OPERATION VIOLENCE REDUCTION 7 Suspected Murderers, Rapists, Child Molesters, and Gang Members among those Captured SIGNIFICANT ARRESTS MADE IN HAMPTON ROADS Jermaine Rogers, a known Gangster Disciples gang member, was arrested on March 20 th on the 900 block of Randolph in Portsmouth. Rogers was wanted by Norfolk Police Department for the murder of Johnny Williams, which happened around 12:30 a.m. on Friday, March 20 th on the 1600 block of Vernon Drive. After the murder occurred, Norfolk Police quickly identified Rogers as the suspect and issued the following warrants for his arrest: Second Degree Murder, Use of Firearm in Commission of a Felony (X2), and Attempted Malicious Wounding. Norfolk’s Fugitive Unit was notified and immediately began their investigation into Rogers’ whereabouts. By sunrise, Norfolk Detectives already had a good lead on where Rogers may be trying to hide out at. Norfolk Detectives believed Rogers was trying to avoid capture by staying at a friend’s house in Portsmouth. The U.S. Marshals Fugitive Task Force and Portsmouth Fugitive Apprehension Unit joined the Norfolk Fugitive Unit in the manhunt and quickly set up in positions around the associate’s residence. Law enforcement officers from all three Fugitive Units worked together and were able to quickly confirm Rogers was in fact hiding in the suspect residence by speaking with citizens in the area who had spotted the wanted man entering the house. Shortly after 2:00 p.m., confident that Rogers was inside, law enforcement jointly surrounded the residence, identified themselves to the occupants inside, and instructed Rogers to exit the residence with his hands up. Minutes later, the fugitive wanted for shooting a man to death just over twelve hours prior was taken into custody without incident.

Andre Vaunquez Perry, a known Bloods Gang member, was arrested on April 1st on Chester Road in Newport News by the U.S. Marshals Fugitive Task Force. Perry was wanted by Prince William County with the following outstanding warrants: Shooting into an Occupied Dwelling, Felony Destruction of Property (X3), Malicious Wounding, Attempted Malicious Wounding, Possession of a Firearm by a Convicted Felon, Shooting along a Roadway, Shooting from a Moving Vehicle, Shooting at a Moving Vehicle, & misdemeanor Destruction of Property. These warrants stem from a shootout that occurred on March 21st in Dumfries, Virginia. A gun battle erupted between Perry and occupants of another vehicle as they drove through a residential area and fired shots at one another, striking multiple homes in the area. Shortly after the incident, Deante Gaines, Paulina Gomez, and Briana Colbert were taken into custody for their involvement in the shootout. Perry was listed as Armed and Dangerous and the U.S. Marshals Fugitive Task Force began the manhunt for Perry, the last remaining suspect from the shootout. A firearm was seized when Perry was taken into custody.

Michael Thornton was arrested on March 20th on Mariners Street in Norfolk by the U.S. Marshals Fugitive Task Force and officers from Norfolk Police Department. Michael Thornton was wanted by Newport News Police Department in connection to multiple violent incidents that occurred throughout Hampton Roads. Thornton had the following outstanding arrest warrants: Carjacking, Robbery (X2), and Use of Firearm in Commission of a Felony (X5).

Teon Garland was arrested on March 3rd in Portsmouth by the U.S. Marshals Fugitive Task Force and the Portsmouth Fugitive Apprehension Unit. Garland was wanted by Portsmouth Police Department for the sexual assault of a female under the age of sixteen back in 2013, with an outstanding warrant for Carnal Knowledge. Garland was also wanted by Chesapeake Police Department for probation violation.

Delvonne “Lil Ray” Smith was arrested by members of the U.S. Marshals Fugitive Task Force, Norfolk Fugitive Unit, and Portsmouth Fugitive Apprehension Unit on April 8th off of Turnpike Road in Portsmouth. Smith was wanted by Norfolk Police Department with outstanding warrants for Robbery & Malicious Wounding. These warrants stem from a violent robbery that occurred on March 18th, 2015, on Oakmont Drive in Norfolk. During the incident, it is alleged that Smith knocked a victim out and then took money from his wallet. Smith left the victim unconscious in a pool of blood, with a swollen jaw and deep laceration on the back of his head. This violent fugitive was apprehended when the Fugitive Task Force was tipped off that Smith was seen walking down Turnpike Road in Portsmouth.

