Dear Colleague, Greetings and Happy New Year. We have to plan for having prolific and productive activities during the year 2008. I am confident with yourco-operation and active participation we will have many fruitful activities in the I.O.A and State Chapters. I particularly seek your help for the following: 1. Presidents theme for 2008: “SAVE BONES-PREVENT OSTEOPOROSIS “ The following is the plan of action: 1. It willbe designed to educate the public and to encourage physicians to monitor and advise their patients aboutthe importance of bone health, the status of their bone mineral density and to calculate their fracture risk.Half of women and nearly one-quarter of men will develop osteoporosis, and the numbers will climb with theincreasing lifespan of the Indian public. Awareness also needs to be raised about the importance of main-taining bone health among younger people. “Prevention is the key; we need to start with younger people.Teaching children between the ages of 9 and 19 will make all the difference in prevention.”This will consisting ofa. BMD camps for detection of osteoporosis.b. Distributing pamphlets in local language on osteoporosis awareness.c. Public awareness lectures on osteoporosis.d. IOA NEWS JAN - MAR 2008 3

Dear Colleagues,

I bring good wishes from Chennai and the House of IOA. In the year 2007 we haveseen lot of activities under the leadership of our Immediate Past President Dr. H.K.T.Raza. There were new proposals for both Inland and Foreign fellowships, close collabo-ration of British and Australain Orthopaedic Association with IOA, negotiations tobring JBJS British Edition to IOA members at affordable cost and topping it all with asuccessful bid of APOA Conference at Delhi in the year 2012. What a wonderful yearfor Dr. HKT Raza and for IOA. For our association Iam sure you will all join with me incongratulating & thanking our Immediate Past President Dr. Raza for his effort.

IOACON 2007 : The IOACON 2007 held at Kolkatta was a good success in terms of arrangement, venueselection and academic content. The conference had initial hiccups like some of the previous years. FromCME day onwards conference went on well. Some of the halls were overcrowded and members had to standand listen to lectures. The arrangement of food counters were excellent and delegates enjoyed the hospital-ity. The trade wing was also happy that the delegates had to pass through the stalls to reach food court whichallows them to exhibit to almost all delegates. Overall, it was a very successful event and we all congratu-late Dr. T.K. Maitra and his dedicated team for holding a successful conference under the chairmanship ofour Past President Dr. D.P. Bakshi.

IOAICL 2008 : Dr. Sudhir Kapoor, Treasurer of IOA is organizing the IOAICL 2008 at New Delhi on 4th, 5th and6th April 2008. The topic is “Paediatric and Geriatric Fractures”. I request the members to attend in largenumbers and make the event successful. They would like to have the conference in the last week ofDecember.

IOACON 2009 : The Orissa Orthopaedic Association has started the work for IOACON 2009 and It will bediscussed during Summer Executive Meeting.

IOA Foreign Fellowship : In the last general body, IOA decided to have one Junior and one senior fellowshipwith IOSUK. The junior fellowship is in the month of June 2008 and the selected member will stay for 2weeks along with IOS fellows in UK after attending the summer meeting of IOS UK. There is very little timeto select candidates for the junior fellowship and those who are desirous of applying should send theirapplications on or before 4th April 2008 to Dr. Shishir Rastogi. Kindly download application forms from IOAwebsite. Similarly, this year we have have to select one member to attend IOA – Dr. R.L. Mittal – SICOTFellowship and the last day for submission of application is 4th April 2008.

Inland Fellowships : Number of Inland fellowships are advertised in this newsletter and members can sub-mit their application to Dr. P.V. Jayasankar, Chairman, Inland Fellowship Committee. Details of the fellow-ships are available in the IOA website and application forms can be downloaded from that.

Members Directory : There has been dismal response from members regarding this and we need to compilemembers’ directory this year. Please kindly fill in the membership directory form and send it to the IOAhouse without fail, even if your address is correct.

JBJS (British Edition) : IOA has liased with Editor of JBJS (Br) and they have come forward to provide JBJS(Br)at subsidized rates to our honourable members. In this regard the editorial board of JBJS would discount40% (forty percent) on yearly subscription to all IOA members and IOA would add another 10% subsidy.Hence IOA members would receive JBJS (Br) edition at half the rate of subscription. We need atleast 1000copies to be procured from JBJS. Hence I want the members who are desirous of getting JBJS(Br) volume atsubsidized rate to fill in the form given in the back pages and sent to IOA house immediately. This will allowus to make a concrete decision in this regard.

