Introduction

This report presents statistics of the value of non-oil merchandise trade which entered or exited the territory of the Emirate of Abu Dhabi through the ports of Abu Dhabi (comprising air, sea and road ports) in the fourth quarter 2013. It should be noted that foreign trade data presented in this report do not cover non-oil exports and imports through ports of the other Emirates in the UAE.

These data have been sourced for the Abu Dhabi Department of Finance – Customs Administration, and the scope of these statistics therefore is restricted to the trade flows recorded at ports under the jurisdiction of the Customs Administration. The report highlights the relative importance of each individual component of these flows of non-oil exports, imports and re-exports.

These data are presented according to the international standards for the dissemination of merchandise trade statistics. Non-oil exports, imports and re-exports are shown by the Standard International Trade Classification (SITC), Revision 4, and the Broad Economic Category (BEC). In addition, the statistics are presented by continents and countries. Statistics presented on the Harmonized Commodity Description and Coding System (HS) are available from SCAD on request.

The explanatory notes section at the end of this report defines the key terms and technical concepts used in the compilation of non-oil merchandise trade statistics. Readers are encouraged to refer to that section while reading the statistics and information outlined in the report.

Key Points

Non-oil merchandise trade in the fourth quarter of 2013

The total value of non-oil merchandise trade was AED 33,051 million in Q4 2013, a decrease of AED 2,105 million (-6.0%) compared with Q4 2012. Imports decreased by AED 2,757 million (-9.7%) and re-exports by AED 168 million (-4.5%), while the value of non-oil exports increased by AED 820 million (27.5%) during this period. Imports contributed 77.7% of total foreign trade during the fourth quarter of 2013, while non-oil exports and re-exports contributed 11.5% and 10.8% respectively. Imports by Standard International Trade Classification (SITC)

“Machinery and transport equipment” was the largest contributor to imports by SITC in Q4 2013, representing 48.5 % of the total. However, its value decreased by AED 3,125 million (-20.1%) in Q4 2013 compared with Q4 2012. The main contributors to this decrease were the sub-sections “general industrial machinery, equipment and parts, nes” (down AED 2,363 million), “power generating machinery and equipment” (down AED 603 million) and “electrical machinery, apparatus and appliances, nes and parts” (down AED 539 million). The second largest SITC section in Q4 2013 was “manufactured goods classified by material” at AED 5,578 million, a slight increase from AED 5,574 million in Q4 2012. The largest sub-sections in Q4 2013 were “iron and steel” (AED 1,884 million) and “non-ferrous metals” (AED1,615 million).

The third largest SITC section was “chemicals and related products” at AED 2,528 million, which increased by AED 382 million (17.8%) over the period, mainly due to increases in “plastics in primary forms” (up AED 190 million) and “inorganic chemicals” (up AED 107 million).

These top three sections contributed 80.0% of the total value of imports in Q4 2013, compared with 81.9% in Q4 2012.

Imports by Broad Economic Categories (BEC)

“Industrial supplies not elsewhere specified” was the largest BEC category of imports in Q4 2013 representing 39.0% of the total value. Its value increased by AED 671 million (7.2%) in Q4 2013 compared with Q4 2012. The second largest BEC category, “transport equipment and parts”, decreased by AED 419 million (-5.3%) compared with the Q4 2012 value, while the third largest BEC category, “capital goods (except transport equipment)”, showed a significant decrease of AED 2,520 million (-32.5%) over the period. Imports by continent

The Asia continent represented the leading source (41.7%) of imports through the ports of Abu Dhabi during Q4 2013. However, the total value of imports from this continent decreased by AED 1,196 million (-10.1%) compared with Q4 2012. Imports from Europe and North America represented 31.6% and 14.8% of the total imports for Q4 2013. Figure 1: Imports by continent

Imports by country

The top ten countries contributed 67.2% of total imports in Q4 2013. There were large decreases in imports from Italy (down AED 2,019 million) and Germany (down AED 510 million); partially offset by increases from the Democratic Republic of Congo (up AED 709 million), United States of America (up AED 491 million) and China (up AED 381 million) over the period. Non-oil exports by Standard International Trade Classification (SITC)

The value of non-oil exports during the fourth quarter 2013 increased by AED 820 million (27.5%) compared with the previous year. The largest SITC section was “manufactured goods classified by material”, which increased by AED 702 million (56.0%) compared with Q4 2012. This increase was due to the sub-section “non-ferrous metals” (up AED 609 million); partially offset by a decrease in “iron and steel” (down AED 144 million). The second largest SITC category, “chemicals and related products”, showed an increase of AED 123 million (9.5%) over the period. The main contributor was the sub-section “plastics in primary forms” which increased by AED 90 million (7.4%). The third largest SITC section was “machinery and transport equipment”, which increased by AED 8 million (3.9%) during the period. These top three sections contributed 95.1% of the total value of non-oil exports in Q4 2013 compared with 93.3% in Q4 2012. Table 5: Non-oil exports by SITC

Non-oil exports by Broad Economic Categories (BEC)

The largest BEC category of non-oil exports in Q4 2013 was “industrial supplies not elsewhere specified” with a value of AED 3,199 million (84.1% of total). This category showed an increase of AED 655 million (25.7%) compared with Q4 2012.

