Trinidad and Tobago will benefit from an annual purchase of an estimated US$100 million in fuel from the Petrotrin Refinery and from the provision of other key services by Oldendorff Carriers Trinidad and Tobago Ltd., a 90-year-old German family-owned transshipment company. Oldendorff is one of the world’s largest carriers of bulk cargo and operates some 400 ships, mainly Panamax and Capesize bulk carriers. It is anticipated that some five million tonnes of iron ore would be shipped out of Brazil to Trinidad and Tobago via four smaller ships, each with a capacity of 50,000 tonnes. TRINIDAD AND TOBAGO CELEBRATES 50 YEARS OF INDEPENDENCE Sincerely, T&T Shipbuilding and Repair Cluster.

In order to facilitate the safe berthing and departure of smaller vessels alongside the large Floating Crane Barge, utilized for offshore transshipment operations by Oldendorff Carriers, Austal Ships was awarded a contract for Turnkey Design and Fabrication services for a fixed landing platform, built using assorted welded steel profiles and galvanized coated, steel floor gratings. This project was developed and executed at Chaguaramas Bay, before the timely departure of the Monrovia Registered Floating Crane Barge “MAX” to its final mooring destination, approximately six (6) miles off the coast of the port of Point Lisas, Trinidad.

VISIT OF RFA ARGUS - TRINIDAD & TOBAGO'S 50TH ANNIVERSARY OF INDEPENDENCE RFA ARGUS visited Trinidad & Tobago between 29 August and 3 September in the course of her deployment to the Caribbean on the Royal Navy’s Atlantic Patrol Tasking (North) - the UK’s year round commitment to the region.

Crew members from the RFA ARGUS participate in the emergency clean-up in Diego Martin, Trinidad.

The visit was planned to coincide with Trinidad & Tobago's jubilee celebrations marking 50 years of Independence, and members of the crew were proud to participate in a number of engagements, including marching at the Independence Reenactment ceremony. During the visit, Captain Patterson made two appearances on breakfast television, to talk about the important work the ship is undertaking in the region.

On the morning of Saturday 1 September, a team of 26 servicemen & women from RFA ARGUS visited Diego Martin - which suffered severe flooding in August - to help with the clean up operation. The team are part of the Humanitarian Aid and Disaster Relief (HADR) unit, which serve on RFA ARGUS, and consists of Royal Navy and Royal Marine Commandos. The team is experienced in a wide range of relief and aid missions, and are in the region primarily to respond to emergencies associated with the Hurricane season.

Lt. Commander Anthony Crabb led the team to two sites in La Puerta, and helped clear 3 major landslips. Working with the Diego Martin Regional Corporation, the team cleared two drainage canals and dug out a new drainage ditch to help channel future downpours. Local residents were grateful to the team and were later met by Captain Gerry Patterson, who joined his crew later that morning.

The main duties of RFA ARGUS are to provide assurance and support to the UK’s Overseas Territories, particularly in response to natural disasters, and to maintain a presence in the area championing UK government objectives and conducting counter narcotics trafficking patrols in conjunction with US and other international forces.

In addition to remaining on high readiness to assist following any natural disaster in the region, RFA ARGUS will also be supporting the US coast guard in counter narcotic operations within the Caribbean, embarking a USCG Law Enforcement Detachment, detecting, distracting and disrupting illegal narcotics trafficking throughout the region. She has recently completed a maintenance period in Freeport, Grand Bahama and refreshed her core skills with a short, staff covered training period to maintain her high state of operational readiness.

The ship remains poised to assist with Disaster Management, Command and Control with extensive emergency relief stores held on board. The ship can send ashore specialist manpower teams trained in engineering, medical and fire fighting with the primary aim of saving and preserving life. Teams also have the capability to provide shelter, sanitation, food and water. For the provision of logistical support ashore, the ship has a flight deck capable of operating multiple helicopters with a Lynx helicopter flight already embarked. RFA ARGUS is deployed to the region as part of the United Kingdom’s continued commitment to the Caribbean.

CHINA TO BUILD NATION'S FIRST MAJOR CRUISE SHIP China is poised to enter the world of cruising with reports of construction commencing on the nation's first significant cruise ship.

Xiamen which is set to be the homeport for cruise liners.

Construction began in July on a 100,000GRT luxury ship at the Xiamen Shipbuilding Industry located in Xiamen, Fujian province.

