NOMBRAMIENTO DEL BANCO MULTILATERAL Y DEFINICIÓN DE CRITERIOS PARA LA CONSTITUCIÓN DE LOS SUBCOMITES Y COMITÉ DIRECTIVO NACIONAL PARA LA EJECUCIÓN DEL MECANISMO DE DONACIÓN DEDICADO PARA LOS PUEBLOS

INDÍGENAS Y COMUNIDADES LOCALES (DGM).

Introducción Considerando la trascendencia que representa el planteamiento de un proyecto piloto que genere nuevos modelos sociales para el financiamiento de acciones que combatan el cambio climático y fortalezcan las capacidades socioeconómicas de los actores sociales que habitan y tienen el control de los recursos naturales, biológicos de los bosques y selvas, nos hemos dado a la tarea, con un planteamiento metodológico basado en la consulta de base, sin involucrar a las representaciones formales de segundo y tercer nivel básicamente, de involucrar al mayor número de actores sociales comunitarios para comunicar y consultar todo lo relacionado al proceso del Mecanismo de Donaciones Dedicado para los Pueblos Indígenas y Comunidades Locales (DGM, por sus siglas en inglés), involucrando a líderes formales y naturales, así como a grupos de las principales comunidades indígenas y comunidades locales, de los estados seleccionados en esta iniciativa en México (Quintana Roo, Campeche, Yucatán, Oaxaca y Jalisco). El trabajo desarrollado ha sido a través de una intensa consulta a un número importante de actores relevantes que se encuentran involucrados en la actividad forestal en los estados seleccionados para la estrategia del DGM. En nuestro andar por las comunidades y los centros de trabajo de la región, percibimos un escenario favorable para la creación de mecanismos que fortalezcan una política forestal social a largo plazo. Las condiciones para ello están dadas: grupos sociales organizados, grupos de técnicos comprometidos e incorporados a los procesos sociales con una apertura de generar nuevas relaciones con organismos internacionales comprometidos con el desarrollo forestal sustentable, así como voluntad política por parte del Gobierno de México, a través de la Comisión Nacional Forestal (CONAFOR). El proceso de la consulta se inició en el mes de Febrero, se revisaron los aspectos del desarrollo regional y se coincidió en que en cuestiones forestales se comparten los mismos problemas y se requieren de las mismas soluciones, que la visión regional rebasa las fronteras políticas y los aspectos de la globalización obligan a buscar soluciones comunes. Es claro que para asegurar la conservación de los pulmones del mundo, resulta fundamental desarrollar acciones en el entorno que reviertan la presión sobre los bosques. Por lo tanto, resulta esencial que se busquen alternativas que rompan paradigmas y se desarrollen con un alto grado de participación de la población, para la elaboración e implementación de los proyectos y de las acciones derivadas.

En este sentido, dentro del proceso del DGM en México, se realizaron entrevistas a través de diferentes niveles:

Grupos comunitarios, indígenas y no indígenas.

Grupos comprometidos con el rescate de acahuales y que buscan su reincorporación a la selva, así como con voluntad para reducir las emisiones de gases efecto invernadero por deforestación y degradación forestal.

Líderes formales de ejidos y comunidades y cooperativas dedicadas a las actividades sustentables a partir de productos no maderables.

Se establecieron los roles de participación de los diferentes actores involucrados en la implementación del Mecanismo de Donaciones, quedando los siguientes:

Miembros Interinos del Comité Transicional: responsables de la logística y operatividad para la selección del Banco Multilateral de Desarrollo (BMD), y la conformación del Comité Directivo Nacional (CDN) y los Subcomités Regionales.

CONAFOR: como el punto focal del FIP y de la Estrategia REDD+ en México a través de su Unidad de Asuntos Internacionales y Fomento Financiero y su Área de Salvaguardas. Su función será apoyar y compilar el proceso de diseño e implementación del Mecanismo en México, así como servir de soporte a los miembros interinos para la logística de las reuniones y, por otro lado, como canal de comunicación con los Fondos de Inversión en el Clima en temas relacionados al reporte de avances y resultados, así como la alineación e implementación del Mecanismo de Donaciones en México.

Se mencionó que, a través del Banco Mundial se canalizan los recursos económicos que resulten de la logística para la selección del BMD y la conformación del CDN, para lo cual se tendrá que realizar una agenda general sobre las actividades, fechas, costos y objetivos de cada reunión. En resumen, se dio a conocer el procedimiento del DGM para aplicar la iniciativa en México, con las siguientes actividades principales a realizar: 1. Selección de Banco Multilateral de Desarrollo (BMD) 2. Lineamientos para la conformación de un Comité Directivo Nacional (CDN) 3. Conformación de Subcomités Regionales 4. Procedimientos para la selección de la Agencia Nacional Ejecutora Con relación al punto uno de las acciones a realizar, los asistentes acordaron: 1. Por mayoría, designar al Banco Mundial como Banco Multilateral de

Desarrollo encargado del proceso en México. 2. Se acuerda la metodología de selección de los representantes de los

Subcomités Regionales y del Comité Directivo Nacional.

3. Se acuerda constituir tres Subcomités Regionales en las regiones de la Península de Yucatán, Oaxaca y Jalisco, con un máximo de 15 miembros por región. En el caso del Estado de Jalisco se acuerda la selección de 7 miembros. De los subcomités se designará el número de representantes del Comité Directivo Nacional, de tal manera que responda cualitativamente al número de estados participantes de esta iniciativa, dejando en claro que en este proceso los miembros Interinos del Comité Transicional serán los responsables de la logística y operatividad para la conformación del Comité Directivo Nacional y los Subcomités Regionales, bajo el liderazgo del consorcio Chiclero, a través de su Director Manuel Aldrete.

