Terrace seniors housing expandsBy Margaret SpeirsTHE NORTHERN CONNECTOR
TERRACE - An addition to a seniors housing complex on Tuck Ave. is underway thanks to reduced rates being charged by local trades.
And the Terrace and District Christian Council for Social Re-sources will be seeking volun-teer labour as the five-unit con-struction project moves along, says the council’s secretary trea-surer, Lowell Holmquist.
Excavation of the site began mid-April and footings were poured shortly after even though the project was not yet fully fi-nanced, he noted.
“Provincial housing organi-zations are reluctant to believe that a community like Terrace can come together in a way that benefits a local community-based organization, and ulti-mately for the benefit of seniors living under the provincial low income cut-off level,” said Hol-mquist.
“However, that is one of the many advantages of living in a community like Terrace.”
There are already 18 units in five buildings at the location, providing low cost housing for senior citizens. With the addi-tional construction, it will be a six building complex with 23 units: 14 bachelor apartments
and nine one-bedrooms. The bachelor units are ap-
proximately 340 square feet, and the one bedroom units are approximately 520 square feet.
The layout of the units is sim-ple and open with large windows in the living area that open on to lawns and gardens and a front and back door to let in fresh air when the weather is nice, says the description of the project on the proponents website.
Holmquist said the project is the result of a partnership with the city’s housing committee and the city itself through grants for rezoning and planning. A project steering committee was formed last year among mem-
bers of the community.City development services
director David Block helped secure Canadian Mortgage and Housing Corporation money for architectural drawings and pre-liminary expenses.
Contributions and reduced trades rates has reduced the es-timated cost of the project by almost half, said Holmquist.
John Van De Velde of John V Construction has volunteered to be the construction manager and he arranged for the reduced rates. The Terrace and District Christian Council for Social Re-sources, a body of people from a variety of churches, has been in existence since the mid-1960s.

Camping will remain untouchedBy Cameron OrrTHE NORTHERN CONNECTOR
KITIMAT - Kitimat Council won’t yet take any action regard-ing riverbank camping after a mo-tion by Mary Murphy failed on May 5.
Murphy had moved for the District of Kitimat to identify ar-eas of riverbank camping and to erect “no camping” signs, which would direct people to legitimate camping sites within the town.
“It started early this year and I’ve been down to that area and it’s mostly people who are work-ing in town and I think it’s going to be a huge problem this year,” said Murphy.
While action on riverbank camping is something councillors
seemed to agree on, there was no consensus that this was the plan to solve any problems.
When it came to “putting the lid” on riverbank camping, Mario Feldhoff said “I don’t think [this] addresses the problem at all, it creates new problems.”
Edwin Empinado also had concerns regarding the legali-ties of putting up signs, not-ing that there are places of river-bank camping where property lines abut municipal and private lands.
Director of Leisure Services Martin Gould said they can put signs up wherever they like on municipal land, but indicated that enforcement would be the one area of concern for staff on such a plan. “The issue of the no-camp-
ing signs is enforcement. How do you enforce it?”
Enforcement was a sticking point for Phil Germuth as well, who agreed without a way to en-force it, it would not be much ben-e� t. He said the town does need more camping sites.
Murphy maintained support for her motion in her closing re-marks.
“We have put in to place, at our cost, monitoring of the river, and it’s going to be an issue, it’s already starting to be an issue, and I know we have to do some-thing about it. And right now what we’re doing is nothing,” she said.
She said no other town allows people to camp for free within town boundaries and be allowed to remain for months.
Charges recommended afterarrest of axe-wielding manBy Josh MasseyTHE NORTHERN CONNECTOR
HAZELTON - Hazelton RCMP are asking for anyone who wit-nessed an incident involving a burning vehicle in the middle of Hwy16 and a distressed man nearby wielding an axe to call in to help the ongoing investigation.
On May 11 around 1 p.m., po-lice responded to calls of a burn-ing vehicle blocking Hwy16 near Cedarvale, a small community between Terrace and Hazelton, which led to a confrontation with a distressed man wearing a kilt who was reportedly swinging an axe at passing cars.
Witness Elvis Fjellner said traf� c was backed up for half a
mile towards Terrace on Hwy16.And the highway was blocked
for approximately two hours as RCMP dealt with the burning vehicle and talked down the dis-tressed man, according to police media relations.
Here is an RCMP description of what happened:
“On May 11, 2014 at 13:59 hours, the New Hazelton RCMP and B.C. Conservation Services responded to a complaint that a 39 year old New Hazelton Man had set a vehicle on � re in the middle of Hwy 16 � ve Km’s west of Ce-darvale.
Reports were received that the man was swinging an axe at pass-ing motorists and could very well have struck some of the vehicles
as they passed his point. When of� cers arrived the man � ed to a driveway of a local residence where after a short negotiation, he surrendered to police without in-cident.
New Hazelton RCMP are in consultation with Crown Counsel and will be recommending charg-es of Possession of a weapon dan-gerous to the public, assault with a weapon, intimidation by blocking a highway, arson and mischief.
The New Hazelton RCMP are asking anyone who may have any information regarding this incident, or may have cell phone video footage, to please contact Crime Stopper at 1-800-222-8477 or the New Hazelton RCMP at 250-842-5244.”

