BACKGROUND NFJPIA-R3 Council aims to promote socio-civic and cultural consciousness among JPIAns through social, economic, environmental and cultural development projects as stated in Section 3, Article IV of the 2012 Constitution and By-Laws of the National Federation of Junior Philippine Institute of Accountants – Region 3. Sports activities are important part for the total development of JPIAns. Through these activities, they shall have an opportunity to develop the value of sportsmanship through engaging in different sports event, cultivate a wholesome competitive spirit and acquire the ability to work closely together with other JPIANs in the region.

GENERAL OBJECTIVES

Developing the psycho-motor of the students, this way they will able to channel their energy and time

the right way.

To promote camaraderie and rapport among the students, this undertaking is poised to build a strong

bond and cohesion.

To teach them the value of teamwork.

To develop healthy competition among the participants.

To develop fair play among the athletes.

The ability to shine even under pressure. Being in front of many people will help you get rid of being

nervous. This is important since this will aid students in the coming years, while they hunt for jobs or

when they have jobs already.

Improve the personality of the students.

GENERAL GUIDELINES The events in the 1st Palarong JPIAn shall comprise the following: A. Physical Sports Games

QUALIFICATIONS 1. The events in the 1st Palarong JPIAn is open to all bona fide members of the NFJPIA-R3 FY 2012–2013. 2. There is no limit as to the number of events which a delegate can join.

GENERAL REQUIREMENTS 1. Each Local Chapter must submit the following requirements (in softcopy only):

Duly accomplished Application Form for each contestant per Palarong JPIAn Event (in prescribed MS Excel format)

Master list of all Palarong JPIAn event contestants (in prescribed MS Excel format)

A scanned copy of the Endorsement Letter of all contestants of the Palarong JPIAn Events. (signed by the JPIA President, JPIA Adviser, Department Head/Dean)

A scanned copy of certification that all contestants of the Palarong JPIAn are Accountancy students and are bona-fide MEMBERS of the Local Chapter. (signed by the JPIA President, JPIA Adviser, Department Head/Dean)

Medical Certificate of all contestants in the Physical Sports Games.

2. All the requirements listed above must be sent via email to [email protected] on or before October 18, 2013. For the late submission of requirements, 5 points shall be deducted from the total average scores on event it is related.

3. Change of contestants for any of the Non Academic Events shall be allowed provided that it shall be communicated to the Regional Vice President for Non Academics and all requirements shall be submitted on or before October 18, 2013. Failure to do such would invalidate the substitution of contestants.

4. Each Local Chapter must select and appoint a representative (e.g. VP Non Academics) who shall act as Liaison Officer. Shall act as the main contact of the Regional Vice President for Non Academics in the Local Chapter.

Shall be the only person to be allowed to raise concerns, clarifications, complaints and questions to the Non Academics Committee.

The Liaison Officer may not be substituted by any Local Chapter Officer or member.

CONTEST RULES AND MECHANICS (GENERAL) 1. Arbiters and Referees shall be selected by the Regional Council and shall have the appropriate credentials to judge

a particular event. The board of judges shall be independent in fact and in appearance, thus, shall not be directly or closely related to any Local Chapter to maintain the integrity of the competitions.

2. The Arbiters and Referees has the sole and exclusive authority to clear or answer any protest/clarification related to the judging of a particular event raised by the contestants. The decision of Arbiters and Referees is final and irrevocable.

3. All concerns, clarifications, complaints or questions must be directly addressed to the Regional Vice President for Non Academics after the competition by the Liaison Officer. Any concerns, clarifications, complaints or questions raised by any Local Chapter officer other than the Liaison Officer shall not be entertained.

4. Contestants are advised to be at the designated area of competition 30 minutes before the time schedule. 5. Contestants, who are 15 minutes late, shall be automatically disqualified from the competition. 6. All submitted works, outputs and products of the competitions, such as tally sheets and scoreboards shall belong

to NFJPIA – Region III. 7. Gross violation of this IRR shall merit a deduction of 5% of their total average score on the particular event in

which the violation was made. 8. The Regional Council shall have the exclusive power to interpret the provisions of the IRR and shall be vested with

the power to give sanctions to any contestant who shall violate any provisions in this IRR. 9. In case there are any concerns or protests which are not covered in this IRR, the Regional Council shall have the

absolute power and sole authority to decide and interpret the implementing rules and regulations of the Palarong JPIAn, upon consultation with the Regional Adviser, on matters which he deems necessary to preserve and protect the integrity of the event. Should there be any ambiguity encountered by any party, such should be addressed on a timely basis. The decision of the Regional Council shall be final and irrevocable.

Physical Sports Games

Basketball Male 1. Each Local Chapter is allowed to send one group with a minimum of 8 and maximum of 15 members including

the Team Captain

2. Teams who came 15 minutes after the designated time is considered default.

3. Round-Robin system shall be applied

4. Each game consists of 4 quarters. Each quarter shall consist of 10 minutes, running time during fouls and free

throws.

