In 2009 development of Non-Profit Making Partnership “Equal Right to

Life” activities was progressive and dynamic. Signed a year earlier agreement on

information exchange and introduction of the register of oncologic patients allowed

to implement a complex of starting events for creation and introduction of the

federal register of patients with the diagnosis of breast cancer. Educational

events on the basis of leading oncological center of the country (Russian Medical

Academy of Post-Graduate Education, N. N. Blokhin Russia Cancer Research

Center of the Russian Academy of Medical Sciences) continued, that for the period

from 2006 have been attended by more than 400 oncologists from all regions of the

Russian Federation for lectures and workshops, as well as attended trainings at

their working places.

The year 2009 was marked by the start of the project of prevention and

early diagnostics of oncological diseases “Cancer Wanted”, during which on the

basis of medical treatment facilities of Moscow region, Ekaterinburg and Kazan

“Days of Early Diagnostics” were arranged, during which more than 50 patients

with malignant tumors were detected. Most cases of oncologic pathologies were

detected at early stages, that allowed to administer therapy timely and in the most

efficient way. Just as a year ago within the frame of the project some

informational and educational actions for young people were arranged in

Kaliningrad, Khanty-Mansiysk, Novosibirsk and other cities.

As part of creation of the first insurance program in oncology, that will

allow to render substantial support in delivering of a high-tech medical aid and

provision of medicines to oncologic patients, an agreement with a number of

insurance companies was signed.

Directions for free of charge consultations of patients on all aspects of

oncological diseases got further development.

The expenses for realization of social programs amounted to 58.600.000

roubles.

1. Trainings for regional oncologists on the basis of leading

oncological scientific centers

Educational events were arranged as in previous years on the basis of N.

N. Blokhin Russia Cancer Research Center of the Russian Academy of

Medical Sciences and Russian Medical Academy of Post-Graduate Education.

Such trainings stipulate both theoretical and practical parts (training at the

working place). Specialists from 42 regions of the Russian Federation –

altogether 100 persons took part in the events. The theoretical part, conducted

by leading specialists of Russian Medical Academy of Post-Graduate

Education included lectures and workshops with presentation of the main

aspects of diagnostics and treatment of malignant tumors of most localizations

and directions: malignant skin lesions, possibilities of drug therapy of

cervical cancer, GIST tumors, possibilities of drug therapy of

hysterocarcinoma, malignant lymphoma, non-Hodgkin`s lymphomas of

gastrointestinal tract, predictors and principles of endocrine therapy of breast

cancer, lymphodenopathy, principles of treatment of central breast cancer,

drug therapy of epidermoid carcinoma of head and neck, drug therapy of

widespread prostate cancer, treatment of breast cancer, febrile neutropenia

(prevention, treatment) and others. In June 2009 a master class for nurses on

the use of a high-tech infusion equipment was arranged (on the basis of

Russian Medical Academy of Post-Graduate Education).

2. The Program of prevention and early diagnostics of oncological diseases “Cancer Wanted”

Non-Profit Making Partnership “Equal Right to Life” faces one of the

main and difficult tasks – cooperation in conduction of preventive events on

screening and early diagnostics of oncologic pathologies. In most developed

countries of the world such tasks are solved as part of national programs and

strategies of fight with cancer. Responsibility for efficient operation of national

services for oncology is ofter taken by leaders of states and heads of

governments. Thus, for example, mass screening of cervical cancer, conducted

in Iceland and Finland resulted in decrease of death rate from this disease by

80% and 50%. For the purpose of development of similar programs in our

country Non-Profit Making Partnership “Equal Right to Life”, Interregional

social movement “Movement Against Cancer” with the participation of leading

Russian oncologists in 2008 developed and initiated realization of “Cancer

Wanted” program.

