Workforce profiling

Workforce profiling25th October 2011

Sorry to keep picking on pathology, but . . .

2

Variation in the cost per test is (still) wide

This chart shows the cost of people per test for semi-automated biochemistry tests

The interquartile range shows nearly fourfold variation!

Workforce profiling25th October 2011

. . . and this is reflected in the profile of the workforce

3

Three similar trusts doing similar work

Workforce profiling25th October 2011

The same is true in Haematology

4

Workforce profiling25th October 2011

And in Histopathology

5

Workforce profiling25th October 2011

But less so in Microbiology

Tools to help analyse the profile of the workforce

There are three tools:

Pathology Physiological sciences Physical sciences and engineering

The tools will help you to gain the evidence you need to support your plans for the workforce. In particular, they will help you

to understand in some detail what your people do, and how much of their time they spend doing it

to pinpoint and challenge inefficiency and ineffectiveness

to reconfigure your workforce to concentrate on activities that add value and

to understand how changes in workload will translate into demand on and for the workforce

10

Processes, activities and tasks – 9 processes

01 Plan the service

02 Work with users and purchasers of pathology

03 Manage and develop people

04 Provide the service (includes some user-defined tasks)

05 Manage other resources (not people)

06 Manage and administer the service

07 Manage and administer quality, health and safety

08 Improve the service

09 Other support tasks (user-defined)

11

Processes, activities and tasks – Process 04 has 10 activities

0401 Create samples

0402 Transport samples to the laboratory

0403 Prepare samples for testing

0404 Perform tests

0405 Interpret and communicate the result of tests

0406 Dispose of samples

0407 Manage and work in the mortuary

0408 Manage and work in the blood bank

0409 Provide other services

0410 Other direct tasks (user-defined)

12

Processes, activities and tasks – Activity 0404 has 6 tasks

040401 Perform or initiate fully automated tests (automated and tracked systems)

040402 Perform semi-automated tests (some automation but not, for example, tracked)

040403 Perform routine manual tests

040404 Perform complex manual tests

040405 Perform point-of-care testing

040406 Record test results

Allocate time (effort) to tasks

Workforce profiling25th October 2011

14

Create a baseline profile

Workforce profiling25th October 2011

15

Reprofile the workforce

The impact of reprofiling (1)

The impact of reprofiling (2)

18

So what impact does a change in volume have?

Workforce profiling25th October 2011

19

The demand for each task flexes uniquely according to its sensitivity to changes in volume

If the volume of tests increases by 50% in Biochemistry:

The number of Band 2s increases by 42% (because the profile of work is highly sensitive to changes in the volume of tests)

The number of Band 4s hardly increases at all (because the profile of work is highly insensitive to changes in the volume of tests)
