SCHOOL ATTENDANCE: A KEY TO SUCCESS
Did you know that school attendance is one of the most important factors in a student’s academic success? Research has shown that your child’s attendance record may be the biggest factor influencing your child’s academic success. By attending class regularly, your child is more likely to keep up with daily lessons and assignments, and take quizzes and tests on time. By teaching our students the importance of being present in school, they are more likely to become productive citizens in our community.
We understand that illnesses do arise and there will be times your child may not be able to make it to school. Please call the school nurse on the morning of your child’s absence. In addition, parents are asked to send a note to school with their child after each absence explaining the reason for the absence. All medical appointments will not be considered excused (legal) until a written confirmation is received from the medical provider. Failure to send the note will result in the absence being coded as unexcused. Remember………..every day counts.
Please encourage your child to arrive on time each day. Middle/High School students need to be in their homerooms by 7:50 AM. Elementary students need to be in their homerooms by 7:53 AM.
Please note: In order to be recognized for perfect attendance, a student must be on time each day and remain in
school until dismissed. Any combination of two tardies or two early dismissals during the school year will be
excused as long as a note is given to the nurse.

A message from Superintendent Sanders…
Every new school year is a chance for new beginnings and I am looking forward to what the coming year has in store. This year, some new “light” will be shed on our students, literally! We have brand new energy efficient lighting throughout our halls and classrooms. This project was completed through the National Grid Energy Conservation Program which covered 80% of the installation cost. The energy project will bring savings for years to come. The building is looking terrific for the start of the new school year. I would like to thank all of our summer staff who have worked so diligently over the past two months.
Security and risk assessment… In June, the district completed a security and risk assessment through a Western New York risk management and advisory firm. The assessment pinpointed areas of the building and grounds where some improvements could be made. We are in the process of revising our security plan and protocol to insure even better safety of our students and staff. These changes may include how entrances are used throughout the day. Please bear with us as we make the necessary adjustments.
Academic rankings improve one again… Every June, Business First ranks all Western New York schools based on academic performance. Whitesville has made improvements over the past 9 years with marked improvements over the past 3. This improvement comes from the hard work and dedication of teachers, staff and students. It also comes from the hard work and expectations of parents and families. Thank you for being part of our success!

Technology enhancements… As we move toward enhancing our technology in the district, I’m happy to announce that all 5th -12th graders will have access to a one-to-one laptops to use in all classes. 9th-12th graders will be allowed to take their laptops home for use but 5th -8th graders will keep them stored in their classrooms after school. As we all know, technology can help engage students in their learning but it still requires strong teachers who create the content that makes learning meaningful. There will be a meeting for all 11th and 12th grade students and their parents to go over laptop rules and paperwork on Wednesday, August 29th so that computers can be distributed. Freshman will meet on Tuesday, August 28th for their orientation and laptops. Tenth graders will receive theirs on the first day of school. If there are new 10th graders in the district, they and their parents should come to the August 29th meeting.

Principal Emery’s Message…
Welcome to the 2018-2019 school year! I would like to give a special Blue Jay welcome to our new teacher, Ms.
Crittenden (Middle/High Special Education). You will be able to meet her at our Open House scheduled for September
5th, 5:00-6:30 PM.

great ways to keep you informed and up to date! Plus, we love to celebrate our students, school and community. We are
always proud to post pictures for everyone to see.
It is so important with a new school year that all expectations are clear and followed by all. All students who are
dropped off must be dropped off in the front main parking lot in front of the big gym doors to allow your child to get out
onto the side walk safely and to allow other cars the same consideration. Also, please look through your child’s
schedule. If your child has study hall listed please remind them that this time is for studying, completing homework,
getting academic support, and reading. This is not a “free-time” or “recess-time.” Our school has high expectations for
learning and this time will be used for educational purposes only.
Parent Portal accounts are available to all parents who have students in grades 5th – 12th. This allows you to see your
child’s assignments and grades, as well as their schedule and attendance. See our website to get registered.
Our Annual Title I Parent meeting is scheduled for September 5th at the beginning of open house. If you would like
information regarding our RtI (Response to Intervention) services, please stop by Mrs. Tronetti and Mr. Rawady’s
classroom at 5:00.
I am so proud to report that our school looks amazing, our buses are ready to go, and our offices have been working
steadily to end one school year and begin another. This takes a lot of hard work and many dedicated people! Thank
you to everyone for your help!

