Opposition delays labor changes The deadline for Saskatch- ewan labor groups to submit in- put toward the province’s labor review process has passed but this hasn’t stopped the Opposi- tion from launching a consulta- tion tour as part of its submis- sion. As part of the consul- tation, a number of questions were asked to the public about possible changes to labor laws. “You could call our written submission to the Minister of Labor a down payment,” says NDP labor critic David Forbes, who called the labor process both faulty and inadequate. “The process by which the SaskParty plans to rewrite 100 years of work laws is abysmal- ly incomplete. To provide real feedback on what employers and working women and men need, we’re going to hold the open and thorough consultations that the Sask. Party refused to hold.” Some examples of the topics under consideration for the new legislation are: essential servic- es legislation, union nancial disclosure, notice requirements, collection of employees’ wages after business closure, variable hours of work to meet needs of both employers and employees, and indexation of the minimum wage. Nine round-table open con- sultations, including one in Yorkton Sept. 17, will be held throughout the province after which Forbes will provide a full report to the SaskParty govern- ment. The SaskParty’s consulta- tion has only been 90 days long. However, the Ministry of Labor has received more than 900 sub- missions province-wide. Canadian Union of Public Employees (CUPE) recently re- leased a statement urging the government to show modera- tion and increase opportunities for public participation before overhauling the province’s labor laws which are expected this fall. “All Saskatchewan workers, whether they belong to a union or not, will be impacted by changes to labor laws and they deserve much more input be- fore the government makes any changes,” says CUPE Saskatch- ewan president Tom Graham. “The government’s consul- tation paper asks if there are rights and protections we want to give up. Instead, we should be talking about how to make life better for Saskatchewan workers with improvements, not takeaways. Saskatchewan resi-dents who need to up-date their health ser-vices card registration information can now ef-fi ciently complete these requests by using new online printable notifi -cation forms. “The ministry is con-stantly looking for alter-nate solutions to better serve our customers,” Health Minister Dustin Duncan says. “These newly-devel-oped forms provide a convenient and effi cient way for residents across the province to update

their information with the Health Registra-tion Branch. This is a good example of how we are putting the patient fi rst.” The ministry also launched an online ap-plication for health cards last year. There are six new printable forms avail-able on the Ministry of Health website at www.health.gov.sk.ca/update-info, including: • Change to Family Unit; • Change of Address or Request Replacement

Card; • Change of Informa-tion or Legal Change of Name; • Notifi cation of Ex-tended Absence; • Notifi cation of an Updated Immigration Document; and • Notifi cation of Power of Attorney. Individuals can com-plete the applicable forms and submit them along with supporting documentation to the Health Registration Branch in Regina. The function to directly sub-mit changes to registra-

tion information online is currently under devel-opment. With the availabil-ity of online forms and other alternate services including call centre, email service and fax, the Health Registration Branch front counter in Regina, which primarily serves customers from Regina and surround-ing areas, will close ef-fective September 10, 2012. This change will allow the branch to re-direct staffi ng resources to better meet the needs of residents across the

province. People who have ques-tions regarding their health card can email the Health Registra-tion Branch at [email protected], or con-tact its call centre at 1-800-667-7551 (in-prov-ince only), or 306-787-3251 (Regina area or outside Saskatchewan). Motorists in Lake Lenore, Bladworth and Breden-bury can now enjoy a safer, smoother drive into their communities with the completion of planned upgrades to access roads. Construction on these access roads has recently been completed and work on the Gerald, Milden and Broderick accesses is planned or underway, as part of $10.3 million in projects in the 2012 con-struction season. Funding is provided through the Small Community and Tourism Access Roads Pro-gram. “Our government has made it a priority to tackle these long-overdue projects, improving access to our small communities and tourism destinations ensures the health and viability of these communi-ties well into the future,” Highways and Infrastruc-ture Minister Don McMorris says. Other projects previously announced in 2012 in-clude access roads to the communities of Dinsmore, Verwood, Kennedy, Prelate, Dodsland, Hanley and Margo, as well as the Sun Valley Access (north of Moose Jaw at Buffalo Pound Lake). The Saskatchewan Community and Tourism Ac-cess program evaluates a network of more than 1,300 km of access roads in the province that con-nect smaller rural communities and tourist attrac-tions with provincial highways. Roads considered

for reconstruction under our program include pro-vincially owned and maintained access roads off highways that lead into a community or tourism attraction. Ministry of Highways and Infrastructure offi cials identify eligible access roads that are in poor condi-tion, giving priority consideration to projects where the ministry can capture cost savings or effi ciencies from planned construction work on adjacent high-ways. Other criteria include traffi c volume, colli-sion statistics, the highway’s condition and annual maintenance costs and community population and employment and/or tourism visitation.

