A MESSAGE FROM THE PRESIDENT
It rained the week before the December meeting and over 120 members turnedout to hear Carl Nelson, Director of Public Works, EMA, County of Orange,speak on the Santa Ana River Flood Control Project. The upcoming Januarymeeting is on Nuclear Power Issues, a situation equally as important toOrange County engineers and residents alike. While 1 was happy to see theeffect of rain in peaking interest in the December meeting, a similar interest-sparking incident is not desired for an equally controversial topic. I expect tosee everyone at the January meeting, fresh from the glow of the holidays.
Recent and continued court decisions relative to professional liability, coupledwith increased difficulty in obtaining liability insurance has resulted inoccupational crisis in all professions, civil engineers notwithstanding. Whilephysicians struggled through this dilemma, strides in medical care wereaccomplished by forward-thinking professionals, confident in their knowledge,and application of proven and theorized techniques.

As Civil Engineers we can remain safely mired in the repetition of previous designsor we can strive for excellence in the design and application of proven theoremscoupled with sound engineering judgement and boldly move into 1986. The Orange County Branch, with over i, 300 assigned members and over 750 dues-
paying members, would rank high in the nation among Sections. While we remain apart of the Los Angeles Section, benefiting from the association, we can still maintaina separate identity, aiive and vital within the County. ANNOUNCEMENTS
The Orange County Environmental Management Agency has developed a draft
Hydrology Manual. An explanation of the proposed criteria and methods will
be presented at an open meeting to be held in the Board of Supervisors Hearing
Room , 10 Civic Center Plaza, Santa Ana, from 10:00 to 12:00 noon on January 30,
1986. Thjs is the fourth and final public presentation.
ASCE members are welcome to attend. There is .ample seating space for this
presentation that is sure to be of interest to the engineering and construction
industry.

Warren H. Bower, formerly Supervisor of Engineering for Beven-Herron, Inc., has
joined Martin & Saunders, Inc., Structural Engineers, Costa Mesa, CA. Warren
currently is chairman of the SEAOSC Building Code Wood Subcommittee and is a
member of ASCE Committee on Wood, Technical Advisory Committee of AITC, Special
Advisory Committee of the NFPA and ASTM Committee D-7 (V/ood). At Martin &
Saunders he will provide consulting engineering reviews, evaluations and reports
on existing and new structures for mortgage loan companies, contractors and owners
of buildings.
