1 INTRODUCTION

In 1988 the Council of the European Community has issued the 89/106/CEE Directive concerning the construction products. Such Directive envisages that the products meant to be used in the construction works can be commercialised only if suitable for the intended uses. In all UE Members Countries, there is the suppositions of the use conformity for the products which allow the works were they have been used to satisfy the essential requirements set out in proper interpretative documents, whenever they have the CE mark. For the reinforced bituminous membranes for roofing waterproofing, the date of effect of the referring European standardised norm, namely the EN 13707:2004 Norm published the 09-06-2005 on the Official Journal of the European Communities, has been fixed for the 1st September 2005. It is therefore scheduled a transitory period of coexistence between the standardised norm and the national technical specifications. The date of expiry of such period has been set for the 1st September 2006 (see European Communities OJ, C139 dated 8th June 2005). In accordance with the Community legislation, on the construction products, the producer is required to guarantee that the products placed, for the first time, on the market are designed and produced according to the prescribed performing requirements. Therefore, the producer is responsible for the product’s conformity declaration to the requirements of the technical specification. Such declaration, once obtained the conformity certification of the Factory Production Control released by a Notified Body, allows the application of the CE mark on the product, on a label attached on it, on the packing and on the supporting documents. Italy has implemented the community legislation by issuing regulating norms (D.P.R. 21st April 1993, n. 246 as modified by D.P.R. 10th December 1997, n.499). The national norm fully transposes the principle by which the construction products can be put on the market only if conforming to the European technical specifications and reiterate the supposition of suitability for the products with the CE mark. It specifies, therefore, that products without the CE mark cannot be commercialized anymore. According to the Italian legislation, the producer is required to put on the market products with CE mark. The same subjects cannot put on products and relating packaging marks that can misled third parts concerning the meaning and the graphic logo of the CE mark; other marks or indications can be put on the label or commercial documents on condition that such indications do not limit the visibility and the legibility of the CE mark (art. 4 DPR 246/93; All.1 e All.2 of the Guidance Paper D “CE Marking under the construction products directive” concerning the Directive 89/106/CE). The placing on the market of products without the CE mark is sanctioned with the withdrawal from the market of the same ones and with the ban of incorporation or

instalment in buildings (art. 11, comma 3, DPR. 246/93). The Technical Committee of the polymer bitumen membranes producers Group (MBP), adhering to the fine chemical enterprises and specialised sectors National Association (AISPEC) of FEDERCHIMICA, has conducted an intensive work of analysis so to include the main implications of the EN 13707:2004 Norm concerning the CE mark of bituminous membranes, Norm named “Flexible sheets for waterproofing – Reinforced bitumen sheets for roof waterproofing – Definitions and characteristics”. This short document therefore gathers the indications shared by the technicians concerning the main diktats of the above mentioned Norm. The Guidelines are subjected to periodic revision from the Technical Committee MBP.

2 – DETAILS 2.1 Purpose The present document has the purpose to specify in operative terms the criteria set by the EN 13707:2004 Norm, translated in Italy by the UNI EN 13707:2005 Norm “Flexible membranes for roofs waterproofing – Reinforced bituminous membranes for roofs waterproofing – definitions and characteristics”, concerning the CE mark of the above mentioned membranes. The Guidelines issued by the MBP Technical Committee and shared by the companies associated to the MBP Group, will be used as a trading tool on the Italian territory. 2.2 Application field

The present document deals with the aspects relating to CE mark of the reinforced bituminous membranes for the roofs waterproofing (EN 13707:2004 Norm).

The indications concerning the performing requirements for the different use destinations have been identified on the basis of the constructive typologies of the Italian territory and the actual national technical legislations.

In particular, do not fall under the applicative scope of the above mentioned Norm:

� membranes meant to be used under roof tiles, since they fall under the EN13859-1

Norm;

� membranes meant to be coupled with thermal insulating panels;

� materials used for vapour or steam barriers, which do comply with EN 13970 Norm;

� membranes used for the waterproofing of bridges, viaducts and other walkable areas applied underneath the bituminous product hot rolled, since they fall under EN 14694 Norm;

� membranes used to avoid the rising dampness from the soil (EN 13969 Norm) The MBP Group agrees that the slated membranes with cold flexibility 0°C are used as waterproofing layer of discontinuous roofs (underneath roof tiles) regulated by the standardised EN 13859-1 Norm.

The tests for the indicated characteristics determining must be executed within 1 month from the producer’s shipment date. (ref. § 5.1.2 EN 13707:2004 Norm).

2.3 Definitions

BOF. Fillerized oxidised bitumen membranes

BPE. Elastomeric Bitumen-membranes (also known as SBS – Styrene-Butadiene-Styrene)

BPP. Plastomeric Bitumen membranes (also known as APP – Atactic propylene and others polyolefin copolymers)

Factory Production Control (FPC). For FPC system it is meant a control system of the production process suitable to ensure that the products placed on the market do comply with the declared performance characteristics coming from the ITT results.

