Vlad Molchadski is the CEO and Co-founder of

Born and raised in USSR, Vlad has witnessed the

collapse of the Soviet Union and came to the

USA as an exchange student at an early age of 15. He later re-

ceived his undergraduate degree in Business from St. Martin's Uni-

versity in Lacey, Washington and held successful sales and lead-

ership roles with Centex Home Equity (now Nationstar Mortgage)

and former division of HSBC - Beneficial Finance.

Vlad is actively involved in several entrepreneur’s organizations in

Dallas through participation in Entrepreneur's Organization, and

Dear Members,

We’ve been impressed with the turnout at our monthly lunch meetings

lately! The variety of speakers and venues has been successful this year

and while the attendance levels are at an all-time high, our organization

has so much more to offer! Did you know that over 56% of our member-

ship has the SR/WA designation or a certification? Many members have

more than one certification. If you’re not a candidate for the SR/WA or

one of the many certifications, please contact anyone on the PDC com-

mittee to find out how to apply. I encourage you to take advantage of

the class tuition discount we offer to Chapter 36 members (on classes host-

ed by Chapter 36). The upcoming classes are listed in this newsletter in the

Calendar section. Next month, I’ll sum up what transpired at the Winter

Forum in Austin and I just wanted to remind you that early registration for

the 61st Annual International Education Conference at the Hilton Bayfront

in San Diego ends March 13. The educational session topics and schedule

of events are posted online. From expanding transportation corridors in

complex environments to managing aqueduct rights-of-way, it looks like

it’s going to be an interesting conference! Again, the conference is from

Sunday, June 14, 2015 – Wednesday, June 17, 2015 but daily conference

registration is available also. If you’d like more information about our or-

ganization, please visit www.irwaonline.org (IRWA at the International lev-

el), www.irwaregion2.org (Regional level), or our local Chapter website

www.irwachapter36.org. Any of the Board or Committee members are

available to talk more about how you can get involved.

IRWA Chapter 36 Committee on Nominations and Elections

At the March 10, 2014 general membership meeting, IRWA

Chapter 36 will elect a member to serve on the Nominations

and Elections Committee. Per our Chapter 36 Bylaws, David

Harry, MAI (Chapter 36 2-year Director), will chair the 3-person

committee; a second member will be selected by the Board

of Directors, and a third member will be selected by the chap-

ter’s general membership.

The Committee on Nominations and Elections is charged with

identifying leadership candidates for the chapter and con-

ducting the annual election. The committee will receive nom-

inations through March 31. Committee deliberations will begin

April 1, and the slate of candidate officers will be presented at

the Chapter 36 meeting on April 14. The election will be held

on May 12. Biographies of the nominees will be published in

the May Newsletter.

Please plan on attending these important general member-

ship meetings and participating in the selection of the 2015-

2016 IRWA Chapter 36 leadership. The elected officers will be

sworn in at the June 9 meeting. Our chapter’s administrative

and fiscal year runs from July 1 through June 30.

Our annual Spring Seminar is held in association with the Chapter’s Golf Tournament.

This year the Golf Tournament will take place at the Cowboys Golf Club in Grapevine on Thursday April 23, 2015 with a 1:30 pm (shotgun start).

Golf Tournament registration will include; Lunch, dinner, snacks, cart, swag bag of good-ies, drink tickets, and two mulligans and the projected cost will be $125 per participant.

The awards ceremony will take place during the dinner buffet and immediately after the tournament.

A key in professional development includes becoming certified

or earning a designation in your field. In our profession, the SR/

WA is the distinguishing designation to have. Congratulations

to Jon Bowers and Matt Lance who have both earned the SR/

WA Designation, and to Christa Bell who earned her R/W-RAC

designation.

IRWA offers Specialist Certification Programs with four disci-

plines: R/W-AC Appraisal Certification , R/W-NAC Negotiation

and Acquisition Certification , R/W-RAC Relocation Assistance

Certification and the R/W-URAC Uniform Act Certification and

Appraisal Cross Certification

For individuals who are involved in more than two or three dis-

ciplines, IRWA offers a three-level Generalist Program: RWA

Right of Way Agent Certification, RWP Right of Way Profession-

al Certification and the SR/WA Senior Right of Way Professional.

