TERRACE - No more will mo-torists using the Sande Overpass by Keith Ave. on its southern end be confronted with flash-ing amber and red signals, as the final touches are being put in place this week on what is a major overhaul and construction project.

“We are going to the tradi-tional traffic signal timing,” said provincial transportation min-istry official Darrell Gunn late last week.

“Barring any malfunction with the new electrical cabinet,” it should be complete by at least this Friday, he said.

A key feature of the work in-volved adding a second lane for motorists turning left from the overpass eastward to Keith Ave.

Pedestrians will also have a safer way of crossing at the southern end thanks to the in-stallation of timed signal lights.

Making improvements to the Sande Overpass, considered a choke point for traffic, is a pro-vincial responsibility because it is part of Hwy16 and has long

been wanted by city council and motorists.

The company WestCana has been doing the electric compo-nent of the work under a sub-contract from Adventure Paving of Prince Rupert which did the construction.

The total bid price for the whole project came in at $2,297,266.42 which was paid for by the province.

“We have basically all the physical works done, what we are working on today is all the electrical wiring hook up,” said Gunn last week. “All the big,

physical concrete, the paving and lines. That’s done.”

The timing of the new light system is based on the traffic patterns that are calculated on the unique characteristics of the intersection, he said.

Next in line for the overpass work will be resurfacing it, which is high on the transporta-tion ministry’s priority list for future projects, said Gunn.

Resurfacing of Keith Ave./Hwy16 heading east of the over-pass and west of the overpass from its northern end took place earlier this year.

Rupert to push new federal governmentfor quick service on affordable housingBy Kevin CampbellTHE NORTHERN CONNECTOR

PRINCE RUPERT - The City of Prince Rupert wants its share of the pie promised by Justin Trudeau during the elec-tion.

Trudeau and his Lib-eral government cam-paigned on promises of infrastructure invest-ment and an immediate borrowing and spend-ing plan to get the coun-try’s cities and towns in working order.

The City of Prince Rupert is making sure they’re not left out of the picture when those investment announce-ments start dropping.

“The City is going to be narrowing down what lots are available to do [an affordable housing] project on, and this com-mittee, which consists of the City of Prince Ru-pert, the Prince Rupert Aboriginal Community Services Society, as well as Hecate Strait Em-ployment Development Society and potentially the North Coast Transi-tion Society, are work-ing together to gure out

what this project’s going to look like,” said Prince Rupert Mayor Lee Brain at last Monday’s council meeting.

“We’ll get all the costs laid out and those types of things and then when we settle in on what we’re going to do and de ne the scope of the project and its lo-cation, then we would work on building those partnerships with the government and then helping with the subsi-dies and those types of things. We’re hoping that we’re going to be reaching out to the fed-eral level now. There’s been a change at that level and [we’ll see] if we can get some more partnerships here and prepare for a potential growth period as well,” he added.

But it won’t be as easy as mailing in a re-quest for funds.

As Mayor Brain outlined at the meeting, Prince Rupert is compet-ing with other communi-ties around B.C., namely exponentially growing ones, like Surrey.

“One of the big-

gest concerns that have been coming back [in the provincial and fed-eral responses] are about population. For us, we’ll be competing against, for example, Surrey, which is growing by 50,000 people a year. Even a 5,000-person boom in our communi-ty still doesn’t necessar-ily hit the same radar as a 50,000-person growth. So that’s some of the challenges we have in terms of getting funding and getting the attention around our affordable housing situation,” said the mayor.

Baseline data like that received by the City from the Go Plan Sur-vey and Housing Needs Questionnaire in the summer will be used as evidence of any popula-tion growth trends that will be presented to the various levels of govern-ment for any subsidy or housing investments.

Adding to the City’s support group on the committee will be the Prince Rupert Aborigi-nal Community Ser-vices Society, which has a contract with the

B.C. government for a $50,000 contract hous-ing project. The lot on which the project will be built is still under re-view, but the City and the society are optimis-tic that a timeline to get something built is ex-pected “sometime in 2016”.

A sickness and ab-sence at the society de-layed the project in the fall by a couple months.

“Now we’re recon-vening and going to fol-low a timeline of get-ting the project off the ground,” said Mayor Brain.

