Voter reps for more than 3000 owners - residential and commercial - participated in the TPOA Annual Meeting
for 2014 which was held January 30th

The meeting room expansion project is launched and the voter reps were very excited to see the sign at the entry
to Compton Park showing the completed project with
the selected contractors
This two-phase project allows the TPOA to modernize
the Compton Park facility without the necessity of clos-ing the only meeting space in Tampa Palms for a ten
month renovation It will also provide additional on-site
parking rather than overflow to the TECO easements as
has been the practice for twenty-years

Do You Know How Tampa Palms Is Organized
Newcomers to Tampa Palms and even some season veterans
donrsquot know or have forgotten how Tampa Palms is organized
All owners of property within Tampa Palms are members of
the Tampa Palms Owners Association (TPOA) by deed and
also within the Tampa Palms Community Development Dis-trict (CDD)
The owners representing of the 27 villages appoint voter
reprsquos
The voter reps cast votes on the budget and other im-
portant issues based on the number of residences the rep-resent from their village (or resident equivalents in the
case of the commercial owners)
The villages are broken into districts each district elects
a representative to the Board
Only the voter reps for the individual districts vote for
their Board Member

News From the TPOA
School Traffic Safety
There is a dangerous situation CAUSED by impatient
parents lining up to drop off or pick-up their children
from school in the area of Tampa Palms Elementary
Instead of going to the end of the line certain parents
are creating this danger by
Turning into Halsey Rd making a U-Turn on Hal-sey then exiting Halsey by turning right to force
their way into the head of the pickup line
Others ldquosneakrdquo into the head of the line by
ldquopretendingrdquo to turn onto Halsey but cut into line
Still others ignore the end of the line drive through
Wyndham to exit Halsey forcing their way into the
head of the line
The school traffic on Halsey bent on sneaking into the line refuses to allow residents who live in the
area out of their driveways
Because of those cutting into the line from Halsey
those on Tampa Palms blocks Halsey exit
Finally in the ultimate selfishness some parents are
parking in resident driveways along Halsey block-
ing the owners from leaving their homes
The police are on site as often as possi-
ble One day last week there were 22 cars on Halsey doing some or all of the above
- 8 received well-deserved citations
The TPOA and CDD are asking the City
for traffic management solutions If you are caught up
in this dial 911 please do not take action yourself
This is a very volatile situation and in these uncertain times someone could be hurt

Safety First
Did you know that over 400 cars drop
off children each morning at Tampa
Palms Please try to schedule your
drop off as close to 730 AM as possi-ble It is important to remember our
safety procedures for drop off
Parents need to pull their car to the
front of the pick up line come to a
complete stop while their children exit the car and make sure their
children have completely exited the
car prior to driving off
Please refrain from using your cell phone during
car rider drop off We all need to focus our full
attention on a safe drop off for all the children
As a reminder in the afternoon we ask that all cars in the
pick up line have a car rider tag with their childrsquos name
and grade level clearly written and pull all the way up to maximize the numbers of cars ready for pick up
Thank you for your support as we work together to keep all of the children at our school safe

Liberty Middle School
Caring About Others
Tampa Palms resident and Eagle Scout candidate Jacob
Schuster grew up loving to read and loving books
In January Jacob now a 9th grader at Freedom High
School hosted a book drive at Tampa Palms Elementary
School to collect books for children who do not have books of their own
ldquoThese are hard times for some peoplerdquo
Schuster explained
ldquoFamilies on a tight
budget donrsquot really buy books anymore
Like me a lot of kids have books at home
that theyrsquove already
read and outgrown so I thought that these young kids could use them instead
of letting them collect dust on the shelfrdquo
Jacob teamed with Ms Keenan TPE Principal (pictured above with Jacob) Books were collected for distribution
at the school
The project is part of Jaconrsquos quest to become an Eagle
Scout - the highest rank attainable in the Boy Scouting
program of the Boy Scouts of America (only about 5 of
Boy Scouts nationwide earn the Eagle Scout status)
In addition to the actual weeklong book drive Jacob
plans to leave a permanent drive-up drop box at the school and
donation bins
and banners will be left in
the PTA stor-
age closet to
use whenever the school
wants to do
book drives on its own
Future Scientists Dazzle At STEM Fair
Liberty Middle School is proud to recognize their win-
ning team at the 34th Annual Hillsborough Regional
STEM Fair (Science Technology Engineering amp
Math) the largest event of its kind in Florida which showcases over 1500 local studentsrsquo STEM projects

represent Liberty Middle School and Hillsborough

Clean Water
Drinking water has become scarce commodity particu-
larly in Florida where the sole sources are natural re-
sources - the aquifer and surface waters - both of which are affected by development
Tampa Palms was created with a built-in system to pro-tect the public water supplies - a network of stormwater
ponds
There are 80 ponds that filter the stormwater for nutrients
before the water enters the wetlands and the Hillsborough
River
70 ponds owned by the CDD
10 owned by sub-association villages like Notting-
ham or Kensington

Drinking water for the entire City of Tampa plus a por-tion of Hillsborough County
(600000 users) is furnished by
the Hillsborough River and with-drawn only a few miles south of
where the river passes Tampa
Palms
Contamination of the Hillsborough River due to algae
and bacteria endangers the water supply The sources of
these pollutants are
Nutrients such as nitrogen and potassium from com-mercial growers and runoff from urban landscape
Fecal coliform from sewage and septic systems as well as cattle and improper pet waste disposal
Tampa Palms does not include any improper sewer sys-tems commercial growing or cattle herds The storm-
water system is in place to protect the public waters
The State of Florida has declared the Hillsborough River impaired and established fecal coliform targets and mon-
itoring requirements
The good news is that a 2013 report shows that the trend
is improving for the measuring stations down stream of

