So you’re thinking of running for a position within the Students’ Union; how exciting!

Being part of the Students’ Union is a FANTASTIC way of changing the lives of students and for you to make a real positive change to the way the college is run. It gives you an opportunity to voice the opinions of your friends and peers and will empower others to stand up for what they believe in. You will be at the forefront of any major campaign or event that takes place within the union and will work closely with the rest of the Students’ Union to achieve great things!

The Student Union is an important and integral part of College life. Governors and the Principal welcome your comments and are always willing to listen to ideas and constructive criticism. However, in order to put forward student views you need a strong union with strong leadership, and this is where you come in……

We are looking for 2 Sabbatical offi cers, The President and the Deputy President to take a year out of study to become full-time paid offi cers to empower the students of City College Norwich.

Or if you think you have what it takes to lead and inspire students but are not looking at taking a year out of study, then maybe one of our part-time voluntary positions is right for you! Not only is it a great opportunity to make a real impact on the students and college life but it will also look brilliant on the C.V.

Step 1: Get Nominated

If you want to run as a candidate in the elections you’ll need to complete an Nomination form. It’s not quite as scary as applying for your fi rst job , but there is a right and wrong way of doing things that will be all new to you. Firstly pick up an Nomination Form from either the SU Offi ce, Advice Shop reception, reception at St Andrews’ House or download all the information online from blackboard.

Whether you are standing for a Full-time Offi cer or Part-time Offi cer post you will need a student to propose you, and another student to second your application, then 8 other students to nominate you – i.e. sign your Nomination form – that’s at least 10 names plus your own.

When you sign your Nomination form you are signing to say that you are happy to stand for the post and won’t break the rules. Read the election regulations on pages 9 to 13. These are set by Constitution so please make sure you are aware of, and don’t break the rules (it’s a long document but it is important).

Nomination Forms must be completed and handed in along with your manifesto and poster (including an electronic copy) to the Principalship Offi ce, (Norwich Building B40) no later than 5pm on Friday 27th April. If you can, hand them in early so that everything can be checked, and if there are any problems these can be rectifi ed before the deadline. Any late or incomplete forms will not be accepted.

Step 2: The Manifesto

‘A manifesto is a public declaration of principles and intentions, often political in nature’We all know that writing your manifesto can be rather daunting, so we have put down a few tips and techniques to get you on your way.

This document should say who you are and what you intend to do if elected. It is your opportunity to encourage students to vote for you and to sell yourself as a credible candidate. A copy of your Manifesto will be displayed and available to read on blackboard. When writing your Manifesto, you should consider the following points; Who are you? What do you study? What do you enjoy doing?

300 words maximum!

• Why are you running? What do you think you can bring?

• What would you like to see in the next year if elected?

• Be truthful, don’t make unrealistic promises that you know you can’t keep.

• Keep it brief and to the point. • Try to make your Manifesto as eye catching

and creative as you can.• Use powerful wording and the power of 3

Step 3: The Poster

Just like your Manifesto, your poster is there to make you visible to the students around campus and to make people aware your running. It’s a great opportunity for students to be able to recognise you and gives them a chance to collar you in the hall ways (all good fun).

So what should your poster include;

• Eye Catching and bold. • Don’t be scared to be creative, the more

creative the better.• A picture of yourself.• Outline what you’re standing for, what you

want to change etc. (It’s a little bit like your Manifesto but prettier).

• Powerful wording, draw them in!• Show your passion for your vision using

simple and punchy language. • Look at previous candidate posters for

inspiration.• Get your campaign team to help you with

your poster (see step 4)• Like before if you need any more help, advice

is available for us in the Students’ Union.• An electronic version must be provided

Ok – so you now have your Application, Manifesto and Poster handed in, so what’s next….

Step 4: Campaigning

Once Nominations have been announced the campaigning can begin. Campaigning should be one of the most exciting parts of the election as it’s a chance to give out posters, badges, stickers, cakes and a great opportunity to talk to students and to listen to what they have to say. We advise that you form a campaign team to help promote you.

Not only will it help and support you but more importantly it shows students that you already have supporters and people that believe in you. You can have up to 10 students on your campaign team and must declare it on the sheet provided (Page 26) .