Housing Commit-tee member Coun. Joy Thorkelson added that the $9,000 allocated for the month of Novem-ber in community grants provided by BC Hous-ing and the provincial government has already been used up as of Nov. 9. “That $9,000 has al-ready been used up, so anyone else who nds themselves in need of a grant for November will no longer be able to get [one], unless they start using up December’s money in November.”

That’s less money for December,” said Coun. Thorkelson.

Kitimat air quality measurementoff mark because of an errorBy Cameron OrrTHE NORTHERN CONNECTOR

KITIMAT - If an air quality graph on the provincial government’s air quality website was to be believed there was an hours long spike in sulphur dioxide (SO2) on Novem-ber 6 that went several times over the provincial standard.

However a more than 200 parts per billion (ppb) reading was a technical error relating to the machine’s automatic calibra-tion which isn’t supposed to even be published.

People posting on the Kiti-mat for Clean Air Facebook page shared a screenshot of the read-ings showing an uncharacteristic rise in SO2.

Barry Watson, an air quality meteorologist for the BC Ministry of Environment, explained the er-ror.

“It’s basically a calibration, it’s erroneous data,” he said, not-ing the machines self-checks it-self which involves inputting false data. “That information goes through a quality control to cali-brate itself...so it artificially puts

in numbers to check its calibra-tions.” “They’re not supposed to be published,” he added.

He said the wrong data, which has since been corrected on bcair-quality.ca, covered from 3 p.m. to 7 p.m. that day.

A number for SO2 in the hun-dreds would be alarming as Wat-son says the provincial objective is 75 ppb over one hour.

A five-day graph at the time of writing showed SO2 readings at Riverlodge’s station peaking at approximately 8 ppb late on No-vember 4.

International students are hailedVICTORIA - British Columbia has many good reasons to cel-ebrate International Education week, including the 114,600 in-ternational students who choose to study in the province each year.International students bring cul-tural, economic and social bene-fits to post-secondary institutions and communities.

B.C. hosts more than one-third of all international students studying in Canada.

In 2013-14, the top five coun-tries with students studying at all levels in British Columbia in-clude: China (28,700 students), South Korea (13,600 students), Japan (13,500 students), Brazil (8,900 students) and Saudi Arabia

(6,200 students).What makes B.C. such a pop-

ular study destination? It is be-cause of a quality education that comes guaranteed. More than 160 public and private post-second-ary institutions have an Education Quality Assurance (EQA) desig-nation in B.C. The EQA designa-tion is the provincial standard for post-secondary institutions wish-ing to host international students with study permits.

International education is a two-way street. Since the release of B.C.’s International Educa-tion Strategy in 2012, government has provided over $11 million in scholarships to give more B.C. students the opportunity to study

abroad and to bring more interna-tional students to the province.

Job openings in B.C. are ex-pected to exceed the number of domestic students going through the education system. Internation-al students are needed to support the diverse, strong and growing economy in the province.

The provincial and federal governments are working to help international students transition from graduation to work through the Post-Graduation Work Per-mit Program. The number of post-graduation work permits granted to international student graduates in B.C. increased by 51% be-tween 2011 and 2013, from 1,357 to 2,050.

Dear Friends,

For most of us, Christmas is a time to look forward to seeing friends and family. There is excitement in the air as we try to nd just the right gift for our loved ones, and plan a spectacular Christmas dinner that won’t soon be forgotten. Unfortunately, for some it is just another reminder that getting through one day at a time is all they can manage.

Last Christmas, The Salvation Army distributed a total of 411 hampers, and it is only because of the generosity of the people who make up the community of Terrace that we can help those in need. The Salvation Army Food Bank is not only open year round, it is also available to those who need help to get them through in an emergency.

We have also started a breakfast program which is open twice weekly for anyone who needs a hot meal to get their morning started. These programs could not operate without the support of the community.

With your nancial support, we can purchase food and toys to distribute to the less fortunate in our community.

Please give so that others may enjoy a Christmas blessed with what so many of us take for granted. And because you care, a child’s world will be a better place on Christmas morning. These memories don’t exist because of The Salvation Army itself, they exist because people like you cared.

Glory to God in the highest on earth, and peace, good will toward men. Luke 2:14

May God Bless you and your loved ones not only at Christmas, but throughout the coming year.