A Special Place
One of the special attractors that brings many if not most
of the residents to Tampa Palms is the communityrsquos spe-
cial relationship with the environment
The villages of Tampa Palms were not carved out in the
typical square blocks of an urban neighborhood or stand-ards suburb they are interspersed with wetlands ponds
and other conservation lands along spine roads (Tampa
Palms Blvd Amberly Drive Comp-ton Drive and Yardley Way) that
meander gracefully through the
community
What is less well known is the
unique location of Tampa Palms
Tampa Palms occupies a priceless
spot at the convergence of three
watersheds all of which are critical to the ecology of west-central Flor-
ida
The largest watershed the
Hillsborough River water-
shed on the south
The Trout Creek watershed
to the east
The Cypress Creek water-shed with its basins

Partners Help
The streets in Tampa Palms are almost all public road-
ways maintained by the City of Tampa (The exception
are inside the few gates villages)
The City of Tampa sweeps the
public streets in Tampa Palms on a schedule of approximately
every 40-45 days Tampa is one
of the few cities of its size to sweep residential areas
Street sweeping provides two primary benefits to the res-
idents The more obvious benefit is the collection and removal of paper leaves and other visible debris that
collect in the gutters This debris can block storm water
facilities causing localized flooding during heavy rains An equally important but less visible benefit is the re-
moval of waste products left by passing vehicles and fer-
tilizer run-off
According to the City approximately 80 of the materi-
al collected by the street sweepers looks like dirt but
actually consists of decomposed vegetative matter and sand silt and clay that binds with oil hydrocarbons and
trace metals from brake linings
Astonishingly the City collected a record 47 tons of
lsquostuffrdquo in New Tampa last year that is slightly more than
12 ton per mile cleaned
Adjusted for the road miles along just the boulevards in
Tampa Palms alone (Tampa Palms Blvd Compton Am-
berly amp Yardley) slightly more than a ton was removed from Tampa Palms streets
Using a FDEP tool for cal-culating nutrient content
more than a pound each of
nitrogen and phosphorus
were removed from just Tampa Palms boulevards
That is more than enough to cause an algae bloom in the Tampa Palms ponds or the river
Clean Streets - A Struggle
Garbage and trash thrown on the streets of Tampa
Palms is a major headache
It detracts from the beauty of the
community
It clogs storm water drains and ponds
It poisons the fish and wildlife
It contributes to reduced water quality
The CDD (OneSource) patrols the spine roads and collects the trash and garbage
found along streets sidewalks OneSource
also removes dirt and leaves from the roads
On a typical week OneSource will fill more than 35 of
the 95 gal trash bags with garbage from only the spine roads and BB Downs - not the villages
This ldquogarbage collectionrdquo is in addition to the palms
frond and other natural trash which is collected in an-other manner
The pictures below show what is routinely found in
front of storm drains This was all on the way to the ponds

Environment In Tampa Palms
Uncollected pet waste is more than an unappetizing and unattractive addition to the landscape
Dog poop left on the street or lawn does not just go away
or fertilize the grass The bacteria in dog waste is often washed down storm drains and into and ponds
A little pet poop goes a long way a dayrsquos waste from one large dog can contain 78 billion fecal coliform bac-
teria enough to close 15 acres of shellfish beds More
important for Tampa Palms it fouls the water in the ponds and contributes to algae blooms and worse
Kitty litter dumped outside can similarly be washed into
the stormwater systems to the ponds and beyond
Never dispose of pet litter in the storm drains
So what is the proper method for removal
1 When you walk your dog carry ldquopoop bagsrdquo prefer-
ably biodegradable bags 2 After you dog does his duty do yours pick up the
poop in the litter bag
3 Many pet owners prefer to place the bags in a flower
pot behind a bush or hedge until garbage day 4 On garbage day place the poop bags in the garbage
container for collection
Similarly dispose of kitty litter properly
Most kitty litters are all or in part clay based materials
Never flush kitty litter down a
toilet never dump kitty litter in
a storm drain
The most effective means of dis-
posal is to securely bag the used litter and place in the garbage
container for collection

Tampa Palms residents are ecology-focused and eager to protect the environment (and lower the costs of garbage
collection) by responsibly recycling but until recently re-
cycling was just plain hard to accomplish in Tampa Palms
Two little bitty containers which held little and were open
to the rain just didnrsquot do the job
That has all changed and recycling has kicked into high
gear and the results show it
There are twenty-two single family villages in Tampa
Palms with recycling pick-up in Tampa Palms that equals
1598 homes with recycling containers or an average of 38 lbs per home per month saved from the landfill
Good job
Hillsborough County reminds us that the recycling options
are almost unlimited - all plastics all papers (not soggy)
cardboard glass (not dishes) containers of tin aluminum

Bicycle Safety
When Hillsborough County introduced the new automat-ed garbage and recycle collection it also introduced new
county-provided containers
The service is running well concerns about trees late or missing pick-ups have been resolved
The new containers are solid will not spill at the curbside and afford residents the opportunity to really
recycle for the first time The containers are also chip-
monitored providing timely feedback about pick-ups route timing and any accidental
Some residents noted when the new containers were de-
livered that they were larger than they expected and larg-er than they required to meet their garbage collection
needs
In particular the garbage container (95
gallon) caused concern regarding the
space needed for storage
The County agreed to provide smaller
containers if requested but asked that
the larger containers be retained until after the holidays to give them a proper
test
The County is making smaller containers available on a
one-time for free
change out basis
until Mar 15

By and largehelliphellipbicycling is a safe activity especially in Tampa Palms
Even so the unprotected bicyclist is very vulnerable to
serious injury when involved in accidents with vehicles
FDOT notes
that while bicy-
cle crashes are a fraction of the
total accidents
they make up 25 of the acci-
dent fatalities
Both Hillsborough County and the City of Tampa are
developing programs to increase bicycle and pedestrian
safety to include improved signals lane markings and
increased enforcement
If you are riding your bicycle please consider the big
three for safety 1 Follow the laws about direction Always ride with
traffic not toward it
2 Use the proper gear Riders and passengers under
16 are required to use helmets all riders are smart to do so
3 Be visible This means using lights on a bicycle at
night s required by law and dressing to be seen by drivers