Reminder – Now that your children are back in school, please make sure their clothing is appropriate for the school environment. All shorts and skirts must reach beyond the student’s fingertips and no underclothes may be seen at
any time. Thank you parents for being our 1st line of support! (Refer to our Code of Conduct located on our school
website.)
SCHOOL VISITORS
The board encourages parents and other district citizens to visit Whitesville School to observe the work of students,
teachers and other staff. Since schools are a place of work and learning, however, certain limits must be set for such
visits. The building principal or her designee is responsible for all persons in the building and on the grounds. For these
reasons, the following rules apply to visitors to the schools:
1. Anyone who is not a regular staff member or student of the school will be considered a visitor.
2. All visitors to the school will be buzzed in from the main entrance interior doors and must report to the main office
upon arrival at the school. There they are required to sign the visitor’s register and will be issued a visitor’s
identification badge, which must be worn at all times while in the school or on school grounds. The visitor must return
the identification badge to the main office before leaving the building.
3. Visitors attending school functions that are open to the public, such as parent-teacher meetings or public gatherings are
not required to register.
4. Parents or citizens who wish to observe a classroom while school is in session are required to arrange such visits in
advance with the classroom teacher(s), so that class disruption is kept to a minimum.
5. Teachers are expected not to take class time to discuss individual matters with visitors.
6. Any unauthorized person on school property will be reported to the principal or her designee. Unauthorized persons
will be asked to leave. The police may be called if the situation warrants.
7. All visitors are expected to abide by the rules for public conduct on school property contained in this code of conduct.

Standards Based Grading for Preschool - 4th
Whitesville CSD Preschool through 4th grade will transition to Standards Based
Grading (SBG) beginning with the upcoming school year. Standards Based Grading is
a system of reporting proficiency on a number of specific learning standards. Rather
than give students ONE grade for a specific content area, this system gives students a
number of scores that represent their proficiency in each of the content standards
assessed. SBG reports on effort and work habits separately, so that the grades received are based on the student’s
achievement toward the standard.
What will be assessed?
There are several New York State Next Generation Academic Standards for each content area according to each
grade level. The teachers have identified specific standards each student should master in the area of ELA, Math,
Science, SS, Art, Music and PE. Students will be expected to show evidence they understand or have mastered each
standard. The evidence can be in the form of a class assignment, project, test, assessment, collaborative
conversations, or observation by the teacher.
What will be on the Report Card?
Parents in grades Pk-4 will see each content area standard listed on the report card. The scores (4-1) will represent
the student’s level of understanding and mastery for each content standards. The score on the report card will
indicate how a student is doing based on the teacher’s expectation at that particular time within the school year.
Standards remain the same, however, expectations increase as the year progresses. Teachers will use the following
scores on the report card:
4 Exceeding: the student is meeting above grade level expectations. Performance is
characterized by the ability to apply skills with consistent accuracy, independence and
high level quality.
3 Proficient: the students is meeting grade level expectations. Performance is
characterized by a thorough understanding of the concepts and skills
2 Approaching: the student is approaching grade level expectations. The performance
is characterized by a partial ability to apply skills with increasing success.
Performance varies in accuracy, quality, consistency and levels of support
1 Below: the student is not meeting grade level expectations. Performance does not
demonstrate understanding of the basic skills and concepts. Performance is
inconsistent, even with guidance and support

Parent/Staff Annual Notification
In compliance with the US Environmental Protection Agency, (EPA), Asbestos Hazard Emergency Response Act
(AHERA), we have performed school building inspections for asbestos-containing building materials and have
developed an AHERA Asbestos Management Plan. This facility’s findings and asbestos management plan is on file
in the school administrative office, for public review.
The EPA and DOL require us to perform surveillances of the asbestos materials every six (6) months and to conduct
re-inspections every three years.
No Significant changes in the asbestos materials condition were note during the 2018 surveillance of this
school/facility.
All asbestos materials are in satisfactory condition and we shall continue to manage them in place, as recommended
by the accredited management planner.
The results of the surveillance are on file in the management plan in the facility’s administrative office.
Everyone is welcome to view these anytime during normal school hours (Monday-Friday, 8:00-4:00). The asbestos