Landslides cause power outageBy Kevin CampbellTHE NORTHERN CONNECTOR

PRINCE RUPERT - As a windstorm pounded Prince Rupert, two landslides also downed transmission lines causing a city-wide power outage on Monday afternoon in Prince Rupert and Port Edward.

At approximately 3:20 p.m., the city’s downtown power grid went dark, as well as residential areas in the suburbs and industrial areas of the city.

BC Hydro customers downtown had their lights back up and running roughly an hour later, and for res-idential customers both on the east side of town in the Conrad Street area and the west side along Summit Avenue, power was restored around 5:30 p.m.

The cause of the power outage was a pair of land-slides damaging BC Hydro structures.

“The main transmission line into Prince Rupert is a 287-kilovolt line. It has five structures damaged and the 69-kilovolt line that connects the Falls River hydro plant and the Browne Lake independent power sta-tion has one structure damaged at the peak,” said Dave Mosure of BC Hydro said on Tuesday.

“7,900 customers were without power yesterday afternoon for about 90 minutes and once the trans-mission lines went out of service and would not au-tomatically reset, the crews were mobilized to bring the Rupert Gas Plant online. [The Rupert gas plant] is a natural gas-fuelled power station and is currently feeding all the residential and small commercial load. We are working with the large industrial customers and they’re currently operating at a reduced capacity.

“There is no road access into the area where the slide has affected the main transmission line, so that’s re-quiring helicopter support,” Mosure adding there isn’t a timeline for the completion of repair work.

Partial closure at Terrace millBy Josh MasseyTHE NORTHERN CONNECTOR

TERRACE - Terrace’s only saw-mill has shut down one of its main wood processing units as log sup-ply and foreign markets dwindle, which is the second slowdown in the last year.

“This time the mill has cut production by half,” said Skeena Sawmills of cial Roger Keery last week.

“Our sawmill isn’t running but the planner mill is running this week, so we are at partial opera-tions and have been doing that for a bit now.”

This summer the mill closed entirely for two months. Current-

ly 45 people are working of the 85 usually employed in front end roles.

The reason for the partial clo-sure has to do with gaining ade-quate log supply and sales orders, Keery said.

“We’ve been producing a much higher volume of materi-al that we can ship directly from the mill, which is primarily green timbers so they are for Canadian customers, and whereas we were producing less than ten per cent of those, now we are producing over 50 per cent of those so they are shipped directly from the saw-mill.” Keery said the ability of the mill business team to sign more buyers in Canada to counter the

poor sales is a positive trend.“The folks at the mill have

found very creative ways to make much higher volume of those than we ever have before and the mar-ket for them right now is quite good. It’s green wood and it’s used in the oil eld and oil eld supply services and also in the treating industry and commer-cial construction of docks and wharves, those kind things,” said Keery.

Keery is uncertain when full production at the mill on Hwy16 west of the city can resume but he says that he sees an upswing happening in the Chinese market which he believes bodes well for future operations.

JOSH MASSEY / THE NORTHERN CONNECTOR

PARTIAL SHUTDOWN at Skeena Sawmills in Terrace has affected employment and production at the facility located on Hwy16 heading west of the city.

Economic area too large: ThorkelsonBy Kevin CampbellTHE NORTHERN CONNECTOR

PRINCE RUPERT - Prince Rupert city coun-cillor Joy Thorkelson wants the province’s Employment Insurance (EI) Economic Region greatly downsized.

In an update to city council last Monday, Coun. Thorkelson noted that the extremely large region that Prince Ru-pert is classified under and covers more than 50 per cent of the entire land area of the prov-ince, is not suitable to address the largely sea-sonal work that personi-fies the North Coast.

“Every province is broken up into econom-ic areas. Our econom-ic region goes around Cache Creek, north. So from Cache Creek to the Yukon border, to Hai-da Gwaii to the Alberta border ... The govern-ment averages the em-ployment [rate] and they come up with numbers for that area and that is what determines how many hours you need,” Coun. Thorkelson said.

“So if there’s lots of employment [in the area], which there was – there was 100 per cent employment in ar-eas like Fort St. John, and because there are more people in Fort St. John than there are on our side, that skewed the whole north of B.C. The whole employment rate went up and the whole unemployment rate went down because one community was heavily weighted.”

The councillor add-ed that 100 workers in Prince Rupert had more than 490 hours worked, but fell short of the 525-hour threshold needed to qualify for employment insurance.

