Company Overview

Northeast Aquatic Research, LLC (NEAR) is a small limnological research and lake management

consulting company. The company was founded in 1997 by Dr. George Knoecklein who strives to

provide objective scientific evaluation of lake condition for long-term understanding and management.

We oversee ongoing water quality monitoring and aquatic plant management efforts in lakes across New

England and New York. We work with lake associations, municipalities, and state agencies to develop

management strategies for each individual lake we study. One of our specialties is aquatic plant

surveying. We believe that detailed surveys of all native and invasive aquatic plants are paramount to any

management program, and we have been involved in multiple early detection and rapid response incidents

that have lead to either complete eradication of new invasive plants or to drastic reductions in spread. We

have witnessed first-hand the devastating impacts of aquatic invasive species and strive to provide the

most detailed surveys to plan, implement, and gauge the success of physical or chemical management.

Proposal for Aquatic Plant Survey Services (Solicitation No. 18PSX0145)

Description of Services

Aquatic Plant Surveys

For any contracted aquatic plant surveys, NEAR will perform at least two survey transects per acre.

Primary sampling points will be spaced approximately 20ft apart and continue from shore to the point

where rooted aquatic plants are not present. However, secondary waypoints will be made for any

observed small patches of newly infested plants.

The goal of transect surveying is to obtain reproducible survey data that can be used for statistical

analysis overtime, yet survey techniques that aim to actually locate and eradicate new aquatic plant

infestations require additional specialized visual surveying. All transect waypoints will be appropriately

GPS referenced and include coverage/density information for each native and invasive plant.

Survey results will be submitted in a report that details exact sampling locations and species found at each

location. The report will be delivered to CT DEEP in electronic format and will also include a discussion

of survey results and appropriate management recommendations.


1. List of Recent Connecticut Projects

Selected aquatic plant management projects in Connecticut include the following:

Multi-year (2006-2012) survey and suction harvesting program in Bantam Lake, Morris, CT to

remove invasive aquatic plant fanwort (Cabomba caroliniana) from state protected aquatic plant

beds. Developed herbicide treatment plan for Bantam River, first river treatment in CT, for control of

invasive non-native aquatic plant fanwort (Cabomba caroliniana).

Rapid response surveying and invasive species management program at Coventry Lake for Hydrilla

verticillata in Coventry CT, 2015-2018. Underwater surveying resulted in detailed knowledge of

rapid spread and locations of Hydrilla.

Annual aquatic plant surveying at Lower Bolton Lake for early detection and rapid response

management of invasive fanwort and curly-leaf pondweed (Potamogeton crispus) 2012-2018.

Resulted in eradication of fanwort and substantially reduced populations of curly-leaf pondweed.

Rapid response aquatic plant surveying of fanwort at Middle Bolton Lake, Vernon, CT. Coordinated

treatment and community action to eradicate new infestation 2017-2018.

Rapid response aquatic plant surveying and management coordination at North Spectacle Lake, Kent,

CT. Intensive surveying to locate single plants of newly rooted fanwort throughout the lake to limit

spread and target with herbicide management. Fanwort successfully eradicated in western half of lake

as of 2018.

Aquatic plant surveying at Lake Quassapaug, Middlebury, CT to track success of annual diver-

assisted suction harvesting program to eradicate Eurasian watermilfoil (Myriophyllum spicatum) and

to greatly reduce populations of Variable-leafed watermilfoil (Myriophyllum heterophyllum) from

2014-2018. The program uses large floating barrier curtains to limit spread of invasive plant

fragments. As of 2018, no Eurasian milfoil was found in the lake.

Annual aquatic plant surveying of Winchester Lake, Winsted, CT. Early detection and eradication of

invasive Water chestnut 2016. No water chestnut found since.