The second largest BEC category, “capital goods (except transport equipment)”, increased by AED 155 million (75.6%), while the third largest BEC category, “food and beverages”, showed a decrease of AED 20 million (-17.2%) over the period. The top three categories, shown in table 6, contributed 96.2% of the total value of non-oil exports in Q4 2013, compared with 96.0% in Q4 2012. Table 6: Non-oil exports by BEC Value in million AED

Non-oil exports by continent

Asia was the leading destination (86.6%) for Abu Dhabi non-oil exports during Q4 2013. The next largest continents were Africa and Europe, contributing 5.4% and 4.1% respectively to the total value of non-oil exports in Q4 2013. Figure 2: Non-oil exports by continent

Non-oil exports by country

The top ten countries contributed 81.5% of total non-oil exports in Q4 2013. Saudi Arabia was the leading destination with AED 1,254 million, an increase of AED 300 million (31.4%) compared with Q4 2012. The next largest destinations were China with AED 486 million and Oman with AED 248 million for Q4 2013. There were also large increases in non-oil exports to South Korea (up AED 154 million) and Brazil (AED 127 million) over the period. Table 7: Non-oil exports by country

Re-exports by Standard International Trade Classification (SITC)

“Machinery and transport equipment” was the largest contributor to the total value of re-exports during Q4 2013 representing 72.4% of the total value, a decrease of AED 72 million (-2.7%) compared with Q4 2012. There was a decrease in the sub-section “office machines and automatic data processing machines” (down AED 166 million) and “power generating machinery and equipment” (down AED 56 million); partially offset by increases in “road vehicles” (up AED 69 million) and “telecommunications and sound recording equipment” (up AED 50 million). The second largest section “miscellaneous manufacturing articles” decreased by AED 1 million (-0.2%) over the period, and represented 16.2% of total re-exports in Q4 2013. The largest sub-section in Q4 2013 was “articles of apparel and clothing accessories” (AED 345 million). “Chemicals and related products” was the third largest SITC section, and it decreased by AED 33 million (-15.6%) over the period. Re-exports by Broad Economic Categories (BEC)

“Capital goods (except transport equipment)” was the largest BEC category of re-exports in Q4 2013 representing 40.3% of the total value, a decrease of AED 226 million (-13.6%) compared with Q4 2012. The second largest category was “transport equipment and parts” which contributed 29.6% of re-exports in Q4 2013, an increase in value of AED 121 million (13.0%) compared with Q4 2012. The third largest category “consumer goods not elsewhere specified” increased by 16 AED million (1.9%) over the period. The top three categories, shown in table 9, contributed 93.4% of total re-exports in Q4 2013, compared with 91.6% in Q4 2012.

Re-exports by country

The top ten countries contributed 84.1% of total re-exports in Q4 2013. The most significant destination for re-exports was Saudi Arabia (18.3% of the total) followed by Qatar (16.7%), the Kingdom of Bahrain (15.9%) and Kuwait (14.9%).

Explanatory Notes

Glossary This report contains certain terms specific to merchandise trade and necessary when analyzing the trade statistics of Abu Dhabi Emirate. They include the following terms:

Merchandise Trade Merchandise Trade statistics record goods which add to or subtract from the stock of material resources of Abu Dhabi by entering or leaving its territory. Throughout this report, the term merchandise trade statistics refers to trade which moves through the ports of Abu Dhabi only, and do not capture inter-emirate trade activity.

Imports Imports are goods that enter Abu Dhabi’s customs and economic district from various parts of the world, excluding other emirates in the United Arab Emirates, and receive customs clearance. Goods are considered imports regardless of whether they enter the Emirate directly or are retrieved from customs warehouses, temporary entry areas or free zones inside the country. These goods receive customs clearance in order to become part of Abu Dhabi’s merchandise balance.

Re-exports Re-exports represent goods that are imported from abroad, enter Abu Dhabi’s customs and economic district and become part of the Emirate’s merchandise balance. These goods are then re-exported as they are, without any modification, outside the country.

Non-oil Exports Non-oil exports include goods that are entirely produced locally or in whose production process local resources are used. Non-oil exports through the ports of Abu Dhabi may include goods that were produced in other Emirates in the United Arab Emirates. Oil is excluded from these goods. These goods leave Abu Dhabi’s customs and economic district to the outside world, reducing the Emirate’s non-oil merchandise trade deficit.

Classifications The non-oil merchandise trade statistics are presented in accordance with the two main internationally recommended output classifications: Standard International Trade Classification, Revision 4 (SITC) and Broad Economic Categories (BEC).

SITC groups goods according to their level of manufacturing or processing

BEC groups goods according to their main end use, namely capital, intermediate consumption and consumption goods

If users require statistics by the Harmonized Commodity Description and Coding System (HS), these are available from SCAD on request. The HS is primarily an input classification, and is the basis on which goods are recorded with Customs by traders.

Data source

Data are obtained from Department of Finance – Customs Administration. The data are processed and passed to Statistic Centre – Abu Dhabi for further editing, compilation and reclassified according to statistical classification for foreign trade.

Valuation In line with the World Trade Organization (WTO) agreement on valuation:

Exports (including re-exports) are valued free on board (fob), which represents the value at the export border, and includes inland freight costs and packaging

Imports are valued on the cost insurance and freight (cif) basis, which represents the value at the import border, and includes the additional cost of freight and insurance in transporting the goods internationally

Notes on Tables

Changes (levels and %) in all tables are based on unrounded numbers.

Relative importance is calculated as the ratio between the value of the sub-group and the total value for all groups, expressed as a percentage.

Totals in some tables may not add up due to rounding.

The data for 2013 are preliminary data, and may be revised.
