Newport Beach Speaker Biographies BICKA BARLOW
BICKA BARLOW, ESQ, received a Bachelor of Science degree from the University of California, Berkeley, in
Genetics. She pursued her scientific and academic interests and obtained a Master of Science degree from Cornell
University in the fields of Genetics and Developmental Biology, with minors in Plant Molecular Biology and
Cellular Biology. Ms. Barlow’s studies focused on the molecular mechanisms for controlling the expression of
genes during development in plants and yeast.
Ms. Barlow moved on to law and obtained her J.D. from the University of San Francisco School of Law, graduating
Magna Cum Laude. After serving as a research attorney for the Criminal Division of the San Francisco Superior
Court, Ms. Barlow opened her own private criminal law practice. From the beginning, she focused on DNA cases.
During her time in private practice, Ms. Barlow acted as an attorney/consultant on over 100 DNA cases at all stages
of the proceedings, from trial to post conviction, in Federal and state courts. In 1998 Ms. Barlow, along with lead
counsel Michael Burt, conducted the first successful challenge in the United States to the admissibility of STR
evidence in the case of People v. Bokin. Ms. Barlow was counsel in a capital case in 2000 that resulted in a life
verdict.
In 2004, Ms. Barlow became the DNA attorney for the San Francisco Public Defender’s Office where she acted as
an in-house expert, counseling with attorneys on cases involving DNA evidence and acting as co-counsel primarily
on homicide and serious felony cases. In 2013 she returned to private practice. She now specializes in cases
involving forensic DNA evidence throughout the United States. Her experience covers all types of cases and
includes STR based DNA testing, mitochondrial DNA testing and Y-STR based testing. [email protected]
JUSTIN BOGGS
JUSTIN BOGGS is a senior staff investigator with The Public Defender Service for the District of Columbia. Mr.
Boggs is also a member of the agency’s nationally recognized Forensics Practice Group, whose members work on
behalf of PDS towards maintaining cutting-edge knowledge of forensic science disciplines as they pertain to the
field of criminal defense and related investigations. During more than six years at PDS, Mr. Boggs has investigated
complex felony cases at each of the agency’s different practice levels. Additionally, Mr. Boggs has completed
assignments in several PDS divisions including the agency’s special litigation, parole and civil divisions and is
currently assigned to the trial division where he works with one of PDS’ special counsel attorneys. Mr. Boggs is a
California native and hold a degree in international affairs from George Washington University. [email protected]
JENNIFER DYSART, PHD
DR. JENNIFER DYSART is a tenured Associate Professor of Psychology at John Jay College of Criminal Justice.
She holds a Ph.D. in Social Psychology from Queen’s University and has been conducting research on eyewitness
identification for 15 years. Her research examines how police identification procedures can influence the mistaken
identification of innocent people and how the implementation of safeguards may reduce these errors. Dr. Dysart has
published her research in peer-reviewed psychology journals and has written several book chapters on eyewitness
identification accuracy. She is also a co-author of the book “Eyewitness Testimony: Civil and Criminal, 4th
Ed”
(LexisNexis) with Dr. Elizabeth Loftus and James Doyle. Over the past eight years, Dr. Dysart has spoken about the
fallibility of eyewitness identification at over 70 judicial education conferences, public defender programs, police
conferences, investigator conferences, and universities, and has more recently testified before legislative committees
concerning eyewitness identification procedures. Dr. Dysart also testifies as an expert witness on eyewitness