Port Ed parkfence removedBy Shaun ThomasTHE NORTHERN CONNECTOR
PRINCE RUPERT - The fence may be down, but the dispute between the residents of the Port Edward trailer court and owners Stonecliff Properties is far from over.
The fence surrounding the property, which re-stricted vehicle access and required residents to be accompanied to and from their trailers as work to re-place failing water, sewer and road infrastructure be-gins, was up for approximately 24 hours. Stonecliff said it wasn’t anything to do with construction that caused the removal of the fence, but some of the lan-guage coming from tenants.
“It was moved because the tenants called the em-ployees and the contractors Nazis and said they were being kept in a concentration camp. That was never our intention as the fencing was put up to keep peo-ple safe ... it was simply moved because of the kinds of things the people at the trailer park were saying about the workers and the company,” said a spokes-person for Stonecliff, noting Nazi references are not the only things coming from residents.
“We have had threats and had to remove our employee from the site for safety reasons. Another woman threatened to start a � re inside the park and another resident threatened one of the contractors.”
While Port Edward Manufactured Home Associ-ation president Ed Day said the removal of the fence was something the group wanted in the � rst place, it doesn’t mean everything is okay in the park.
“We are working on a class-action suit to deal with everything that is coming out of here,” he said. “People are pretty upset about what is happening.”
One of the concerns of the residents is warning notices being distributed by Stonecliff. These in-clude everything from not following safety proce-dures and driving through the work area to insulting contractor personnel and threatening to shut down the site down with a call to the Worker’s Compensa-tion Board to not having pets in the area controlled. Each of the notices includes threats of future legal action if the problem persists and the possibility of a Notice to End Tenancy.
“Everyone is getting written up for everything. The warning notices all have to be disputed and each dispute costs us $50. They’re trying to wear us down,” said Alice Kruta. “The stress is killing me.”
But the company said these notices are needed, and are not handed out lightly.
“Anybody who threatens an employee or a contractor, we are going to take immediate action against. It is not something that can be allowed to happen again,” said the spokesperson, noting the as-sociation has yet to include Stonecliff or have any communication directly with the company as it re-lates to their concerns.
“We’re going to continue to try and work with those who will work with us, but if people threaten employees on the site we will follow the letter of the law.”

Family seeks help locating manBy Shaun ThomasTHE NORTHERN CONNECTOR
PRINCE RUPERT - Family and friends of Jonathan Knight are turning to the public in hopes of locating the Prince Rupert man.
Knight was last seen on May 7 and his vehicle was located the next day on Highway 16 at Tele-graph Point. After being released by RCMP those looking in the vehicle located a receipt for a seven-foot inflatable boat with a foot pump and fire starter. A further hint was found when Knight’s hat was lo-cated at a boat launch downstream.
Coupled with recent research he had been do-ing on the Skeena River, led friends to believe he had attempted to cross the river. RCMP have been con-ducting searches near the boat launch and along the Skeena River, but have yet to locate Knight.
Knight is described as caucasian, in his mid-20s and was last seen with short hair and a goatee. Al-though his hairstyle may have changed from the pro-vided photo, friends note Knight has a distinguish-able stain on the front of his teeth.
Friends are asking people with cabins in the area to keep an eye out for any sign Knight may have been there.

PRINCE RUPERT - The talented young musicians of the Ring Sys-tem Music Studio are putting on the third annual Rockstock con-cert at the Lester Centre of the Arts later this month.
The yearly concert bene-fits the Lester Centre of the Arts, while giving students an oppor-tunity to perform on stage, an im-portant milestone in their learn-ing.
Rockstock will include about 55 music students between the ages of nine and 19 performing a variety of tunes.
“This will be our biggest Rockstock ever. There will be over 30 songs, and everything from pop, to rock, to country, to modern, some classic, some clas-sic rock to modern rock. We’re covering every base this time around,” said Ian Lihou, Ring System Music Studio music in-structor.
“It’s going to be really eclec-tic, and really good show.”
Lihou has taught many of the young musicians for many years,
and said “people will be amazed by the progress of these students”.
“It will be a really good time ... they’re skills are becoming ex-ceptional,” he said.
The show will kick off at 7 p.m. on Saturday, May 24, with admission being by donation.
“We all need to support each
other in Prince Rupert. This is the young musician community’s way of giving back ... and mak-ing our community as a whole a better place to live in. The show also supports their needs as per-formers to be on stage and be seen and heard. They’ve worked really hard,” said Lihou.