2. Northeast Aquatic Research Personnel Qualifications and Experience

Principle Investigator

Dr. George Knoecklein received his Ph.D. in Limnology in 1997. Since 1997,

George has been the owner and principal lake scientist for Northeast

Aquatic Research, LLC. Though prior to starting his own company, George

worked as a limnological and aquatic plant management consultant in

Connecticut since 1985. George is a board member for the New England

Chapter of the North American Lake Management Society and a past

President of the Connecticut Federation of Lakes. He is an expert in aquatic

plant identification and has overseen hundreds of aquatic plant management

programs in New York and New England.

Research Scientist III

Hillary Kenyon has a B.S. degree in Environmental Science from the University

of Connecticut and is currently pursuing a M.S. at the University of

Massachusetts. Hillary joined Northeast Aquatic Research in 2013 and has since

fulfilled the North American Lake Management Society's qualifications to

become a Certified Lake Manager. She is an expert in aquatic plant

identification and skilled data analyst. Hillary has co-authored multiple lake

management plans across Connecticut and New York and has extensive

experience mapping aquatic invasive species. She serves as a board member and

the newsletter editor for the Connecticut Federation of Lakes and continually

strives to integrate contemporary limnological research into the world of lake management. Hillary is also

a PADI Certified SCUBA Divemaster, and was certified in scientific diving and survey methodologies

through the American Academy of Underwater Sciences.

Research Scientist II

Alejandro (A.J.) received a B.S. in Ecology at SUNY Plattsburgh, and then a

M.S. degree in Lake Management from SUNY Oneonta. A.J. spent years living

in various parts of the country working on water quality and lake habitat projects

with the United States Geologic Survey. Most recently, he served as an

Extension Associate for North Carolina State University where he was the liaison

between multiple stakeholder groups including the reservoir utility owner, the

NC DEQ, and the thousands of residents that lived along the shoreline. A.J. has

experience managing monoecious hydrilla in North Carolina, but recently moved

back to the northeast and began working for Northeast Aquatic Research at the

end of 2017.

Research Scientist I

Hannah Kyer has B.S. in Environmental Studies from Mount Holyoke and has

been a GIS analyst and field technician for Northeast Aquatic Research since

2015. Prior to coming to work for NEAR, she was a GIS technician for the CT

Department of Energy and Environmental Protection Forestry Division. Hannah

brings a unique set of statistical data analysis and coding skills, and is well-

versed in aquatic plant survey methods and water quality monitoring.


3. Outline of Safety Training

All NEAR employees have obtained their Safe Boating Certificate through the CT DEEP Boating

Division.

Senior field scientist, Hillary Kenyon, is a certified provider of CPR, first aid, and basic &

secondary life support. She is also a qualified life guard having been certified by the American

Red Cross from 2008-2016.

The NEAR "Float Plan" includes notifying a shore contact individual at the start and end of on-

water survey work.

Costs of equipment built into NEAR hourly labor rates. No additional equipment fees are incurred outside

of hourly survey costs.

Invasive plant survey procedures aim to limit the fragmentation of known invasive plant beds. To do so,

locations with known invasive aquatic plant populations are only raked if absolutely necessary, and any

resulting fragments are collected and appropriately disposed of on-site upon leaving the lake. Alternatives

to raking include, underwater surveying, visual observation, and complimentary use of SONAR and

underwater cameras.

Decontamination procedures for aquatic plant survey equipment include hot-water and bleach rinsing,

inspection of gear, and subsequent drying. Secondary gear inspections occur prior to using gear in an

alternate waterbody.

5. Personnel Costs

Our rate for aquatic plant surveying is $245/hr.

The rate for attending public and planning meetings is $185/hr.

The report preparation and GIS mapping rate is $95/hr.

C. Pricing - Approximate cost "per acre surveyed" is $14, but this number is not accurate as there is a

diminishing returns in pricing for smaller waterbodies, and survey intensity is not a factor in this number. For

instance, the cost of surveying a 1-acre pond is not $14, but in a lake with 130 vegetated acres the average cost

"per survey acre" may be close to $14. For hourly rates see above personnel costs. Final costs are project-

specific and based on the above rates but can be estimated and finalized prior the start of a contract.
