The news last week of the Department of the Environment’s plans to reform local authorities, is set to have a huge impact on how local government is conducted here in the North County, when the plans are enacted in 2014. The fact that our local authority’s councillor representation is set to increase is viewed by many locals as good news. The proposals, called ‘Putting People First’, include the abolition of all 80 town councils and a 40 per cent reduction in the number of coun- cillors nationwide, from 1,627 down to 950. This cut in the number of county councillors does not apply to our local authority. In fact our repre- sentation will increase. A spokesperson for the Department of the Environment told the County Leader that “because of population considera- tions, the number of councillors for Fingal will increase substantially from 24 to somewhere in the region of 40.” On a local level, the upshot of the reforms means that Balbriggan Town Council is to be abolished, with the loss of it’s nine town council- lors. The department spokesperson said, “The number of county councillors in the four Dublin authorities, including Fingal, is due to increase as there is relationship between the number of seats per 1,000 constituents. The existing town councillors will be entitled to contest the local elections in 2014 and obviously, Balbriggan will be part of one of the local electoral districts,” he said. Other changes will see the local authority managers’ roles being replaced by chief executives, and they will be responsible to the elected members in the same way as the chief executive of a company is to a board of directors. Also, local authority services are to be funded through the local property tax, with strengthened audit committees, as well as a National Oversight and Audit Commission to scrutinise local government performance and efficiency. When this newspaper asked about the break- down of the proposed councillor representation in the local North County council wards and how they will differ to the present set up, the spokesperson was uncommitted, “This is subject to the work of a Committee to be estab- lished, when the finer details will be announced. The work of the committee will be to review the local electoral districts in Fingal.” Whilst population density is a feature in deciding the increase in our local authority, it is not the only consideration. The spokesperson confirmed this by saying, “Population is only one consideration and the action plan published makes reference to a minimum of 18 councillors per local authority and a maximum of 40 for county/city councils with the excep- tion of Dublin and Cork. Local councillor, Peter Coyle (Lab) welcomed the fact that councillors in each County Council will be calculated per population, ensuring that there is a fairer distribution of representation in each county. He said, “It is expected that a strong emphasis will be put on what are the Area Committees at present. It should be noted that even though the population has gone up, Malahide and Howth electoral areas have lost three councillors in representation in the last thirteen years. However, taking into account the electorate (as distinct from population), the Malahide and Howth electoral areas have about the highest electorate per councillor in the country,” he said. By Patrick Finnegan There was great news for the North County at the recent Retail Excellence Ireland awards, when three of our towns appeared in the top ten of a nationwide survey of ‘The 100 Best Towns and Cities in Ireland’. Swords took a magnificent third place in Ireland. This is a remarkable achievement for the town which was just edged out narrowly by winners, Westport and second place Killarney. Speaking to the County Leader, CEO of Dublin Fingal Chamber, Tony Lambert said: “This result is excellent for all our North County towns, and Swords in particular. When you examine the results obviously people felt the town was very well presented. There really is a great vibrancy in the area for anyone who lives and works here.” Other North County towns, Malahide and Skerries, came in eight and ninth places respectively. Patricia Murtagh, Chairperson of Malahide Chamber of Commerce, expressed her delight at Malahide’s result: “We’re absolutely delighted with the results, which is down to everyone’s hard work; the Chamber, Tidy Towns, and Residents Association. All the businesses work together and offer customers a personable experience. There is really a great sense of pride around the village, which I think is evident to all our residents and visitors.” Martin Scully, President of Skerries Chamber of Commerce was also equally thrilled with the Skerries result. He told the County Leader, “We under- stand why Skerries did so well in the survey. This recog- nition comes from the hard work and contribution from Skerries Chamber of Commerce for actively promoting the town, from Skerries Tidy Towns who have been maintaining our community for 20 years or more, from local shopkeepers who invest in the upkeep of their premises and have extended their opening hours, and from the County Council for keeping the town so well.” This shows that our towns are up there with the best in the country. Others in the North County that featured on the list include Donabate, in the second quartile (26-50), and Balbriggan in the final quar- tile (76-100). The Top 25 towns in Ireland are described as having a balanced mix of retailers which drive footfall to the town. Another important aspect is the benefit from independent retailers which give the town a particular character and personality. Top ten towns Swords, Malahide and Skerries also scored highly in ‘peace of mind’ aspects with relation to safety, secu- rity and family friendliness. Similarly, many of the top towns have competed successfully in the Tidy Towns competition illustrating the great community collaboration in these areas. The news last week of the Department of theEnvironment’s plans to reform local authorities,is set to have a huge impact on how localgovernment is conducted here in the NorthCounty, when the plans are enacted in 2014.The fact that our local authority’s councillorrepresentation is set to increase is viewed bymany locals as good news.The proposals, called ‘Putting People First’,include the abolition of all 80 town councils anda 40 per cent reduction in the number of coun-cillors nationwide, from 1,627 down to 950. Portrane Residents Demand Action On Coastal Erosion