The ship, which will carry over 2,000 passengers, is being built at a cost of 3.1 billion yuan (US$485 million). The construction is projected to take six years, with delivery slated for October, 2018.

Based on differing sources the ship will be named either 'China Xiamen' or 'Xiamen China'. The operating company is the Xiamen International Cruise Company, which is a subsidiary of Beijing-based Shan Hai Shu Group.

The ship is intended for the Chinese cruise market. There will be eight Chinese restaurants with only one western-style restaurant. The interior decor will feature traditional Chinese paintings and artworks with examples of antique furniture. Current plans call for the new ship to operate on Asia-centric cruises of varying lengths visiting ports in South Korea, Japan, Singapore, Vietnam and Taiwan.

The ship is one part of a larger project designed to extensively promote Xiamen as a future cruise hub. The Southeast China International Shipping Center package includes 10 projects led by the local construction of the large cruise liner, a cruise terminal with a massive shopping and entertainment complex and a shipping business center in the city of Xiamen, local officials said. The combined investment is expected to top 16.73 billion yuan (US$2.63 billion).

Xiamen is located in one of China’s five special economic zones open to foreign investment and was until recently known as a city of export-oriented factories. In recent years however, tourism has taken off and made the city a top leisure destination. The Port Of Xiamen currently has 81 berths which can handle vessels of all sizes, including 16 deep-water berths. Xiamen is the world’s largest supply base of raw tungsten materials. Some very important names in the shipping world will be working with the Chinese to develop this new ship. Most notably, PFJ Marine Consulting (headed by Stephen Payne OBE) has been contracted “to design the interior in line with five-star standards.” Mr Payne is best known as the designer of the 'Queen Mary 2' and the 'Rotterdam (vi)', and has worked extensively in the past with Carnival Corporation Shipbuilding. His partners are Jeff Frier who had a hand in the 'Norwegian Epic' and Raoul Jack who was Carnival’s Director of Newbuilds during the construction of the latest superb trio of ships for Seabourn Cruise Line.

Also onboard is the firm of Deltamarin, the Finnish group that contributed to Royal Caribbean’s most recent pair of giants, 'Oasis of the Seas' and 'Allure of the Seas', along with Celebrity Cruises' 122,00GRT 'Solstice Class'.

In previous months it was widely reported that Royal Caribbean International would be involved in various aspects of the Chinese shipbuilding project. After indicating that they would at least be acting as consultants in August, Royal Caribbean denied that they had any involvement with either the Chinese government or the Xiamen cruise projects. Royal Caribbean had planned to charter the 69,130GRT, 1,804 passenger 'Legend of the Seas' for a four-month period beginning in March to new joint venture partner China World Cruises, but the deal fell through when the charter terms were not met. It is not known if this event contributed to souring any deal with the Chinese regarding the new ship. Royal Caribbean is rapidly becoming a major player in the Asian cruise market. 'Voyager of the Seas' is now the largest ship to be based seasonally in China. The 137,276GRT, 3,117 passenger vessel sailed from Shanghai this year. In June, 2013 sister ship 'Mariner of the Seas' will become the second large ship to reposition to China. China has a massive middle class, which is just beginning to emerge to form an almost completely untapped travel market potential of 56 million persons. If trends continue, it will be the fourth largest source of cruise passengers by 2020.

A couple of other small cruise operators in China were announced earlier this year. Hong Kong-based Runfeng Ocean Deluxe Cruises recently began operations with the 17,370GRT 'Ocean Dream'. The ship is registered in Sierra Leone and sports a dragon painted on her bows, but is otherwise little altered externally from her original 1972 appearance as a P&O ship. Also new is the China Cruise Company, which purchased and renamed the 'China Star' (ex 'Radisson Diamond', 'Omar Star', 'Asia Star') for US$45 million. The first SWATH design for a large passenger ship when built in 1992, the 20,295GRT vessel has been used primarily for gambling cruises out of Hong Kong in recent years and still caters to the high-roller gamblers from mainland China. It is the Chinese mainland’s first luxury cruise ship and if successful, the line plans a fleet of four or five ships to operate in the Asian market.

