Safe, Clean Water and Natural Flood Protection Project Completion: San Francisco Bay Wildlife Society Completes the Don Edwards San Francisco Bay National Wildlife Refuge (NWR) Clean-Up 2016 Project

San Francisco Bay Wildlife Society (SFBWS) received a $35,391 Safe, Clean Water and Natural Flood Protection B3 (Pollution Prevention) grant to remove embedded trash in the Santa Clara County portion of the Don Edwards San Francisco Bay National Wildlife Refuge, create awareness of litter through use of the Litterati mobile app, and provide outreach events to engage the community. The project started on July 1, 2016, and was completed on December 31, 2017. The total cost of the project was $73,390. SFBWS used the Litterati app to collect critical data for the refuge, which allow them to identify and analyze types of trash and where they accumulate, likely sources, and possible prevention efforts. Key Outcomes:

• Cleaned 79.95 linear miles of refuge land and removed approximately 6,280lbs of trash during 45 days of cleanup.

• Documented in the Litterati app more than 13,000 photos of collected and disposed trash. • Provided 14 presentations about trash prevention and the use of the Litterati app to

community and volunteer organizations. • Engaged over 4,400 people through five (5) outreach events. • Non-refuge sponsored Litterati app users in the San Jose area increased from 19 individuals

in August 2016, to 103 individuals in October 2017. • Created an interpretive display for educational enhancement that encourages people to think

about their role in trash prevention. • Incorporated the project into the Don Edwards SF Bay Visitors Services programs, which will

continue to engage the public and advocate litter abatement in the San Francisco Bay National Wildlife Refuge.

I Safe, Clean Water and Natural Flood Protection Project Completion: Resource Conservation District of Santa Cruz Completes the Uvas Creek Steelhead Spawning Habitat Enhancement Project The Resource Conservation District of Santa Cruz County (RCD Santa Cruz) was awarded a grant for $446,755 under the Safe, Clean Water and Natural Flood Protection D3 (Restore Wildlife Habitat) program to improve riparian and in-channel habitats and to enhance spawning gravel quality in multiple locations within a 3.7-mile reach below Uvas Dam. Part of the project required permits as it proposed encroachment within the Federal Emergency Management Agency’s (FEMA) regulatory floodway. On August 30, 2017, the Grantee notified the District they were denied the necessary permits from FEMA and therefore, they were unable to move forward with the remaining portion of the project. The Grantee requested a reduction in the scope of work and grant funding. On February 13, 2018, the board approved the request. The project had a start date of June 30, 2014, and final work was completed on November 30, 2017. The District funded $215,579 of the original contract agreement and the unspent funds will go back into the budget for future grant allocation. The total cost for this project was $307,708. Key Outcomes:

• Removed and disposed of approximately 175 acacia trees (a non-native, evergreen species which create creek habitat limitations) on two (2) project sites. The project sites were continually monitored to assess acacia regrowth and the need for active revegetation.

• About 1,800 linear feet of riparian habitat was restored. • Conducted three (3) educational outreaches to provide educational information for

landowners, demonstrate riparian restoration efforts, and garner local support for continued efforts on Uvas Creek.

We began calendar year 2018 with groundwater storage well within Stage 1 (Normal) of the District’s Water Shortage Contingency Plan. This year’s precipitation is below 50% of average to-date at the San Jose Index Station and below average for the Santa Cruz Mountains, South County, and the Diablo Range. The snow water equivalent for the Northern Sierra is less than 20% of normal for this date.

Despite below normal local rainfall and well below normal statewide snow pack, end of year groundwater storage for 2018 is projected to be well within Stage 1 (Normal) due to carryover supplies from a wet 2017.