The problem of coastalerosion has hit theseaside community ofPortrane with a banglast week, when up to20 feet of sand duneswere washed away inone night.The wonderful amenityat the Burrow wasbattered by a combina-tion of high tides andstorm force winds andthe devastation causedhas prompted residentsto ring the alarm bells.Concerned local resi-dent, Stephen Carrollcontacted the CountyLeader about theproblem and a largecrowd of locals gath-

ered on the beach toexpress their concerns.He said, “The board-walk that wasconstructed close toHealy’s Lane, by theCouncil to divertwalkers from the dunesarea and to promotegrass growth, waspartly washed away bythe tide and is nowunusable. Healy’s Laneis now exposed to theseaCarroll pointed to aspot, where 20 feet ofprotective sand duneswere lost to the sea inone night last week. “In

the past 10 years,there’s been a dramaticdifference, where youcould look in a relativelystraight line along thebeach. Now it resem-bles a zig zag line.However, in the pastfour years, it has reallydeteriorated to thepoint that there is realconcern for the safety ofresidents living in thevicinity.” he said.Resident, RaymondBrett was furious at thelack of action by thecouncil. He told theCounty Leader, “Sincethe 1940s, we have lostabout 75 acres ofprotection from thesea. All we get from thecouncil is token assis-tance. We’re not afashionable place likePortmarnock orMalahide, so we don’tget the same attentionthat they do. Soon wewon’t need cars ; we’llneed speed boatsinstead. We’re all frus-trated and I have lostinterest after so manyletters being ignoredby the local authority.The situation is nowcritical, “he said.A meeting was held on

Great Day ForThornleigh SchoolThere were great celebrations at ThornleighEducate Together National School on Friday last,19th October, with the official opening of theschool’s Phase Two development. This is awonderful achievement by the school, which willmake a huge difference to education in the area.The school also celebrated raising it’s first GreenFlag. The opening ceremony was conducted byMinister of State for Education and Science,Ciaran Cannon. The Garda Band entertained the large gatheringand the school choir sang magnificently. Therewere also renditions by various staff membersand the atmosphere was very pleasant. CEO ofEducate Together, Paul Rowe spoke glowinglyabout the great work undertaken by principal,Paula Carolan and her staff. Minister Cannonspoke about the progress of the school and howit developed from humble beginnings with 23pupils, to it’s present 208 pupils.The state of the art new phase of the schoolcomprises a hall, a new parents’ room, 10 extraclassrooms, a library as well as six extra supportrooms. The hall will be used for the communityafter school hours and will be used by localclubs, including indoor football, drama and a preschool Montessori school will be located there.

Retention Of Rush ATM Service Welcomed Local deputy, Alan Farrell (FG)has said that the retention of a24 hour ATM in Rush is asignificant success for resi-dents in the area. “Following numerous talkswith AIB regarding the future ofthe Rush ATM facility, I wasdelighted to receive confirma-tion from AIB that Rush willretain its 24 hour ATM service.Regional Director of AIB Dublin Northand West, Fergus Hopper has stated heis ‘pleased to confirm that “we will beretaining the ATM in its present location,pending sale of the Branch premises and

the identification of an alterna-tive suitable location.” Farrell added that ‘the retentionof this ATM facility is a signifi-cant result for Rush and neigh-bouring Lusk, as it is an essen-tial requirement for the area.The possibility of losing thisservice was a matter of justifi-able concern for residents. “I am now pleased that AIB