IOA NEWS JAN - MAR 2008 4

Constitutional Amendments : We failed to amend our constitution due to lack of quorum during IOACON2007 at Kolkatta. The constitutional amendments will be put up in website and the second newsletter of IOAin the month of June. Members are requested to go through the amendments and give suggestions to yoursincerely. It is decided that along with ballot paper members will receive letter of acceptance of constitutional amend-ment which can be returned to IOA house alongwith ballot paper so that constitutional amendment can bepassed.

We have whole lot of newthings to be discussed during summer executive meeting and I shall write to youafter that. Till such time Bye Bye. Jai Hind & Jai IOA.

Yours sincerely,

Dr. R.H. GovardhanHon. secretary

Minutes of the meeting of the Office bearers of Indian Orthopaedic Association andthe Editorial Committee members of Journal of Bone & Joint Surgery (British) held atScience City, Kolkata, India from 4.00 pm onwards on 4-12-07. The following attended the meeting: 1. Mr. James Scott, Editor JBJS(Br)2. Mr. Frank Horan, Emeritus Editor3. Mr. John Getty, Immediate Past President, British Orthopaedic Association(Special Invitee)4. Prof. H.K.T. Raza, President, Indian Orthopaedic Association5. Prof. R.H. Govardhan, Hon.Secretary, Indian Orthopaedic Association6. Prof. Anil Jain, Editor, Indian Journal of Orthopaedics. The meeting was chaired by Prof. H.K.T. Raza. 1. Prof. Raza welcomed all the participants and said that this was a historic moment to start a fruitfulcollaboration between the J.B.J.S (Br) and the Indian Orthopaedic Association.2. All participants agreed that there was immense scope for such a collaboration which would eventuallylead to the printing of Indian Editor of the J.B.J.S(Br) in India.3. The following decisions were taken:a) The J.B.J.S(Br) would provide for the J.B.J.S(Br) to be put up on I.O.A website for six months for I.O.Amembers free of cost. This would be an incentive to develop interest in and subscribership of the JBJS(Br)volume).b) Details of printing of the full text of all the J.B.J.S(Br.volume) issues in India are to be worked out by ProfAnil Jain. Mr. Scott and Mr. Horan praised the quality of the recent issues of Indian Journal of Ortho-paedics and would be satisfied if these standards were maintained for the Indian edition of J.B.J.S(Br.).c) There was unanimity that advertisements in the British issues would be of no importance to Indianreaders. The I.O.A/Editorial Board of I.J.O Or Indian Edition of J.B.J.S could solicit advertisements directlyfor the Indian edition. Details of the tariffs for the same as well as how this fund would be utilized needs tobe finalized (sharing them between J.B.J.S(Br) & I.O.A, use for funding for copyright to the Editorial Board ofJ.B.J.S(Br), etc.).d) The Editorial Board of the J.B.J.S has to decide and inform the I.O.A office bearers regarding the copyrightcharges, if any, to be paid on an annual basis by the I.O.A/Editorial Board of Indian Edition.e) It was unanimously agreed that initially a subscribership of 1000 copies could be used for calculation ofprinting costs and subscription fees etc.f) Prof. Anil Jain, Editor of the Indian Journal of Orthopaedics would be the liaison person between J.B.J.S(Br.). Editorial Board and the I.O.A office bearers Prof. Raza will act as the facilitator for future dialogues.g) Prof. Raza and Prof. R.H. Govardhan thanked all participants with the hope that a short term road roap willbe developed in the next six months by e-mail contact between the participants, as well as the next incum-bent President of I.O.A Prof. S.C. Goel.

Implant Committee Report-2007

The quality of orthopaedic implant have always been prime concern of the association. In this respectdefinite notification have been brought out by the Drug Controller of Govt. of India(DCGI). This notificationhave been circulated earlier in our newsletter which may again be circulated for the information of themembers. The regulation of Medical Devices in India- Current status available on internet www:cdsco.nic.in.

Regulations:- Imported Dev ices: importers require to have an Import License in order to legally continue to importorthopaedic implants.- License in order to legally continue manufacturing activity of orthopaedic implants.- Sales of these Devices: Distributors, Dealers and Agents who sell orthopaedic implants are requiredto legally only sell those orthopaedic implants that either possess an Import license or a Manufacturinglicense. In addition, such dealers, distributors or agents require to possess a valid Retail Sales License.

We have been making repeated appeals to the manufacturers that every implant should bear the insigniaof the respective manufacturer so that authenticity of the implant can be ascertained.