The program started in February 2009 in Ekaterinburg, where in the period from 17

till 21 of February about 2000 persons were examined in medical treatment

facilities of the city. In Moscow region, where mass mammographic screening as

well as other kinds of investigations are conducted as part of the program,

“Cancer Wanted” started its work in May 2009. For about 4 months in the

territory of 5 districts of Moscow region, including distant ones, about one

thousand five hundred citizens were examined: 26 cancer cases were detected, and

136 persons were diagnosed with benign tumors. Most cancer cases were

diagnoses at early stages, and now patients get their timely administered

treatment. It has become a tradition to conduct the “Week of early diagnostics” in

the Republic of Tatarstan” every month with participating of about a thousand

people. Conduction of the project in the near future is planned in a number of

other constituent territories of the Russian Federation.

In the course of “Knowledge for the sake of health of future generations”

project that started earlier, in Kaliningrad, Novosibirsk, Khanty-Mansiysk and

other cities a project of prevention of oncological diseases and promotion of

healthy life style of “Cancer Wanted School” was arranged. The events were

conducted on the basis of higher educational institutions and constantly drew

increased attention on the part of young audience. The actions were conducted

with the participation of chief pediatric oncologist of the Ministry of Health and

Social Development of the Russian Federation professor V. G. Polyakov, TV-host

and actress Olga Spirkina and a number of leading specialists.

As part of the project demonstration of popular-science movie “White on

black” dedicated to prevention and methods of early diagnostics of cancer and

innovative treatment technologies was arranged. Participants of the event got

booklets and leaflets with information on risk factors of premalignant and

oncological diseases and methods of their elimination. No sooner it started, the

conference turned into a public conversation with the audience. According to

schoolchildren, they often have questions related to health and prevention of

different diseases. As a rule, it is connected with diseases of their family members

and relatives. There is no place they can get competent answers to their questions.

At the same time an idea to come for consultation to a specialist causes doubt in

most of them, and thus such meetings with doctors are very important. Internet

3. Introduction of the register of patients with the diagnosis of breast cancer

To increase quality of determination of the necessity in adequate

antitumoral treatment, detection of patients in need of such treatment Non-

Profit Making Partnership “Equal Right to Life” with the support of

Interregional social movement “Movement Against Cancer” came forward

with an initiative to form a register of patients with malignant breast tumors,

that would allow to get information on each patient in need of modern

treatment. As part of the project the Federal Service for supervision in the

sphere of health and social development (Roszdravnadzor) and Non –Profit

Making Partnership “Equal Right to Life” have signed a cooperation

agreement, that stipulates realization of a number of events on exchange of

information on provision of medicines to citizens with oncological diseases, as

well as timely reaction to detected cases of infringement of patients` rights

related to rendering of medical aid.

The register (electronic database) in 2009 is created on the basis of

Ivanovo regional oncological dispensary, data entry is performed. Similar

register in the near future will be created in Astrakhan, Yaroslavl, Nizhny

Novgorod and many other cities, forming a federal net.

Safety of the register and its protection from hackers` attacks is

ensured by a security software complex, that prevents any external and

cases of Access to the database.

4. Cooperation with organizations of oncologic patients

The Non-Profit Making Partnership became one of the initiators of

Interregional social movement “Movement Against Cancer”, established in

early 2008. Currently the number of cities with branches of the Movement

exceeds 15 (including Moscow, St.Petersburg, Kazan, Nizhny Novgorod,

Rostov-on-Don, Novosibirsk, Vladivostok, Samara and a number of other

big cities).

In 2009 the Movement successfully conducted the second annual Forum,

in which leading specialists oncologists, health organizators took part.

One of the most significant directions in the activity is “Patient’s Shool”

organization, in the course of which patients get maximum complete and

objective information, medical, legal and psychological support. Such

schools for patients were conducted in dozens of cities of Russia with the

participation of leading specialists oncologists, psychologists and lawyers.

rights by results of their referrals to the Movement against cancer.