PRINCE RUPERT - Ea-gle Spirit Energy Hold-ings Ltd. feels oil ship-ping in B.C. is imminent so citizens should sup-port a project that vows to do it safely.
The Haida Nation recently publicized its opposition to Eagle Spirit Energy’s proposed oil project, which would have oil refined in either northeastern B.C. or Al-berta and moved via pipeline to one of three
shipping points. President and chair-
man Calvin Helin said the company respects the Haida Nation’s right to come to any decision, but said oil is already be-ing shipped off of B.C.’s coast.
“Coming from Alas-ka, there are 300 tankers transiting right by Haida Gwaii every year, with-in about 70 miles of the island. They’re carry-ing the heavier forms of crude,” Helin said.
By accepting the fact that oil will be shipped
from B.C.’s coast, First Nations can have a say about how it is done, said Helin.
“One of the rea-sons we are involved in looking for an alterna-tive is because oil is so important to the Cana-dian economy. It’s going to be shipped at some point. To bury our head in the sand and pretend
it’s not going to happen is to exclude yourself from shaping what is go-ing to happen,” he said.
“It’s incumbent upon us to have a sensi-ble and realistic attitude about it and also to en-sure that citizens of the northwest coast ... are fairly compensated for the risk.”

KITIMAT - Traffic-related files as well as “unspecified assistance” pro-vided the bulk of RCMP calls be-tween April 28 and May 4.
In that period RCMP say they were called for service 96 times.
Each of those two categories had 20 files opened each.
False alarms continue their dom-inance as well, with 11 in that week
period.There were six common assaults,
four thefts, three calls of mischief, and one shoplifting, among other files.
There were two cases of posses-sion of marijuna, but no trafficking files.
Among the files, RCMP are in-vestigating a vehicle being keyed on April 30.
They’re also looking into an al-leged theft of liquor where someone took 1.14 litres of vodka from a store.

VICTORIA - Routine HIV-AIDS testing is being offered once ev-ery five years to all B.C. residents aged 18-70, building on infection control efforts that have been rec-ognized around the world in re-ducing disease transmission and death.
B.C.’s “Treatment as Preven-tion” strategy has proven so ef-fective in pilot programs in Van-couver and Prince George that the
government is extending its out-reach efforts across the province. Routine testing of pregnant wom-en has all but eliminated mother-child transmission, and anti-viral therapies have cut the death toll of AIDS by 90% since 1996.
Provincial Health Officer Dr. Perry Kendall said going beyond identified risk groups has proven effective in finding infected peo-ple in time to provide effective drug treatment. The treatment not only extends life to nearly nor-mal lifespan, it also prevents most
transmission of the virus once the patient is being treated.
“These guidelines hold the promise that by expanding HIV testing as we have done, we will be taking another great step to-wards potentially eliminating HIV in the province of British Co-lumbia,” Kendall said.
Dr. Julio Montaner, director of the B.C. Centre for Excellence in HIV-AIDS, said the United Na-tions continues to use B.C. as a model for its global effort to elim-inate the disease.

Prince Rupert Gas Transmission Ltd. (Proponent), a wholly owned subsidiary of TransCanada PipeLines Limited, is proposing the Prince Rupert Gas Transmission Project (proposed Project), an approximately 900 km natural gas pipeline from near the District of Hudson’s Hope to the proposed Pacific NorthWest LNG liquefied natural gas export facility on Lelu Island, within the District of Port Edward.
The proposed Project would involve the construction and operation of a 48-inch (1,219 mm) diameter pipeline, metering facility, and three compressor stations, with provision for up to an additional five compressor stations to allow for future expansion. The proposed Project will have an initial capacity of approximately 2.0 billion cubic feet (bcf/day) with potential for expansion to approximately 3.6 bcf/day.
The proposed Project is subject to review under British Columbia’s Environmental Assessment Act.
The Proponent has now submitted its application (Application) to obtain an environmental assessment certificate, which is required before any work can be undertaken on the proposed Project.
In order to provide information to the public about the Application, and to receive comments from the public, the Environmental Assessment Office of British Columbia (EAO) invites the public to attend Open Houses at the following locations. All open houses will be held between 4 p.m. and 8 p.m.