We have organized a symposium titled “Orthopaedic implant regulations- its need and implications” in thepresent IOACON 2007. The guest faculty have been invited from Drug Controller of India, Bureau of IndianStandards and the Orthopaedic industry.. This is to promote a dialogue between regulator, manufacturerand user. The academic committee had discussions with many academicians and senior professors in the countryduring the last one year and the following two important programmes were finalized to be presented beforethe executive committee of IOA.

1. Granting accreditation points for conferences

The committee had several rounds of discussions on the basis of granting credit points for the delegates invarious types of conferences and workshops. The conferences were catagorised into international, nationaland regional conferences depending on the faculty and participants. All the conferences held in the countrywith more than half the faculty from abroad ( minimum of six speakers from abroad) and at least 25% of thedelegates from abroad were included in the category of international conferences. All the annual meetingsof international societies were included in this group irrespective of the above criteria. The credit pointswill be allotted by the academic subcommittee of IOA for accreditation. The conference organizers have toaply for the accreditation well in advance with the required information.I request the permission of theexecutive committee to constitute a subcommittee. All the national and regional conferences organizedwill be graded and allotted points on applying for accreditation. Hands on workshops, live demonstrationsand video demonstrations are also eligible for credit points.

2. Registry of Orthopaedic surgeons working abroad

Lot of Orthopaedic surgeons from our country are working abroad. It will be very beneficial for us to have adirectory of these friends to encourage exchange of knowledge, to arrange exchange training programmes,to have mutually beneficial fellowship programmes and to help youngsters to get good placements. Withthis network of Indian Orthopaedic surgeons all over the world, we can think of having overseas chaptersof IOA in future. The academic committee is planning to bring out a directory of Orthopaedic surgeons ofIndian origin working abroad. Thw whole hearted co-operation of all our esteemed members is requestedfor this purpose. If the executive committee permits, all the members can be contacted through e-mail andletters to get the name and addresss of their orthopaedic friends and relatives working abroad. They maybe requested to become members of IOA and to form local chapters.

I take this opportunity to thank the honorable president, Secretary and the esteemed executive committeemembers of IOA for the continued support and suggestions.

7. DR. ASHOKE SENGUPTA VISITING PROFESSORSHIPIt was felt that the solitary application of Dr. Lakhotia on behalf of the West Bengal Orthopaedic Associationis not a valid one. This is because the visiting professorship is for institutions and not for a state chapter. In the mean time, I did ask Dr. Lakhotia for clarifications on the above and to send in a proper applicationwith the name of the institution. However, I have not received the application from Dr. Lakhotia in theprescribed format which was forwarded to him. Hence with the concurrence of the Inland Fellowship Com-mittee, the professorship for this year will lapse. For the next year Prof. S.C. Goel has sent in an applicationstating that his centre is desirous of availing services of a visiting professor. His application has named meas the visiting faculty of choice. I have no hesitation in visiting his centre for a week and have made thenecessary application. A decision may be taken on this.

8. NEW FELLOWSHIPRs. 2 lacs have been donated by my foundation towards establishing a paediatric fellowship. This has to beratified at the General Body Meeting after which it can be advertised.

As I conclude this 6th year of being in charge of the Inland Fellowships, I wish to thank all who have helpedme conduct the fellowships smoothly. I must mention Dr. Dasgupta of Kolkata from whom I took over and hewas always very helpful. Dr. Taqi Raza and all earlier Presidents, Dr. Govardhan and all members of thesuccessive Inland Fellowship Committees have been very helpful and it was a pleasure to enjoy their cama-raderie. Thank you one and all.

Report of Building Committee- Indian Orthopaedic Association

December 4, 2007

Dear IOA members,After the first phase of the reconstruction work completed, namely renewal of the wall, making of an elec-tric transformer room, repair of leaking basement walls, the work has stopped temporarily for installing thelift. Payment has been made to the previous contractors after negotiating the amount of their bills, reducedfrom Rs. 5.0 lacs to Rs.3.5lacs.Now the work is undertaken by the contractors of DDA on Govt. approved rates, which is quite reasonable. The finalization of the lift has been made and we have to take Johnson & Johnson lift because of the simplereason that is no place in above and down in old construction. Though, it is expensive but in the long run wewill get benefit. Only after the lift installed, we can undertake the other faults of the building along with thewhite washing and timber works.I think, within few months, the whole house will have a new look with all the faults corrected.I am enclosing the report of Mr.Arora, Senior Engineer of DDA and the details of works to be done includingthe expenses.I appreciate the cooperation of the Executive Committee and Prof. Sudhir Kapoor, Treasurer, IOA, DDA andMCD officials. Our office incharge, Mr.Ramesh Pandey is taking keen interest and looking after the day-to-day activities. I am grateful to all of them.