5. Realization of insurance programs in oncology

Non-Profit Making Partnership “Equal Right to Life” and a number of

insurance companies (“MSK-Life”, “Allianz Rosno Life” and others)

launch the first joint Project in the Russian Federation of personal

insurance in case of oncological disease. Such project stipulates a unique

partner cooperation of an insurance company and a non-commercial

organization, that will allow to solve socially significant issues of early

diagnostics and treatment of malignant tumors efficiently. Insurance policies

in the frame of this project depending on the selected insurance program

will provide the following coverage of an insurance case:

· - Information assistance and consulting on the issues of early diagnostics and

prevention of oncological diseases;

· - Organization of consulting assistance at the stages of special diagnostics

and determination of diagnosis, involvement of experts of the regional level

(main specialists) and specialists of federal expert centers (professors,

academicians) in the sphere of diagnostics of malignant tumors, organization

of additional diagnostic procedures and investigations according to an expert

conclusion;

- Organization of consulting assistance in development of an individual

treatment plan, involvement of experts of the regional level (main

specialists) and specialists of federal expert centers (professor, academician);

· - Organization of consulting assistance in conduction of surgical treatment,

involvement of experts of the regional level (main specialists) and specialists

of federal expert centers (professor, academician);

· - Organization of consulting assistance during drug therapy and radiological

treatment, involvement of experts of the regional level (main specialists) and

specialists of federal expert centers (professor, academician);

· - Rendering of consulting assistance on legal issues;

· - Representation of interests in executive authorities, exercising control and

inspection functions in the sphere of health;

· - Personal treatment fund, used for the following purposes: payment of

drugs, recommended/administered to a patient by his/her attending physician

– in case such drugs cannot be timely provided as part of compulsory health

insurance system; payment of additional medical services in cases when such

services are recommended/administered by a consulting physician and cannot

be timely provided as part of compulsory health insurance system;

Non-Profit Making Partnership “Equal Right to Life” acts as coordinator of the

project in the quality of external independent auditor, ensuring quality control

and coordination of services, rendered by commercial assistance companies.

6. Cooperation with leading oncological scientific centers

Cooperation with leading Russian and foreign oncological centers is the

most important components of high efficiency of the events conducted by

Non-Profit Making Partnership “Equal Right to Life”.

President of Russian Academy of Medical Sciences, academician of

Russian Academy of Sciences, Director of State Institution N. N Blokhin

Russian Cancer Research Center M. I. Davydov is a cochairman of the

Supervisory Board of All-Russian oncological social program “Equal Right to

Life” and renders all-round support in its work. Thus, most trainings for

regional specialists are held on the basis of N. N Blokhin Russian Cancer

Research Center of the Russian Academy of Medical Sciences, there are always

any departments, operating theaters open for practical work of trainee doctors,

there is an opportunity to take part in any conciliums, conferences, round

tables, arranged on the basis of the Center.

P. A. Herzen Moscow Scientific Research Oncological Institute is also a

strategic partner of Non-commercial Partnership “Equal Right to Life”.

Leading specialists of the Institute (professor V. I. Chissov, professor V. V.

Starinsky, professor G. A. Frank and others) participate in scientific and

practice conferences and round tables, organized by Non-commercial

Partnership “Equal Right to Life”, that also constantly participates in the

events, arranged by professor V. I. Chissov.

Active cooperation in all spheres of oncology is also conducted with the

Department of Oncology of Russian Medical Academy of Post-Graduate

Education (conduction of trainings, preparation of study guides, organization

of scientific and practical conferences and other events).

7. Modernization of the material and technical base of oncological medical treatment facilities

As in the period 2006 – 2008, in the past period an active support to

medical treatment facilities of oncological profile in modernization of the

material and technical base was rendered.

Thus, in 2009 a high performance endoscopic complex was transferred to

Nizhny Novgorod Regional Oncological Dispensary for conduction of early

diagnostics of diseases of respiratory system and gastrointestinal tract. In total

11 million roubles was spent for purchase of the equipment for Nizhny

Novgorod Regional Oncological Dispensary.

Also in 2009 endoscopic equipment for subsequent donation to P. A.

Herzen Moscow Scientific Research Oncological Institute. Equipping of

regional oncological facilities with armchair-transformers for long-term

chemotherapy as well as infusion controllers for precise dosed administration

of antitumoral drugs was organized.

Equipment was supplied to 70 medical treatment facilities. The total cost of

the supplied equipment amounted to 18 616 499 roubles.