Leaving a gift in your Will to your favouritecharity or a worthy non-profit organisation is asimple and wonderfully fulfilling experience. Alegacy to a charity that means something partic-

ularly special to you will be so much appreci-ated, a lovely attribute to your memory. It isimportant if leaving a legacy to a charity toclearly state the correct business name andtheir address and the amount (if specified) inthe Will. Leaving a gift in your Will to yourfavourite charity is a simple and wonderfullyfulfilling experience. So what exactly is a Will, and what is requiredto make one? A Will is a simple document whichmust be in writing (not on CD or DVD) clearlystating the wishes of that person regarding

their estate / assets in the case of their death.The person must be of sound mind whencompleting and signing the document. The Willmust also be signed and witnessed by twopeople (other than people who are set to gainfrom the Will). It is usually advisable that thewitnesses be independent. If it is the case thatthe witnesses are family members, the Will isstill considered valid, although it is worthnoting that the family members may lose out ifthey are to benefit from the Will. It is possible to change your Will as many timesas you like. However, it is very important toeither destroy the old one, or amend the orig-

inal. If you marry or register a civil partnership,and you had a Will when you were single, thiswill automatically become void. In whichinstance should you change your Will? If youlegally separate, you may need to change yourWill, or if you divorce, you are then no longerspouses/ civil partners for the purpose of inher-itance. Remember to store the Will in a safeplace, so it can be found after you pass on. If you do not make a Will, your estate will bedivided automatically under the rules of intes-tacy; succession rights of surviving relatives.

This means that if youare married or are in acivil partnership andhave no children, yourspouse/ civil partnerwill receive your fullassets. If you have chil-dren, a spouse/ civilpartner is entitled totwo thirds of the estate,and the remaining chil-dren receive one thirdequally between them. If you are notmarried/in a civil part-nership, your partnerhas no automatic legalshare to your inheri-tance but your childrenwill be provided for

under succession rights. However, there areseparate rules in relation to the family / cohab-iting home which will need to be considered. Inthe case that there are no surviving relatives,and you have no Will, your inheritance goes tothe State.When drawing up your Will, once you havelooked after your loved ones, consider leaving alegacy in your Will to a charity that is close toyou. There’s No PlaceLike Home

Gerry Rafferty is a veteran of the Malahidecommunity. Having lived in the area for thepast 38 years, he contains a wealth of knowl-edge about the history of the town and it’scommunity life. In this edition of our TidyTowns series, Gerry, as Chairman of theMalahide group, sat down to tell us about hislife in the town and his work with the TidyTowns. The Rafferty family have a long history ofassociation with Malahide. “We go backhundreds of years,” says Gerry. Having beeninvolved in the Malahide Chamber ofCommerce as well as the Tidy Towns, he hasactively been involved in all aspects of thecommunity goings on. He says from the begin-ning, he was keen to keep up the excellentTidy Towns traditions. “I joined the group in1996 and prior to this, I would see Betty Carrand her group out and about and always havehad a great regard for them. I really thought itwas a wonderful thing they were doing and setthe bar very high for those that followed.”Right from the beginning of our interview, it’sevident that Gerry is immensely proud of hishome town. Talkative andeasy going, he says he wouldhappily sit and talk about thecommunity for hours. He iseager to acknowledge thefantastic work done by all thevolunteers: “The support wealways get from everyone,right down to the CountyCouncil is just fantastic. Ican’t speak highly enough ofthe volunteers,” he saysproudly. It’s certainly no small feat tohave devoted so much of hisfree time and energies for thebetterment of the community,but he is very humble aboutthis: “After spending so manyyears here, I still love to see the town lookingso well. It makes me feel so proud whenpeople approach me and comment on howwell everything looks and it’s what motivatesme to keep on going. But it’s always been ateam effort - everyone does fantastic work andthat’s why we have achieved so much.”It’s very easy to see why Gerry and his familyhave spent many happy years in Malahide.Malahide is regarded as one of the mostattractive towns in the country and has visitorscome from far and wide to experience thedelights and charms of this traditional seasidetown. Gerry gets a first hand experience ofthis. He and his wife Eithne have run their ownBed and Breakfast for years and he says thathe loves meeting people from all walks of life.