So what should you think about when campaigning?

• Use Facebook, Twitter, etc. to get people aware that you are running and the position you’re running for.

• Make posters, cakes, stickers, fl ags, badges, t-shirts……ANYTHING that will help promote you.

• You will be given a budget of £50 for printing materials if you are running for a Sabbatical Offi cer and an Executive Offi cer.

• You can’t release any campaigning material until nominations have been offi cially an nounced (Including Facebook, Twitter…… Sorry Guys!)

• Get out there and talk to as many students as you can, bug them until they say ‘Ok…..I’ll vote for you…..Just leave me alone’. Remember , a vote is a vote!

• Please respect the other candidates, do not interfere with the publicity, remove or deface any of their materials.

All campaigning material MUST go through your ‘Returning Offi cer’ just to make sure it is ok. They will deal with sorting out your campaigning materials being printed etc for you (One less worry)

Step by Step Guide

• All candidates MUST adhere to good conduct throughout the entire course of the elections, which I’m sure won’t be a problem at all.

• Please enjoy yourself and remember the more people you talk to the more votes you’ll receive.

Most Importantly: Please be aware there are rules and regulations to abide by whilst campaigning and these can be found on page 9 to 13 under Election Regulations.

Step 5: Candidates Question Time

On Wednesday the 2nd of May, all candidates in the election are to attend the “Use your Voice, use your Vote” candidates question time held in the Start-up Lounge on Ipswich Road Campus. The question time will be yours and the students of CCN chance to challenge other candidates about what they want to achieve, how they will represent the students and a great chance to get your voice heard!

At the same time, be prepared to be challenged over anything related to your election, so keep your manifesto and notes handy as you never know what sort of questions will be asked. Each of the candidates will have an equal amount of time to answer each of the fi ve set questions (as submitted by the students of City College Norwich) and then questions will be opened up to the fl oor for any of audience to question the candidates.

Any candidate absent from question time without sending apologies to the Returning Offi cer, in advance shall be deemed to have withdrawn from the election.

Step 6: Voting

So whilst you are working hard campaigning and encouraging your fellow peers to vote for you, they will be casting their votes.

How can students vote for you??

This year, once again we have made sure that both paper ballots and e-voting are available. Voting will take place from the 2nd of May until the 9th of May and will be open 24 hours a day (for e-voting) and 9am until 5pm (for Ballot papers) until the close of voting at 3pm on Wednesday the 9th of May.

To vote online, students simply follow the “Students’ Union Election 2012” tab on the left side of Blackboard and click to support who they want to see leading the Students’ Union next year. Also, electronic copies of manifestos and posters will be available in order to get a real understanding of the varied candidates.

To vote on paper, students simply go to either the Main foyer in the Norwich Building or St. Andrews House reception with a valid student card and there will be given a ballot paper with there unique voting number. Once they have this, they can take some time to fi nd out about the candidates and then cast their vote in one of our many ballot boxes.

Remember though students – you can only vote once!

Schedule one ELECTION REGULATIONSThis schedule outlines what to do for all elections for all positions in the union. It also outlines the procedure to follow if a vacancy occurs in any position.

1.1 Returning Offi cer

i) The Returning Offi cer, who shall not be a member of the Union, shall be appointed annually by Student Parliament, subject to the approval of the College Corporation. However it shall, as a general rule, be the Students’ Union Manager, unless there is a confl ict of interest. The Returning Offi cer shall be responsible for the good conduct and administration of all Union elections and shall have the sole interpretation of the election regulations. They shall not be a full member of the union. The Returning Offi cer may appoint assistants to support them in their duties, (who should not be members of the union for Executive Committee elections).

1.2 When elections should happen

i) The Returning Offi cer shall ensure that election of the executive committee takes place before the end of April each year. Once elected the members of the committee shall take offi ce from July 1st of that year and shall serve for not more than 13 months without another election being called.

ii) The dates of elections for executive committee members, a copy of the election timetable and a copy of the election regulations shall be posted on the union notice-board at least 10 working days before the elections.

iii) The executive elections shall last no more than a total of 10 working days (5 for nominations and 5 for campaigning and voting) All shall be done so that any barrier that may arise disadvantages no student.

