12 Days of Kittens in “Kitty” Hall This year, we will be holding our 3rd Annual 12 Days of Kittens event in our “Kitty” Hall office at City Hall, Room 264. Every December, we host feline friends in our office to promote the work of Animal Care & Control (ACC). Visitors are encouraged to bring donations of pet food and supplies (i.e. old linens, carriers, litter boxes), make a pledge to support ACC, or adopt a new friend! The 12 Days of Kittens will start on December 1st and end on December 11th (due to the 12th landing on a weekend).

Passage of Measure B – Paid Parental Leave for City EmployeesThis November, voters supported the passage of Proposition B, which I sponsored to improve our City’s Paid Parental Leave law that was passed in 2002. Prop B allows city employees to retain 40 hours of sick leave after the birth, adoption or fostering of a child. Currently, employees must exhaust all sick, vacation and compensatory time before being given the paid leave.

Prop B also provides city employees who are married or in a domestic partnership to access the full benefits of the law. Currently, if two parents are both city employees, they must split the 12-week benefit. Prop B allows for both parents to each access the 12-week benefit.

I would like to thank everyone who voted and supported Prop B. Moving forward, our office will be meeting with representatives from the public and private sectors to discuss how we can better support all of the families in our city. Legislative UpdateThis month, I introduced two pieces of legislation that I hope will support vulnerable populations in our City.

Support for Domestic Violence victims in Shelter SystemThe first is a resolution urging the Human Service Agency (HSA) to amend its Imminent Danger policy for its shelter system as it applies to victims of domestic violence. Currently, shelter residents who self-report or are involved in a domestic violence incident are either denied shelter admittance or are not allowed to remain in a shelter for 30 days. (This policy was changed to 15 days in October). While this policy was put into place out of concern for the protection of shelter residents and staff, it does not provide assistance to the victims of domestic violence who are in dire need of protection and services. The policy also discourages victims of domestic violence from reporting crimes. The resolution calls upon HSA to adopt the Shelter Monitoring Committee’s policy recommendations, which include: prohibiting the denial of services based on being a victim of domestic violence or self-disclosure of domestic violence; requiring the use of lethality assessments upon intake to assess all families for the risk of domestic violence; and establishing procedures to assist victims in securing emergency protective orders.

Improved Notifications for Evicted TenantsI also introduced an ordinance requiring that the Rent Board notify tenants who are being evicted of the City’s affordable housing programs. As the City struggles through a housing crisis, we are working hard to encourage more affordable housing – whether for ownership or rental. However, we need to ensure that residents are aware of these programs, understand eligibility requirements, and know how to apply. The improved notifications will be available in multiple languages, as is required under our city’s Language Access Ordinance.

The San Francisco Municipal Transportation Agency (SFMTA) will be continuing its outreach efforts to gather feedback from residents, riders, and merchants regarding the proposed L-Taraval Rapid Project to identify ways to improve safety, reliability, and customer experience. The next community meeting will be held on Monday, December 14 at 6pm in Grace Lutheran Church (3201 Ulloa Street, near 33rd Avenue).

Park Policy Council Opening

Are you a fan of parks and open space? Want to influence park policy? Join the San Francisco Parks Alliance Parks Policy Council! The Parks Alliance is looking for a few great park advocates to join the advisory Parks Policy Council, which advises the Parks Alliance board on park issues, legislative positions and park policy. The Council meets 10 times a year and members spend a few hours a month reading and conducting research on park issues.

UPCOMING NEIGHBORHOOD EVENTS

Spectacular lights will illuminate the San Francisco Zoo during December weekend and holiday evenings, creating a memorable festive experience for the entire family. The Zoo will spotlight four reindeer visiting from the North Pole; the world’s largest lizard, the komodo dragon; Australian native wooly-haired koalas; long-necked giraffes; as well as the new $6 million South American Tropical Rainforest & Aviary, featuring more than 100 amphibians and reptiles. Also, light snow flurries are expected throughout Zoo Lights so guests are advised to bundle up. Weather permitting, the historic Little Puffer Steam train will run passengers during the festival of lights ($5 per passenger), and kids can get a photo with Santa Claus at the Pachyderm Building. Zoo Lights also will feature nightly entertainment and costumed characters near the Elinor Friend Playground.

