Conor Burns (Bournemouth West, Conservative): Could we findtime before Dissolution for a debate on the impact the positiveimpactof the Governments academies programme? In thatconnection, will my right hon. Friend join me in congratulating JackieSteel, the principal of Bourne academy in my constituency, who retiresthis week and who has transformed that school and the prospects for its young children? William Hague (First Secretary of State and Leader of the Houseof Commons; Richmond (Yorks), Conservative): I absolutely joinmy hon. Friend in congratulating the principal of that academy. Sooften it is the principal or head teacher who sets the ethos and createsthe performance of a school or academy. We should all be grateful tothose who successfully transform educational institutions, and a greatdeal of that is happening among academies. My hon. Friends localexample is a very strong one.

Bournemouth West MP supportsWestbourne businesses on Small Business

On Saturday 6 th of December, Bournemouth West MP Conor Burnsvisited a number of businesses in Westbourne to support SmallBusiness Saturday, an initiative that aims to encourage people toshop local and support their high streets.

Along with Council Leader and Westbourne councillor John Beesley,Conor visited several local businesses, including the butcher, the

baker, and the English sparkling wine-maker. Conor also had theopportunity to present Polished Nail Salon and Boutique with theaward for Westbournes Best Dressed Christmas Window. Commenting after the event, Conor said I have had a very enjoyableday speaking with just some of the fantastic businesses to be found inWestbourne. The initiative shown by Westbourne Traders Associationin timing their Christmas light switch-on to coincide with Small Business Saturday has ensured that the whole community has cometogether in support, and it has been great to see the area so busy. "Especially in this age when so much of our shopping is done online or in supermarkets, events like Small Business Saturday are crucial inreminding us of the excellent local businesses we have on our doorsteps that we perhaps take for granted, and I hope it encourages

people to use independent traders more often. Small Business Saturday is a nationwide, non-political, and non-commercial campaigned aimed at encouraging consumers to shoplocally and endorsing grassroots businesses. Centred at championing

the 5 million small businesses across the UK, Small BusinessSaturday takes place annually on the first shopping Saturday of December, and aims to have a lasting impact all year round, providing

jobs and growing the economy.

traders celebrate successful SmallBusiness Saturday Steven Smith, Bournemouth Echo,Tuesday 16th December 2014 Westbourne Traders are in a

jubilant mood following thesuccess of their involvement in the national initiative Small BusinessSaturday. The area built its campaign, Westbourne for Christmas, around theevent and organised its annual Christmas Festival to take place on thesame day, December 6.

All Businesses reported trade as extremely brisk. President of the Westbourne Traders Association, Steve Taylor, who isalso director of Fab Frocks of Westbourne, said: Small BusinessSaturday was a real celebration for our many unique and independentbusinesses. Businesses were enthused to showcase themselves tothe thousands of extra shoppers that visited Westbourne on thisspecial day to shop local. The Christmas Festival was made possible by funding fromBournemouth Coastal Business Improvement District (BID).

We were fortunate to be visited on the day by local MP Conor Burnsand Leader of Bournemouth Council Cllr John Beesley and would liketo thank them both for their support, involvement and interest in SmallBusiness Saturday and our Christmas Festival. Daniel Dean, manager of Badger & Bumble, a fine foods delicatessen,added: Business was amazing. We had fantastic numbers visiting theshop and it had a massive impact on our takings. We took nearly triple our normal Saturday takings. We are thrilled. Justin Brandon from Scape Interiors said: Footfall was really good.Everyone was in a jolly mood. It was a real pleasure to meet and chat with Conor Burns MP and Cllr John Beesley. Overall sales were up by 20 per cent. Clara Prochazkova from Lavish Life coffee shop said Westbourne wasbuzzing and Claire Moyce, of gift shop Number 83, said her sales

were up 46 per cent on the previous Saturday. The day was rounded off when Ray Dorset, aka Mungo Jerry, took tothe stage to perform to the packed crowds and countdown to theChristmas lights switch on.

Conor in the papers:MPs call for Plan B on controversialNavitus Bay wind farm on Dorset coastline Steven Smith , Bournemouth EchoMonday 12th January 2015 Members of Parliament andcouncils are among thosecalling for Plan B for the wind farm off the Dorset coast to beconsidered in its own right. The deadline has passed for those with an interest in the Navitus Bayproject to make their position clear, in particular in regard to themitigation option put forward by project developers Navitus BayDevelopment Ltd.

