The NSW Government is planning to upgrade roads around the new Northern Beaches Hospital with work planned to be completed in time for the hospital opening in 2018. These upgrades would provide customers with a better travel experience, increase the capacity of the road network and improve access through the area, including for pedestrians and cyclists.
Roads and Maritime Services is planning to deliver the road in two stages:
• Stage 1 Connectivity Work would provide essential access to the Northern Beaches Hospital
• Stage 2 Network Enhancement Work would help increase capacity of the road network and reduce congestion.
Roads and Maritime received planning approval on 29 June 2015 for the Concept Proposal and Stage 1 Connectivity Work in accordance with Part 5.1 of the Environmental Planning and Assessment Act 1979. Project updateFollowing a competitive tendering process Roads and Maritime contracted Ferrovial York Joint Venture (FYJV) to construct the road upgrades around the Northern Beaches Hospital.
Site investigations have started in order to progress our detailed design for the project.
Construction milestonesConstruction of the Stage 1 Connectivity Work is scheduled to begin later this year. Work will be constructed in four zones:
1. Frenchs Forest Road intersection – intersection of Frenchs Forest Road and Wakehurst Parkway
2. Frenchs Forest Road West – Frenchs Forest Road West from Rabbett Street to Gladys Avenue
3. Naree Road to Forest Way
4. Frenchs Forest Road East – Frenchs Forest Road East from Skyline Place to Warringah Road.

What to expect?
Early investigation work
Early investigation work for the Stage 1 Connectivity Work started in August 2015. The work will continue until the start of construction for the Stage 1 Connectivity Work later in the year. The early investigation work includes:
• Establishing the project site compound on the north eastern corner of the intersection of Warringah Road and Wakehurst Parkway
• Pot holing work
• Surveying
• Stormwater and drainage investigations
• Geotechnical investigations
• Investigating the locations of utilities and services like electricity, water, gas and telecommunications
• Ongoing development of the project’s detailed design.
Construction activities
Construction activities for the Stage 1 Connectivity Work will start in November 2015 and will include:
• Clearing vegetation
• Relocating utilities and services including electricity, water, gas and telecommunications
• Installing boundary fencing around work areas to ensure safe separation of construction activity from traffic, pedestrians and cyclists
• Removing existing curbs, footpaths, road barriers and median strips
• Adjustments to private properties including realigning driveways to fit in with the widened roads
• Removing structures and clearing land
• Moving soil and rock to create the foundations for the new road
• Driving piles (structural poles)
• Constructing new sections of road including laying pavement, building new curbs, footpaths, road barriers, median strips and installing new traffic lights
• Landscaping
• Finishing work including line marking, testing traffic signals, restoring areas used temporarily during construction
• Improvements to The Forest High School.
Some noise is likely to be involved in this work.

Managing impacts during constructionThere will be some disruption while we complete this work including changed traffic conditions, noise, vibration, dust, lighting during night time work and access to property. Construction activities will be carried out in accordance with the project’s Construction Environmental Management Plan. We will make every effort to minimise impacts by:
• Notifying residents in advance of work
• Carrying out work during standard construction hours wherever possible
• Servicing and maintaining machinery and equipment to limit noise and emissions.
Construction hoursConstruction of the Stage 1 Connectivity Work will generally be carried out during standard construction hours including:
7am to 6pm Monday to Friday
8am to 1pm Saturdays.
Some work will need to be carried out at night time to maintain safety measures, to lessen impacts on the road network and to maintain the service continuity of utilities including electricity when they are being relocated. All work outside of standard construction hours will be carried out in accordance with the relevant approvals and residents and businesses will be notified in advance of any night work being carried out.
Temporary project information centre A temporary project information centre has been established. Information about the project is available for you to view and members of the project team are available to answer questions.

Visitor parking is available and can be accessed by using the intercom at the parking gate.
The permanent FYJV project site compound and project information centre will be located on the north eastern corner of the intersection Warringah Road and Wakehurst Parkway. This office will be established when construction of the Stage 1 Connectivity Work starts later in the year and will be in place for the duration of the construction.
Community and Environment ForumWe are establishing a Community and Environment Forum to enable members of the community to discuss the project and provide feedback to the project team on key environmental and project issues. Stage 2 Network Enhancement updateRoads and Maritime has prepared an Environmental Impact Statement for the Stage 2 Network Enhancement Work. The Environmental Impact Statement was displayed from 22 July to 21 August 2015 and a submissions report is now being prepared which will respond to all issues raised in formal submissions. The proposed Stage 2 Network Enhancement Work will then be considered for approval by the NSW Minister for Planning. Key features of Stage 1 Connectivity Work
What are the key features of the Stage 1 Connectivity Work?
1 Widening and intersection upgrades along sections of Forest Way between Warringah Road and south of Adams Street, including providing a right turn bay for traffic turning from Forest Way into Naree Road.
2 Upgrading the existing bus bay fronting the Forestway Shopping Centre on Forest Way to allow two buses to stop within the bay.
3 Widening Naree Road/Frenchs Forest Road West from two to four lanes.
4 Widening Frenchs Forest Road East from Wakehurst Parkway to Allambie Road from two to four lanes.
5 Improvements to the intersection of Frenchs Forest Road East and Nandi Avenue, allowing left and right turns.