The entrance fee is $8 for adults and $5 for children (ages 4-14). Members are free on December 12, 2015 and January 2, 2016 and receive a $1 discount on other nights. Parking after 5PM is $5. Come waddle into the San Francisco Zoo, located at Sloat Blvd. and the Great Highway, (also accessible by San Francisco Muni “L” Taraval line), for a fun, wintry time – you won’t find “snow” anywhere else in the city!

Zoo Lights begins at 5 pm and concludes at 8 pm, and takes place on the following dates:

• Friday – Sunday, December 4-6, 2015• Friday – Sunday, December 11-13, 2015• Friday – Sunday, December 18-23, 2015• Saturday – Wednesday, December 26-30, 2015• Friday – Sunday, January 1- 3, 2016

On November 16, the San Francisco Municipal Transporatation Agency (SFMTA) launched a new mobile fare payment app that will allow riders to buy and store transit fares from their smartphones, to make it more convenient for riders to get on Muni.

With the new MuniMobile app, a rider’s fare may be purchased on most smartphone devices through a credit/debit card or PayPal account. MuniMobile, the Bay Area’s first systemwide mobile ticketing app, is now available for single-ride bus, rail, and cable car tickets. Fares can be purchased in increments of 1-day, 3-day, and 7-day passports. MuniMobile is also available for SF Access Paratransit tickets.

NEIGHBORHOOD UPDATES

In conjunction with the Planning Department’s Pavement to Parks Program, our office has met with many residents in the surrounding area over several community meetings in the past year and a half to discuss ways to improve the underutilized space located at the Francis Scott Key Annex Site (43rd Ave between Irving and Judah). The Pavement to Parks program is a collaborative effort between the San Francisco Planning Department, SF Public Works, and the SFMTA to help reimagine the potential uses of underutilized spaces in our City.

In order for the project to move forward, we needed to have the issuance of the site use permit from the San Francisco Unified School District (SFUSD). The site use permit was issued on November 19. This means the Pavement to Parks team can start implementation of the proposed project in the next few weeks to convert this open space into a great community asset.

As a reminder, the project will include a community garden, a family-style barbeque and eating area, improved basketball courts, play area for children, exercise area for all ages, space for artist studios, shaded gathering space, and skate boarding elements. We understand that, overall, residents agree that improvements should be made to this underutilized space. However, we also know there have been some differences in opinion over the skate boarding elements.

Based on the discussion during the two last community meetings, the Pavement to Parks team and our office will re-evaluate the installation after a two-month trial. We will evaluate the benefit and performance of the project and address potential modifications if needed. Upon completion of the installation, which is anticipated for early 2016, neighbors will have the opportunity to finalize the hours of operation, a maintenance plan, and a calendar of programs at the site.

There will also be many opportunities for community members to participate in the installation of the project. The Pavement to Parks team will notify neighbors about upcoming community installation days at the site. Upcoming work days will include (but are not limited to):

• Gardening Day – The community will have the opportunity to help plant and water the gardening beds;• Painting Day – We invite all residents to participate in the installation of a ground mural;• Fence Decoration Day – Everyone can be an artist and help with new fence improvements.

We are committed to working with the community to ensure that this becomes a great space for everyone who lives, works, and visits the Outer Sunset. We would also like to thank all the neighbors who participated in the community meetings.

On November 14, volunteers from our office, Friends of the Urban Forest (FUF), and Recreation and Park Department’s Greenagers program helped 10 residents beautify and green their front yards as part of the fifth round of our Front Yard Ambassadors Program (FYAP). Through four previous rounds of this program, we have removed 4,696 square feet of concrete, which amounts to a diversion of 56,352 gallons of storm water from our combined sewer system each year. We are glad to increase that number with the additional gardens we just planted.

If you are interested in breaking up concrete and beautifying the area in front of your home, our Spring 2016 FYAP applications will reopen this month with an application deadline of January 8, 2016. Applicants must have at least five (5) households on their block to fully participate in the program. We urge you to begin talking to your neighbors if you are interested in participating!