The Saskatchewan Federation of Labor (SFL) made its offi cial submission to the Min-istry of Labor Relations and Workplace Safety on deadline day. Flaws with the current process for consultation and the rela-tionship between Charter rights and the rights of working people headlined the submission. “Though we have a number of objections to the way the government has decided to proceed with the current review of laws for working people in our province we have made a submission to the government that vigor-ously defends the Charter rights of Saskatchewan people,” explains SFL president Larry Hubich. “The Canadian con-

stitution is the highest law in the land and the government must be pre-pared to put fundamental rights before ideology and before its own distrust of working people’s organi-zations.” The SFL submission also included a detailed criticism of the review process noting 90 days is possibly the shortest time period consultations on major legislative changes have been conducted in Canada. “Above all, what work-ing people hope for from their government is fair-ness,” says Hubich. “Though we certainly have reservations about how the government has structured its consulta-tion, we hope that the fi nal result will be fair to the working people of Saskatchewan.”

The Regina Folk Festival was a rare oppor-tunity, giving music fans the chance to see living legends like Mavis Staples and Emmylou Harris alongside estab-lished and up and coming artists. The three day event had an eclectic variety of music, from folk, to hip hop, world music, dance and rock. The weekend repre-sented a unique opportu-nity for artists as well, with workshops bringing together multiple bands to perform, discuss their music with fans, and try new things in front of an audience. These stages featured intimate perfor-mances which often fea-tured plenty of crowd interaction. One of the bands per-forming over the week-end was Great Lake Swimmers. The Ontario

band had a new album out, New Wild Everywhere, which rep-resented a departure from the group. While

known for recording in unconventional locations, such as old churches and grain bins, the group recorded in a convention-al studio, something that lead singer Tony Dekker admits is the opposite of most bands. “I wanted our friend and engineer Andy Magoffin to step in as more of a full on produc-er, and I wanted to see where he would take the project. He really wanted us to enter the studio and see how we could sound in a closed environment with lots of fancy gear... We’ve been making records for over a decade, but it was our first foray into the studio,” Dekker said in an interview with The News Review at last weekend’s event. The band has a distinct rural sound, reminiscent of wide open spaces, and Dekker says that it’s something that comes from deep inside. “When I think of what I have to contribute in songwriting I always go

back to what I feel in my bones, and that’s sort of that peace in the natural world and that closeness to the land and the envi-ronment. A fear of it, but also respect for it,” Dekker says. Dekker says that it was a great weekend, with appreciative crowds and the opportunity to meet up with old friends and play some quality music. He says that the quali-ty of the Canadian music scene makes it possible to have something like the Regina Folk Festival, since it’s a group that enjoys working together. “I think it is indicative of the Canadian music scene to a certain extent that there is that cama-raderie and community, and it’s nice to cross paths with people you wouldn’t see any other time of the year. You can land at these festivals, make some music togeth-er, and then scatter again,” Dekker con-cludes.

Ed, my neighbor next door, has had his family home for a few weeks this summer. “What a difference having grown children and grandchil-dren around makes to a person’s schedule,” Ed lamented. “Ruby and I are gone to bed by elev-en and up by seven. With family home, somebody isn’t up by noon and another one never went to bed at all. You cannot get in either bathroom, as someone is always tak-ing another shower. Everybody is hungry and no one wants to cook. The consensus is always that we should eat out every meal. By the time our family leaves, we need a cou-ple of days of rest and a mild sedative to get back to normal. “I’m sure the change was good for you and you probably enjoyed all the activity and experiences you had with your family being home,” I observed. “There were a couple of things I could have done without,” Ed relat-ed forcefully. “Once, even I agreed to go out for supper, because my son was paying. Then, I found myself among sushi lovers and I was eating tempura and sampling deep fried tofu while dreaming of meat and potatoes,” Ed related with a big hint of disgust. “My grandson and I had a big discussion about selling things I