ERIC HIRST
ERIC HIRST is the Public Defender Service for the District of Columbia’s Chief Information Officer with over 15
years of experience working in legal and litigation technology. At PDS, he oversees the Information Technology
division which supports enterprise applications, enterprise data, user support, infrastructure, communications, and
information security. In this position he is also responsible for setting IT direction and coordinating infrastructure
and service delivery. Prior to joining PDS, Mr. Hirst was Director of Practice Technology at Bredhoff and Kaiser
PLLC where he had a similar role. In addition to overseeing the Firm’s technology, he oversaw all of the litigation
support functions to include the processes of e-Discovery, computer forensics, document review and other case
related activities a native of Ohio, Mr. Hirst earned a bachelor’s degree in Philosophy from the Pontifical College
Josephinum and pursued graduate studies at The Catholic University of America. [email protected]
BLASE KEARNEY
Blase Kearney is a Staff Attorney at the Public Defender Service for the District of Columbia (PDS). He is a
member of the Forensic Practice Group, a collaborative effort at PDS that combines forensic scientists, special
counsel, trial attorneys, special litigation attorneys, and investigators with technological and forensic experience.
The goal is to excoriate junk science, marshal science in defense of our clients, and to educate the broader defense
community on litigation of forensic issues. Blase has been a member of FPG for three years, and has litigated
fingerprint, DNA, ballistic, cell-site location information, GPS data, and photogrammetry. Blase has given lectures
and presentations on the intersection of the 4th Amendment and Technology for the Criminal Practice Institute, the
Committee for Public Counsel Services (CPCS) for Massachusetts, the PDS Forensic Science Conference, as well as
several internal trainings. Blase obtained his J.D. and Undergraduate degrees from the University of Michigan.
STEPHANIE J. LACAMBRA
STEPHANIE J. LACAMBRA is a Criminal Defense Staff Attorney with Electronic Frontier Foundation in San
Francisco where she consults, reviews and files amicus briefs in cases involving the public’s interest in preserving
individual privacy and civil liberties on the internet, including the right to free speech and freedom from
unreasonable search and seizure. She trains and educates the community on the implications of the latest
developments in surveillance technologies implemented by the government and their consequences for intruding
upon or eroding our constitutional rights. Prior to her current position, Stephanie was the Deputy Public Defender at
the Office of the Public Defender of San Francisco she served thousands of clients from arraignment through jury
trial before the Superior Court of the State of California, and Federal Defender Trial Attorney with the Federal
Defenders of San Diego. She has provided training for the California Public Defenders’ Association (Capital Case
Defense Seminar), the Los Angeles Public Defenders’ (Forensic Science Conference) and the Federal Defenders’ of

RICK LIBMAN, PHD
THE HON. RICK LIBMAN, BA (York), LLB (Windsor), LLM (Osgoode), Ph.D (Osgoode). Professor Libman
practiced as a Crown Attorney in the Province of Ontario between 1982 and 1996. He was a certified specialist in
criminal law. In 1996 he was appointed to the Ontario Court of Justice where he continues to preside, primarily in
criminal court. Professor Libman writes and teaches extensively in the area of provincial offenses and regulatory
offences, and is the author of books including Libman on Regulatory Offenses in Canada, Annotated Provincial
Offenses Act, Handling Provincial Offenses Cases in Ontario, Annotated Contraventions Act. He is currently the
Director of the Osgoode Hall Certificate in Province Offenses Practice. He has lectured in several law schools in
Ontario, as well as New Zealand, and has spoken at law conferences across Canada and the Unites States.
JENNIFER LYNCH, ESQ
JENNIFER LYNCH is a Senior Staff Attorney with the Electronic Frontier Foundation and works on open
government, transparency and privacy issues in new technologies as part of EFF’s Transparency Project. In addition
to government transparency, Jennifer writes and speaks frequently on government surveillance programs, domestic
drones, location data, and biometrics. She has written an influential white paper on biometric data collection in
immigrant communities and has testified about facial recognition and its Fourth Amendment implications before the
Senate Subcommittee on Privacy, Technology and the Law. In Jennifer's transparency work, she successfully sued
the Federal Aviation Administration and Customs and Border Protection to obtain thousands of pages of previously
unpublished drone records and the FBI to obtain new and revealing information about its Next Generation
Identification face recognition program. Prior to joining EFF, Jennifer was the Clinical Teaching Fellow with the
Samuelson Law, Technology & Public Policy Clinic at UC Berkeley School of Law, where she specialized in
privacy and intellectual property issues. Before the Clinic, Jennifer practiced civil litigation with Bingham
McCutchen in San Francisco and clerked for Judge A. Howard Matz (now retired) in the Central District of
California. She earned both her undergraduate and law degrees from UC Berkeley. She has commented on privacy
issues for major and technical news media, including NBC Nightly News, 60 Minutes, NPR, Fox News, the Wall
Street Journal, the New York Times, the Washington Post, the Economist, CNet, Nova, Popular Science, Scientific

MELANIE M. MUELLER, MSW
MELANIE M. MUELLER, MSW is an Independent Contractor supervised by Criminal Justice Act Panel Attorneys
with compensation for services administered by the U.S. Administrative Offices of the Court. As an Investigator,
Mitigation Investigator and Paralegal for criminal defense, she provides investigative services for defendants
charged in federal indictments with (a) civil rights violations, (b) RICO (Racketeer Influenced and Corrupt
Organizations) Violations (a federal statue currently utilized to prosecute gang members), (c) charges eligible for the
death penalty such as Violent Crime in Aid of Racketeering, Murder by a Federal Prisoner, Conspiracy to Take
Hostages Resulting in Death, (d) Conspiracy to Distribute Controlled Substances; (e) Use and Possession of a