With the retirement of ARWP Certification, information and all

documents in the website in regard to the Generalist Program

have been updated. For details on each of these professional

paths check out the Program Guides on the IRWA website.

Chapter 36 Education Committee Newsletter Update

March 2015

Chapter 36 held two successful courses in February. Course 200, Prin-

ciples of Real Estate Negotiation was held at the Texas Department

of Transportation (TxDOT) in Fort Worth on February 12-13. The class

was new IRWA instructor Sheila Mills’ first instructor opportunity, and

the class went very well! Sheila is a former Chapter 36 member who

transferred to Austin’s Chapter 74 when she relocated within TxDOT.

Sheila retired from TxDOT at the end of February, but we hope to

have her back to instruct future courses for our chapter.

Course 504, Computing Replacement Housing Payments was held

at the City of Arlington on February 18-19. Tamara (“Tami”) Benson,

Director of Training and Development for Universal Field Services,

came down from Oklahoma to instruct this two day course. We had

several out of area course participants, as well as non-member par-

ticipants. This course was light on the lecture part of it and heavy on

group case studies. The Education Committee appreciates Tami

Benson traveling down to instruct the course. An additional note of

gratitude goes to Denise Lopez with the City of Arlington. She was

able to secure a great room at Arlington City Hall for us to have the

class and greatly assisted in making everyone comfortable in the

classroom.

March continues to be a busy month for education. Course 341,

Problems in the Valuation of Partial Acquisitions is on March 3. The

City of Irving is the host facility, and Donnie Sherwood is instructing

this course. Donnie is also instructing Course 219, Introduction to

Presentation, Instruction and Facilitation on March 23-24 at Halff As-

sociates in Richardson. Course 219 is the preliminary step on the

path to becoming an IRWA instructor. Of course, even individuals

not interested in becoming an instructor could greatly benefit from

taking this class. But, enrollment is limited to Chapter 36 members.

No online registration is available. This course was held last July. Due

to interest in the course, we are offering it again this spring. Chapter

36 members who commit to teach at least one course for Chapter

36 without charging an instruction fee will receive reimbursement of

the tuition cost for taking this course. There are additional steps to

becoming an IRWA instructor, which includes qualification require-

ments of experience in the person's field of expertise. After taking

Course 219, the course participant must be invited to an instructor

clinic by IRWA Headquarters (HQ). Clinic offerings and invitation de-

termination are made by IRWA HQ. Please contact a member of

the Education Committee for more details.

There is a new course location that is being tried out in April

and May. There are four courses scheduled to be held at the

TxDOT Strategic Projects Division (SPD) office in Bedford. Atkins

and HDR also have offices at the location. In April, the ad-

vanced engineering courses will be taught by Kyle Ray.

Course 901, Engineering Plan Development and Application is

being held on April 8. Course 902, Property Descriptions is be-

ing held the following day. Hurry and register by March 8 to

avoid the late fee! We are excited to be able to hold all three

900 Series engineering courses within a year.

This series of classes is one of the most highly in demand, ac-

cording to IRWA education surveys. Two classes are being

held back-to back in May at the Bedford location. Course 105,

The Uniform Act Executive Summary is May 4. Course 506, Ad-

vanced Business Relocation Assistance is May 5-6. Registration

for all April and May classes is available online, or contact the

Course Coordinators to register. Lora Gunter is coordinating

Courses 901 & 902. Dalton Vann is coordinating Courses 105 &

506. Remember, you MUST register through the course coordi-

nator to receive Chapter 36 Member tuition discounts!

Young Professionals

We had a great time on Tuesday night! WhirlyBall, once again, proved to

be a YP favorite! We had a fierce competition going between the Red

Team and the Yellow Team. Unlike times in the past, we stayed on our origi-

nal teams till the very end. In the end the Yellow team proved to be the

stronger of the teams!! We loved meeting some new faces and are looking

forward to seeing y’all again!

What’s next you ask? We need to hear from you, the YiPs…

We are thinking beginning of April for our next outing! We have

some options for you..