Although NBDL says it remains committed to its original plans, whichwould see as many as 194 turbines up to 200m high constructed, ithas proposed a smaller development of 105 turbines, which would be11 miles from shore rather than nine. But controversy has raged over whether that plan should beconsidered as part of the current process by the Planning Inspectorate.Now, ahead of final hearings later this month, many have called for itto be considered from scratch on its own in representations submittedto the Planning Inspectorate. Dorset County Council said that it remained opposed and that themitigation option put forward by the applicant raises significant issuesas to the adequacy of public consultation and the examining authorityshould therefore consider carefully whether the applicant should berequired to submit the mitigation option as a fresh application. Bournemouth Borough Council said that it would be entirelyunreasonable to consider Plan B as a minor revision and it should bea new application. Bournemouth East MP Tobias Ellwood said that there needed to beadditional time for full and thorough examination. Bournemouth West MP Conor Burns added: Given the materialchange to the proposal, I find it undemocratic that local people, localbusinesses and local authorities have been given such limited

information on which to base a view, and that only those alreadyregistered as interested parties will have the opportunity to comment. I therefore call on the Planning Inspectorate to reject the TMO(Turbine Mitigation Option) as an option within the original application. Poole MP Robert Syms said that the mitigation option should gothrough the full process without being smuggled in to the process atthis late stage. Opposition group Poole and Christchurch Bays Association called themitigation option unlawful and an abuse of process, while ChallengeNavitus, which also objects, said it should be a new application. Last week, NBDL project director Mike Unsworth said that it remainedcommitted to its original proposal, but said that the second planreduced certain impacts of the scheme. Meetings are due to take place in Bournemouth on Thursday, January22 before the examination closes on Wednesday, March 11.

Conor in the media:Oxfam Criticised by Charities W atchdogOver Poverty Tweet Tom Moseley, BBC NewsFriday 19th December 2014 The charity put out a tweet in June speaking of a "perfect storm"caused by "zero hours contracts, high prices, benefit cuts andunemployment".

The watchdog said Oxfam "should have done more to avoid anymisperception of political bias". Oxfam said it had reviewed its social media policy as a result. The tweet was put out to promote an Oxfam report, called Below theBreadline, which warned of the "relentless rise of food poverty" in theUK. The Commission launched an investigation following a complaint byConservative MP Conor Burns.

At the time, Mr Burns said he was "shocked" by the "overtly political"campaign. "I cannot see how using funds donated to charity tocampaign politically can be in accord with Oxfam's charitable status,"he said. In its report, the Charity Commission said the tweet andaccompanying embedded picture "could have affected the views of those who received it and could be misconstrued by some as partypolitical campaigning". Conor Burns said Oxfam's campaign was "overtly political" Political campaigning is allowed if it "supports the charitable purposes"and if "perceptions of the charity's independence are unaffected," thecommission said. It went on: "Although we accept that the charity had no intention to actin a party political way, we concluded that the charity should havedone more to avoid any misperception of political bias by providinggreater clarity and ensuring that the link to the 'Below the Breadline'report was more obvious. "We appreciate that tweets by nature are short. Nevertheless,consideration must always be given as to how they might beperceived when received in isolation." Oxfam chief executive Mark Goldring said he was pleased thecommission had said the tweet was not political. He added: "At a time when increasing numbers of British people aresurviving on food hand-outs, we have a responsibility to draw attentionto their plight and challenge the politicians who have the power to helpthem. "The commission found that in relation to this tweet we did not doenough to avoid people misunderstanding our intentions and weaccept that. We have reviewed our social media procedures to reducethe risk of tweets being misconstrued in future." The commission also said another Oxfam advert, during the Gazaconflict, was within its guidelines on campaigning and politicalguidelines.

Bournemouth West MP Welcomes NewBourne Academy Principal On Monday the 12 th of January, Bournemouth West MP Conor Burnsmet with Mark Avoth, the new Principal of The Bourne Academy, towelcome him to his new role and discuss matters relating to theschool. Mark Avoth previously served as the Principal of Avon Valley Collegein Salisbury, and oversaw a sustained improvement in attainmentduring his four years there. He was appointed principal at The Bourne

Academy following the announcement of the retirement of JackieSteel, and took up the post earlier this month. Since the opening of the Bourne Academy in 2010, there has been adramatic improvement in standards at the school. In the most recent

Ofsted report, the Bourne Academy was rated as good, havingpreviously been judged as requiring improvement. GCSE resultshave also improved, with 67 per cent of students now earning 5GCSEs at grades A*-C (up from 36 per cent in 2012). This upwardtrend is expected to continue under the capable leadership of Mr.

Avoth. Commenting, Conor warmly welcomed Mr. Avoth to the Bourne

Academy. He said: I would like to wish Mark every success in his new role as principal of the Bourne Academy. I am confident he will build on the firm foundations and lead the academy from good tooutstanding in their Ofsted rating.