Panama Approves Canal Toll Increase - August 8, 2012

Following the recommendation from the Board of Directors of the Panama Canal Authority (ACP), the Cabinet Council of the Government of the Republic of Panama approved yesterday the proposal to restructure the Panama Canal’s pricing system. “The new tolls structure was conceived in accordance with the commercial value that the route offers its users. We look forward to working alongside the industry to continue offering a reliable and competitive service,” said Panama Canal Authority Administrator/CEO Alberto Alemán Zubieta. The new tolls were postponed to October 2012 and October 2013, respectively. “The new structure offers price stability to the Panama Canal clients during the next two years, while the approved tolls remain below the value it offers as a safe, reliable and efficient route,” added Alemán Zubieta.

China Will Spend $12 Billion on LNG Ships until 2020 - August 12, 2012

China will need up to 60 new liquefied natural gas carriers worth in the region of $12bn between now and 2020 to meet energy goals set out in the Twelfth Five-Year plan, according to a SinoShip LNG White Paper published today in association with Standard Chartered and Watson, Farley & Williams. There will be a minimum of four Chinese shipyards building these high spec vessels in the coming years, up from the current one. The number of terminals in China will jump to 14 from the current five in operation at the moment with a further 10 due for consideration after 2016 depending on demand. With the global LNG fleet also set to spike the face of LNG shipping will change dramatically with a flourishing spot market for the first time.

Wärtsilä to Power Four Svitzer Tugboats - August 16, 2012

Wärtsilä has been contracted to supply power systems of four modern diesel-electric tugs building for Australian owner Svitzer. The vessels are being built at the ASL shipyard in Singapore and are scheduled to be in operation by early 2014.

Each of the four 80 Ton Bollard Pull (TBP) harbour tugs will be fitted with two 9-cylinder and one 8-cylinder in-line Wärtsilä 20 engines. The use of the Wärtsilä 20 engines as diesel-electric generating sets is a new development in the tugs market.

The engines will operate on Marine Gas Oil (MGO) and the tugs will be equipped with batteries that allow power from the Wärtsilä generating sets to be stored for later use.

Austal USA Graduates Four-Year Apprentices - August 17, 2012.

Austal USA honoured 15 graduates of Austal’s cutting-edge four-year apprenticeship program yesterday at a ceremony held in the new Office Complex Multi-Use Room. This was recently the same backdrop for a ribbon-cutting ceremony which celebrated the official opening of three new buildings at Austal’s shipbuilding operation in Mobile, Alabama.

The graduates received their certificates of completion and designation as Department of Labour Class A Journeymen. The graduating class consisted of six electrical journeymen, four pipe fitting journeymen, and five fabrication journeymen.

Austal’s apprenticeship program is certified by the US Department of Labour, Alabama Department of Post Secondary Education, and the Veteran's Administration. It is governed by the Department of Labour Standards of Apprenticeship for the respective trades of Pipefitter, Marine Electrician, Fabricator, and Fitout. The Alabama Department of Post Secondary Education has approved our four trade programs for the Veteran's Administration which means that all eligible veterans may now apply for and receive GI Bill benefits that were earned for military service. The Department of Labour requires that each candidate complete a minimum of 576 hours of classroom time and an additional 8,000 hours of on-the-job-learning over the four-year period.

Panama Canal adopts "green building" Policy - August 29, 2012.

The Panama Canal will implement more sound “Green Building” practices with regard to future constructions in order to improve compatibility with the environment.

"Green Construction," also known as "Sustainable Building," refers to designing building structures using processes and materials that are environmentally responsible and efficient during the life cycle of the building.

This concept includes the process from design and construction to operation, maintenance, renovation and demolition of buildings. Green buildings are designed to reduce the overall impact of the built environment on human health and the natural environment.

The Panama Canal Authority's (ACP) Administrator/CEO, Alberto Alemán Zubieta said, "with the application of these parameters when building at the Panama Canal, we take a step further to ensure energy efficiency, reduce water consumption, and improve recycling practices which are cornerstones of the green building concept, along with the use of renewable energy sources."

CLIVE PALMER LAUNCHES TITANIC II

Leading Australian businessman Clive Palmer has launched a new international shipping venture which has plans to build a fleet of world class luxury liners including a 21st century version of the Titanic.

Mr. Palmer has signed a Memorandum of Understanding (MOU) with state-owned Chinese company CSC Jinling Shipyard to build Titanic II.

More than 100 years after the original Titanic’s tragic sinking in the North Atlantic Ocean, Mr Palmer has signed a Memorandum of Understanding (MOU) with state-owned Chinese company CSC Jinling Shipyard to build Titanic II.