Fifth Round of Front Yard Ambassadors Planting

Lake Merced West, a property owned by the City and County of San Francisco, is located between the shoreline of South Lake of Lake Merced and John Muir Drive. The site was formerly leased to the Pacific Rod and Gun Club, a private club that offered skeet and trap shooting. The site is currently undergoing a significant clean up, sponsored by the SFPUC, due to toxic sentiments on the site. The cleanup is scheduled to be completed in the early spring of 2016.

The Departments envision reactivating this site with a range of high quality opportunities for public recreation that take advantage of the lake’s unique setting and assets, and the Recreation and Park Department is proposing to issue a Request for Proposals (RFP) for the operation and management of Lake

Merced West. The Recreation and Park Commission is scheduled to consider the draft RFP at their December meetings, which will be open to the public for anyone who wishes to attend. To see the proposed terms of the draft RFP, please visit http://bit.ly/1lInmJH.

Congratulations to Dr. Fagan from Lawton Alternative School for being selected as a recipient of a grant from Donor’s Choose and Google.org! Dr. Fagan submitted an application to create an inclusion robotics program for her students, and was awarded funding so that she can purchase robotic toys, Osmos, Moss Bots, and tablets to help students of all different learning styles to learn. On November 6th, our office joined Principal Ferrante, students and parents in congratulating Dr. Fagan for her receipt of this award and for her passion and creativity as a teacher. It is clear that Dr. Fagan is well-loved by her students, and we know that she will continue to develop the next generation of leaders in our community.

On November 21st, our office co-hosted the Larsen Playground opening ceremony with Assessor- Recorder Carmen Chu, Friends of Larsen Playground, and the Recreation & Park Department. The opening ceremony brought together more than 200 residents to celebrate the reincarnation of the old F-8 Crusader jet that delighted neighborhood kids for many years.

We would like to extend our thanks and appreciation to our partners, neighbors, donors and Recreation & Park Department staff for their support and efforts to bring back “the airplane park”, where families and children will be able to create new memories for the generations to come. The idea for bringing back the jet came from Cammy Blackstone, District 4 resident and former Legislative Aide to then Supervisor Carmen Chu. Cammy, along with resident Nano Visser, worked tirelessly for several years to make this project a success. When you are at the playground, please take a moment to look at the

beautiful mosaic tiles that were integrated into the project. These tiles are marked with the names of the generous donors who helped us bring back the jet. We thank residents for their patience during the renovation, and look forward to this playground serving many more families for the years to come. Discover Your District: Making Sandwiches with Lou’s CaféOur office had a wonderful time learning how to make great sandwiches as part of our Discover Your District (DYD) series. Participants received some helpful tips on how to make great sandwiches, as well as how to turn Thanksgiving leftovers into the perfect meal. We then enjoyed our own handmade lunches while the owner shared the history of Lou’s Café. Lou’s Cafe is a family owned business that all began with a mother’s dream. Romana, mother of three sons, began her career catering for the Andronico’s on Irving Street. After 25 years of service, she decided it was time to chase after her dream of opening up her own food establishment, Lou’s Cafe.

On November 18th, residents, stakeholders and representatives from community-based organizations gathered at the Grace Evangelical Lutheran Church to set the goals and objectives for the Resilient Sunset Action Plan based on previous meetings and exercises. Attendees discussed the vision and mission of the steering committee and then came together to identify the connections, capacities, and weaknesses in their neighborhoods. After consolidating the ideas and suggestions, we will convene in January to start drafting the Resilient Sunset Action Plan.

In the wake of cold winter rains and the encroaching El Niño storm patterns, be sure to prepare for flooding by stocking

Mellow’s Café owner and San Francisco native, Terry Zhang, opened his shop in early June of this year. Though it has only been serving the neighborhood for a few months, Mellow has already gained many regulars who come in to grab a coffee before they jump on the L-Taraval or stay and pick something to eat off the surprisingly robust sandwich and panini menu. Terry says that Mellow’s beverages and food items were inspired in part by his favorite items from the cafes he frequented while growing up in the city.

It has been Terry’s lifelong dream to open a café, and District 4 residents can now reap the benefits of his ambitions becoming reality. Though Terry claims he is still adapting to the neighborhood, it is obvious as he greets his customers by name that the Outer Sunset is now home. Whether you require a quick cup of quality coffee before heading to work or a cozy place to study, Mellow’s Cafe is here to serve your needs.