In a seasonal-work based community, Coun. Thorkelson not-ed that the new Liberal Government had said that they would change the threshold to 490 hours for seasonal-based communities like Rupert or winter-based cities such as Whistler.

“[Our area] is driven by what happens in Fort

St. John ... There are five EI areas in the south-ern part of the province (Southern Interior B.C., Abbotsford, Vancou-ver, Victoria and South-ern Coastal B.C.). You can take a bus from one side of your EI area all the way to the other. You can actually bus from your EI area all the way to someone else’s EI area. That’s the idea – that you should be able

to get a job in your EI area. You tell me how someone is supposed to travel everyday to Fort St. John and back again every day. Obvi-ously, it’s an impossi-bility,” Coun. Thorkel-son added, saying that making the EI region smaller can only be done through the federal gov-ernment and when a group from Prince Ru-pert approached the for-

mer Conservative gov-ernment with another delegation from Vander-hoof along with a peti-tion with 5,000 signa-tures, the government said there wasn’t enough support.

“They refused to bring it down, although they’ve done it back east. They’ve made it smaller in New Bruns-wick and they do it every so often,” she added.

Kitimat’s marine rescue group says it’s been a nice, slow yearBy Cameron OrrTHE NORTHERN CONNECTOR

KITIMAT - When your group is responsible for rescuing stranded and endangered boaters down the Douglas Channel, a slow year is actually a good thing.

The group has been active in recent months recruiting new members and have done some safety upgrades to their boathouse as well.

But in terms of actual call outs

they are below their average.Kitimat Marine Rescue Soci-

ety’s Chris Peacock said that since January they’ve had about eight rescue calls.

Their average is about 12 or 13, he said.

For him that’s a sign people are taking all the right steps when they take their boats out.

“It means people are being saf-er on the water,” he said.

That means more time fixing up their own place.

He said their dock was once built on two old logs which over time had become trouble.

“It’s served its purpose well for three or four years,” he said, but this year they bought proper plas-tic floats.

Ten of their members came out the first day to pitch in for the work and eight came by the next.

Peacock says the group has good numbers of volunteers right now, but he said they’re never go-ing to say no to more numbers.

With a recent bump of five members they have 16 in total in the society.

The group held four nights of recruitment in September and saw several people sign up.

Looking ahead, the club’s big priorities are training everyone so everyone gets up to the same level.

In total training can take up to five months.

Aside from the Facebook page, Peacock says people can e-mail [email protected] for in-

formation including how to volun-teer.

Peacock says that while the year’s been slow, traditionally they get a spike of calls early in the spring, usually people’s first out-ing in their boat after being in stor-age, and then another spike in the fall.

He says that’s because while boating traffic is busy in the sum-mer, people with trouble in the fall can’t flag a nearby boater down for immediate support.

Environmental Assessment of the Proposed

WCC LNG Project

Open House and Invitation to Comment

WCC LNG Project Ltd. (Proponent) is proposing to develop and operate the WCC LNG Project (proposed Project), a liquefied natural gas (LNG) facility and marine terminal for the export of LNG. The proposed Project would be located on the eastern shore of Tuck Inlet on District Lot 444 within the city limits of Prince Rupert, BC. The proposed Project would export up to approximately 30 million tonnes per annum of LNG to international markets. The proposed Project is subject to review under British Columbia’s Environmental Assessment Act and is also undergoing a substituted environmental assessment under the Canadian Environmental Assessment Act. The Proponent must obtain an environmental assessment certificate before any work can be undertaken on the proposed Project. However, prior to submission of an application (Application) for a certificate by the Proponent, the Environmental Assessment Office of British Columbia (EAO) must first approve the Application Information Requirements (AIR). The AIR will specify the studies to be conducted and the detailed information to be provided by the Proponent in its Application. The EAO invites public comments on the draft AIR which will be available for review starting on November 23, 2015. To provide information about the AIR, EAO invites the public to attend an Open House. The Open House is scheduled as follows:

at: North Coast Meeting & Convention Centre 240 1st Avenue West, Prince Rupert on: Tuesday, December 8, 2015 from: 4:00 p.m. to 8:00 p.m.

There are 45 days for the submission of comments by the public in relation to the draft AIR. The comment period will begin on November 23, 2015 and end on January 6, 2016. All comments received during this comment period in relation to the AIR will be considered.