Park Boundary Adjustment Application
Prince Rupert Gas Transmission Ltd. is preparing a Park Boundary Adjustment application for Anhluut’ukwsim Laxmihl Angwinga’asanskwhl Nisga’a, the Nisga’a Memorial Lava Bed Park. As part of this process, BC Parks requires Prince Rupert Gas Transmission to undertake public consultation, including open houses.
A distance of 12.1 kilometres of the proposed natural gas transmission line is proposed to follow Highway 113 through Nisga’a Memorial Lava Bed Park. An adjustment to the park boundary will be required if the project is to proceed along the proposed route.
As part of the open houses, information on the proposed boundary adjustment will be available. Participants will have the opportunity to provide input to inform Prince Rupert Gas Transmission’s Application to BC Parks.
A summary of the application is available for viewing at www.princerupertgas.com. Public comments on the proposed boundary adjustment should be submitted to Prince Rupert Gas Transmission via an online form at www.princerupertgas.com. Comments will be accepted between May 26 to July 10.

Red flags raised over LNG projectBy Martina PerryTHE NORTHERN CONNECTOR
PRINCE RUPERT - The Prince Rupert Environmental Society be-lieves the Pacific NorthWest LNG project would have significantly adverse effects on the Skeena Riv-er, it’s estuary and the species that depend on it.
Late last month, researchers shared their concerns on the proj-ect, based on analysis they con-ducted at a society meeting.
Dr. Barb Faggetter, a regis-tered professional biologist with a Bachelor of Science in chemistry/biochemistry and a PhD in bio-logical and chemical oceanogra-phy, has been an independent re-searcher in the area for 20 years specializing in ecosystems and the ocean. An issue Faggetter has with Pacific NorthWest LNG is its proximity to Flora Banks, a “very important site in the Skeena estu-ary”.
“Most of the salmon we are getting are coming out of the Skeena River and they’re coming out across Flora Banks. It’s not that it’s just a good habitat, it’s lo-cation is important,” she said.
Charmaine Carr-Harris, a masters student at Simon Fras-er University, echoed the impor-tance of the estuary for salmon.
“The estuary contains salmon from all parts of the Skeena Wa-tershed, which contains hundred of different populations of six different species of salmon,” she said.
Carr-Harris was part of a field project looking at the temporal and geographic distribution of ju-venile salmon species in the Skee-na estuary and the effect develop-ments could have on fisheries.
The field project included ge-netic identification of salmon, showing the area slated for devel-opment supports smolts from at least 13 different sockeye stocks and four different chinook stocks.
Carr-Harris was disappoint-ed the environmental assessment didn’t present data on juvenile salmon abundance.
Based on a recent study she conducted, Faggetter said the project’s creation would be detri-mental to juvenile salmonid hab-itats. Faggetter said while the ju-venile salmon habitat in most of Prince Rupert and Port Edward’s foreshore was destroyed by toxic material from the old pulp mill, Flora Banks is still an excellent habitat.
A concern is that dredging re-quired for the project would ex-pose Flora Banks to toxins, said society member Leanna Ruth, who has been researching dredg-ing. She said this would damage eelgrass on Flora Banks, a source of food for juvenile salmon and many other species.
But Brian Clark, environmen-tal advisor coordinating the envi-ronmental assessment for Pacific NorthWest LNG, said there is no worry of contamination.
“There are no toxins in the sediment, there are traces of diox-ins from the old pulp mill. Those traces are throughout the area, but are well below any thresholds ... it’s not toxic,” he said, noting hundreds of samples from the top of the surface down to 12 metres deep have been taken.
While Pacific NorthWest LNG has habitat offsetting for eelgrass loss, Faggetter believes LNG surveyors underestimated the size of the eelgrass bed, par-
ticularly underneath where the trestle would be.
Clark said the company did aerial surveys of eelgrass beds, and used previously-conducted reports.
“Eighty-five per cent of the habitat remains the same. It’s been very stable for a number of years,” he said, adding surveyors also did a sub-tidal survey with underwater cameras to map habi-tat not visible in aerial photos, as well as having a biologist catalog-ing eelgrass beds during low tide.
“We’ve done an extensive study of eelgrass beds ... from the get go our project has been staying away from Flora Banks. Where we come off Lelu Island we will be touching less than one per cent of eelgrass beds,” he said.
But around the same time the proponents did its survey work last summer Faggetter also did an aerial survey of eelgrass and re-corded 15 times more.
“They did not get anything near an accurate estimate,” she said, with Carr-Harris saying this also happened with fish surveys.
“It was unfortunate to find that our results in the estuary were the most comprehensive data set compared to the consultants do-ing these multi-million dollar en-vironmental assessment studies, and our results were completely different. With a first-year grad student project and a $20,000 budget we were able to catch fish easily,” Carr-Harris said.
According to Clark, the fed-eral government requires indus-try to measure impact on habitat and the abundance of species, not populations because a variety of factors can affect species popula-tion.