I have not succeeded in one of my promise to bring out a special edition of JIMA in the month of October2007. I had received articles from many of my colleges and of which four articles were selected. But to bringa special edition the JIMA needed some sponsorship, which I failed to collect. But I have not given it up, theissue will be published soon and I am sure with the incoming President’s theme being “Osteoporosis” mycommittee will get further boost.I must thank Dr.H.K.T.Raza, President and Dr.R.H.Govardhan, Secretary IOACON for giving me all out sup-port during the year.

THE BJD INDIA CONVENTION 28-30 NOV 2008 & THE WORLD BJD NETWORK MEETING 28-01 DEC2008- PUNE

PROGRESS & INVITATION Dear Colleague, We are in the era of the “Bone & Joint Decade (BJD) 2000-2010”- a movement meant to create awarenessand knowledge about the musculoskeletal diseases that afflict millions of people, causing immense painand disability. The central issue is to improve quality of life but the real challenge lies in empowering ourpatients. But nothing will move unless we the medical faculty equip ourselves with sufficient knowledgeand skills to bring about the much needed change in living BETTER & LONGER. BJD is an umbrella organi-zation for people to work cohesively in improving the ‘Bone and Joint Health’. It is strongly supported by UN& WHO, besides more than 65 countries.BJD India is organizing a convention (Venue: Armed Forces Medical College, Pune) from 28th to 30th No-vember 2008. The convention is in parallel to the annual BJD World Network Meeting which is also beingheld in Pune from 28th November to 1st December. It is a great honor and opportunity for India to host sucha prestigious international meet. The Convention will focus the management of “Rheumatoid Arthritis (RA) & Osteoporosis”. Corrective andjoint replacement surgery (including hand surgery) in end stage arthritis in the Asian Context will bediscussed. Similarly, we will focus attention on fragility fractures and spine surgery in a setting of os-teoporosis. While it is important for the rheumatologist to recognize the requirements and indications oforthopedic intervention, the orthopedic surgeon needs to be made aware of the recent therapeutic ad-vances in RA. Newer biologic agents like Etanercept, Infliximab, Rituximab have revolutionized the treat-ment and outcome of RA and are now available in India. Special sessions for Biologics, both interactive andpractical demonstrations, are planned during the meeting. Teriparatide, Ibandronate and several new agents, recently introduced in the Indian market, will be discussed and displayed. Overall, it will be an intensivescientific program to update ourselves with newer knowledge and skills. For the first time, Orthopedic Surgeons, Rheumatologists and Physicians will sit together to discuss theseand several other related issues. Indian Orthopedic Association (IOA) is a founder member of BJD IndiaNAN, and several of its senior office bearers have actively worked towards its success. The provisionalprogram of the BJD Convention and invitation to attend was included in the presidential address deliveredby Dr Raza the IOACON 2007, Kolkatta in Dec 07. Several renowned orthopedic surgeons and rheumatolo-gist have confirmed their participation. Prof Lars Lidgren, Chairman and founder, International BJD, is adistinguished orthopedic surgeon from Sweden and will attend the meetings. Several other experts will berepresenting the BJD countries during the meeting. Several of our senior orthopedic surgeons have con-firmed their participation. As the focus is on Asia, several of our colleagues from Bangladesh, UAE, Iraq,Pakistan, Nepal, Sri Lanka, Iran, Oman, China, are expected to attend.

We invite you to attend this landmark first time meeting in Pune and enjoy the scientific feast and hospi-tality that awaits you. The tentative program and registration details are now posted on the web site http//www.bjdindia.org There are limited seats as a large attendance is expected. “Dear Member,

We have been interacting with the Editors of JBJS(Br) to get the JBJS(Br) printed in India fordistribution amongst our membership. As a first step they have offered to give a discount of Fortypercent on the yearly subscription to all IOA members. The IOA would add a further Ten percentsubsidy for all the members taking up the subscription. The subscription will therefore be at adiscount of Fifty percent. (The cost for a yearly subscription will therefore be around Rs. 3200/=

Our endeavour is to encourage academic activities and we have felt that bringing an Interna-tional Journal within reach of our membership will be step in the right direction. Ultimately wehope that we will be able to get JBJS (Br) printed in India at a reduced cost