“We get a huge amount of tourists from allaround the world and they always have some-thing positive to say about the place and it’speople. They can’t get over the place - theyadore it. I think that, in itself, is a great testa-ment to the place and all who live here. ”Gerry has been kept extremely busy over theyears. Starting with his work with Tidy Townsand the Chamber in 1996, running his B&B, healso ran his own garage, which he openedprior to his B&B, in 1986. “Though we’vefinished up with the garage now, we had somegreat times there and met some terrif icpeople. It really helped us in terms of buildingrelationships within our community - we reallygot to know everyone. This meant when TidyTowns came along, I sort of had a leg up inthat I was a familiar face.”He took a break from the Tidy Towns in 2003“I wanted to build a house and take some timeoff,” but got involved again in 2008. “Icouldn’t keep away!” he says, laughing. “Myheart lies with Malahide, so I was happy to getback into things after the break. My favouritething about it all is seeing us do so well each

year and I'd just like to say acontinued thanks to all oursupporters.” Never one to slow down,Gerry also does some workfor an electrical contractor.When I point out that he musthave little time to devote tohimself, he says he wouldrather keep busy and thrivesunder that bit of pressure.“I’m very much a peopleperson, so I feel right at homein the middle of it all. I loveworking with everyone on thecommittee and interactingwith people on a daily basis.”In the little spare time he has,Gerry enjoys spending time

with his wife, and his daughter Fiona, wholives in Balbriggan and playing sports. Balbriggan ETNS launched aunique cycle partnership initia-tive recently. It’s ultimate aimwas to increase the numbers inthe school community usingtheir bikes and to integratecycling into the schoolcurriculum. On the morning ofFriday October 12th last, threeteachers embarked on a 520kmcycle – setting off fromClarendon School in London andfinishing at Balbriggan ETNS. The long-distance cycle chal-lenge formally launched the‘Cycle Together SchoolPartnership Project’ between the

two schools. A small groupincluding a representative fromAn Taisce Green-Schools andFingal Sports Partnership accom-panied the three teachers on thefinal stage of the cycle fromSwords to Balbriggan onMonday October 15th. On arrivalin Balbriggan over 70 pupils,teachers and parents ofBalbriggan ETNS cycled en massthe final 2km together.James Hayden of BalbrigganETNS, who is one of the organ-isers of the cycling partnershipand is a participant in the long-distance cycle commented: “The

Local Men Run For Swords CharityA Swords basedautism support groupwill be representedamong the thousandsrunning in this month’sDublin City Marathonas three local men donthe ‘Snowflakes’ logoto raise awareness andcash for the group. The Snowflakes autismsupport group inSwords was estab-lished to bring hopeand positivity to thelives of families

affected by the condi-tion. Known as‘Snowflakes’, thegroup has been in exis-tence since Januaryacting as a supportgroup to familiesaffected by autism inthe North County andsurrounding areas.Chairperson RobertBrown said its aim is toorganise events forchildren with AutismSpectrum Disorder,

their parents and theirsiblings. In support ofthe group three localmen, Sean Doherty,Paul Dixion and JoeWaston are taking onthe huge challenge ofcompleting the DublinCity Marathon. Sean explained whyhe chose to run forSnowflakes. “Thischarity has a specialplace in my heart asmy own son isaffected with Autism

Spectrum Disorder(ASD) and I want to doall I can to help thischarity.” The group would alsolike to give a specialmention to AdamMathews who did thePort Tunnel 10km Runin June and OliviaBrophy who did theEnd2End Challenge inthe Isle of Man inSeptember. However, someindividual out thereseems to think that wecan easily replace theresources that havetaken four years to buildup through lot of hardwork and fundraising bystaff and volunteers who

run the youth service.We are outraged at theaudacity of those whokeep coming back andtargeting a crucialcommunity centre forthe development ofyoung people,” said aspokesperson for thegroup. There are over200 young peopleattending various