TERRACE - Terrace firefighters were bat-tling a 50-hectare fire in the Nass valley over the past weekend in a va-cant forestry cutblock.
The Terrace Fire-birds unit crew com-prised of 20 members as well as an initial attack crew of three are tend-ing to the fire which was under control and not a threat.
“The crews are on the ground but we are feeling confident that we will have fairly high success on the fire. We are in there with pumps and hose working to contain it and mop it up,” said wildfire man-agement branch spokes-person Suzanne Pearce earlier this week.

PRINCE RUPERT - For the past two weeks the Charles Hays track and � eld team had been hitting the road to Ter-race and Prince George to show their wares, with Kevin Rioux dominating the Prince George meet for the Rain-makers.
Hosting their � rst meet of the sea-son at Charles Hays, it was easy to see why.
Rioux’s explosive jump was on full display on Saturday and he credits coach Dighton Haynes with his new-found form.
“It helps a lot. I didn’t really know how to long jump until I actually got the form down, which is what he taught me,” said Rioux after posting a personal best long-jump record and easily claiming the event.
Rioux and the Rainmakers claimed their � rst overall win of the season on the strength of 220 points to second-place Hazelton’s 204.
Prince Rupert Middle School stu-dents also took part in the competition with Emily Cavin notching � rst-place in shot put and triple jump, second in 400m, 200m and long jump and third in 100m.

ed � rst in 400m, second in 100m and third in 200m.
Isobel Leblanc took top-spot in 100m and 200m and third-place in long jump and Zack Dixon notched � rst in shot put and triple jump and second in javelin and long jump.
Kody Deschamps also had a trio of second-place � nishes including in the 200, 400 and 800m races.
Rioux, along with claiming the long jump crown posted � rst in high jump, triple jump and discus and sec-ond-place in the 100 and 200m races.
Jason Rioux claimed the 100m, 200m and high jump crowns, while � nishing second in the 400m race.
Caile Kendal notched � rst in 400m and third in high jump while Nata-lie Repole claimed top spot in 100m, 200m, javelin, discus and long jump.
Rounding out the top performers for the Rainmakers were Quin Diep placing second in javelin and shot put, Truong Tran � nding third-place in jav-elin and triple jump, Kory McSorley notching third in discus and Saul Rud-derheim claiming fourth in shot put.
Skeena Jr. Secondary � nished in third-overall with 198 points while Caledonia Secondary, PRMS, and Smithers Secondary School rounded out fourth-, � fth- and sixth-place re-spectively.

KITIMAT - In eight days Al Marleau will be tak-ing to Pontevedra, Spain to compete in the 2014 ITU Duathlon World Championships.
The event will push him to his limits in cycling and running, which calls for a four-loop 2.5 kilome-tre run, followed by a transition into a 20 kilometre bicycle route.
Marleau said he had originally planned to pur-sue more triathlons but he hurt his shoulder making a swimming event too physically out of reach. But even so, a dual-event run and cycle pushes the intensity.
“I found the intensity is higher because I found my legs were a lot more tired because you don’t get that break,” he said. “With swimming you don’t have to kick too hard in a pool. They say most triathletes don’t kick a lot, they say they save their legs for the run and the bike.”
Marleau keeps in constant contact with his coach, who actually lives in New Zealand and re-motely provides training plans, and Marleau feeds back information such as heart rate and other details.
Marleau will get out to train about six days a week, and training days take up anywhere from one to three-and-a-half hours.
“I feel pretty good,” he said, despite battling some minor injuries, but he battles the “mental” game of overcoming doubt by relying on the support of his friends and family. “The family has always been su-per supportive. My wife thinks I’m nuts, as do most of my friends, but they’re very encouraging.”

He didn’t go No. 1 to Houston because the Texans had greater needs on the de-fensive side of the ball. But when he was continually passed over — Twitter of� -cially changed his name from Johnny Football to Johnny Passedover for a couple of hours — it was the show-within-a-show at the draft. Fi-nally, when the Browns chose him, the entire state went gid-dy. The Browns sold 1,200 season tickets that night and made Cleveland sports fans forget about LeBron what’s-his-name who once played basketball in their city.