Newcomers to Tampa Palms and even some season veterans
donrsquot know or have forgotten how Tampa Palms is organized
All owners of property within Tampa Palms are members of
the Tampa Palms Owners Association (TPOA) by deed and
also within the Tampa Palms Community Development Dis-trict (CDD)
The owners representing of the 27 villages appoint voter
reprsquos
The voter reps cast votes on the budget and other im-
portant issues based on the number of residences the rep-resent from their village (or resident equivalents in the
case of the commercial owners)
The villages are broken into districts each district elects
a representative to the Board
Only the voter reps for the individual districts vote for
their Board Member

School Traffic Safety
There is a dangerous situation CAUSED by impatient
parents lining up to drop off or pick-up their children
from school in the area of Tampa Palms Elementary
Instead of going to the end of the line certain parents
are creating this danger by
Turning into Halsey Rd making a U-Turn on Hal-sey then exiting Halsey by turning right to force
their way into the head of the pickup line
Others ldquosneakrdquo into the head of the line by
ldquopretendingrdquo to turn onto Halsey but cut into line
Still others ignore the end of the line drive through
Wyndham to exit Halsey forcing their way into the
head of the line
The school traffic on Halsey bent on sneaking into the line refuses to allow residents who live in the
area out of their driveways
Because of those cutting into the line from Halsey
those on Tampa Palms blocks Halsey exit
Finally in the ultimate selfishness some parents are
parking in resident driveways along Halsey block-
ing the owners from leaving their homes
The police are on site as often as possi-
ble One day last week there were 22 cars on Halsey doing some or all of the above
- 8 received well-deserved citations
The TPOA and CDD are asking the City
for traffic management solutions If you are caught up
in this dial 911 please do not take action yourself
This is a very volatile situation and in these uncertain times someone could be hurt

Did you know that over 400 cars drop
off children each morning at Tampa
Palms Please try to schedule your
drop off as close to 730 AM as possi-ble It is important to remember our
safety procedures for drop off
Parents need to pull their car to the
front of the pick up line come to a
complete stop while their children exit the car and make sure their
children have completely exited the
car prior to driving off
Please refrain from using your cell phone during
car rider drop off We all need to focus our full
attention on a safe drop off for all the children
As a reminder in the afternoon we ask that all cars in the
pick up line have a car rider tag with their childrsquos name
and grade level clearly written and pull all the way up to maximize the numbers of cars ready for pick up

Caring About Others
Tampa Palms resident and Eagle Scout candidate Jacob
Schuster grew up loving to read and loving books
In January Jacob now a 9th grader at Freedom High
School hosted a book drive at Tampa Palms Elementary
School to collect books for children who do not have books of their own
ldquoThese are hard times for some peoplerdquo
Schuster explained
ldquoFamilies on a tight
budget donrsquot really buy books anymore
Like me a lot of kids have books at home
that theyrsquove already
read and outgrown so I thought that these young kids could use them instead
of letting them collect dust on the shelfrdquo
Jacob teamed with Ms Keenan TPE Principal (pictured above with Jacob) Books were collected for distribution
at the school
The project is part of Jaconrsquos quest to become an Eagle
Scout - the highest rank attainable in the Boy Scouting
program of the Boy Scouts of America (only about 5 of
Boy Scouts nationwide earn the Eagle Scout status)
In addition to the actual weeklong book drive Jacob
plans to leave a permanent drive-up drop box at the school and
donation bins
and banners will be left in
the PTA stor-
age closet to
use whenever the school
wants to do
book drives on its own

Drinking water has become scarce commodity particu-
larly in Florida where the sole sources are natural re-
sources - the aquifer and surface waters - both of which are affected by development
Tampa Palms was created with a built-in system to pro-tect the public water supplies - a network of stormwater
ponds
There are 80 ponds that filter the stormwater for nutrients
before the water enters the wetlands and the Hillsborough
River
70 ponds owned by the CDD
10 owned by sub-association villages like Notting-
ham or Kensington

Drinking water for the entire City of Tampa plus a por-tion of Hillsborough County
(600000 users) is furnished by
the Hillsborough River and with-drawn only a few miles south of
where the river passes Tampa
Palms
Contamination of the Hillsborough River due to algae
and bacteria endangers the water supply The sources of
these pollutants are
Nutrients such as nitrogen and potassium from com-mercial growers and runoff from urban landscape
Fecal coliform from sewage and septic systems as well as cattle and improper pet waste disposal
Tampa Palms does not include any improper sewer sys-tems commercial growing or cattle herds The storm-
water system is in place to protect the public waters
The State of Florida has declared the Hillsborough River impaired and established fecal coliform targets and mon-
itoring requirements
The good news is that a 2013 report shows that the trend
is improving for the measuring stations down stream of

A Special Place
One of the special attractors that brings many if not most
of the residents to Tampa Palms is the communityrsquos spe-
cial relationship with the environment
The villages of Tampa Palms were not carved out in the
typical square blocks of an urban neighborhood or stand-ards suburb they are interspersed with wetlands ponds
and other conservation lands along spine roads (Tampa
Palms Blvd Amberly Drive Comp-ton Drive and Yardley Way) that
meander gracefully through the
community
What is less well known is the
unique location of Tampa Palms
Tampa Palms occupies a priceless
spot at the convergence of three
watersheds all of which are critical to the ecology of west-central Flor-
ida
The largest watershed the
Hillsborough River water-
shed on the south
The Trout Creek watershed
to the east
The Cypress Creek water-shed with its basins