Dontae Frink was arrested on March 26th on the 300 block of 73rd Street in Newport News by the U.S. Marshals Fugitive Task Force. Frink was wanted by Newport News Police Department with an outstanding warrant for Robbery, stemming from an incident that occurred in January, 2015. After an altercation with a female that was known to him, Frink allegedly pushed her down a flight of stairs and then stole the victim’s cell phone. Frink has previously been arrested by the U.S. Marshals, when he faced multiple charges back in 2005 in connection to a Newport News shooting.

Kawon Roberts was arrested on April 3rd at a residence on Riviera Arch in Virginia Beach by the U.S. Marshals Fugitive Task Force and the Virginia Beach Fugitive Unit. Roberts was wanted by Norfolk Police Department with an outstanding warrant for Malicious Wounding. On March 30th, 2015, officers with Norfolk Police Department responded to a domestic violence call on East Little Creek Road. Officers arrived on scene and discovered a female suffering from multiple bite wounds. Warrants were then issued for Roberts, the victim’s boyfriend. Roberts was discovered to be staying with family in Virginia Beach, and when the U.S. Marshals Fugitive Task Force and Virginia Beach Detectives showed up to take Roberts into custody, a brief standoff ensued. Roberts was eventually taken into custody without incident after officers successfully negotiated Roberts into walking out of the residence and surrendering.

Pernell Robertson was arrested on March 26th in Garner, North Carolina, by the U.S. Marshals and the Garner Police Department. Robertson was wanted by Newport News Police Department for the murder of 19 year old Taiwo Douglas-Wells, which occurred near Newsome Park Elementary School on October 1st, 2014. The U.S. Marshals Fugitive Task Force assisted Newport News Police Department with locating and apprehending Robertson. Robertson was charged with First Degree Murder.

Marlowe Burton was arrested on April 2nd in Danville, Virginia by the U.S. Marshals. Burton was wanted by Norfolk Police Department after a violent knife attack on a female victim who was known to him, and had the following outstanding arrest warrants: Abduction by Force & Malicious Wounding. On the morning of March 26th, 2015, Burton and the victim were driving down Ballentine Blvd in Norfolk when it is alleged that Burton pulled out a knife on the female, and instructed her to keep driving. The victim was able to stop the vehicle and jump out, however Burton pursued her. Burton managed to catch the victim and then stabbed her at least four times during the struggle, and also punched her in the face. Burton fled the scene as witnesses called 911. Shortly after the attack ended, the victim was transported to Norfolk General Hospital where she was treated for non-life threatening wounds. The Norfolk Police Department issued warrants for Burton’s arrest, and it was believed that he had fled the area. The U.S. Marshals Fugitive Task Force got involved in the manhunt, and learned that Burton was attempting to hide with friends and family in the western part of Virginia.

Thomas Jamison III was arrested on March 10th in Pennsylvania. Jamison was wanted by Norfolk Police Department for an incident that occurred in 2008, with outstanding warrants for: Rape, Abduction with Intent to Defile, Sodomy (X2), Burglary, and Grand Larceny. The U.S. Marshals tracked Jamison down to Sharon, Pennsylvania, where he was arrested by the U.S. Marshals-led Western Pennsylvania Fugitive Task Force.

Lenard Davis aka “Jelly”was arrested on March 12th in South Carolina. Davis was wanted by Portsmouth Police Department for an incident that occurred in January, 2013, with outstanding warrants for Attempted Malicious Wounding (X5), and Felony Hit & Run. During this incident, Jelly accelerated a vehicle directly towards a group of bystanders who attempted to prevent him from getting away after they spotted him stealing inspection stickers at Joe’s Tire and Auto in Portsmouth. Jelly nearly ran over multiple witnesses and then crashed through a gate. A two-year investigation into Jelly’s whereabouts by the U.S. Marshals Fugitive Task Force ultimately led to the U.S. Marshals in South Carolina taking him into custody at a residence in the city of Conway.

Reinaldo Dominguez, a 36 year old New York resident, was arrested on March 31st in New York by the U.S. Marshals. Dominguez was wanted by Virginia Beach Police Department with an outstanding warrant for Carnal Knowledge of Child, 13-14 years old. Dominguez was wanted for an incident that occurred in January, 2015. Virginia Beach Detectives knew where Dominguez was staying in New York, and the U.S. Marshals took Dominguez into custody at the request of the Virginia Beach Police Department.