“It will be every bit as luxurious as the original Titanic but of course it will have state-of-the-art 21st century technology and the latest navigation and safety systems,” Mr Palmer said.

“Titanic II will sail in the northern hemisphere and her maiden voyage from England to North America is scheduled for late 2016.

“We have invited the Chinese navy to escort Titanic II on its maiden voyage to New York.”

Mr Palmer said the rebuild was a tribute to the spirit of the men and women who worked on the original Titanic.

“These people produced work that is still marvelled at more than 100 years later and we want that spirit to go on for another 100 years,” he said.

Mr. Palmer said he has established a new shipping company Blue Star Line Pty Ltd which has commissioned CSC Jinling Shipyard to build and coordinate the construction of Titanic II in China.

“The Chinese are renowned for building commercial cargo and container ships,” he said.

“China currently produces around two to three per cent of the world’s luxury ships but is looking to challenge the Europeans who have around 75 per cent of this market.”

“The Chinese ship building industry with our assistance wants to be a major player in this market.”

Titanic sank after hitting an iceberg on April 15, 1912. It was one of the world’s deadliest peacetime maritime disasters, costing the lives of 1,514 passengers and crew.

The Titanic was commissioned by White Star Line and was the largest liner in the world at just under 270m long, 53m high and weighing approximately 40,000 tonnes.

Mr Palmer said design work in conjunction with an historical research team had commenced on the new Titanic, which would have the same dimensions as its predecessor, with 840 rooms and nine decks. The only changes to the original Titanic would be below the water line including welding and not riveting, a bulbous bow for greater fuel efficiency, diesel generation and enlarged rudder and bow thrusters for increased manoeuvrability.

“Titanic II will be the ultimate in comfort and luxury with on-board gymnasiums and swimming pools, libraries, high class restaurants and luxury cabins,” he said.

Mr Palmer said the new ship would also include an exhibition room which will be located in the space of the old coal boilers which will showcase Queensland and its abundance of opportunities to international passengers.

“I am assembling an extensive tourism portfolio which also includes the Coolum Golf and Spa resort on the Sunshine Coast,” he said.

“This new venture will add to Mr Palmer’s growing tourism portfolio which includes the Coolum Golf and Spa Resort and Robina Woods and the Colonial golf courses.”

HIGHER DAY RATES BOOST EARNINGS 27% AT BOURBON, MASSIVE FLEET EXPANSION IN PROGRESS Bourbon SA, owner of the biggest fleet of supply and crew ships for the oil industry, swung to a profit in the first half and said an increase in vessel rental rates was supporting growth.

Under the “BOURBON 2015 Leadership Strategy” plan, the company is investing US$2 billion in a large fleet and by 2015 it will have 600 innovative and

high-performance offshore vessels.

Net income of 17 million euros ($21 million) compared with a loss of 21.4 million euros a year earlier, the Paris-based company said today in a statement.

Earnings before interest, taxes, depreciation and amortization climbed 27 percent to 180.8 million euros with the addition of 22 new vessels, higher prices and a stronger dollar.

“The positive impact of the increase in average daily rates applies to an expanding fleet,” Chief Executive Officer Christian Lefevre said in the statement. The company has slowed commissioning of new vessels and is cutting costs, he said.

Bourbon had forecast demand for vessels and rental rates would improve this year to service a growing number of rigs, platforms and well heads. The company bolstered its ship- building program last year in anticipation that explorers would choose new vessels.

Under a $2 billion expansion plan, Bourbon plans to own 600 ships by 2015, up from 437 at the end of last year. Net debt rose to 2.05 billion euros from 1.96 billion euros at the end of last year with 422 million euros in net new financing to be drawn down by the end of the month, the company said today.

Financing Options

The shipowner has sought diversification of financing away from French banks and could obtain about 25 percent of its needs from the financial market by 2015 compared with none today.

“We are opening our eyes and realizing that our financing is changing and exclusively using banks for companies of our size, which was the norm in Europe, is changing,” Laurent Renard, chief financial officer, said today. “We want to diversify our financing. We will do a market operation at an opportune moment.”

About two-thirds of the investment plan has been carried out with 500 million euros remaining to be spent, Lefevre said.

“We will revisit the opportunity to do this part in the first quarter 2013,” he said. “If we decide to order these vessels we will still be able to have them by the end of 2014.”