Partners Help
The streets in Tampa Palms are almost all public road-
ways maintained by the City of Tampa (The exception
are inside the few gates villages)
The City of Tampa sweeps the
public streets in Tampa Palms on a schedule of approximately
every 40-45 days Tampa is one
of the few cities of its size to sweep residential areas
Street sweeping provides two primary benefits to the res-
idents The more obvious benefit is the collection and removal of paper leaves and other visible debris that
collect in the gutters This debris can block storm water
facilities causing localized flooding during heavy rains An equally important but less visible benefit is the re-
moval of waste products left by passing vehicles and fer-
tilizer run-off
According to the City approximately 80 of the materi-
al collected by the street sweepers looks like dirt but
actually consists of decomposed vegetative matter and sand silt and clay that binds with oil hydrocarbons and
trace metals from brake linings
Astonishingly the City collected a record 47 tons of
lsquostuffrdquo in New Tampa last year that is slightly more than
12 ton per mile cleaned
Adjusted for the road miles along just the boulevards in
Tampa Palms alone (Tampa Palms Blvd Compton Am-
berly amp Yardley) slightly more than a ton was removed from Tampa Palms streets
Using a FDEP tool for cal-culating nutrient content
more than a pound each of
nitrogen and phosphorus
were removed from just Tampa Palms boulevards
That is more than enough to cause an algae bloom in the Tampa Palms ponds or the river
Clean Streets - A Struggle
Garbage and trash thrown on the streets of Tampa
Palms is a major headache
It detracts from the beauty of the
community
It clogs storm water drains and ponds
It poisons the fish and wildlife
It contributes to reduced water quality
The CDD (OneSource) patrols the spine roads and collects the trash and garbage
found along streets sidewalks OneSource
also removes dirt and leaves from the roads
On a typical week OneSource will fill more than 35 of
the 95 gal trash bags with garbage from only the spine roads and BB Downs - not the villages
This ldquogarbage collectionrdquo is in addition to the palms
frond and other natural trash which is collected in an-other manner
The pictures below show what is routinely found in
front of storm drains This was all on the way to the ponds

Environment In Tampa Palms
Uncollected pet waste is more than an unappetizing and unattractive addition to the landscape
Dog poop left on the street or lawn does not just go away
or fertilize the grass The bacteria in dog waste is often washed down storm drains and into and ponds
A little pet poop goes a long way a dayrsquos waste from one large dog can contain 78 billion fecal coliform bac-
teria enough to close 15 acres of shellfish beds More
important for Tampa Palms it fouls the water in the ponds and contributes to algae blooms and worse
Kitty litter dumped outside can similarly be washed into
the stormwater systems to the ponds and beyond
Never dispose of pet litter in the storm drains
So what is the proper method for removal
1 When you walk your dog carry ldquopoop bagsrdquo prefer-
ably biodegradable bags 2 After you dog does his duty do yours pick up the
poop in the litter bag
3 Many pet owners prefer to place the bags in a flower
pot behind a bush or hedge until garbage day 4 On garbage day place the poop bags in the garbage
container for collection
Similarly dispose of kitty litter properly
Most kitty litters are all or in part clay based materials
Never flush kitty litter down a
toilet never dump kitty litter in
a storm drain
The most effective means of dis-
posal is to securely bag the used litter and place in the garbage
container for collection

Tampa Palms residents are ecology-focused and eager to protect the environment (and lower the costs of garbage
collection) by responsibly recycling but until recently re-
cycling was just plain hard to accomplish in Tampa Palms
Two little bitty containers which held little and were open
to the rain just didnrsquot do the job
That has all changed and recycling has kicked into high
gear and the results show it
There are twenty-two single family villages in Tampa
Palms with recycling pick-up in Tampa Palms that equals
1598 homes with recycling containers or an average of 38 lbs per home per month saved from the landfill
Good job
Hillsborough County reminds us that the recycling options
are almost unlimited - all plastics all papers (not soggy)
cardboard glass (not dishes) containers of tin aluminum

Bicycle Safety
When Hillsborough County introduced the new automat-ed garbage and recycle collection it also introduced new
county-provided containers
The service is running well concerns about trees late or missing pick-ups have been resolved
The new containers are solid will not spill at the curbside and afford residents the opportunity to really
recycle for the first time The containers are also chip-
monitored providing timely feedback about pick-ups route timing and any accidental
Some residents noted when the new containers were de-
livered that they were larger than they expected and larg-er than they required to meet their garbage collection
needs
In particular the garbage container (95
gallon) caused concern regarding the
space needed for storage
The County agreed to provide smaller
containers if requested but asked that
the larger containers be retained until after the holidays to give them a proper
test
The County is making smaller containers available on a
one-time for free
change out basis

Even so the unprotected bicyclist is very vulnerable to
serious injury when involved in accidents with vehicles
FDOT notes
that while bicy-
cle crashes are a fraction of the
total accidents
they make up 25 of the acci-
dent fatalities
Both Hillsborough County and the City of Tampa are
developing programs to increase bicycle and pedestrian
safety to include improved signals lane markings and
increased enforcement
If you are riding your bicycle please consider the big
three for safety 1 Follow the laws about direction Always ride with
traffic not toward it
2 Use the proper gear Riders and passengers under
16 are required to use helmets all riders are smart to do so
3 Be visible This means using lights on a bicycle at
night s required by law and dressing to be seen by drivers

Did you know that over 400 cars drop
off children each morning at Tampa
Palms Please try to schedule your
drop off as close to 730 AM as possi-ble It is important to remember our
safety procedures for drop off
Parents need to pull their car to the
front of the pick up line come to a
complete stop while their children exit the car and make sure their
children have completely exited the
car prior to driving off
Please refrain from using your cell phone during
car rider drop off We all need to focus our full
attention on a safe drop off for all the children
As a reminder in the afternoon we ask that all cars in the
pick up line have a car rider tag with their childrsquos name
and grade level clearly written and pull all the way up to maximize the numbers of cars ready for pick up

Caring About Others
Tampa Palms resident and Eagle Scout candidate Jacob
Schuster grew up loving to read and loving books
In January Jacob now a 9th grader at Freedom High
School hosted a book drive at Tampa Palms Elementary
School to collect books for children who do not have books of their own
ldquoThese are hard times for some peoplerdquo
Schuster explained
ldquoFamilies on a tight
budget donrsquot really buy books anymore
Like me a lot of kids have books at home
that theyrsquove already
read and outgrown so I thought that these young kids could use them instead
of letting them collect dust on the shelfrdquo
Jacob teamed with Ms Keenan TPE Principal (pictured above with Jacob) Books were collected for distribution
at the school
The project is part of Jaconrsquos quest to become an Eagle
Scout - the highest rank attainable in the Boy Scouting
program of the Boy Scouts of America (only about 5 of
Boy Scouts nationwide earn the Eagle Scout status)
In addition to the actual weeklong book drive Jacob
plans to leave a permanent drive-up drop box at the school and
donation bins
and banners will be left in
the PTA stor-
age closet to
use whenever the school
wants to do
book drives on its own