Initial Type Testing (ITT). For ITT, it is meant the initial type tests.

Double reinforced membrane. For double reinforced membranes, it is meant the product coming from the coupling of two distinct reinforcements during production.

Permanent superficial protections. For Permanent superficial protections, it is meant not removable protections applied during the production process that will resist for the product’s entire lifetime, such as mineral granules and metallic foils.

Non-permanent superficial protections. For Non-permanent superficial protections, it is meant the finishing such as sand, fabrics or non-woven fabrics, industrial powder, paints.

Heavy protections. For heavy protections it is meant the protection made on site with gravels, ready-made squares, concrete screeds, bituminous cold applied conglomerates.

3 – CONFORMITY EVALUATION: CRITERIA FOR GROUPING THE PRODUCTS IN FAMILIES

With reference to what indicated at the comma 6.1 e 6.2.1 of the EN 13707 Norm, for the purposes of the activity relating to the tests, the products can be grouped in families homogeneous for characteristics. Such families are referential either for the group related to the Initial Type Testing (ITT) and the Factory Production Control (FPC).

The identification of the Product families is made based on the following characteristics:

� compound

� reinforcement

In the following discussion, the aspects relating to the single characteristic are analysed.

3.1 Compound

The families are characterised by the following identifying parameters:

1. type of the used modifier (BPP-BPE)

2. finished product cold flexibility declared in grades of 5°C

3.2 Reinforcements The families are characterised by the following identifier parameters: 1. type: a. mineral b. synthetic 2. declared reinforcement dry mass ± 15 % 3. load at break of the finished product The loads at break are affected from the type of compound in a lesser degree to the repeatability and the reproducibility of the tests; therefore the tests and the control frequencies are valid independently from the type of compound. For each product different reinforcements can be used provided that, doing the ITT, they are within the tolerances in respect to the nominal value.

3.3 Families internal variables

3.3.1 Thicknesses

The referring thickness for the tests is the intermediate one of the range independently from the type of finishing and the reinforcement, that validate all the others (for the

products without the mineral self-protection it is advisable the 4,5 Kg/m2). It is an exception the reference thickness for the impermeability test which is carried out on the thinner product of the single compound family.

3.4 Roofing systems – related characteristics Based on the materials main characteristics which fall into the EN 13707 Norm application field, depending on the use destination, a list of the referring nominal values is determined, subject that still remains priority, for the purpose to obtain a correct waterproofing system, the use and the application in conformity with the producer’s specifications. The deepening is done following these application systems:

� MONOLAYER System

� Multilayer system

• FINISHING LAYER

• SUBSTRATES

� Other roofing system

• UNDER HEAVY PROTECTION SYSTEMS

• ROOTS PROOF SYSTEMS

MONOLAYER System - Cold flexibility ≤ -15°C (BPP), ≤ - 20°C (BPE) - Hot shape stability ≥ 130°C (BPP); ≥ 100°C (BPE) - Cold flexibility after ageing with a delta T not superior to 15°C between the nominal

value of the new and the aged one - Hot shape stability after ageing with a delta T not superior to 10°C between the nominal

value of the new and the aged one - Dimensional stability ≤ 0,3 %

(tolerance ± 0,2), 4 mm. + slate (tolerance ± 0,2) - Tensile strength L/T 700/600 N/5cm (tolerance - 20%) - Tearing 150 N (tolerance - 30%) - Connectors tensile strength ≥ 500 N/5cm or break outside the connector For the non-protected mono-layer it is necessary to carry out an artificial ageing UV (EN1297). For the double reinforced membranes, it is indicated a tensile strength of L/T di 600/500 N/5cm (tolerance -20%).

The MBP Group thinks that the monolayer, meant as element of water seal, cannot be done with reinforced membranes with only glass veil.

Multilayer system In the multilayer systems in any case at least one of the two elements (FINISHING LAYER or SUBSTRATE) must be reinforced with polyester or glass mat. In case of use of materials with cold application, the weight of the product used as substrate must be ≥ 2

Kg/m2 while for the upper layer the weight can be reduced of 0,5 kg/m2 in respect to what specified hereafter.

Multilayer system - FINISHING LAYER Non self-protected - Cold flexibility ≤ -5°C (BPP) - Hot shape stability after ageing with a delta T not superior to 10°C between the nominal

value of the new and the aged one - Minimum nominal thickness 4 mm (tolerance - 10%) - Dimensional stability ≤ 0,5 % - Tensile strength L/T 400/300 N/5cm (tolerance - 20%)

For the non self-protected finishing layer it is necessary to carry out an artificial ageing UV (EN 1297). Self-protected reinforced polyester mineral and double reinforced (BPP) - Cold flexibility ≤ -5°C - Hot shape stability after ageing with a delta T not superior to 10°C between the nominal

value of the new and the aged one - Nominal dry mass 4,0 Kg/m2 (tolerance - 10%) - Dimensional stability ≤ 0,5 %

