the Rampage found their legs again until a turn-over in the neutral zone saw Terrace go the other way, and Reid Turner redirected the puck past Hildebrandt. Although it was

a good � nish, Terrace was lucky to have the puck go to Turner, as the pass looked more like a shot to make it 3-0. The Rampage pushed back, with Tyler Halliday throwing his weight around, creating space for himself and he was able to get in all alone, but was stopped. Hor-coff took another trip to the box, but thanks to the hard-nosed play and some big hits by Jean Luc Fournier, the Rampage stayed very much in the game.

Late in the second there was a bit of controversy as a quick whis-tle from the referee denied Rupert their � rst goal of the game, which could have turned the tide. Guilty of undisciplined play, Rupert took a bench minor after the play for argu-ing the call.

“We can’t stress over the refs and make up excuses, when stuff like that happens, you just got to � ght through the game and put the puck in the net,” said forward Jor-dan Aubee.

The third period started on the penalty kill for the Rampage, but after a gutsy blocked shot, Tyler Munro and Patrick Robert found themselves in a two on one, but Munro rung it off the crossbar. Un-lucky bounces and not enough puck movement through the neutral zone contributed to the lack of goals. Again unable to convert on a 5-on-3 in the third, Terrace iced the game with a rebound goal from Colton Braid. Patrick Robert had a couple chances late, but was unable to � nd the back of the net. The � nal tally

reached � ve goals for Terrace and zero for Rupert.

“There was no discipline to-night, everyone wanted to carry the puck themselves. Terrace played a pretty good game, they forechecked hard. We know that we have to show up to these kind of games, we can’t

just take it for granted that we’re just going to show up and win,” said Jared Andreesen, who was behind the bench for the Rampage.

Aubee, however, de� nitely add-ed some intensity to the game,with a � ght in the second period.

“Anything we can do to get a

little momentum when things aren’t going our way. I liked the intensity, and I didn’t think we had a terrible game, we were battling, and some-times we didn’t get puck luck,” he said.

The Rampage face the River Kings again on Saturday in Terrace.

PRINCE RUPERT - The third major project has been re-vealed and already started un-der Prince Rupert mayor and council’s ‘Re:Build Rupert’ ini-tiative, targeting the city’s $259 million infrastructure de� cit.

This time, it’s the Third Av-enue sidewalks in the down-town core that will be receiv-ing a facelift over the next � ve years, following the Fraser Street revitalization plan from earlier this summer and the wa-ter lines and dam upgrades.

As outlined in a release sent by the city last week, the engi-neering department has award-ed the contract for the project to Rupert Wood’n Steel and it will see the sidewalks from Mc-Bride Street to Eighth Avenue rehabilitated.

Mayor Lee Brain said that not only are the upgrades aesthetic in nature and will beautify the downtown dis-

trict, but they will lead to greater, more functional re-pairs made on Third Avenue roads.

“We’re just trying to � gure out the timing of when the road of Third Avenue will get taken care of, but we’re also planning on doing the road as well,” he said.

“[That area has the] most traf� c, but also the strata un-derneath the road needs to be replaced right now. You see the manholes sinking and all these types of things – you can’t just [quickly] � x that. You’d need to actually dig up the whole road. Plus, we have pipes and elec-trical lines that need to be re-placed. We’re also trying to re-vitalize the downtown core so that we can get businesses more viable on Third [Ave.], get shops reopening and that type of thing.”

A public engagement pro-cess will be initiated in the near future, consulting residents and businesses on how they would

like Third Avenue to look in the coming years.

The sidewalk renewal is jointly funded out of the city’s operating budget and the Prince Rupert Legacy Fund.

The red brick-layered crosswalks on Third Avenue are also on the chopping block, as some of the derelict and decrep-it road-walks that have missing bricks or bumpy surfaces are scheduled to be overhauled into

a much smoother surface.“We’re going to get rid of

the red bricks ... If you have strollers, it’s bumpy, people are tripping and we’ve had seniors say they’ve had issues with accessibility and wheelchair accessibility, so we’re go-ing to smooth out those cross-walks much more nicely [in the � ve-year sidewalk rehabili-tation plan],” Mayor Brain added.

PRINCE RUPERT - Many political pundits have already weighed in on how the Trans-Paci� c Partnership (TPP) signed by the Canadian federal government earlier this fall will affect different sectors of the Canadian economy.

The Paci� c Rim trade deal between Can-ada and 11 other coun-tries has different rami� -cations for farmers, who are being compensated $4.3 billion over 15 years for any lost income, than it does for the raw miner-als industry than it does for the auto sector or the lumber industry.

Here in Prince Ru-pert, the TPP brings ex-citing prospects to many businesses and residents who call the North Coast home. With tariffs on Canadian exports to Ja-pan, the world’s third-largest economy, com-ing down in the coming years, as well as de-creased tariffs in coun-tries ranging from Chile to Malaysia to Vietnam to Singapore, the Port of Prince Rupert, which al-ready ships and receives millions of tonnes of car-go per year, consisting of agri-food, biofuel, met-allurgical coal, wheat, canola, logs, containers and more, may poten-tially see a drastic rise in traf� c volumes as Ca-nadian exporters take advantage of the trade deal.

“The Trans-Paci� c Partnership enables im-proved market access for trading between coun-tries. The Port of Prince Rupert is supportive of all efforts that grow Canada’s participation in two-way trade. 3,000 jobs in northern B.C. de-pend on trade through our gateway - a number that’s doubled in just � ve years,” said Prince Ru-pert Port Authority man-ager of corporate com-munications Michael Gurney.

“Importantly, the TPP participants are countries within the Asia-Paci� c region which are key origins and destinations of

Prince Rupert cargo traf-� c. Growth in the Port of Prince Rupert’s trade volumes — positively affected by the TPP’s ef-fects on market reach and streamlined customs clearance procedures — will increase jobs, busi-ness opportunities in northern B.C.’s supply chains, and the tax base for all levels of govern-ment.”

The Prince Rupert and District Chamber of

Commerce and the B.C. Chamber of Commerce also support the deal.

“[The two Cham-bers] applaud the Oct. 5 announcement that Canada has successful-ly concluded negotia-tions to the Trans-Paci� c Partnership,” said cham-ber president Rosa Mill-er.

“The TPP agreement is good for B.C. and, in turn, good for our com-munity as we continue

to move towards becom-ing a brighter star and a key piece in the provin-cial and Canadian econo-my. We agree with [B.C. Chamber president and CEO] Jon Garson, when he says that negotiations are a give-and-take.

While Canada had to move on key interests such as managed dairy and poultry products, the net bene� t from gain-ing market access for goods while removing

restrictions on services, investments, � nancial services, etc... is too good to pass up,” Miller continued.

The Government of Canada’s Foreign Af-fairs, Trade and Devel-opment Canada website cites the TPP deal as the “most comprehensive trade agreement in the world” that “will help deepen Canada’s trade ties in the dynamic and fast-growing Asia-Pacif-