5. Each team shall have a maximum of 4 time-outs for the whole game, and each time out shall consist a

maximum of 45 seconds. Unused time-outs shall not be carried over.

6. The team captain is the only player on or off of the court who is allowed to ask the official for an explanation of

the application or interpretation of the rules.

7. All concerns, clarifications, complaints and questions shall be addressed to the Basketball Referees.

8. The decision of the Referee is final and irrevocable.

Volleyball Male and Volleyball Female 1. Each Local Chapter is allowed to send one group with a minimum of 6 and maximum of 12 members including

the Team Captain

2. A team with less than six players at match time will FORFEIT the entire match.

3. Teams who came 15 minutes after the designated time is considered default.

4. Round Robin system shall be applied.

5. The team captain represents the team during the coin toss before the match and before the tie-breaker game.

The official shall toss a coin with the captains.

The winner of the coin toss chooses either: to select to serve or receive service of the first ball and the side of the court on which to start the first game.

7. At the end of each game, the service and courts will automatically exchange. 8. Matches will consist of three games. Rally scoring shall be used throughout all 3 games. A team first to score

25pts (win by two) will win the match. The third game will only be played when needed. First team to score 15 in the third game wins.

9. Each team shall have a maximum of 3 time-outs for the whole game, and each time out shall consist a maximum of 30 seconds. Unused time-outs shall not be carried over.

10. The team captain is the only player on or off of the court who is allowed to ask the official for an explanation of

the application or interpretation of the rules.

11. All concerns, clarifications, complaints and questions shall be addressed to the Volleyball Referees.

Minds Sports Games

Chess

1. Each Local Chapter is allowed to send a maximum of two contestants. One male and one female. 2. Single Elimination System shall be applied. 3. Standard chess rules shall be applied including touch move policy. 4. Player came 10 minutes after the designated time is considered default. 5. All concerns, clarifications, complaints and questions shall be addressed to the Chess Committee Chairperson

and/or the arbiters. 6. The decision of the Chairperson and/or arbiter is final and irrevocable. 7. Each game shall be limited to 30 minutes. In case the game has not been finished within the time allotted, the

winner shall be determined based the accumulated points. (1 point for pawn and 2 points for officials except for the queen, which has an equivalent of 3 points)

8. A player who accidentally flipped the chessboard or accidentally disarranged the chess pieces shall be automatically disqualified.

Scrabble

1. Each Local Chapter may only send one contestant. 2. Player came 10 minutes after the designated time is considered default. 3. Single Elimination System shall be applied. 4. Standard scrabble rules shall be applied 5. Standard dictionary provided by the organizers shall be used for reference. 6. There shall be 4 players in each game and each player shall be given one minute to take their turn. 7. The player with the highest score shall be declared as the winner.

ENFORCEMENT OF THE IMPLEMENTING RULES AND REGULATIONS A. It shall be the primary duty of the Regional Vice President for Non Academics and the Council to effectively enforce

the provisions of this Implementing Rules and Regulations. The Council also has the sole right to interpret the contents of this Implementing Rules & Regulations and their decision will be binding and irrevocable.

B. The Regional Adviser or his duly designated representative shall act as legal adviser to the Regional Vice President for Non Academics and the Council and shall render legal assistance as may be necessary in carrying out the provisions of this Implementing Rules and Regulations.

AMENDMENTS OR REVISIONS A. The Council shall be vested with the exclusive power to revise and amend the Implementing Rules and Regulations. B. Any amendments to or revisions to this Implementing Rules and Regulations may be proposed by any member of

any local chapter upon a written request of such member, stating the reasons thereto. C. Any request for amendments and revisions as well as proposed amendments must initially be reviewed by the

Regional Vice President for Non Academics then to be forwarded to the Regional Executive Officers for discussion, editing and final approval and to be noted by the Regional Adviser.

D. The Regional Executive Officers shall have the right to debunk any proposed revisions and amendments, submitted to them by the Regional Vice President for Non Academics, which are deemed unnecessary. The final decision on any inclusions and exclusions to this Implementing Rules and Regulations must be determined by a majority vote of all Regional Executive Officers in which the Regional Vice President for Non Academics is included.

E. Amendments to particular provisions in this Implementing Rules and Regulations shall be allowed provided that such amendments will be communicated to stakeholders at least two weeks before it could take effect.

SEPARABILITY CLAUSE If any clause, provision, paragraph or part of this Implementing Rules and Regulations shall be declared unconstitutional or invalid, such judgment shall not affect, invalidate, or impair any other part hereof, but shall be merely confined to the clause, provision, paragraph or part directly involved in the controversy in which such judgment has been rendered.

REPEALING CLAUSE Any rule and regulation or resolution or part/s thereof inconsistent with the provisions of this Implementing Rules and Regulations are hereby repealed or modified accordingly.

EFFECTIVITY

This Implementing Rules and Regulations shall take effect immediately after its presentation and approval from the Assembly. Promulgated in the City of Pampanga this 8th day of June, 2013.