Clean Water
Drinking water has become scarce commodity particu-
larly in Florida where the sole sources are natural re-
sources - the aquifer and surface waters - both of which are affected by development
Tampa Palms was created with a built-in system to pro-tect the public water supplies - a network of stormwater
ponds
There are 80 ponds that filter the stormwater for nutrients
before the water enters the wetlands and the Hillsborough
River
70 ponds owned by the CDD
10 owned by sub-association villages like Notting-
ham or Kensington

Drinking water for the entire City of Tampa plus a por-tion of Hillsborough County
(600000 users) is furnished by
the Hillsborough River and with-drawn only a few miles south of
where the river passes Tampa
Palms
Contamination of the Hillsborough River due to algae
and bacteria endangers the water supply The sources of
these pollutants are
Nutrients such as nitrogen and potassium from com-mercial growers and runoff from urban landscape
Fecal coliform from sewage and septic systems as well as cattle and improper pet waste disposal
Tampa Palms does not include any improper sewer sys-tems commercial growing or cattle herds The storm-
water system is in place to protect the public waters
The State of Florida has declared the Hillsborough River impaired and established fecal coliform targets and mon-
itoring requirements
The good news is that a 2013 report shows that the trend
is improving for the measuring stations down stream of

A Special Place
One of the special attractors that brings many if not most
of the residents to Tampa Palms is the communityrsquos spe-
cial relationship with the environment
The villages of Tampa Palms were not carved out in the
typical square blocks of an urban neighborhood or stand-ards suburb they are interspersed with wetlands ponds
and other conservation lands along spine roads (Tampa
Palms Blvd Amberly Drive Comp-ton Drive and Yardley Way) that
meander gracefully through the
community
What is less well known is the
unique location of Tampa Palms
Tampa Palms occupies a priceless
spot at the convergence of three
watersheds all of which are critical to the ecology of west-central Flor-
ida
The largest watershed the
Hillsborough River water-
shed on the south
The Trout Creek watershed
to the east
The Cypress Creek water-shed with its basins

Partners Help
The streets in Tampa Palms are almost all public road-
ways maintained by the City of Tampa (The exception
are inside the few gates villages)
The City of Tampa sweeps the
public streets in Tampa Palms on a schedule of approximately
every 40-45 days Tampa is one
of the few cities of its size to sweep residential areas
Street sweeping provides two primary benefits to the res-
idents The more obvious benefit is the collection and removal of paper leaves and other visible debris that
collect in the gutters This debris can block storm water
facilities causing localized flooding during heavy rains An equally important but less visible benefit is the re-
moval of waste products left by passing vehicles and fer-
tilizer run-off
According to the City approximately 80 of the materi-
al collected by the street sweepers looks like dirt but
actually consists of decomposed vegetative matter and sand silt and clay that binds with oil hydrocarbons and
trace metals from brake linings
Astonishingly the City collected a record 47 tons of
lsquostuffrdquo in New Tampa last year that is slightly more than
12 ton per mile cleaned
Adjusted for the road miles along just the boulevards in
Tampa Palms alone (Tampa Palms Blvd Compton Am-
berly amp Yardley) slightly more than a ton was removed from Tampa Palms streets
Using a FDEP tool for cal-culating nutrient content
more than a pound each of
nitrogen and phosphorus
were removed from just Tampa Palms boulevards
That is more than enough to cause an algae bloom in the Tampa Palms ponds or the river
Clean Streets - A Struggle
Garbage and trash thrown on the streets of Tampa
Palms is a major headache
It detracts from the beauty of the
community
It clogs storm water drains and ponds
It poisons the fish and wildlife
It contributes to reduced water quality
The CDD (OneSource) patrols the spine roads and collects the trash and garbage
found along streets sidewalks OneSource
also removes dirt and leaves from the roads
On a typical week OneSource will fill more than 35 of
the 95 gal trash bags with garbage from only the spine roads and BB Downs - not the villages
This ldquogarbage collectionrdquo is in addition to the palms
frond and other natural trash which is collected in an-other manner
The pictures below show what is routinely found in
front of storm drains This was all on the way to the ponds

Environment In Tampa Palms
Uncollected pet waste is more than an unappetizing and unattractive addition to the landscape
Dog poop left on the street or lawn does not just go away
or fertilize the grass The bacteria in dog waste is often washed down storm drains and into and ponds
A little pet poop goes a long way a dayrsquos waste from one large dog can contain 78 billion fecal coliform bac-
teria enough to close 15 acres of shellfish beds More
important for Tampa Palms it fouls the water in the ponds and contributes to algae blooms and worse
Kitty litter dumped outside can similarly be washed into
the stormwater systems to the ponds and beyond
Never dispose of pet litter in the storm drains
So what is the proper method for removal
1 When you walk your dog carry ldquopoop bagsrdquo prefer-
ably biodegradable bags 2 After you dog does his duty do yours pick up the
poop in the litter bag
3 Many pet owners prefer to place the bags in a flower
pot behind a bush or hedge until garbage day 4 On garbage day place the poop bags in the garbage
container for collection
Similarly dispose of kitty litter properly
Most kitty litters are all or in part clay based materials
Never flush kitty litter down a
toilet never dump kitty litter in
a storm drain
The most effective means of dis-
posal is to securely bag the used litter and place in the garbage
container for collection

Tampa Palms residents are ecology-focused and eager to protect the environment (and lower the costs of garbage
collection) by responsibly recycling but until recently re-
cycling was just plain hard to accomplish in Tampa Palms
Two little bitty containers which held little and were open
to the rain just didnrsquot do the job
That has all changed and recycling has kicked into high
gear and the results show it
There are twenty-two single family villages in Tampa
Palms with recycling pick-up in Tampa Palms that equals
1598 homes with recycling containers or an average of 38 lbs per home per month saved from the landfill
Good job
Hillsborough County reminds us that the recycling options
are almost unlimited - all plastics all papers (not soggy)
cardboard glass (not dishes) containers of tin aluminum

