Community Basis in the AGB• Implies more of cohesion than a mere commonality
of interest. There should be: - (a) an awareness and recognition of a community
among its members;
- (b) some understanding of the community’s existence prior to September 2007 (when the new gTLD policy recommendations were completed); and
- (c) extended tenure or longevity—non-transience—into the future.
• Clearly delineated, organized and pre-existing
Community Details in the AGB … • A community can consist of
- legal entities (for example, an association of suppliers of a particular service),
- of individuals (for example, a language community) or
- of a logical alliance of communities (for example, an international federation of national communities of a similar nature).
… linked with General Means• the people with common interests living in a particular
area; broadly: the area itself• an interacting population of various kinds of
individuals (as species) in a common location• a group of people with a common characteristic or
interest living together within a larger society• a group linked by a common policy• a body of persons or nations having a common history
or common social, economic, and political interests • a body of persons of common and especially
professional interests scattered through a larger society

Something else to consider
• Determinations in Community Objections so far have emphazised public interest aspects of communities, such as - consumer protection concerns and
- legitimate user expectations related to certain terms
• Another factor was the reputation of concerned communities
Thesis for the Panel Discussion• There are only a 30% real generic strings, 75% of
generic strings target an existing community
• Real success comes with community involvement
• Ideally the gTLD operator is part or member of the community targeted
