Hazard Mitigation Plan Update Clean, Safe Creeks and Natural Flood Protection Project Completion: City of San Jose completes the Penitencia Creek Trail (Noble Avenue to Dorel Drive) Project

Hazard Mitigation Plan Update The district’s Local Hazard Mitigation Plan (Plan) has submitted its update to the State of California, Office of Emergency Services; a significant milestone achieved on a five (5) year cycle, per FEMA regulations. The Plan classifies possible risks and hazards and identifies projects the district can implement to mitigate exposure to those risks or the impact of those hazards. This plan update outlines the district’s mitigation efforts from the past five (5) years, and provides direction on mitigation efforts over the next five (5) years. The Plan has been approved by the State of California, Office of Emergency Services and is now awaiting approval from FEMA. After FEMA approves the Plan, staff will recommend approval to the full Board. For further information, please contact Anil Comelo at (408) 630-2631.

I Clean, Safe Creeks and Natural Flood Protection Project Completion: City of San Jose completes the Penitencia Creek Trail (Noble Avenue to Dorel Drive) Project The City of San Jose (City) received a $300,000 Clean, Safe Creeks and Natural Flood Protection grant to design and construct a multi-use trail and to restore stream bank and the riparian forest habitat along the Penitencia Creek trail system between Noble Avenue and Dorel Drive. The project began on July 1, 2014 and was completed on September 30, 2017. The total cost of the project was $2,170,161. The City constructed a 1,845ft trail consistent with the requirements of state law and federal American with Disabilities Act (ADA) guidelines. The trail structure also meets Caltrans Highway Design Manual standards as a Class I bike path as defined by the following:

• The trail is for exclusive use by pedestrians and bicycles. • The asphalt-paved, 8ft wide trail meets the minimum width requirement. • Provides 2ft wide compacted aggregate gravel shoulders.

Key Outcomes:

• Defined pedestrian/bicycle route to address substandard roadway cross-section. • Preservation and protection of native California sycamore trees through use of boardwalk

structures at parts of the trail. • Community engagement with two interpretive signs (wildlife in the creek and history of Alum

Rock Park). • Restoration of 40 linear feet of stream bank using bio-stabilization measures and planting

willow stakes. • Restoration of an acre of riparian forest habitat through propagation of native plants.