Dear Parent/Guardian:
Children need healthy meals to learn. Whitesville Central School offers healthy meals every school day. Breakfast costs $1.00; lunch costs $2.15. Your children may qualify for free meals or for reduced price meals. Reduced price is $0.25 for breakfast and $0.25 for lunch.
1. DO I NEED TO FILL OUT AN APPLICATION FOR EACH CHILD? No. Complete the application to apply for free or reduced price meals. Use one Free and Reduced Price School Meals Application for all students in your household. We cannot approve an application that is not complete, so be sure to fill out all required information. Return the completed application to: Joan Coleman, 692 Main Street Whitesville NY 14897.
2. WHO CAN GET FREE MEALS? All children in households receiving benefits from SNAP, the Food Distribution Program on Indian Reservations or TANF, can get free meals regardless of your income. Categorical eligibility for free meal benefits is extended to all children in a household when the application lists an Assistance Program’s case number for any household member. Also, your children can get free meals if your household’s gross income is within the free limits on the Federal Income Eligibility Guidelines. Households with children who are categorically eligible through an Other Source Categorically Eligible designation, as defined by law, may be eligible for free benefits and should contact the SFA for assistance in receiving benefits.
3. CAN FOSTER CHILDREN GET FREE MEALS? Yes, foster children that are under the legal responsibility of a foster care agency or court, are eligible for free meals. Any foster child in the household is eligible for free meals regardless of income. Foster children may also be included as a member of the foster family if the foster family chooses to also apply for benefits for other children. If non-foster children in a foster family are not eligible for free or reduced price meal benefits, an eligible foster child will still receive free benefits.
4. CAN HOMELESS, RUNAWAY, AND MIGRANT CHILDREN GET FREE MEALS? Yes, children who meet the definition of homeless, runaway, or migrant qualify for free meals. If you haven’t been told your children will get free meals, please call or e-mail Tammy Emery, 607-356-3301, extension 223, [email protected] to see if they qualify.
5. WHO CAN GET REDUCED PRICE MEALS? Your children can get low cost meals if your household income is within the reduced price limits on the Federal Eligibility Income Chart, shown on this application.
6. SHOULD I FILL OUT AN APPLICATION IF I RECEIVED A LETTER THIS SCHOOL YEAR SAYING MY CHILDREN ARE APPROVED FOR FREE MEALS? Please read the letter you got carefully and follow the instructions. Call the school at [607-356-3301 ext. 231] if you have questions.
7. MY CHILD’S APPLICATION WAS APPROVED LAST YEAR. DO I NEED TO FILL OUT ANOTHER ONE? Yes. Your child’s application is only good for that school year and for the first 30 operating days of this school year. You must send in a new application unless the school told you that your child is eligible for the new school year.
8. I GET WIC. CAN MY CHILD(REN) GET FREE MEALS? Children in households participating in WIC may be eligible for free or reduced price meals. Please fill out a FREE/REDUCED PRICE MEAL application.
9. WILL THE INFORMATION I GIVE BE CHECKED? Yes and we may also ask you to send written proof. 10. IF I DON’T QUALIFY NOW, MAY I APPLY LATER? Yes, you may apply at any time during the school year. For example, children with a parent
or guardian who becomes unemployed may become eligible for free and reduced price meals if the household income drops below the income limit.
11. WHAT IF I DISAGREE WITH THE SCHOOL’S DECISION ABOUT MY APPLICATION? You should talk to school officials. You also may ask for a hearing by calling or writing to: J.Erdmann, 692 Main St. Whitesville NY 14897, [email protected].
12. MAY I APPLY IF SOMEONE IN MY HOUSEHOLD IS NOT A U.S. CITIZEN? Yes. You or your child(ren) do not have to be U.S. citizens to qualify for free or reduced price meals.
13. WHO SHOULD I INCLUDE AS MEMBERS OF MY HOUSEHOLD? You must include all people living in your household, related or not (such as grandparents, other relatives, or friends) who share income and expenses. You must include yourself and all children living with you. If you live with other people who are economically independent (for example, people who you do not support, who do not share income with you or your children, and who pay a pro-rated share of expenses), do not include them.
14. WHAT IF MY INCOME IS NOT ALWAYS THE SAME? List the amount that you normally receive. For example, if you normally make $1000 each month, but you missed some work last month and only made $900, put down that you made $1000 per month. If you normally get overtime, include it, but do not include it if you only work overtime sometimes. If you have lost a job or had your hours or wages reduced, use your current income.
15. WE ARE IN THE MILITARY. DO WE INCLUDE OUR HOUSING ALLOWANCE AS INCOME? If you get an off-base housing allowance, it must be included as income. However, if your housing is part of the Military Housing Privatization Initiative, do not include your housing allowance as income.
16. MY SPOUSE IS DEPLOYED TO A COMBAT ZONE. IS HER COMBAT PAY COUNTED AS INCOME? No, if the combat pay is received in addition to her basic pay because of her deployment and it wasn’t received before she was deployed, combat pay is not counted as income. Contact your school for more information.