Bicycle Safety
When Hillsborough County introduced the new automat-ed garbage and recycle collection it also introduced new
county-provided containers
The service is running well concerns about trees late or missing pick-ups have been resolved
The new containers are solid will not spill at the curbside and afford residents the opportunity to really
recycle for the first time The containers are also chip-
monitored providing timely feedback about pick-ups route timing and any accidental
Some residents noted when the new containers were de-
livered that they were larger than they expected and larg-er than they required to meet their garbage collection
needs
In particular the garbage container (95
gallon) caused concern regarding the
space needed for storage
The County agreed to provide smaller
containers if requested but asked that
the larger containers be retained until after the holidays to give them a proper
test
The County is making smaller containers available on a
one-time for free
change out basis
until Mar 15

Even so the unprotected bicyclist is very vulnerable to
serious injury when involved in accidents with vehicles
FDOT notes
that while bicy-
cle crashes are a fraction of the
total accidents
they make up 25 of the acci-
dent fatalities
Both Hillsborough County and the City of Tampa are
developing programs to increase bicycle and pedestrian
safety to include improved signals lane markings and
increased enforcement
If you are riding your bicycle please consider the big
three for safety 1 Follow the laws about direction Always ride with
traffic not toward it
2 Use the proper gear Riders and passengers under
16 are required to use helmets all riders are smart to do so
3 Be visible This means using lights on a bicycle at
night s required by law and dressing to be seen by drivers

Safety First
Did you know that over 400 cars drop
off children each morning at Tampa
Palms Please try to schedule your
drop off as close to 730 AM as possi-ble It is important to remember our
safety procedures for drop off
Parents need to pull their car to the
front of the pick up line come to a
complete stop while their children exit the car and make sure their
children have completely exited the
car prior to driving off
Please refrain from using your cell phone during
car rider drop off We all need to focus our full
attention on a safe drop off for all the children
As a reminder in the afternoon we ask that all cars in the
pick up line have a car rider tag with their childrsquos name
and grade level clearly written and pull all the way up to maximize the numbers of cars ready for pick up
Thank you for your support as we work together to keep all of the children at our school safe

Tampa Palms resident and Eagle Scout candidate Jacob
Schuster grew up loving to read and loving books
In January Jacob now a 9th grader at Freedom High
School hosted a book drive at Tampa Palms Elementary
School to collect books for children who do not have books of their own
ldquoThese are hard times for some peoplerdquo
Schuster explained
ldquoFamilies on a tight
budget donrsquot really buy books anymore
Like me a lot of kids have books at home
that theyrsquove already
read and outgrown so I thought that these young kids could use them instead
of letting them collect dust on the shelfrdquo
Jacob teamed with Ms Keenan TPE Principal (pictured above with Jacob) Books were collected for distribution
at the school
The project is part of Jaconrsquos quest to become an Eagle
Scout - the highest rank attainable in the Boy Scouting
program of the Boy Scouts of America (only about 5 of
Boy Scouts nationwide earn the Eagle Scout status)
In addition to the actual weeklong book drive Jacob
plans to leave a permanent drive-up drop box at the school and
donation bins
and banners will be left in
the PTA stor-
age closet to
use whenever the school
wants to do

sources - the aquifer and surface waters - both of which are affected by development
Tampa Palms was created with a built-in system to pro-tect the public water supplies - a network of stormwater
ponds
There are 80 ponds that filter the stormwater for nutrients
before the water enters the wetlands and the Hillsborough
River

itoring requirements

A Special Place
One of the special attractors that brings many if not most
of the residents to Tampa Palms is the communityrsquos spe-
cial relationship with the environment
The villages of Tampa Palms were not carved out in the
typical square blocks of an urban neighborhood or stand-ards suburb they are interspersed with wetlands ponds
and other conservation lands along spine roads (Tampa
Palms Blvd Amberly Drive Comp-ton Drive and Yardley Way) that
meander gracefully through the
community
What is less well known is the
unique location of Tampa Palms
Tampa Palms occupies a priceless
spot at the convergence of three
watersheds all of which are critical to the ecology of west-central Flor-
ida
The largest watershed the
Hillsborough River water-
shed on the south
The Trout Creek watershed
to the east
The Cypress Creek water-shed with its basins

Partners Help
The streets in Tampa Palms are almost all public road-
ways maintained by the City of Tampa (The exception
are inside the few gates villages)
The City of Tampa sweeps the
public streets in Tampa Palms on a schedule of approximately
every 40-45 days Tampa is one
of the few cities of its size to sweep residential areas
Street sweeping provides two primary benefits to the res-
idents The more obvious benefit is the collection and removal of paper leaves and other visible debris that
collect in the gutters This debris can block storm water
facilities causing localized flooding during heavy rains An equally important but less visible benefit is the re-
moval of waste products left by passing vehicles and fer-
tilizer run-off
According to the City approximately 80 of the materi-
al collected by the street sweepers looks like dirt but
actually consists of decomposed vegetative matter and sand silt and clay that binds with oil hydrocarbons and
trace metals from brake linings
Astonishingly the City collected a record 47 tons of
lsquostuffrdquo in New Tampa last year that is slightly more than
12 ton per mile cleaned
Adjusted for the road miles along just the boulevards in
Tampa Palms alone (Tampa Palms Blvd Compton Am-
berly amp Yardley) slightly more than a ton was removed from Tampa Palms streets
Using a FDEP tool for cal-culating nutrient content
more than a pound each of
nitrogen and phosphorus
were removed from just Tampa Palms boulevards
That is more than enough to cause an algae bloom in the Tampa Palms ponds or the river
Clean Streets - A Struggle
Garbage and trash thrown on the streets of Tampa
Palms is a major headache
It detracts from the beauty of the
community
It clogs storm water drains and ponds
It poisons the fish and wildlife
It contributes to reduced water quality
The CDD (OneSource) patrols the spine roads and collects the trash and garbage
found along streets sidewalks OneSource
also removes dirt and leaves from the roads
On a typical week OneSource will fill more than 35 of
the 95 gal trash bags with garbage from only the spine roads and BB Downs - not the villages
This ldquogarbage collectionrdquo is in addition to the palms
frond and other natural trash which is collected in an-other manner
The pictures below show what is routinely found in
front of storm drains This was all on the way to the ponds

