Introduction to EU Twinning programme

Twinning in a nutshell • Cooperation between public administrations
• Public sector expertise and support delivered from EU Member States to the EU Enlargement and Neigbouring Countries
• The objective is to strenghten and develop administrative capacity and to align legislation with EU acquis and best practices
• Projects are EU funded and the budget is managed by the MS • Demand driven – open calls for proposals • Projects can be implemented independently or in cooperation
with another MS -> strategic partnership • Twinning Manual sets the guidelines
Basic Principles of Twinning
• Partnership between two colleague organizations in the public sector
• Tailor-made expertise delivered according to the needs of the beneficiary
• Ownership and commitment essential to jointly achieve the mandatory results
• RTA (Resident Twinning Adviser) is the backbone of the project and has a central role in the project’s success
Twinning is part of EU’s External Relations funding