4. Considerando su capacidad y participación en el proceso del Mecanismo de

Donaciones (DGM), los líderes y representantes legales de las asambleas acuerdan ratificar en los Subcomités Regionales y al Comité Directivo Nacional

por constituir, al compañero Jesús Manuel Aldrete Terrazas, y al representante de la UZACHI.

5. Realizar tres reuniones por región, para la selección de los asistentes del

Subcomité Regional y la designación de los miembros del Comité Directivo Nacional

6. Gestionar ante el Banco Mundial, con apoyo de la CONAFOR, los recursos

necesarios para el cumplimiento de las tareas de divulgación y constitución de los Subcomités Regionales y Comité Directivo Nacional por parte de los miembros interinos.

DESIGNATION OF THE MULTILATERAL DEVELOPMENT BANK AND CRITERIA DEFINITION FOR THE CONSTITUTION OF THE REGIONAL SUBCOMMITTEES AND

NATIONAL STEERING COMMITTEE FOR THE EXECUTION OF THE DEDICATED GRANT MECHANISM FOR INDIGENOUS PEOPLES AND LOCAL

COMMUNITIES (DGM).

Introduction Considering the historic transcendence of a pilot scheme proposal that generates new social models for funding of actions that fight climate change and strengthen the socioeconomic capacities of social actors who live in forests and jungles and have control of their natural and biological resources, we have created a methodological approach based on base consulting, without involving the formal representations of the second and third level, and involving a larger number of community social actors in the process of consultation and communication of everything related to the Dedicated Grant Mechanism for Indigenous Peoples and Local Communities (DGM), including formal and natural leaders, as well as the main groups in indigenous and local communities, from the selected states for this initiative in Mexico (Quintana Roo, Campeche, Yucatán, Oaxaca and Jalisco). The work has included an intense consultation of an important number of relevant actors involved in the forestry activity in the states selected for the DGM strategy. In our visits to the regions´ communities and work centers, we perceived a favorable scenario for the creation of mechanisms that strengthen a long-term social forestry policy. The conditions for this are appropriate: organized social groups, technical groups committed and incorporated to the social processes, willing to generate new relations with international organisms involved in sustainable forest development, as well as politic interest shown by the Mexican government through the National Forestry Commission (CONAFOR). The consulting process started since February, we checked the features of regional development and agreed that in forestry matters we share the same problems and require the same solutions, that the general vision exceeds political frontiers and the aspects of globalization forces us to look for common solutions. It is clear that in order to guarantee the conservation of the world’s lungs it is fundamental to develop actions in the environment that reverse the pressure on forests. Therefore, it is essential to look for alternatives that can break the paradigms and be developed with a high level of participation of the community in the elaboration and implementation of the projects and derived actions. In this regard, in the process of the DGM in Mexico, surveys were made selectively through different levels:

Community groups, indigenous and non-indigenous.

Groups committed with the rescuing of “acahuales” and who look for their reincorporation to the jungle, as well as committed to reduce greenhouse gas emissions from deforestation and forest degradation.

Formal leaders from “ejidos” and communities, as well as from cooperatives, dedicated to sustainable activities with non-timber products.

The participation roles for the different people involved in the implementation of the Donation Mechanism were established as follows:

Interim members of the Transitional Committee: responsible of the logistics and operation in the selection of the Multilateral Development Bank (MDB), and the integration of the National Steering Committee and Regional Subcommittees.

CONAFOR: as focal point of the FIP and the REDD+ Strategy in Mexico, through its International Affairs and Financing Unit, as well as the Safeguards Area. Its function will be to support and compile the design and implementation process of the Mechanism in Mexico. It will also serve as support to the interim

members in the logistic of the meetings and, on the other side, as a communication channel with the CIF on topics related to the report, alignment and implementation of the Mechanism in Mexico.

It was mentioned that the World Bank will channel the economic resources, resulting from the logistic, for the selection of the DMB and the conformation of the NSC. For this matter, a general agenda of each meeting will be made, including activities, dates, costs and goals. In brief, the procedure for the implementation of the DGM initiative in Mexico was explained, including the following main activities:

A. Selection of the Development Multilateral Bank (DMB) B. Alignments for the conformation of a National Steering Committee (NSC) C. Integration of the Regional Subcommittees D. Procedures for the selection of the Executing National Agency

In regards to the selection of the DMB, the participants agreed:

1. By majority, to designate the World Bank as the Development Multilateral Bank (MDB) for the process in Mexico

2. The selection methodology of the representatives of the Regional Subcommittee and of the National Steering Committee was agreed.

3. It was agreed to constitute three Regional Subcommittees in the regions of the Yucatan Peninsula, Oaxaca and Jalisco, with a maximum of 15 members per region. In the case of Jalisco, the selection of seven members was agreed. The number of representatives of the National Steering Committee will be designated from these Subcommittees, in a way that responds qualitatively to the number of participant states in this initiative. In this process, the Interim Members of the Transitional Committee will be responsible of the logistic and operation of the National Steering Committee and Regional Subcommittees, the leadership of the “Consorcio Chiclero” through its CEO Manuel Aldrete.

4. Considering their capacity and participation in the process of the Donation Mechanism (DGM), the leaders and legal representatives of these assemblies agree to ratify in the Regional Subcommittees and the National Steering Committee to be constituted, the partner Jesus Manuel Aldrete Terrazas, and the representative of the UZACHI.

5. To organize three regional meetings in each region for the selection of the Regional Subcommittee participants and the designation of the National Steering Committee members.

6. To arrange with the World Bank, and support of CONAFOR, the resources needed for the accomplishment of the dissemination activities and the constitution of the Regional Subcommittees and the National Steering Committee by the interim members.