1.3 Standing for members of the Student Union Executive

i) The members of the executive committee shall be:

• the President

• the Deputy President, Education and Finance

• the Vice President, Equality and Diversity

• the Vice President, Welfare

• the Vice President, Activities and Community

• the Further Education offi cer

• the Higher Education offi cer

• the 14-16 student offi cer

• the Mature Students Offi cer

• the Communications offi cer

• the Publicities offi cer

• the Campaigns and Environment offi cer

• the LGBT offi cer

• the Disabled Students offi cer

• the BAME Students offi cer

• the International Students offi cer

• the Women’s Welfare offi cer

ii) All members of the union are eligible to stand for any of the Executive Committee, (except if that student has exercised their right to opt out), except the women’s and mature students offi cer

iii) Only members of the union who are women are eligible to stand for the position of women’s offi cer, (except if that student has exercised their right to opt out).

iv) Only students of the age of 19 are allowed to stand in the election to the position of Mature Students Offi cer

Ok, so now that you have read a little more about how much fun running in the elections is going to be its time to read through the rules and regulations! It’s not the most exciting of reads but its essential that you understand the rules of the elections.

The rules and regulations cover all sorts from eligibility, voting, when and where you can campaign, how much you can spend on your materials, complaints, how the votes are counted etc. ENJOY!

v) Reopen nominations (RON) shall be a candidate in all union elections.

vi) Nomination forms will be available from the returning offi cer and shall be available from the Norwich Building Reception and St. Andrews House Reception and the Student Union offi ce at least 5 working days before the election. The nomination form shall contain a copy of the description of the role of each position in the election. It shall also contain information on the facilities the union will make available to each candidate.

vii) Members of the union may stand for election upon completion of a nomination form signed by the candidate and at least one proposer and one seconder.

viii) Nomination forms must reach the returning offi cer or a person appointed by him/her not later than 5.00pm on the fi nal day before the date of the commencement of the ballot.

1.4 Election for members of Student Parliament

i) The members of the Student Parliament, (other than the members of the Executive Committee) will be:

ii) two school representatives

iii) a representative from each of the Student involvement Groups

iv) a representative from each recognised club or society

v) Nominations shall open at the start of the meeting of the school/student involvement group/club/society fi rst meeting of the year and shall require a Proposer and Seconder who are members of the meeting.

vi) If more that one nomination is received a secret ballot shall be held.

vii) The election will be by First Past the Post

viii) The Student Union President will act as returning offi cer for the school representative and student involvement groups elections.

1.5 Publicity about the Executive Committee Elections

i) The Returning Offi cer shall produce a list of candidates (together with the Proposer and one Seconder) which shall be displayed on the union notice-boards within 48 hours of the close of nominations for the Student Union Executive.

ii) Candidates may produce a manifesto and a poster (s) to a specifi cation to be determined by the returning offi cer, which must be handed in with the completed nomination form.

iii) On receipt of a valid nomination form the Returning Offi cer or a person appointed by him/her shall provide the candidate with an election campaign pack.

iv) The contents of the election campaign pack shall be determined by the returning offi cer in conjunction with the executive committee.

1.6 Nominations

i) Each candidate, a Proposer and two Seconders shall sign a nomination form.

ii) Members of the Union shall sign no more than one nomination paper per vacant position.

iii) Nominations for all elections shall close at 5 pm.

iv) Any candidate may withdraw their nominations by so informing the Returning Offi cer in writing before the commencement of voting.

v) Under no circumstances shall the Returning Offi cer, or anyone appointed to hold the nomination forms, prior to the close of nominations, reveal to any person details of any nomination received.

vi) Candidates shall appear on the ballot paper in alphabetical order. The forename and surname by which the candidate is commonly known shall be used. In the event of any doubt or dispute the forename and surname as shown on their enrolment form shall be used.