The intention of seeking public comments is to ensure that all potential effects – environmental, economic, social, heritage and health – that might result from the proposed Project are identified for consideration as part of the assessment process. At this stage of the process, the primary intent is to receive feedback about the studies or information required for a comprehensive environmental assessment. After taking public comments into account, EAO will finalize the AIR and issue them to the Proponent. EAO accepts public comments through the following ways: ONLINE FORM http://www.eao.gov.bc.ca MAIL FAX

Sean Moore 250-387-0230 Project Assessment Manager Environmental Assessment Office PO Box 9426 Stn Prov Govt Victoria BC V8W 9V1

An electronic copy of the draft AIR and information regarding the environmental assessment process will be available at www.eao.gov.bc.ca starting on November 23, 2015. Copies of the draft AIR will also be available for viewing starting on November 23, 2015 at these locations:

Prince Rupert Public Library 101 6th Avenue West Prince Rupert, BC

Port Interpretive Centre 200-215 Cow Bay Road Prince Rupert, BC

If you are unable to participate at this time, there will be an additional comment period during the Application Review stage when you will also be able to provide comments to EAO on the proposed Project.

NOTE: All submissions received by EAO during the comment period in relation to the proposed Project are considered public and will be posted to the EAO website.

Refugee sponsorship advancingBy Margaret SpeirsTHE NORTHERN CONNECTOR

TERRACE - A group planning to bring at least one family of Syrian ref-ugees to Terrace is mov-ing closer to its goal.

The group called Terrace Sponsors Syrian Refugee Families mem-bers said it was ready to accept a family or indi-vidual before the end of the year, said mem-ber Sasa Loggin after a meeting Nov. 10.

One “Group of 5,” a term used by Citizenship and Immigration Cana-da for registration, has

emerged from the mem-bers and will be using its own money to sponsor a family of four or five, said Loggin.

“We are looking for more individuals to join and form another Group of 5 to sponsor another family, possibly a single female who may find it harder to survive,” said Loggin. The group had said earlier the cost was expected to be about $20,000 for the first year.

There are two cat-egories to sponsor ref-ugees: government sponsored and private

sponsorship. The new federal government has said it wants to bring in 25,000 Syrian refugees by year’s end.

“This is still a pri-vate sponsorship and we depend on the govern-ment approval process so we have no idea when the family would be se-lected and their arrival time,” said Loggin. The Terrace group is work-ing on submitting an ap-plication to Citizenship and Immigration Cana-da to request a refugee profile, said Loggin.

Two events to raise money are in the plan-

ning stages for next Feb-ruary and March but no details are being given out yet.

“There is one person who is determined to get a celebrity to come to Terrace, but we also have pretty cool local events we are planning,” said Loggin.

Anyone wanting to help support the effort to bring refugees here, can donate money at the Northern Savings Credit Union under the “Refu-gee Sponsorship Ac-count.”

The group’s next meeting is Dec. 7.

Passes approvedBy Margaret SpeirsTHE NORTHERN CONNECTOR

TERRACE - Families with teens receiving Christ-mas hampers from the Salvation Army here will get a little extra this year. Five hundred pool passes were approved at the Nov. 9 city council meeting after Salvation Army Captain Jim VanderHeyden asked for them, saying teens were the most difficult people to buy gifts for.

“The numbers last year were 450 hampers for Christmas that we did and for 140 of those hampers, they have three or more children living in that fam-ily,” he said.

“I think that as far as teenagers go, they’re the hardest to buy for but they’re very sociable. A pool pass is a good gift – they can go meet up with their friends there at the pool instead of hanging out downtown.”

City leisure services director Carmen Didier said if the pass package was half student passes and half children, the total cost would be about $1,500.

It has been three years since the 7.7 magnitude earthquake shook Haida Gwaii and drained the pools. A spontaneous visit to Hot Spring Island by a Gwaii Hannas team returning from SGang Gwaay led to the discovery of pools almost full with water last week. The hot springs were the biggest draw to the island averaging 2,000 visitors annu-ally, but dropped to just 500 after the earthquake.

SUBMITTED / THE NORTHERN CONNECTOR

PRINCE RUPERT - A combination of high tide, torrential rains and sewer debris caused this flash flood in the RONA Tyee Building Supplies parking lot last week. The water reached up to the bottom of car doors in some areas.