CAROL S. NORTH, MD, MPE, DFAPA
CAROL S. NORTH, MD, MPE, DFAPA (Distinguished Fellow of the American Psychiatric Association), a board-
certified psychiatrist, serves as Medical Director of the Altshuler Center for Education & Research at Metrocare
Services in Dallas, Texas and holds The Nancy and Ray L. Hunt Chair in Crisis Psychiatry as a tenured, endowed
Professor of Psychiatry at The University of Texas Southwestern Medical Center in Dallas, Texas, where she is also
Director of the Division of Trauma and Disaster. Dr. North completed medical school and residency in psychiatry at
Washington University School of Medicine in St. Louis, Missouri, followed by a NIMH fellowship and Master’s
degree both in psychiatric epidemiology there, before joining its faculty to rise to the rank of tenured Professor. In
2005, Dr. North joined the faculty at The University of Texas Southwestern Medical Center and served nearly 10
years at the VA North Texas Health Care System.
For more than a quarter of a century, Dr. North has continuously conducted federally-funded research into disaster
mental health, psychiatric aspects of medical illness, and psychosocial problems of homeless populations, during
which time she also developed specialized mental health education programs, engaged in direct patient care,
administered treatment programs for homeless and seriously psychiatrically ill patients, and provided disaster mental
health response leadership for major disasters. Her disaster research has involved studies of 15 major disasters of
various types, including the Oklahoma City bombing, the September 11, 2001 terrorist attacks on the World Trade
Center of New York City, anthrax bioterrorist attacks on Capitol Hill, bombing of the US Embassy in Nairobi, and
Hurricane Katrina. Dr. North has authored 250 peer-reviewed and 340 scientific published articles altogether
including 3 books (e.g., Psychiatric Diagnosis, 6th
ed., North & Yutzy, Oxford University Press 2010), served on
scientific editorial boards, and chaired and served on committees for federal grant review and for development of
terrorism policy for the National Academy of Sciences, Engineering, and Medicine (formerly, Institute of

GEOFFREY ROSS
GEOFF ROSS graduated from the University of California, Irvine, in 2005, with a degree in Criminology. After a
brief time of working as a Loss Prevention Agent for a department store, Geoff moved to Washington, DC and
interned with the Public Defender Service for the District of Columbia (PDS). In 2009 he became a Staff
Investigator with PDS and was a founding member of the Investigations Technology Group. He is currently a Lead
Investigator and specializes in the technological aspects of investigations and case work including Cell Site
Analysis, Surveillance Footage, GPS Data, Video and Audio tasking, and training. [email protected]
SUZANNA RYAN, MS
SUZANNA RYAN has had the opportunity to work for both private and public DNA labs during her time as a DNA
analyst. This includes experience at The Bode Technology Group, the Florida Department of Law Enforcement
Crime Lab, the Charlotte-Mecklenburg Police Department Crime Lab, and Crime Scene Technologies. With her 10
years of forensic laboratory experience and 8 years of consulting experience, Suzanna has had extensive experience
conducting DNA casework and technically reviewing DNA data and case-files from a number of different local,
county, state, federal, and military DNA laboratories. Ms. Ryan’s casework experience involves serological and
DNA analysis of evidence from all types and manners of crimes including burglaries, robberies, assaults, rapes,
homicides, and even mass disasters and missing persons’ identifications.
Ms. Ryan’s deposition and trial testimony experience includes testimony for both the prosecution and the
defense. Her forensic serology and DNA expert testimony has been admitted in eleven states – Rhode Island,
Maryland, Texas, Florida, California, Washington, Iowa, Idaho, Arizona, Connecticut, and New York – as well as in
Kaiserslautern, Germany. She has been accepted as an expert witness in forensic serology and DNA analysis over 80
times in her career and has been deposed as an expert witness in both criminal and civil trials over 20 times.
In addition to her considerable forensic case-working experience, which includes processing several thousand
cases, Ms. Ryan has also served as an adjunct professor for National University’s Master of Forensic Science
program where she taught the Advanced Forensic Serology and DNA course as well as the Advanced Criminalistics
course. She has also given multiple presentations on DNA evidence and the capabilities of the DNA crime lab to
students, investigators, attorneys, sexual assault nurse examiners, and cold case detectives, among others. Suzanna
has also been a contributor to Law Officer Magazine, LawOfficer.com, and Forensic Magazine. She has published
peer-reviewed journal articles in the Journal of Forensic Sciences and the Journal of Cold Case Review. She was
selected as an Honorary Review Board Member of the American Investigative Society of Cold Case where she
reviews cold cases and provides serological testing and DNA collection services pro bono.
Suzanna is a member of the American Academy of Forensic Sciences, the California Association of Criminalists,
and she has been certified as a Diplomate in Forensic Biology by the American Board of Criminalistics.
DAVID YOUNG
DAVID YOUNG has worked as an investigator since 1985. He is presently employed as the Assistant Chief
Investigator with the New Jersey State Public Defender's Office. Dave has been a member of NDIA since 2003 and