Uncollected pet waste is more than an unappetizing and unattractive addition to the landscape
Dog poop left on the street or lawn does not just go away
or fertilize the grass The bacteria in dog waste is often washed down storm drains and into and ponds
A little pet poop goes a long way a dayrsquos waste from one large dog can contain 78 billion fecal coliform bac-
teria enough to close 15 acres of shellfish beds More
important for Tampa Palms it fouls the water in the ponds and contributes to algae blooms and worse
Kitty litter dumped outside can similarly be washed into
the stormwater systems to the ponds and beyond
Never dispose of pet litter in the storm drains
So what is the proper method for removal
1 When you walk your dog carry ldquopoop bagsrdquo prefer-
ably biodegradable bags 2 After you dog does his duty do yours pick up the
poop in the litter bag
3 Many pet owners prefer to place the bags in a flower
pot behind a bush or hedge until garbage day 4 On garbage day place the poop bags in the garbage
container for collection
Similarly dispose of kitty litter properly
Most kitty litters are all or in part clay based materials
Never flush kitty litter down a
toilet never dump kitty litter in
a storm drain
The most effective means of dis-
posal is to securely bag the used litter and place in the garbage
container for collection

Tampa Palms residents are ecology-focused and eager to protect the environment (and lower the costs of garbage
collection) by responsibly recycling but until recently re-
cycling was just plain hard to accomplish in Tampa Palms
Two little bitty containers which held little and were open
to the rain just didnrsquot do the job
That has all changed and recycling has kicked into high
gear and the results show it
There are twenty-two single family villages in Tampa
Palms with recycling pick-up in Tampa Palms that equals
1598 homes with recycling containers or an average of 38 lbs per home per month saved from the landfill
Good job
Hillsborough County reminds us that the recycling options
are almost unlimited - all plastics all papers (not soggy)
cardboard glass (not dishes) containers of tin aluminum

Bicycle Safety
When Hillsborough County introduced the new automat-ed garbage and recycle collection it also introduced new
county-provided containers
The service is running well concerns about trees late or missing pick-ups have been resolved
The new containers are solid will not spill at the curbside and afford residents the opportunity to really
recycle for the first time The containers are also chip-
monitored providing timely feedback about pick-ups route timing and any accidental
Some residents noted when the new containers were de-
livered that they were larger than they expected and larg-er than they required to meet their garbage collection
needs
In particular the garbage container (95
gallon) caused concern regarding the
space needed for storage
The County agreed to provide smaller
containers if requested but asked that
the larger containers be retained until after the holidays to give them a proper
test
The County is making smaller containers available on a
one-time for free
change out basis

Even so the unprotected bicyclist is very vulnerable to
serious injury when involved in accidents with vehicles
FDOT notes
that while bicy-
cle crashes are a fraction of the
total accidents
they make up 25 of the acci-
dent fatalities
Both Hillsborough County and the City of Tampa are
developing programs to increase bicycle and pedestrian
safety to include improved signals lane markings and
increased enforcement
If you are riding your bicycle please consider the big
three for safety 1 Follow the laws about direction Always ride with
traffic not toward it
2 Use the proper gear Riders and passengers under
16 are required to use helmets all riders are smart to do so
3 Be visible This means using lights on a bicycle at
night s required by law and dressing to be seen by drivers

The streets in Tampa Palms are almost all public road-
ways maintained by the City of Tampa (The exception
are inside the few gates villages)
The City of Tampa sweeps the
public streets in Tampa Palms on a schedule of approximately
every 40-45 days Tampa is one
of the few cities of its size to sweep residential areas
Street sweeping provides two primary benefits to the res-
idents The more obvious benefit is the collection and removal of paper leaves and other visible debris that
collect in the gutters This debris can block storm water
facilities causing localized flooding during heavy rains An equally important but less visible benefit is the re-
moval of waste products left by passing vehicles and fer-
tilizer run-off
According to the City approximately 80 of the materi-
al collected by the street sweepers looks like dirt but
actually consists of decomposed vegetative matter and sand silt and clay that binds with oil hydrocarbons and
trace metals from brake linings
Astonishingly the City collected a record 47 tons of
lsquostuffrdquo in New Tampa last year that is slightly more than
12 ton per mile cleaned
Adjusted for the road miles along just the boulevards in
Tampa Palms alone (Tampa Palms Blvd Compton Am-
berly amp Yardley) slightly more than a ton was removed from Tampa Palms streets
Using a FDEP tool for cal-culating nutrient content
more than a pound each of

Two little bitty containers which held little and were open
to the rain just didnrsquot do the job
That has all changed and recycling has kicked into high
gear and the results show it
There are twenty-two single family villages in Tampa
Palms with recycling pick-up in Tampa Palms that equals
1598 homes with recycling containers or an average of 38 lbs per home per month saved from the landfill

When Hillsborough County introduced the new automat-ed garbage and recycle collection it also introduced new
county-provided containers
The service is running well concerns about trees late or missing pick-ups have been resolved
The new containers are solid will not spill at the curbside and afford residents the opportunity to really
recycle for the first time The containers are also chip-
monitored providing timely feedback about pick-ups route timing and any accidental

Drinking water has become scarce commodity particu-
larly in Florida where the sole sources are natural re-
sources - the aquifer and surface waters - both of which are affected by development
Tampa Palms was created with a built-in system to pro-tect the public water supplies - a network of stormwater
ponds
There are 80 ponds that filter the stormwater for nutrients
before the water enters the wetlands and the Hillsborough
River

and bacteria endangers the water supply The sources of
these pollutants are
Nutrients such as nitrogen and potassium from com-mercial growers and runoff from urban landscape
Fecal coliform from sewage and septic systems as well as cattle and improper pet waste disposal
Tampa Palms does not include any improper sewer sys-tems commercial growing or cattle herds The storm-
water system is in place to protect the public waters

