Minutes/University Senate October 1, 2015 Page 2
In Memoriam General Counsel and Secretary of the Senate, Terrance Nolan, read the names of the members of the University community whose deaths were reported since the October 2014 Senate meeting. After reading the names, the Senate observed a moment of silence. The list of names is attached to these minutes as Exhibit A. Review and Approval of the Minutes of the April 30, 2015 Meeting Upon motion duly made and seconded, the Minutes of the April 30, 2015 meeting were approved unanimously as presented.
COMMITTEE REPORTS Executive Committee Vice President of the Senate Tom Carew reported that a meeting of the Executive Committee was held on September 16, 2015, at which the officers of the University Senate for the 2015-2016 academic year were elected and all committee assignments were approved. The list of officers is attached to these minutes as Exhibit B and the list of committee assignments is attached to these minutes as Exhibit C.
COUNCIL REPORTS Administrative Management Council (AMC) AMC Chair David Vintinner reported that a meeting of the AMC was held on September 29, 2015. During the meeting, the AMC heard a presentation on expected changes to employee benefits for the 2015-2016 academic year and a plan to give employees who are also students a sticker for their NYU identification card that will allow them to benefit from student discounts. The AMC also discussed changes to its bylaws and proposed the creation of (i) a task force to review tuition remission and (ii) a Senate ad hoc committee for family care and work-life balance which would review existing services available to the NYU community and consider improvements, including the viability of a stand-alone office for work/life. The AMC hopes to advance a formal proposal for the creation of the ad hoc committee at the Senate’s November meeting. Deans Council Dean’s Council Chair Carew reported that the Dean’s Council met on September 16, 2015 and identified topics for discussion for the upcoming year. Dick Foley, Director of the Provost Search Committee, and Ellen Schall, Search Committee Coordinator, briefed the Dean’s Council on the search to replace the current Provost, Dave McLaughlin, who has announced that he will step down from the position at the end of the 2015-16 academic year.
Minutes/University Senate October 1, 2015 Page 3
Tenured/Tenure Track Faculty Senators Council (T/TT-FSC) T/TT-FSC Chair Professor Allen Mincer reported that the T/TT-FSC held its first meeting of the year on September 17, 2015 and outlined an agenda for year. At the meeting, the T/TT-FSC reviewed a report and recommendations, produced in cooperation with the C-FSC, on policies for the review, reappointment, and promotion of faculty. Full-Time Non-Tenure Track/Contract Faculty Senators Council (C-FSC) C-FSC Chair Professor Fred Carl reported that the C-FSC held a meeting on September 15, 2015, where the Coles redevelopment project and staffing for standing committees were discussed and a subcommittee was formed to plan a retreat. The C-FSC also reviewed the report and recommendations, produced in cooperation with the T/TT-FSC, on policies for the review, reappointment, and promotion of faculty. The C-FSC approved the recommendations on September 24. Student Senators Council (SSC) SSC Chair Michael Hengerer reported that the SSC held its first meeting on September 17, 2015 and created three task forces to address the following issues: (1) affordability of attending NYU; (2) gender understanding and inclusivity; and (3) making NYU sustainable. The SSC also discussed ways of ensuring that it connects with its constituency across all of the University’s campuses.
PROFILE OF CLASS OF 2019
Vice President for Enrollment Management MJ Knoll-Finn gave a presentation profiling the incoming freshman class. Ms. Knoll-Finn reported on the number of applications, offers of admissions, and students who registered to attend since 2011, noting a consistent upward trend in each area. Ms. Knoll-Finn also reviewed the diversity statistics for the class of 2019. Ms. Knoll-Finn provided information on the top 10 citizenship countries of international students and top 10 states of permanent residence for domestic students; statistics on the average SAT scores for applicants, admitted students, and those who register to attend; and financial aid information, noting in particular a significant increase in the average and total institutional grant aid provided to recipients, both in absolute terms and as a percentage of tuition and fees. In response to questions from members of the Senate, Ms. Knoll-Finn explained that increases in the total number of applicants validates the work being done at NYU as it is a good marker of external perceptions of the University. The trends at NYU illustrate the school’s popularity, both domestically and as a destination for international applicants. Ms. Knoll-Finn also responded to a question about the percentage of under-represented minority (“URM”) students in the incoming class by expressing a desire to see that number increase and noting several efforts focused on that objective, including a program in California designed to help URM understand how to access postsecondary education and
Minutes/University Senate October 1, 2015 Page 4
the assignment of a full-time staff member who works on recruitment and retention of URM. President Sexton also highlighted another effort, the Community College Transfer Opportunity Program (CCTOP), which is a scholarship and assistance program for students transferring from partnership community colleges into NYU. President Sexton also noted that increasing the percentage of URM students does not conflict with increasing the percentage of international students, and the two should not be viewed as being in tension. Finally, Ms. Knoll-Finn was asked how to interpret the differential between the average SAT scores of students who are admitted from those who registered. Ms. Knoll-Finn explained that as the scores of applicants to the University increase, which has been the trend, it means those students are more competitive at other schools as well. President Sexton noted that the University accepts approximately one-third of its students early-admission and those students tend to have higher SAT scores.
PROVOST SEARCH
Dick Foley, Vice Chancellor for Strategic Planning, expressed his gratitude on behalf of the University to Provost Dave McLaughlin, who is stepping down from that position at the end of the 2015-2016 academic year. Dr. Foley, along with Ellen Schall, will help lead a Provost Search Committee of sixteen faculty members and three deans; delegates from the AMC and a student will participate in the final interviews. The Committee has retained a search firm, Issacson Miller, which also led the University’s recent search for a new President and so is familiar with both NYU and incoming President Andrew Hamilton. An advisor to Isaacson Miller will be Peter Lang, former Provost of Duke University. The posting for the position is expected to be made public next month and the Committee will begin listening sessions across the University, followed by solicitations for candidate suggestions. The email address for people to suggest ideas is [email protected]. Dr. Foley explained that the Committee’s current goal is to create a pool of candidates by the end of the fall 2015 semester that can be interviewed. Interviews would take place in January 2016 and a shorter list of candidates referred to incoming President Hamilton to make the final selection.
REPORT OF THE PRESIDENT
President Sexton referred the Senate to the President’s written report that was distributed prior to the meeting. There being no further business, the meeting was adjourned at 10:17 a.m.
Respectfully submitted, Terrance J. Nolan Secretary