no longer need. I had a freezer and snow-blow-er I wanted to get rid of. I was talking yard sale or the Yorkton Auction Center. Rodney, who is an authority on every-thing, insisted I let him list it on Kijiji. I let him list them online to show him that you won’t sell anything in our town by listing it on Kijiji. The sad truth is that I bet him twenty dollars that they would never sell through this com-puter listing nonsense. The fool things were sold before I could say, ‘I told you it won’t work,’ a third time. I hope he felt guilty about taking my twenty dol-lars, since I’ve told him often enough how hard up I am. After he said that I should pay up my bet without squawking and be as good as my word, I went to the farm to talk to Rex about how I need to rewrite my favorite grandchild list,” Ed confessed. Families, in my opin-ion, are about those folks we cannot live without and sometimes with. The best of times and the worst of times

are experienced in fam-ilies. The Bible says, “God sets the lonely in families.” It is in the context of families that the greatest lessons of life are learned. Love, respect, shared joy, kindness, gentleness, faithfulness, and self-control are the founda-tion of one’s personal life taught in the dynamics of family life. It is in our families that we learn the meaning of sacrificial love and the destructive power of hate. Nothing can teach patience and humility like family life. It would seem that people today are gener-ally less interested in maintaining family relationships. Yet, loneliness is greatest when we are intent on going our own way alone. Families provide the training ground for peace, and goodness as a life style for everyone. God can-not be mocked as He places us in families as a blessing. It is in our families that we learn and practice being good to each other in His name.

Students and parents have a million things on their mind at the begin-ning of a new school year. Perhaps this is why most people spend less than one day researching the purchase of a laptop, according to a new sur-vey conducted on behalf of Toshiba of Canada.

With such a wide avail-ability of product choices, selecting a laptop can be a daunting experience. The national survey also polled 1,000 Canadians to determine what features are considered the most important when making a laptop purchase.

While price topped the list of criteria, hard drive space came in as a close second with 62 per cent of students agreeing that this is a crucial require-ment in a school laptop. Experts suggest looking for a unit equipped with a hard drive impact sensor which detects sudden movements and protects valuable files, like essays and research from dam-age.

Durability, battery life and the ability to connect to other devices rounded out the top five require-ments. Perhaps pointing to a generation gap, 23 per cent of students con-sidered support for gam-ing a priority in a laptop, compared to only 10 per cent of parents.

When researching a laptop, experts suggest first determining how you primarily plan to use your laptop. Will you be

taking it everywhere with you? Will it mostly be used for word processing and web surfing or will you require a machine that will be an entertain-ment hub for streaming movies and can handle graphics intensive pro-cessing like gaming?

Once you know how you're going to use your laptop, it is easier to sift through the information at your disposal and begin

Bullying has been around for genera-tions. In the past, children were taught that this type of damaging behaviour was something they had to live with, and they were given advice like: “Sticks and stones can break your bones but names can never hurt you.”

In recent years, however, mounting evidence points to the need to stop bul-lying in its tracks. Bullying can leave a variety of psychological scars, as we see through news stories in which it has led to situations as drastic as teen suicide and homicide.

“Bullying has become a serious issue in our schools and neighbourhoods, and parents must be diligent in looking for signs of victimization,” says James Savage, executive vice president at Western Financial Group, an insurance and financial services company commit-ted to protecting families. “Name-calling and other negative behaviours toward children and teens have proven to be every bit as damaging as ’sticks and stones’. Schools, parents, children and teens themselves need to stand up against these behaviours to ensure the health of our communities.”

The Government of Alberta has established BullyingCanada.com, which identifies four types of bullying that parents and teachers should watch out

for:Verbal - from name-calling and

spreading rumours to making threats or attacking one’s race, ethnicity, religion or sexual orientation;

Physical - hurting another, touching someone in an unwanted way, stealing or destroying belongings, etc.;

Social - from humiliation and exclu-sion to mobbing and scapegoating;

Cyber - using the Internet, text mes-saging or other electronic means to embarrass or intimidate someone.

At school, the anxiety caused by bul-lying can decrease a student’s ability to concentrate and learn. At home, a bul-lied child or teen may become shy and withdrawn; experience physical symp-toms such as stomach aches, headaches and panic attacks; or suffer insomnia, exhaustion, nightmares or over-sleep-ing.

The good news is that parents and peers can make a difference. Studies have shown that when peers intervene, bullying behaviours stop within 10 sec-onds. Parents and teachers can help by intervening too, and by offering stead-fast support when an individual shows signs of being a victim.