The company reported today average daily rates for vessels, excluding crewboats, of $18,352 during the first half compared with $17,451 a year ago and $18,000 in the last six months of 2011.

Delivery Delay

“Orders for drilling rigs due to be commissioned in the next few years and the order books of offshore construction companies are set to stimulate demand for vessels,” according to today’s statement. “Demand for offshore service vessels is predicted to increase over the next two years.”

The vessel utilization rate may improve next year, Lefevre said.

Typhoon Haikui, which hit China earlier this month, delayed the delivery schedule of 15 vessels at Sinopacific’s shipyards in Zhejiang by five to six months, Bourbon said. It had 445 vessels in operation at the end of June and 96 on order, according to a presentation.

FOSS MARITIME TO EXPAND OCEAN TUG FLEET Tug and barge operator to build three new Arctic Class deep-sea tugs at NW Shipyard.

Responding to new oil and gas industry opportunities, Foss Maritime Company will build the first three tugs in an innovative Arctic Class of tugs, a fleet expansion that broadens its capacity to take on large projects in extreme environments.

Construction on the first tug starts in early 2013 at Foss' Rainier, Oregon shipyard, work which will bring additional jobs to the growing Columbia River facility. "At Foss we innovate," said Gary Faber, Foss' President and Chief Operating Officer. "These vessels will be built using the latest advances in technology and equipment. We want to increase efficiency, improve safety and performance and reduce environmental impact. These concerns are paramount to our customers, our stakeholders and our crews involved in offshore drilling and other project work in extreme environments."

Specifically, the new tugs will meet: • American Bureau of Shipping (ABS) A1 requirements, including standards for hulls, machinery, towing, anchors and cable; • American Bureau of Shipping (ABS) Ice Class requirements • International Convention for the Safety of Life at Sea (SOLAS) requirements, including an on-board rescue boat and davit; and • Green Passport, which requires an inventory of shipboard hazardous materials that make decommissioning of vessels far safer.

Faber said the new tugs have been designed to withstand the rigors of Arctic operations and are suited to work across the globe. The new tugs will position the company to compete for opportunities in the oil and gas industry. Currently Foss has five assets committed to an Arctic offshore exploration project in the Chukchi and Beaufort Seas and looks forward to providing additional assets in the Arctic. Several oil and gas customers are expected to perform similar projects in the region during the coming years, and Foss will be positioned to provide services and support with tugs, landing craft, crew boats and barges.

"Foss has worked Alaskan Arctic waters for decades with a well-known record for our focus on, and innovation in, environmental protection with the highest of safety standards," Faber said. "We have unique skills when it comes to the transportation of infrastructure needed for Arctic oil and gas exploration in to areas with little or no infrastructure. The new tugs will enhance our ability to move cargoes safely." Faber added that additional ABS-classed tugs and support vessels are already under consideration. Mike Magill, Vice President of Technical Services, who oversees Foss' two shipyards and the company's engineering department, said the three new tugs will be designed to achieve in excess of 100 metric tons of bollard pull, a measure of pulling power. The vessels will be used primarily to tow barges with oil field modules, rig topsides and project cargoes throughout the world. Glosten Associates is Foss' naval architecture partner on the project.

Design work is expected to be completed by year's end. Machinery on the new tugs will include Caterpillar C280-8 main engines, which comply with the highest federal environmental standards, and Reintjes reduction gears. Markey Machinery will supply the tow winch. In addition to the low-emission Caterpillar engines, the vessels will incorporate several environmentally focused designs and structural and technological upgrades, including: • Elimination of ballast tanks, so there is no chance of transporting invasive species; • Holding tanks for black and gray water to permit operations in no-discharge zones (such as parts of Alaska and California); • Hydraulic oil systems compatible with biodegradable oil; • Energy efficient LED lighting; and • High-energy absorption Schuyler fendering.

The decision to build the three ocean-going tugs will have a ripple effect throughout Foss, Magill said. The vessels will be built at the company's Rainier, Ore., shipyard. Foss has already announced that the facility, which specializes in new vessel construction, will expand by an additional 10,000 square feet, and will require additional staff. These highly anticipated vessels signify a continuing commitment by Foss to growth and expansion into new and exciting markets. "This is a win-win for us," Magill said. "We have a fine workforce in place at Rainier and we're very excited to be able to expand the fleet in ways that grow our business."