THE NORTHERN CONNECTOR

The four sailings leave on Dec. 10 at 10 a.m., 11 a.m. 12 p.m. and 1 p.m.

This book’s entertainingBy Josh MasseyTHE NORTHERN CONNECTOR

TERRACE - Terrace resident Al McGowan has written the rst in-stalment of his memoir, “Riding in Style”, about the 25 years of his life spent growing up in southern B.C.

It is a very personal tale that shows the in-tersection of the person and public history, with monochrome photos of his family members and himself that have a nos-talgic feel, and stories of growing up in the B.C. industrial landscape.McGowan’s life spanned the ups and downs of the mid-20th century, buck-ing him on the waters of both poverty and pros-perity in Vancouver and elsewhere.

Some of his early life was spent on his grandfather’s farm in Princeton, and he ob-serves the behaviour of the cows, for instance seeing the cow’s habit of “dropping” a calf in the brush as an ancient instinct tempered by the modern intelligence of the cow who eventually returns and leads the calf back to the barn:

“This is a ght be-

tween ancient instinct, dating back to when cattle ran wild, and log-ic. Logic has the cow and calf safe and sound in a nice warm barn.”

McGowan tells sto-ries of growing up in a “boomer” family—not baby boomer but indus-trial boomer, as in fami-lies that moved around the province from one industrial town to the next.

For those who may not be as interested in reading about growing up in southern B.C., the writing style will capti-vate, as McGowan has a are with language and writes in a style that has a humorous, down-to-earth philosophical tone to it, and gritty realism

that at times borders on the nauseating.

The book is also buoyed by various im-ages, both moments in McGowan’s life as well as an interesting dia-gram depicting how a person can get sucked into and killed in an ore bin at a mine site.

The story has juicy tell-all moments that make one wonder if anyone will be offended by the autobiography.

For instance the writer discloses that his grandfather, “made the mistake of being found in bed with the wife of the head of the Presby-terian Church.”

For those who like a book that has its icky moments, the extended “Sex on the Farm” sec-tion which goes on for several pages about his personal experiences breeding livestock will be of interest.

And there will also be some historical de-tails that resonate with contemporary life, such as when Al moves up to Kitimat, and because of the 1,400 workers arriv-ing for the new smelter work, “I rst stayed on a oating bunkhouse in the harbour...”

Experts call for cyberbullying curriculum in schoolsBy Tom FletcherTHE NORTHERN CONNECTOR

VICTORIA - Instruc-tion to protect children from “cyberbullying” should be included in B.C.’s new school cur-riculum, according to a new report from the province’s independent child welfare and priva-cy of cers.

The B.C. govern-ment’s school anti-bul-lying program was put in place in June 2012. Four months later, 15-year-old Amanda Todd post-ed a video of her online treatment before she killed herself at her Port Coquitlam home, put-ting an international face on the dangers faced by young people socializ-ing online.

In 2013, Nova Sco-tia teen Rehtaeh Parsons was also driven to sui-cide after explicit pic-tures of her were circu-lated on social media. Representative for Chil-dren and Youth Mary El-len Turpel-Lafond and Information and Priva-cy Commissioner Eliza-beth Denham surveyed the laws and strategies in place inside and outside B.C. since then.

“The circumstances leading to the deaths of these two young women highlight the signi cant pain and suffering young people can endure when they are faced with re-peated cruel treatment by their peers through online means,” Denham and Turpel-Lafond con-clude.

Their report, pre-sented Friday to the B.C. government, calls for more measures in schools in addition to the ERASE (Expect Re-spect And a Safe Edu-cation) strategy put in place in 2012. That strat-egy provides for anon-ymous reporting by students or parents of bullying, either online or in person.

The report calls for the education ministry to “ensure that devel-opmentally appropri-ate learning objectives about cyberbullying and digital citizenship be in-cluded in the provincial school curriculum and delivered to all school-age children as soon as possible.”

Education Minister Mike Bernier said Fri-day the new school cur-riculum, which began implementation this fall, already includes “a fo-cus on bullying behav-iour and discrimination starting in Grade 4.”

Bernier said in a statement the ministry has developed resources

for teachers, with course objectives for different grades “about cyberbul-lying, internet safety, privacy and security, re-lationships and commu-nication.”