How to Apply: To get free or reduced price meals for your children carefully complete one application following the instructions for your household and return it to the designated office listed on the application. If you now receive SNAP, Temporary Assistance to Needy Families (TANF) for any children, or participate in the Food Distribution Program on Indian Reservations (FDPIR), the application must include the children's names, the household SNAP, TANF or FDPIR case number and the signature of an adult household member. All children should be listed on the same application. If you do not list a SNAP, TANF or FDPIR case number for any household member, the application must include the names of everyone in the household, the amount of income each household member, and how often it is received and where it comes from. It must include the signature of an adult household member and the last four digits of that adult's social security number, or check the box if the adult does not have a social security number. An application that is not complete cannot be approved. Contact your local Department of Social Services for your SNAP or TANF case number or complete the income portion of the application. No application is necessary if the household was notified by the SFA their children have been directly certified. If the household is not sure if their children have been directly certified, the household should contact the school.
Reporting Changes: The benefits that you are approved for at the time of application are effective for the entire school year. You no longer need to report changes for an increase in income or decrease in household size, or if you no longer receive SNAP.

When filling out the application form, please pay careful attention to these helpful hints.
SNAP/TANF/FDPIR case number: This must be the complete case number supplied to you by the agency including all numbers and letters, for example, E123456, or whatever combination is used in your county. Refer to a letter you received from your local Department of Social Services for your case number or contact them for your number. All children with the same case number may be listed on the same application. If anyone in your household receives SNAP, all children living in your household are eligible to receive free meals at school.
Direct Certification: If you receive SNAP or TANF, send in the Eligibility Letter from the NYS Education Department instead of completing the application. Make a copy for your records.
Foster Child: A child who is living with a family but who is under the legal care of the welfare agency or court may be listed on your family application. List the child's “personal use” income. This includes only those funds provided by the agency which are identified for the personal use of the child, such as personal spending allowances, money received by his/her family, or from a job. Funds provided for housing, food and care, medical, and therapeutic needs are not considered income to the foster child. Write “0” if the child has no personal use income.
Household: A group of related or non-related people who are living in one house and share income and expenses.
Adult Family Members: All related and non-related people who are 21 years of age and older living in your house.
Financially Independent: A person is financially independent and a separate economic unit/household when his or her earnings and expenses are not shared by the family/household.
Gross Income: Is money earned or received by each member of your household before deductions. Examples of deductions are federal tax, State tax, and Social Security deductions. Examples of gross income are: * Wages, salaries, tips, commissions, or income from self-employment * Net farm income – gross sales minus expenses only – not losses * Pensions, annuities, or other retirement income including Social Security retirement benefits * Unemployment compensation * Welfare payments (does not include value of SNAP) * Public Assistance payments * Adoption assistance * Strike benefits * Supplemental Security Income (SSI) or Social Security Survivor's Benefits * Alimony or child support payments * Disability benefits, including workman's compensation * Veteran's subsistence benefits
* Interest or dividend income * Other cash income * Cash withdrawn from savings, investments, trusts, and other resources which would be available to pay for a child's meals