Meghan Is Miss Fingal 2012Glitz and glamour was the order of the evening at this year’s 2012 Miss Fingalcompetition, which was held in Skerries recently.Some 10 girls from around the North County vied for the coveted crown at thegreat night at the Blue Bar, which was organised by last year’s Miss Fingal,Aoife Devlin from Balrothery. They were Emma Boylan, Nicola Murphy, Donna Hughes, Maria Luce, Geniele Squires, Meghan McAuley, Nicole McQuillan, Leslie O’Carroll, Tori Delahoyde and Jenna Murphy, who all impressedthe judges. Hosts on the night were Kate Rafter and Robbie Armstrong and they did a greatjob, making the girls feel at home on the stage, as well as keeping the nightmoving smoothly. Each girl had to do four sections from interviews to modellingto bikini round. Skerries duo, Grainne Kelly and Paddy McNally performed onthe night and they received a great reception from the crowd. The night alsofeatured a very successful bachelor auction which two local bachelors, RossMcAuley and Colin Doyle take part. After much deliberation, the winner of the2012 Miss Fingal crown was Meghan McAuley. One of the most important partsof the night was that all the money raised was in aid of Focus Ireland, thecharity that works to prevent people becoming, remaining and returning tohomelessness. A substantial figure of €2,500 was raised for the charity.

Outstanding Charity Fun Day In ALSAAThe Travel Trade FunDay took placerecently in the ALSAASports Club at Dublin

Airport. In the firstevent of its kind inIreland, the committee

have announced thatthey have surpassedtheir fundraising targetand successfully raised

€35,000. This hugeamount is to be sharedbetween two charities,Pieta House and IrishCancer Society. On Thursday 11thOctober, thecommittee met repre-sentatives from bothcharities to presentthem with theircheques. Both PietaHouse, a suicide andself-harm crisis centre,and Irish CancerSociety, the nationalcancer care charity,received €17,500 eachand were over themoon with the dona-tion. The Travel TradeFun Day itself was agreat success withover 400 people esti-

mated to haveattended. The eventincluded a 5km run, a5-a-side football tour-nament, a multitude ofchildren’s races andgames, and a familybarbeque. It is nowhoped that it willbecome an annualevent on the IrishTravel Trade calendarand that next year’sevent in the NorthCounty will be evenbigger and better. Speaking to theCounty Leader, local

North County To BenefitFrom New High-Tech BusesMinister for Transport, Tourism & Sport,Leo Varadkar TD, has announced apublic transport investment of €26million. A total of 80 new highlyadvanced double decker buses arebeing funded by the National TransportAuthority for replacement vehicles forDublin Bus. The buses will feature free Wi-Fi, bilin-gual passenger information signsannouncing the next bus stop, improvedsafety features with additional CCTV,and centre doors to improve efficiency atbus stops for boarding and alighting. Allvehicles are low floor wheelchair acces-sible as Dublin Bus aim to have a 100%

accessible fleet by the end of 2012.These new replacement vehicles are themost environmentally friendly to date,meeting “Euro 5” emission standards,consume less fuel and are quieter –ensuring the North County will benefitfrom their arrival.Speaking to the County Leader, MinisterVaradkar said, “I’m very pleased toannounce this major Government invest-ment in Dublin’s public transportnetwork. When combined with otherGovernment investments like integratedticketing, providing more bus shelters,real time passenger information, and theNational Journey Planner, we hope these80 replacement buses will encouragemore people to switch from cars topublic transport.”

Tractor RunAt Man O’WarA Tractor Run will take place on Sunday,28th October in aid of Chernobyl Children’sChar i ty . The run is be ing organised byBarney Greene and it will leave Man O’Warpub at 12 noon sharp. The route will bringt h e t r a c t o r s f r o m M a n O ’ W a r t h r o u g hBalcunnin, Lusk, Turvey Avenue, to theWaterside Hotel in Donabate, where therewill be a refreshment break. Then return willbe through Corduff and Ballough and on toMan O’War for further refreshments. Entryfee is €20 and there will be a raffle, withentertainment provided by a DJ, which willkeep everyone entertained. There will alsobe tea and sandwiches before the TractorRun takes place.