Multilayers - SUBSTRATES - Cold flexibility ≤ 0°C (BPP); ≤ - 10°C (BPE) -Nominal dry mass 3 Kg/m2 (tolerance -10%); in alternative minimum nominal thickness 2 mm. (tolerance – 10%)

Others roofing systems – UNDER HEAVY PROTECTION SYSTEMS For the monolayer counts the considerations indicated for the “Monolayer System” with the exclusion of the UV test which is not necessary to carry out. For the multilayer, each layer of the system must have the following characteristics:

- Cold flexibility ≤ -5°C (BPP), ≤ -15°C (BPE) - Nominal minimal thickness 7 mm (tolerance on the thickness of each single layer ± 0,2 mm) - Dimensional stability ≤ 0,5 % - Tensile strength L/T 400/300 N/5cm (tolerance - 20%) - Static punching “method A” ≥ 10 Kg. - Dynamic punching on rigid support ≥ 600 mm. It is to be remembered that in the application field of the EN 13707 Norm are included all the heavy sub-protection application with the exclusion of the ones made with hot bituminous products (e.g. bituminous conglomerate).

Other roofing systems - ROOTS PROOF SYSTEMS

The initial test, for the same type of additive, must be carried out only on the compound which is defined more critical because it presents the lower ratio Addictive/Bitumen. With regards to ITT will be valid the tests carried out according to the current national Norms of the Members Countries as long as will not be published the EN 13948 Norm and that the necessary technical time is passed for carrying out the test. The indirect control can be ensured also through the resistance to the roots test as requested by the current UNI 8202-24 Norm (prCEN TS 14416).

The laying of the roots proof system is done in double layer.

A. S U P E R I O R L A Y E R CHARACTERISTICS

- Cold flexibility ≤ -10°C (BPP), ≤ -20°C (BPE) - Nominal minimal thickness 4 mm. (tolerance ± 0,2) - Dimensional stability ≤ 0,5 % - Tensile strength L/T 500/400 N/5cm (tolerance - 20%) - Static punching “method A” ≥ 15Kg - Dynamic punching on rigid support ≥ 70 cm. - Roots resistance according to the tests that will be indicated from the eventual publication of a specific Norm (at the moment it is at the design stage the prEN 13948 Norm). While waiting for legislative references a list of products which are exempted from such test is indicated:

• polymer bituminous membranes containing an additive roots proof such as polycyclic chlorotolyl p r o p i o n a t e in a quantity not lower then 0,5% on the bitumen mass;

• polymer bituminous membranes in double layer containing a reinforcement of polyester fleece with a minimum thickness of 50 micron.

Suitable layer for the application under heavy protection (see pag.11). The MBP Group thinks that the membranes for the garden roofs cannot be reinforced only with glass fibre.

4 – USEFULL INFORMATION

List the information which must be inserted in the rolls labels and on the supporting documents. In particular it is reminded that in the Countries where requested it is necessary to make the labelling in accordance with the national legislation with regards to dangerous substances, health and safety.

4.1 Rolls labelling

On the rolls label must be indicated the following information: a) CE logo b) length and width – 1% c) identifying number (roll or batch) or the roll production date d) product certificate number FPC e) weight and thickness f) product name g) insert the wording “The product does not contain dangerous substances” In alternative the above information, or part of them, can be put directly on the tapes or plastic wrap.

4.2 Supporting documents

The supporting documents (DDT o Annexes) must show the following information: a) CE logo b) notification code of the Notified Body c) producer identifiers: name, o identifying symbol and complete address d) year of mark apposition (two digits) e) EC certificate number or of the FPC certificate f) referring norm number g) reinforcement type (polyester, glass fibre, glass mat, other) h) compound type (BPP, BPE, BOF, other) i) type of superficial finishing j) application method * k) weight and thickness l) product name m) length and width – 1% n) insert the wording “In accordance with Law Decree 285/98 the product does not contain dangerous substances” o) relevant characteristics as in chart ZA1 of the EN 13707 Norm. *It is necessary to specify the installation methods (by flame, cold glues, hot glues, mechanical fixing) and the application possibilities (monolayer, finishing layer,

under heavy protection system, root proof system). In any case for a correct use of the product must refer to the producer’s technical documents (e.g. Application manual, Specifications, Technical data sheets, etc.).

Fire rating

For the fire rating it is indicated:

� F roof (EN 13501-5) for the fire resistance

� class F (EN 13501-1) for the fire reaction except in the Countries where different legislative specification are established.

Products with personalised mark

In order to identify the products with personalized mark, with reference to the Guidance Paper D, concerning to the 89/106/CE Directive, “CE Marking under the construction products directive (published in 27/05/04), two possible alternative were identified: 1) the product with personalized mark shall bear: - on the roll the above indicated information (See Cap. 4.1); - on the supporting documents the producer identifiers (See. Cap.4.2, letter c)

2) the owner of the personalized mark shall take the legal responsibility on the placing on the market obtaining the own CE mark according to what indicated on the EN 13707 Norm.

New products

The CE mark of the new products it is possible prior to the availability to the necessary ITT.