Denham and Tur-pel-Lafond cite re-search showing that 99 per cent of young peo-ple have online access outside of school, and that by Grade 11, more than half sleep with their phones nearby so they

can exchange messages at night. They caution against parental efforts to monitor young peo-ple’s communications around the clock, or to cut off their access.

“For young people, halting use of social me-dia, websites, cellphones or email accounts is an impractical solution,” the report states. “It would be equivalent to house arrest and social deprivation.”

Amanda Todd’s video and suicide at age 15 be-came an in-ternational symbol for the dangers of online bullying.

NORTH COAST - Envi-ronmental groups along the North Coast are cel-ebrating a mandate let-ter issued to the federal transport minister last week.

Among the di-rectives, the docu-ment makes good on Prime Minister Justin Trudeau’s promise to enact a moratorium on all oil tanker traffic off B.C.’s north coast.

“Over the course of our four-year man-date, I expect us to de-liver on all of our com-mitments,” Mr. Trudeau wrote. “It is our collec-tive responsibility to en-sure that we fulfill our promises.”

The letter then spe-cifically directs the min-ister to formalize a mor-atorium on crude oil tanker traffic on B.C.’s North Coast, working in collaboration with the Minister of Fisher-ies, Oceans and the Ca-nadian Coast Guard, the Minister of Natural Re-sources and the Minister of Environment and Cli-mate Change to develop an approach.

The Sierra Club called this mandate the final blow to the En-bridge Northern Gate-way Pipeline.

In a press release from a broad coalition of northerners, environ-mental groups and First Nations applauded Mr. Trudeau, saying his de-cision is the best way to permanently protect northern ecosystem and the economy from the risk of oil spills

“A legislated oil tanker ban will send a strong message of posi-tive change to all Brit-ish Columbians, while rebuilding the trust that has been lost over al-most a decade in the battle over Northern Gateway,” Caitlyn Ver-non, campaigns director at Sierra Club BC said. “We want Prime Minis-ter Trudeau to know he has tremendous support for this promise to legal-ly protect B.C.’s north coast from oil tankers.”

The mandate came just days after the Coun-cil of Haida Nations (CHN) issued a pub-lic statement urging the Prime Minister to for-malize the moratorium. The CHN is also calling for a ban on all exports of fossil fuels through Haida territorial waters.

A motion passed in the House of Assembly singled out the prov-ince’s LNG agenda on the North Coast and the lack of adequate provin-cial or federal emergen-cy response systems.

The CHN is keep-ing the door open with legislators to work to-gether to develop such a system for foundering ships.

“Should there be an accident our environ-ment and way of life will experience signifi-cant damage,” CHN President Peter Lantin said in a press release. “Our goal is to estab-lish a world-class, lead-ing-edge, regional ship-ping management plan. In achieving this, rec-onciliation between the Crown and First Nations will also be advanced.”

This space is a collaborative promotional venture by LNG Canada and N2K Editor Cameron Orr

Joan Goldhawk, Senior Advisor for Local Content, says the company’s approach includes reaching out to employment agencies directly to ensure LNG Canada is connecting with individuals looking for work.

“What we’re really trying to do is have conversations with different groups and organizations to understand how best to connect with local jobseekers,” she says.

Goldhawk believes conversations with employment service providers give LNG Canada a great deal of insight into what information jobseekers want, how they want to receive that information, and even how they want to contact prospective employers.

“This information has been extremely helpful, and we really want to take this feedback to heart. In fact, we’re looking to bring employment support services groups together in a more formal setting, to determine how best to work together,” says Goldhawk.

The company will begin by hosting focus group sessions with local employment agencies. From there, Goldhawk says if the organizations want to work more

commitment,” says Goldhawk.

LNG Canada is also involved in a Pathways to Success program. Pathways is a $1.2 million job development and readiness program for First Nations, which Goldhawk says has placed 108 people into jobs since it started earlier this year. Of the 108 people, 103 have maintained those jobs.

The company also recently announced the LNG Canada Trades Training Fund. The fund was established to support employers, particularly small to medium enterprises that employ, sponsor and train apprentices in the construction and related trades. More information is available atwww.bccassn.com.