1.7 Campaigning

i) No campaign material shall be released until nominations have been offi cially announced. This includes the setting up of any social network site e.g. Facebook, bebo, Myspace etc.

ii) Candidates shall not advertise:

a) On the windows, walls or doors of the Union Offi ces

b) On material produced on facilities, not available to all candidates from within the College.

iii) No publicity material may be affi xed in such a way as to interfere with the publicity of another candidate. And no candidate may remove or deface the publicity of another candidate.

iv) No candidate may incur or initiate expenditure on any election. The Union shall provide the following facilities for each candidate:

a) Sabbatical Offi cer - £50.00 of printing materials from the College Print Room only.

b) The Executive - £50.00 of printing materials from the College Print Room only.

c) All publicity will be sent to print by the Returning Offi cer or their delegate.

v) No candidate shall use publicity to primarily promote another candidate, in the same election, or to promote a commercial activity.

vi) Candidates cannot use any communication materials that are not sanctioned by the election campaign pack.

vii) A ‘question time’ session (Hustings) shall be held at a time and date to be determined by the Returning Offi cer. Any candidate absent from question time without sending apologies to the Returning Offi cer, in advance shall be deemed to have withdrawn from the election. The length of speeches and responses by candidates to questions shall be determined by the Returning Offi cer who shall also appoint a chair.

viii) The Returning Offi cer shall publicise the location and arrangements of the question times and voting stations ten college days before voting. A list of candidates and manifestos will be published 2 college days after nominations close.

ix) Candidates and their campaigners must adhere to good conduct throughout the entire course of the elections, from nominations through to the counting of the votes. If any candidate or their campaigners are found to be breach of this ruling, the candidate will be disqualifi ed from the elections.

1.8 Voting procedures for Executive Committee Elections

i) The returning offi cer shall ensure that all members of the union have access to vote no matter their place or time of study.

ii) All members of the union shall be able to vote for the positions as outlined in 1.3 (i) except the centre offi cers who shall be elected by the members registered at that centre. The women’s Welfare offi cer, who shall be elected by women members and the Men’s Welfare offi cer, who shall be elected by men members. This also applies to the positions of FE and HE Governors, only FE students can vote for the FE Governor and HE students can vote for the HE Governor.

iii) All members of the union may vote on production of a current union membership card or appropriate identifi cation as decided by the returning offi cer.

iv) A voting paper will be issued to each voter, which shall bear the union stamp. Votes will be cast in sealed ballot boxes. Voting papers shall bear the name of each candidate and the offi ce being contested. There will be a facility for reopening nominations as outlined in clause 1.3 (v).

v) Voting shall be by secret ballot, by the marking of an X (s) next to the candidate(s) who is the preference of then voter.

vi) A postal vote shall be granted to any full member of the union who is unable to exercise their right to vote in person.

vii) The returning offi cer shall publicise the arrangements for postal voting at the time of close of nominations.

viii) The member must inform the returning offi cer in writing, at least 4 college days before the beginning of voting, that they wish to vote by post.

ix) Postal votes will be accepted up until the close of ballot boxes, at the end of the voting period.

x) Student Parliament reserves the right to authorise any other method of voting.

1.9 Counting and declaring votes for Executive Committee Elections

i) The returning offi cer shall inform the candidates of the time and venue of the count. The candidate or their appointed representative may, if they so wish, attend the counting of the votes as observers only.

ii) The returning offi cer may be assisted in the count by a number of individuals appointed by them.

iii) Once the votes have been counted they should be kept for a period of six months in case of appeals against the result.

iv) Results of the elections shall be declared by the returning offi cer when the count for each post has been completed and any complaint has been resolved to the satisfaction of the returning offi cer.

v) A list of successful candidates will normally be posted at each site within one college day of the declaration of results. The returning offi cer should send a copy of the result to Student Parliament, the college corporation and the college library.

vi) The results will become offi cial 48 hours after they have been posted provided that no complaint has been lodged with the returning offi cer within 48 hours. In the event of a complaint being received by the returning offi cer the results shall be suspended until the complaint has been resolved.

vii) The ballot paper(s) shall include the statement “Reopen nominations” (RON). For the purposes of counting, RON shall be treated as a candidate. If the RON is elected the Returning Offi cer shall declare the vacancy unfi lled.

viii) Counting shall be by ‘First Past the Post’. To vote under FPTP, the voter simply puts a cross in the box next to the candidate’s name. The candidate with the most votes in each contest is declared the winner. All other votes count for nothing.

