special edition of the community Newsletter, specifically on mining issues.

You will see that there have been some inter-

esting developments over the past few months that the lead-

ership wish to inform you of. There are very promising perspectives for the fu-

ture of this community; which will lead to further discussion and consultation.

Though TFN must see to protecting and

managing its traditional territory, it also must consider economic development opportunities for sustain-

ability purposes.

From the Chief’s Desk

Chief and Council have been working for the past few months with the First Nation com-munities of Pikogan and Long Point. Our objective is to form an understanding to work to-

gether and to develop what is called a " Convention". This convention is basically an agreement in principle recognizing that we want to work together. The purpose of this

document is to address a Mine North of Rouyn Noranda called Aurizon. The area called Lac Joanne is were Aurizon plans on establishing a gold mine. This area is identified as

part of Algonquin Territory. Due to the fact that all the research is not yet completed, we felt the importance to react. The three communities agreed to address this part of the ter-

ritory in the form of a coalition of the three respective communities. We feel that we must assure the protection of the land first and foremost and at the same time create a partner-

ship with the mine in order to benefit First Nation interests and hopefully create employ-ment for our members.

Timiskaming First Nation will be hosting the official signing once all parties have agreed to the convention. However before the convention is signed we will be having an information

session so that you will be well informed. The TFN departments of Natural resources (Randy Polson) and Economic development( Cherie Stanger) will be the main contact peo-

ple on this project . They are working together to assure that the process is followed based on numerous court decisions in favor of First Nations.

BREAKING NEWS: BULLROCK IS PROTECTED! After eight years of effort from its Natural Resources de-

partment (now called Ni Dakinan), TFN has finally received

confirmation from the Quebec environment ministry (MDDEP) that a vast area (320 km2) north of Bullrock cor-

ner is now officially protected from any industrial activities

(mining, forestry, hydro-electric development). Please note that community members will still be able to conduct traditional ac-

tivities (hunting, trapping, fishing, plant harvesting) in this area. Recrea-

tional and tourism projects will also be permitted.

As the main user of the area, TFN will play a major part in the production

of the Bullrock conservation plan in collaboration with the Quebec government.

Ni Dakinan is already working on planning activities in the area such as a

cultural camp, training for traditional activities (trapping) and eventually

an ecotourism project.

FOR IMMEDIATE RELEASE TIMISKAMING FIRST NATION HOLDS FIRST MEET & GREET SESSION FOR COMPANIES WITH INTERESTS WITHIN THEIR TRADITIONAL TERRITORY

Timiskaming First Nation, May 4, 2011 - TFN has invited Mining, Forestry and Hydro companies as well other interested parties to a “Meet & Greet” session Tuesday, May 10th, 1:00 pm, at the Holiday Inn Select / New Lisk-eard, Ontario. The objectives of this session are to share information on the history and impacts for First Na-tions and to initiate healthy working relations based on principles of trust, good faith, mutual respect and mutual benefit. During this session, the sectors’ decision makers magnitude of involvement will demonstrate their sen-sitivity and willingness to create new relations with the First Nations. The TFN acknowledges that Aboriginal and Treaty rights are protected by the Canadian Constitution and also advocates that development companies “respect these rights and minimize the potential for adverse impacts that may result from activities on the land” by working in a spirit of respect, inclusion and meaningful participa-tion. “In this regard, all exploration activities on our traditional territory are of interest to TFN and it is clearly in the in-terest of these companies to both consult and negotiate with TFN. We do look forward to establishing mutually acceptable protocols concerning communication and consultation, as well as receiving updates on exploration activities on our traditional territory” stated Chief McBride. About Timiskaming First Nation In the Algonquin language they are called the Saugeen Anishabeg which means "People of the River mouth." This refers to the broad estuary formed by the Blanche and the Quinze Rivers on the northeast side of Lake Timiskaming. Timiskaming First Nation’s traditional territory straddles the Quebec-Ontario border, with 60% on the Ontario side and 40% in Quebec. The Timiskaming First Nation council consists of a chief and six councilors elected in accordance with the Timiskaming First Nation custom electoral code. A Brief Explanation of the Duty to Consult

The aboriginal and treaty rights of the First Nations people of Canada are protected under Section 35(1) of Canada's Constitution Act, 1982. Courts have held that when there is any possibility that these rights may be infringed upon, the Crown (federal and/or provincial government) has a duty

to consult with the affected First Nations community. The duty to consult is very important in any natural resources development, such as mining exploration, hydro development or logging, that

might have adverse impacts on the environment, on cultural heritage sites or on traditional activi-ties.

Consultation must be carried out in good faith, with the goal of addressing the concerns that affect

First Nations. The scope of this duty, and the extent of consultation required, will depend on the circumstances of each case and the degree of adverse potential impacts.

Purpose: The purpose of the Kizhaay Anishinaabe Niin programme is to engage the men and boys of Aborig-

inal communities to speak out against all forms of violence and abuse against Aboriginal women Goals:

ated violence and abuse towards women

Mr. Gerald (Gerry) P. Kerr, president of Chignecto Consulting Group, will be making a presentation on the resource agreements between First Nation

communities and the mining industry.

BIOGRAPHY ________________________________________________________________ Gerry Kerr, Chignecto Consulting Group

Gerry Kerr is president of Chignecto Consulting Group, a company that focuses on com-

munity development and negotiation support for Aboriginal peoples and their institutions.

Gerry has been extremely active in negotiations on behalf of First Nations in a wide range

of land based and resource issues in Ontario, Saskatchewan, Manitoba, Northwest Terri-

tories, New Brunswick, Nova Scotia and Labrador. He has worked in business, govern-

ment and for First Nations in a varied career that has given him national and international exposure.

Gerry is recognized as one of the most experienced and successful negotiators with respect to concluding

resource agreements between Aboriginal communities and proponent companies. He is a sought after key

speaker and has spoken at many First Nation and industry conferences related to the Duty to Consult and

strategies for resource agreements. He has been involved in more than thirty Exploration and Impact Bene-

fit Agreement negotiations including the Voisey’s Bay Impact Benefit Agreement, the De Beers Victor Dia-

mond Project in the James Bay Lowlands and with Lutsel K’e Dene First Nation in Northwest Territories in

their negotiations on Snap Lake and Gahcho Kue Diamond Mines and with the Innu Nation in their current

negotiations with the Province of Newfoundland & Labrador on the Lower Churchill Hydro Projects. He conti-

nues working with a number of other First Nation communities across Canada on business development and

negotiations related to resource developments in traditional territories.

Prior to beginning his consulting career over fourteen years ago, Gerry enjoyed a productive career with the

Department of Indian Affairs. He served as Regional Director General in two regions responsible for over-

seeing the delivery of the full range of Indian Affairs programs and services to the First Nation, Innu and

Inuit communities of Atlantic Canada and Ontario.

Download and edit new music.

Air pre-recorded news and weather report of the day.

Broadcast pre-recorded community service announcements.

Attend and report on community events for the Radio.

Routine scheduled programming (such as: birthdays and anniversaries, contests, weather/news, etc.)

Qualifications

High school graduate

Must be dependable, punctual and responsible;