To apply for free and reduced price meals, complete only one application for your household using the instructions below. Sign the application and return the application to Joan Coleman 692 Main St. Whitesville NY 14897. If you have a foster child in your household, you may include them on your application. A separate application is not needed. Call the school if you need help: 607-356-3301 EXT. 231. Ensure that all information is provided. Failure to do so may result in denial of benefits for your child or unnecessary delay in approving your application.
PART 1 ALL HOUSEHOLDS MUST COMPLETE STUDENT INFORMATION. DO NOT FILL OUT MORE THAN ONE APPLICATION FOR YOUR HOUSEHOLD. (1) Print the names of the children, including foster children, for whom you are applying on one application. (2) List their grade and school. (3) Check the box to indicate a foster child living in your household, or if you believe any child meets the description for homeless, migrant, runaway (a school staff will confirm this eligibility). Specify how often this income amount is received: weekly, every other week (bi-weekly), 2 x per month, monthly. If no income, check the box. The value of any child care provided or arranged, or any amount received as payment for such child care or reimbursement for costs incurred for such care under the Child Care and Development Block Grant, TANF and At Risk Child Care Programs should not be considered as income for this program.
(3) Enter the total number of household members in the box provided. This number should include all adults and children in the household and should reflect the members listed in PART 1 and PART 3.
(4) The application must include the last four digits only of the social security number of the adult who signs PART 4 if Part 3 is completed. If the adult does not have a social security number, check the box. If you listed a SNAP, TANF or FDPIR number, a social security number is not needed.
(5) An adult household member must sign the application in PART 4. OTHER BENEFITS: Your child may be eligible for benefits such as Medicaid or Children’s Health Insurance Program (CHIP). To determine if your child is eligible, program officials need information from your free and reduced price meal application. Your written consent is required before any information may be released. Please refer to the attached parent Disclosure Letter and Consent Statement for information about other benefits.
USE OF INFORMATION STATEMENT Use of Information Statement: The Richard B. Russell National School Lunch Act requires the information on this application. You do not have to give the information, but if you do not submit all needed information, we cannot approve your child for free or reduced price meals. You must include the last four digits of the social security number of the primary wage earner or other adult household member who signs the application. The social security number is not required when you apply on behalf of a foster child or you list a Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF) Program or Food Distribution Program on Indian Reservations (FDPIR) case number or other FDPIR identifier for your child or when you indicate that the adult household member signing the application does not have a social security number. The library has been “Rockin’” this summer. Children came for Mother Goose on the Loose preschool programs, many spent many hours at the library working on crafts. A huge hit this year was receiving a scratch off ticket to win a prize each time you came to the library and borrowed books. Even the ones that received a “Not a Winner” ticket had fun. Thank you, Mrs. Emrich, from Steps Dance Studio, for leading us in a Hip Hop dance workshop. All who attended had a really good time learning some new dance moves. Thank you, also, to Two of a Kind for traveling from the Philadelphia are to present a musical program that was enjoyed by all in attendance. Thank you to all community members for supporting the library’s ice cream social. Many came to enjoy the sweet treats, music and socializing. Thank you to STARCat for the surprise visit. Thank you to Dick Pensyl and all that performed, the dignitaries in attendance and Tom Carpenter from the NY Comptroller’s office. We hope some of you found some unexpected money that has been waiting for you. The library will be continuing story times and programs. Mother Goose on the Loose will be Wednesdays at 10:00, this is for all not yet in school. It is a time of nursery rhymes, stories, music and more. After School Time for elementary students will be on the 2nd Tuesday of each month from 3:30 to 4:30. Library Legos Plus will be on the 4th Tuesday of each month also from 3:30-4:30. Students with notes are welcome to ride the bus to the ambulance bay to attend these programs. We would like to get more scheduled programming for teens. Teens that are interested please stop by the library to give us ideas and times that work for many. Zen Coloring will continue to be on the 1st Wednesday of each month. If anyone has any suggestions for other programs please contact the library. Thank you, Linda Mallory, for serving on the library board of trustees. Welcome new board member Kristi Garis. Kristi will serve a one year term. Board of trustees for 2018 are Joanna Clark, President, Susan Ellison, Vice President, Kayla Bissett, Secretary, Kerry West, Financial Officer and Kristi Garis, Member. In July, 2017 the library applied for a NYS Construction Aid grant. We have recently been notified that we will be receiving $6,600 to replace our roof. Thank You NYS for awarding us this money. Parents of Students,
We looking forward to another school year and being able to work together to transport your children safely to and from school. Below are some rules you and your children need to know before the school year begins. Please go over the rules with them so they are prepared for the year.
Bus Safety Rules
Wear clothes that can be easily seen
Be at the bus stop 5 minutes before the bus is to arrive.
Make sure to stay away from the road and out of the DANGER ZONE which is 15 feet around the bus on all
sides.
Move toward the bus after
the doors are open and
driver gives you the signal to
cross or board and go
directly to a seat so we don’t
hold up traffic.
Never throw things on the
bus or out the windows or
stick your hands or feet out
the windows.
Keep the aisle clear.
Talk softly and stay seated
on the bus, any distraction
can cause the driver to lose
focus on the task of
delivering the students safely.
Pay attention to the bus driver.
Only get off the bus at your designated stop. If you need to get off the bus at another stop please have a
note from your parents. Parents: If your child is getting off at a different stop please put the name and ad
dress of the stop. There may be a substitute driver who will need the information.
Please do not move from your seat until you reach your stop.
If you leave something on the bus please do not try to get back on the bus, the driver may not see
you. If you drop something please move to a safe place outside the door of the bus and let the driver
know then they can help you.
No eating or drinking on the bus. This is for the students safety so they don’t choke and to keep the bus
Clean.
