We will have three conversation tables to discuss: Community Building Activities Land Use / Open Spaces Traffic and Public Safety These discussions will be facilitated by several NSCNA meetings are typically held the fourth Tuesday of the month. Because of the Thanksgiving holiday the November meeting was moved up a week to November 18th. The room at the Three Creeks Library was not available on this date. Riverview Community Bank, a strong supporter of NSCNA, came to the rescue. Our special annual meeting will be held in their Salmon Creek branch fireside room starting at 7 pm. Jennifer Konopasek, their Branch Manager, is one of our NSCNA Directors. then this is the one not to miss because it’s all about YOU . . . or should I say US! Throughout the past year NSCNA has grown and progressed only through the efforts of wonderful volunteers. Your support through meeting attendance, helping deliver NSCNA newsletters, financial contributions, assisting with and supporting projects, sharing knowledge/ideas and a multitude of other actions that demonstrate a true community commitment. Our meeting in January will feature major projects along NE 10th ave that will impact the flavor of our neighborhood - the relocation of the park & ride and redesign of 10th ave / 139th street.

Yes this exists right here in our own community. 2008 with it’s economic turmoil brings an even larger population needing assistance. This makes support of the annual Walk & Knock more important than ever. You won’t even need to leave the neighborhood as Riverview Community Bank is a local drop off spot! Members from local non-profit organizations and other community leaders head up the various staging sites. Volunteers gather together Saturday morning, Dec 6th, and begin their routes by 9am. By 4pm the food laden trucks head to the Port of Vancouver where space in a warehouse is donated to store and sort the food. By the end of the following week, the food is distributed out to the food banks where it is needed. This project is like no other. It brings the entire community together, helping those in need, and unity to all who volunteer. You can support this in several ways: • Help fold bags for distribution Sat, Nov 29th - call 877-995-6625 to volunteer. • Sign up in advance to participate in the Dec 6th food drive event. at www.walkandknock.org • When you receive your donation bag give generously. If you won’t be home Dec 6th leave your filled bag on your doorstep.

Salmon Creek Defined Sub Area by 3 Creeks Council A couple of years ago when I first started getting involved with the neighborhood association, I referred to us as the North Salmon Creek Village. That idea has found kinship in the ongoing work of the Three Creeks Advisory Council. The Board of Clark County Commissioners appointed the council to assist the county on transportation, land-use planning and related issues for the areas between Hazel Dell, Felida, WSU Vancouver and the county fairgrounds. In the last few months the council has defined eight unique subareas that could receive unique zoning criteria to guide future development. One of those areas roughly corresponds to the North Salmon Creek Neighborhood Associations boundaries. We all have some perception as to the difference between Salmon Creek and other parts of the county. So what makes us different from Hazel Dell or Felida? There are the easily identified characteristics of being relatively new, most of our neighborhoods have sidewalks, we don’t have any drive up fast food restaurants and our shopping area has been developed with community input. But what is truly unique and special? Why did you move here? And what do you want to protect and preserve, or what do you want to change? A WARM NSCNA

The long awaited new Applebee’s, located next to Billygan’s, will be opening it’s doors on Monday Nov 17th. This is exciting as it gives the neighborhood another dining option close to home.

The Salmon Creek Fred Meyer store recently completed a $12 million remodel. If you didn’t have a chance to participate in the grand re-opening events you should stop by. It looks beautiful! It’s nice to see neighborhood merchants investing in sustaining livability in the NSCNA.

NSCNA PROJECTS

Several projects in the NSCNA have potential impact to the neighborhood. Status updates will be provided at the November meeting - here is a summary: Salmon Creek Park & Ride

Relocation: Site plan to construct 473 parking stalls, bus circulation & parking and a waiting shelter on 6.14 acre site. East side of NE 10th Ave between 136th and 139th street. Salmon Creek Soccer Club: Install synthetic turf soccer field in place of an existing natural grass soccer field located at 417 NE 136th street. NE 139th Street: Rezone of several parcels along 10th Ave and 139th street from light industrial to highway commercial. Hearing in front of commissioners Nov 18th starting at 10 am 1300 Franklin 6th floor hearing room. Concomitant agreement will be considered.

ANNUAL ELECTION OF NSCNA OFFICERS PLEASE CONSIDER RUNNING FOR A POSITION

It’s that time of year - our “annual meeting” - time to elect your 2009 NSCNA board. This year we will only be electing the officers since the new Executive Director positions were just seated. We hope that you will consider running for one of the positions described below: Officer duties are defined in our bylaws. The list below identifies some specific tasks beyond the “generic description” found in the bylaws.