““What we’re really trying to do is have conversations with different groups and organizations to understand how best to connect with local jobseekers”

closely together, LNG Canada will host a strategic workshop to identify partnership opportunities and determine how best to deliver services to meet the needs of local jobseekers.

Taking the time to listen to the needs of the community is a long-term process, but short-term efforts are already underway. Goldhawk says LNG Canada has already mandated that all contractors post all available jobs, to ensure that people are aware of the opportunities.

“To support our ‘hire local’ priority, we have made it a contractual requirement for every company to post every available job, with all the employment service providers,” she says.

LNG Canada is already seeing positive results lling local opportunities. For example, the company has leased a number of beds at Civeo’s Sitka Lodge in Kitimat. Civeo, through its contract, has hired approximately 40 local area people for the facility.

“It’s a wonderful example of two companies that have a very strong local content

LNG Canada is taking a unique approach to discover the best ways to connect local communities to job opportunities resulting from the LNG industry.

By Cameron OrrNORTHERN CONNECTOR

KITIMAT - Sitting in a circle, they begin with some lighter move-ments.

Moving their n-gers, rubbing their hands together like they’re warming up at a camp re.

From there they move onwards to larg-er motions, but nothing strenuous or damaging.

What’s going on is called Chair Yoga, and it’s led by Frank Da Sil-veira. Or as he insists, “just Frank.”

He said the goal is to focus on gentle ex-ercises that involve a chair and a ball.

He hopes that by leading the class, which is open to all and run Wednesday mornings at the Snow ake Seniors Centre, he can ensure those who participate can continue to live in-dependently as long as possible.

The guiding prin-ciple to his class is that each joint gets a gen-tle work out. It’s an ef-fective activity against conditions such as ar-thritis.

Frank insists he’s not ‘leading’ the group

in the traditional sense of the word, but rath-er just giving sugges-tions and letting people do the workout in ways comfortable to them.

It’s clear that he’s mainly having fun with the group as he softly

explains each new exer-cise to the group.

Frank is 75 years old and he’s happy that he’s as active and in-dependent as he is, and credits that to his phi-losophy of just moving as much as possible.

He says health, ulti-mately, is the most im-portant thing to people.

More important than money or posses-sions.

“All these things, without health, means nothing.”

Rupert athletes valued for strong work ethic By William Gye THE NORTHERN CONNECTOR

PRINCE RUPERT - Scott Clark, en-tering his sixth season as the Thomp-son Rivers WolfPack men’s basketball head coach will open his season on the road against the University of Prince George in CIS basketball competition this coming weekend.

Coach Clark is happy about his team, saying “we have a good week of preparation for our opener against Prince George”.

Two athletes, Perry Terrell and Ky-ler Eckess, raised in Prince Rupert, are looking to put their mark on the team.

Both athletes were walk-ons, which means they applied to school on their own. They were not offered a scholarship, but made the team based on their merit, hard-work, skill, and potential. Terrell and Eckess had a strong showing at try-outs, have shown excellent dedication to their school work, and the work-load from school and the juggling act created from the demand of playing on a varsity team can be tough to manage the two have learned, especially in the rst year.

Coach Clark elaborated on why he kept the two athletes from Prince Ru-pert.

“The reason we kept them was [because] they have some ability, and they’re good teammates. They show up to practice, work hard, understand

their position on the team and the ros-ter, and are supportive of their team-mates. It’s what you would want from kids that walk on and try-out. Their work ethic is great and [they] love the game of basketball,” Clark said.

Playing time in a freshman’s rst year is, to say the least, sparse, so Ter-rell and Eckess’ games probably hap-pen on Tuesdays and Wednesdays. Those are the days when TRU prac-tices hard. “They have seen some ac-tion and hopefully will continue to see some action and develop,” Clark add-ed.

The coaching in high-school sets these athletes up for success, and when asked about the coaching in Prince Ru-pert, Clark had nothing but praise for it. The coach speaks highly of Charles Hays (CHSS) senior boys’ basketball coach, Mel Bishop.

“Bishop has been there (in the Prince Rupert community) forever and is a friend,” said Clark.

“He has played at a high level and has coached at Charles Hays for count-less years. He really understands the game of basketball, is a really good teacher, is demanding and has pro-duced a number of good players over the years from the small community of Prince Rupert,” the coach said.

Terrell and Eckess hope that their success continues building on the strong foundation from Bishop and CHSS.