Partners Help
The streets in Tampa Palms are almost all public road-
ways maintained by the City of Tampa (The exception
are inside the few gates villages)
The City of Tampa sweeps the
public streets in Tampa Palms on a schedule of approximately
every 40-45 days Tampa is one
of the few cities of its size to sweep residential areas
Street sweeping provides two primary benefits to the res-
idents The more obvious benefit is the collection and removal of paper leaves and other visible debris that
collect in the gutters This debris can block storm water
facilities causing localized flooding during heavy rains An equally important but less visible benefit is the re-
moval of waste products left by passing vehicles and fer-
tilizer run-off
According to the City approximately 80 of the materi-
al collected by the street sweepers looks like dirt but
actually consists of decomposed vegetative matter and sand silt and clay that binds with oil hydrocarbons and
trace metals from brake linings
Astonishingly the City collected a record 47 tons of
lsquostuffrdquo in New Tampa last year that is slightly more than
12 ton per mile cleaned
Adjusted for the road miles along just the boulevards in
Tampa Palms alone (Tampa Palms Blvd Compton Am-
berly amp Yardley) slightly more than a ton was removed from Tampa Palms streets
Using a FDEP tool for cal-culating nutrient content
more than a pound each of
nitrogen and phosphorus
were removed from just Tampa Palms boulevards
That is more than enough to cause an algae bloom in the Tampa Palms ponds or the river
Clean Streets - A Struggle
Garbage and trash thrown on the streets of Tampa
Palms is a major headache
It detracts from the beauty of the
community
It clogs storm water drains and ponds
It poisons the fish and wildlife
It contributes to reduced water quality
The CDD (OneSource) patrols the spine roads and collects the trash and garbage
found along streets sidewalks OneSource
also removes dirt and leaves from the roads
On a typical week OneSource will fill more than 35 of
the 95 gal trash bags with garbage from only the spine roads and BB Downs - not the villages
This ldquogarbage collectionrdquo is in addition to the palms
frond and other natural trash which is collected in an-other manner

front of storm drains This was all on the way to the ponds

Uncollected pet waste is more than an unappetizing and unattractive addition to the landscape
Dog poop left on the street or lawn does not just go away
or fertilize the grass The bacteria in dog waste is often washed down storm drains and into and ponds
A little pet poop goes a long way a dayrsquos waste from one large dog can contain 78 billion fecal coliform bac-
teria enough to close 15 acres of shellfish beds More
important for Tampa Palms it fouls the water in the ponds and contributes to algae blooms and worse
Kitty litter dumped outside can similarly be washed into
the stormwater systems to the ponds and beyond
Never dispose of pet litter in the storm drains
So what is the proper method for removal
1 When you walk your dog carry ldquopoop bagsrdquo prefer-
ably biodegradable bags 2 After you dog does his duty do yours pick up the
poop in the litter bag
3 Many pet owners prefer to place the bags in a flower
pot behind a bush or hedge until garbage day 4 On garbage day place the poop bags in the garbage
container for collection
Similarly dispose of kitty litter properly
Most kitty litters are all or in part clay based materials
Never flush kitty litter down a
toilet never dump kitty litter in
a storm drain
The most effective means of dis-
posal is to securely bag the used litter and place in the garbage
container for collection

collection) by responsibly recycling but until recently re-
cycling was just plain hard to accomplish in Tampa Palms
Two little bitty containers which held little and were open
to the rain just didnrsquot do the job
That has all changed and recycling has kicked into high
gear and the results show it
There are twenty-two single family villages in Tampa
Palms with recycling pick-up in Tampa Palms that equals
1598 homes with recycling containers or an average of 38 lbs per home per month saved from the landfill
Good job
Hillsborough County reminds us that the recycling options
are almost unlimited - all plastics all papers (not soggy)
cardboard glass (not dishes) containers of tin aluminum

When Hillsborough County introduced the new automat-ed garbage and recycle collection it also introduced new
county-provided containers
The service is running well concerns about trees late or missing pick-ups have been resolved
The new containers are solid will not spill at the curbside and afford residents the opportunity to really
recycle for the first time The containers are also chip-
monitored providing timely feedback about pick-ups route timing and any accidental

developing programs to increase bicycle and pedestrian
safety to include improved signals lane markings and
increased enforcement
If you are riding your bicycle please consider the big
three for safety 1 Follow the laws about direction Always ride with
traffic not toward it
2 Use the proper gear Riders and passengers under
16 are required to use helmets all riders are smart to do so
3 Be visible This means using lights on a bicycle at
night s required by law and dressing to be seen by drivers

Bicycle Safety
When Hillsborough County introduced the new automat-ed garbage and recycle collection it also introduced new
county-provided containers
The service is running well concerns about trees late or missing pick-ups have been resolved
The new containers are solid will not spill at the curbside and afford residents the opportunity to really
recycle for the first time The containers are also chip-
monitored providing timely feedback about pick-ups route timing and any accidental
Some residents noted when the new containers were de-
livered that they were larger than they expected and larg-er than they required to meet their garbage collection
needs
In particular the garbage container (95
gallon) caused concern regarding the
space needed for storage
The County agreed to provide smaller
containers if requested but asked that
the larger containers be retained until after the holidays to give them a proper
test
The County is making smaller containers available on a
one-time for free
change out basis

Even so the unprotected bicyclist is very vulnerable to
serious injury when involved in accidents with vehicles
FDOT notes
that while bicy-
cle crashes are a fraction of the
total accidents
they make up 25 of the acci-
dent fatalities
Both Hillsborough County and the City of Tampa are
developing programs to increase bicycle and pedestrian
safety to include improved signals lane markings and
increased enforcement
If you are riding your bicycle please consider the big
three for safety 1 Follow the laws about direction Always ride with
traffic not toward it
2 Use the proper gear Riders and passengers under
16 are required to use helmets all riders are smart to do so
3 Be visible This means using lights on a bicycle at
night s required by law and dressing to be seen by drivers
