J. Paul Oxer

Principal/Managing Director

Mr. Oxer is a versatile, multilingual senior executive with extensive domestic and international experience in corporate

management, infrastructure project development and Þnance, mergers and acquisitions, integration, operations. Most recently, he advised Willbros Group (NYSE: WG) on strategic integration of Infrastrux Group (2009: $680 M revenue) to form electric transmission EPC capability, develop mid-stream shale gas business unit, and develop template to integrate future acquisitions. Mr. OxerÕs sector specialties include water utilities, renewable energy (wind, solar, geothermal), transmission, gas-Þred power. Previously Mr. Oxer directed overall implementation, managed customer satisfaction, and recovered deal proÞtability on EnronÕs largest retail

contract – 10 years, $1.6 billion – to outsource energy management for a portfolio of 260 shopping malls in 36 states for Simon Property Group, America’s largest REIT. Mr. Oxer was also VP for International Development at Azurix Corporation and served as the lead in deal development and evaluation teams of up to 54 international staff, for acquisition of companies being privatized in Chile, Argentina and Brazil. Mr. Oxer also served as Project Director at Enron Engineering & Construction Company where he led the technical and Þnancial due diligence for acquisitions and directed engineering design team on water and wastewater projects.

Guy J. Daniel is a Project Team Leader of Emergent Development Group and key member of Emergent Group. Mr. Daniel is a design-build executive with a strong record in project planning and successful implementation, with an assertive level of attention directed to the enforcement of quality assurance, on-time completion, and cost-controls. Mr. Daniel successfully developed and/or managed over $1 billion in projects in the commercial and industrial industries. Mr. Daniel also developed and led commercial,

Kenneth Koye

Principal

Mr. Koye is an energy industry executive with a strong track record of achievement in commercial ventures, project development, and the engineering and construction of power and mid-stream natural gas projects in North America and international markets. Successfully developed and managed over $5 billion in large scale capital projects in the gas-to-power value chain from concept through commercial operations. Formed and led high performance teams of commercial, engineering, project

management and controls professionals in the development, Þnance, engineering and construction of energy projects. Experience in and direct responsibility for : project management and project cost control; management and control of Engineering Divisions covering Civil, Structural, Mechanical and Electrical Engineering Departments; construction, site erection, commissioning, and training activities, budgetary and feasibility studies; and Project Development and Marketing.

Daniel Garrie

Chief Legal Counsel

He serves as General Counsel and Partner for a global strategy consulting Þrm. He has appeared before L.A. Superior Courts, 7th Circuit, 3rd Circuit, New York Supreme Court, and Delaware. He is one of the few individuals who work with the Federal Courts on complex issues such as E-Discovery. His clients include several Fortune 500 petroleum companies. He also works

closely with one of the largest Þrms in Brazil. He is frequently sought after to present at top law Þrms, Fortune 100 companies, and at conferences and symposiums around the world on a range of legal topics. Underwater burning and welding are typical tasks for commercial divers but we’ve found that the commercial diver training schools around the country only devote minimum time and effort to these tasks due to time and funding restraints.

When we have the need to develop Diver/Welders we subject them to additional training and the use of our welding program facilities. The company has two CWI’s on staff, Will Hux and Charles Preston, which can write and prove PQR’s and WPS’s for the company and help divers qualify for the WQTR’s. We also offer this service for outside companies.

“We offer Underwater Welding CWI assistance and consultation to help write PQR’s, WPS’s and qualify your employees with WQTR’s for any other diving company or third party company”

The company believes in real quality when it comes to underwater welding and burning. We typically speak with Mr. David Cain, of Oxylance Corp. with any of our underwater welding and burning related questions and recommend him highly as a technical resource.

We have welding / burning tanks on site and a hyperbaric tank to test welding procedures in.

While most of our underwater welding is in the construction field, we would also be interested in automated welding and specialized welding programs.

About UGAThe legendary hospitality of the South served up in a city with classic culture offers University of Georgia students a welcoming environment for learning. More than 34,000 students enjoy the Athens campus with 389 buildings located on 759 acres. Statewide, the university has more than 39,950 acres devoted to education, research and outreach. Rich in history, UGA is the nation’s first state-chartered university, founded in 1785.

CAESThe study of agriculture and the environment has

been an important part of UGA since its earliest years. The university’s founder, Abraham Baldwin, envisioned a college garden capable of supplying food for the students and the community. What is now the UGA College of Agricultural and Environmental Sciences was founded in 1859. It was the first college at the university to accept women (1918).

The CAES is one of 18 colleges that make up UGA. CAES provides students with a small-college experience within a large university. Small, upper division classes allow students to connect easily with professors. Students can study plants, animals, business, communication, teaching, food science and the environment. The college focuses on providing a safe food supply, clean environment and a better life for everyone. CAES has classrooms, laboratories and facilities on UGA campuses in Athens, Griffin and Tifton, Georgia.

In addition, CAES has research and education centers in Alma, Attapulgus, Camilla, Eatonton, Savannah, Blairsville, Calhoun, Midville, Plains and Watkinsville. The college is also represented across the state by local UGA Cooperative Extension offices and five 4-H Centers in Hampton, Jekyll Island, Eatonton, Tybee Island and Dahlonega.

To improve the quality and guard the safety of life’s necessities, the University of Georgia College of Agricultural and Environmental Sciences has attracted world-renowned scientists and exceptional students.

CAES is one of the oldest U.S. colleges of agriculture. In its classrooms, its agricultural experiment stations and its statewide network of Cooperative Extension offices, the faculty and staff of CAES are dedicated to discovering, teaching and delivering the science required for healthy living to flourish in Georgia.

Today, more than 1,600 students are taught through hands-on approaches by world-class faculty in Athens, Griffin and Tifton. RESEARCHCAES researchers are at the forefront of critical issues facing us all. The combination of both basic and applied research programs allow research faculty to explore genetic diseases, world hunger and resource management. SERVICECAES Cooperative Extension programs are among the best in the nation. Cooperative Extension agents bring UGA resources to Georgia’s citizens in their local county, providing lifelong learning experiences through unbiased, research-based education in agriculture, the environment, communities, youth and families. Georgia 4-H is one of the largest in the nation, which includes the world’s largest 4-H camp, Rock Eagle.