PRESIDENT Act as the primary executive officer, preside over all deliberations and activities of the NSCNA general membership, board, and advisory committees. Official spokesperson. Primary liaison to Clark County staff and member of Neighborhood Council of Clark County. Facilitate open communications. This position schedules speakers, creates / supports document creation (agendas, by laws, action plan etc.), the newsletter and website.

VICE PRESIDENT Assist the President in all duties (see above) and perform the functions of the President in his/her absence. The position coordinates volunteers for newsletter delivery to residents and local business merchants.

SECRETARY This position is responsible for keeping a permanent file of all NSCNA’s general and executive meetings. Maintains the email list for notification of members of meetings and other county events. Coordinates notice of meetings with newspapers. May also write thank you notes for contributors, speakers or other general communications.

TREASURER This position writes checks for authorized expenses and make deposits as directed by the NSCNA board. Document and update financial records, transactions, match revenues and costs for general and project-specific accounts or line items, and track account/fund balances. Prepare and provide quarterly and annual financial reports. Report to the NSCNA board, membership, advisory committee, and independent auditing agencies. Important work but it’s not as difficult as it sounds - we only had about 6-8 transactions in 2008.

DIRECTOR POSITION 5 is open • South to North: Salmon Creek to NW 139th/Tenny Road • East to West: NW 2nd Ave to NW 21st Ave The Director position needs to understand the unique needs of their district. The commitment is for one meeting a month, participation in one community visibility event and activate when an issue “calls to you”.

Sometimes individuals are hesitant to volunteer believing that they are unqualified or that it will take a huge chunk of time out of their lives. In most instances It takes zero experience, simply a desire to support / improve the livability of our neighborhood. We don’t pressure; but it does take some time; like school these positions, to be successful, require more than just showing up. VSD Early Childhood Center The Vancouver School Districts’ early childhood program helps prepare special needs children for entering school successfully. The program provides individualized and small group learning experiences to children ages three to five with special needs. Prior to entering the program, children are assessed, eligibility is established and an Individual Educational Program (IEP) is designed for each child. If you believe your 3-5 year old may qualify for this program call the assessment clinic to discuss an appointment on 313-4853. The clinic is open from 8:30 am to 3 pm, M-F, mid Aug to the end of June each year.

T his is an area where we shop, work and play. The hwy 99 corridor it is so proximal to the NSCNA that this project has caught our attention. Please take a few minutes to provide feedback to the county. It may not be in the NSCNA but it sure impacts us.

Official documents covering a proposed plan for areas on and around Highway 99 are now available for public review and comment. The planning area is roughly between Northeast 63rd Street, Interstate 5, Northeast 134th Street and the Bonneville Power Administration transmission right-of-way. The county is accepting comments on a draft Highway 99 Sub-Area Plan and draft Supplemental Environmental Impact Statement that describe how the county would plan for a “mixed-use transit community” and how that would compare with a “no action” alternative.

Both documents are available on the county Web site at www.clark.wa.gov/hwy99. To request copies on compact disc or purchase copies on paper, please contact Marilee McCall in Community Planning at [email protected] or (360) 397-2280 ext. 4558,

Earlier this year, the Board of Clark County Commissioners instructed county planners to focus on preparing a plan to facilitate mixed-use development that would help support public transportation in the Highway 99 planning area.

Public hearings are scheduled later this fall, starting with a hearing before the Clark County Planning Commission on Nov. 20 at the Public Service Center, 1300 Franklin St., Vancouver, at 6:30 p.m.

Written comments may be sent to Highway 99 Sub-Area Plan, Clark County Community Planning, P.O. Box 9810, Vancouver, WA 98666. Comments by e-mail may be sent to [email protected]. The deadline for comments is Nov. 14 and will be forwarded to the Planning Commission to prepare for the Nov. 20 hearing.

WHAT'S UP WITH CHINOOK PARK? The Chinook park issue is not stagnating. Since our last meeting we met with the Parks Advisory Commission appealing for their support in resolving roadblocks (see document on our website for complete presentation). We also met with Pete Capell, Public Works Director and Jane Kleiner, Vancouver-Clark Parks Planning and Development Manager to discuss priority, funding, and roadblock resolutions. A brief readout will be provided at the November meeting. Information received from our public information request will be made available for review at the end of the meeting.