1.10 Election Complaints for Student Union Executive and Parliament

i) Any challenge or complaint concerning the administration and good conduct of the election will be heard and determined by the returning offi cer within 48 hours of such a complaint being lodged by any full member or the candidate or their nominee.

ii) Any complaint against the conduct or administration of the election should be received by the returning offi cer before the start of the count.

iii) A challenge or complaint during or following the count, must only relate to the conduct of the count, and be lodged with the returning offi cer who shall resolve the complaint within 48 hours of it being lodged.

iv) In determining a resolution to the complaint, the returning offi cer after hearing all the appropriate evidence may not uphold the complaint; or may halt elections for specifi ed post(s) or disqualify specifi ed candidate(s) if, in their view, a candidate(s) has breached election regulations. The ruling of the returning offi cer on any complaint shall be fi nal, subject only to a successful appeal to the Clerk to the Corporation, in accordance with clause 3.9.4 of the complaints procedure, contained within the Code of Practice (Appendix Three) of this constitution.

1.11 Vacancies for positions on the executive committee

i) if any post on the executive committee falls vacant between July and November, then a by-election shall be arranged by the returning offi cer. If a vacancy occurs at any other time then Student Parliament may choose to co- opt a student into the position. Nominations shall open no later then ten college days after confi rmation of the vacancy arising. All other election regulations apply.

Vacancies for positions on the Student Parliament

ii) If any post on the Student Parliament falls vacant, then a by-election shall be arranged by the student union President at the appropriate school council, club & society or student involvement group meeting.

The PRESIDENT

Who shall be a member of the Executive Committee and shall be responsible for the co-ordination of the activities of the union’s offi cers, delegating duties when appropriate, shall:

i) Be the chief accounting offi cer for the Union and will ensure that the annual accounts are prepared and will be responsible for their presentation at the appropriate committees.

ii) Be the Chief Learner Advocate.

iii) Be the prime representative of the Union and seek to involve as many students in the Union as possible and shall take a leadership role in the promotion of the interests of Union Members.

iv) Attend the Colleges’ Corporation Board meetings and other relevant College committees and upon approval of the Board shall be a Student Governor.

v) Lead the Unions delegations to NUS annual conference, regional conferences and any area conference and report back to Student Parliament on these events.

vi) Be the chief signatory to Union accounts if over the age of 18.

vii) Be responsible in maintaining communication between the Union and the College and will act as the Unions prime representative when liaising with the College regarding matters affecting students.

viii) Meet with the Returning Offi cer and ensure that elections happen in accordance with the Union Constitution.

ix) Inform Student Parliament of any resignations made by Offi cers of the Union.

x) Be the Chairperson of the Unions Executive Committee meetings.

xi) Ensure that training takes place for the Unions Executive Offi cers following their election.

xii) Maintain all legal documentation relating to the Union, including the Constitution, instrument and articles of government, the Union Code of Practice and all Legal Advice.

xiii) Ensure that all offi cers of the Union compile a written or give an oral report to the Student Parliament.

xiv) Co-ordinate the production of the Union Annual Report which is presented to Student Parliament for approval. Upon approval this should be submitted to the College Corporation Board by the outgoing President.

xv) Be a member of the Student Parliament and ensure that all decisions made are acted upon.

xvi) Be responsible for the Staffi ng of the Union and any discipline issues.

xvii) Be the public spokesperson of the Students’ Union.

xviii) Ensure student representation in student disciplinary and academic appeals and will be responsible for their appointment.

xix) Act reasonably and prudently, in accordance with the Constitution in all matter in the best interests of the Union.

xx) Be responsible for paying Union bills promptly and for sending out relevant invoices for money owed to the Union.

xxi) Assist in the elections of Student Parliament.

xxii) Attend and facilitate Student Involvement Groups.

The DEPUTY PRESIDENT, EDUCATION AND FINANCE

Who shall be a member of the executive committee, shall, under the direction of the trustee board:

i) regulate expenditure of the union in such a way as to maximise union activities

ii) In conjunction with the Vice President, Activities and Community be responsible for the gathering of information on discounts and promoting these to students

iii) be responsible for petty cash, and present a record of petty cash transactions to each executive committee meeting

iv) present relevant reports to the executive committee
