Together, India and these countries account for 67 percent of total forest area of the world. Forests contribute a lot to the ecology and economy of a nation and play a major role in improvement of quality of life of the people. Due to the impact of biotic pressure on our forests, many forest areas spread across the country has been depleted and degraded which is a serious concern. Krishi Vigyan Kendra (KVK), is an integral part of the National Agricultural Research System (NARS), aims at assessment of location specific technology modules in agriculture and allied enterprises, through technology assessment, refinement and demonstrations. KVKs have been functioning as Knowledge and Resource Centre of agricultural technology supporting initiatives of public, private and voluntary sector for improving the agricultural economy of the district and are linking the NARS with extension system and farmers. KVK System: Mandate and Activities The mandate of KVK is Technology Assessment and Demonstration for its Application and Capacity Development. Since its inception television has been given importance in many countries as a medium for imparting education. In 1932, first time in the world, television was used as an educational and instructional medium by the State University of IOWA (USA) on an experimental basis. In India, educational television made an entry in the year 1959 as a UNESCO aided experimental project exclusively for Delhi based schools. This was the first syllabus based television programme initiated in the country. Subsequently, it acted as an efficient tool for imparting education to primary, secondary and even to the university level students. Television in the class room caters different learning styles, by offering a unique combination of sight, sound, motion and emotion, which can give students a greater understanding of the world around them. Satellite Instructional Television Experiment (SITE) was a great turning point in the history of educational television in India. SITE was started on August 1975 based on the availability of latest technologies at the global level, Satellite Television Broadcasting has been highly promoted in India especially for distance education and allied training programmes. In distance education, television can play a significant role in equalising the educational opportunities and to address the issues of educational aspirants. The core objectives of educational television are: 1. Enhancing quality in education 2. Stimulating learning 3. Reducing dependency on verbal teaching 4. Providing flexibility of time and space in learning 5. Improving social quality in education 6. Providing mass education opportunities The educational television sector is regulated and managed by the government and is being intensively used to produce syllabus based and non- syllabus based educational television programmes in diverse disciplines at all levels of education. Ministry of Human Resource Development is giving top priority and providing sufficient fund for educational content production. Most of the educational TV production houses under Government of India are having technically advanced infrastructure. They develop educational contents on various topics. They produce or cover documentaries, short films, cookies spots, talks, training lectures, video conferencing etc. based on the topics of class- syllabus, environment, culture, adult education, earth science, women & children, tribal issues, agriculture, health, national integrity etc. Consortium for Educational Communication (CEC) University Grants Commission (UGC), started transmission of educational TV programmes in1984, the project popularly known as 'country- wide class room'. In this connection, UGC's ''Consortium for Educational Communication'' started a chain of 21 Educational Multi Media Research Centres (EMMRC) in the various parts of the country for the production of educational TV programmes. Television plays a vital role in the society as a sourceof information, a medium for communication and a

tool in imparting education. As a sophisticated tool inMass Communication, television medium is considered tobe a useful vehicle for conveying the messages in aneasy way. The unique combination of audio and visualsmakes a different world, which is helpful to make thecommunication process more effective. Of all othermedia, television has the power to reach large number ofpeople in the short possible time which makes it an idealmedium to transmit messages to a large audiences.

Since its inception television has been givenimportance in many countries as a medium for impartingeducation. In 1932, first time in the world, television wasused as an educational and instructional medium by theState University of IOWA (USA) on an experimental basis.

farmers, organize frontline extension activities, identify and document selected farminnovations and converge with ongoing schemes and programs within the mandate ofKVK.

The first KVK was established in 1974 at Punducherry. The number of KVKs hasrisen to 645 and 106 more KVKs are to be established in the newly created districts andsome larger districts. The KVK scheme is 100% financed by Govt. of India and theKVKs are sanctioned to Agricultural Universities, ICAR institutes, related GovernmentDepartments and Non Government Organizations (NGOs) working in Agriculture.

Strengthening of manpower in KVK At present, there are six SMSs (as Scientists), each one taking care of one subject

matter area. The KVKs have to provide multidisciplinary and broad-based technologicalinterventions to enable farmers to manage their farm in a sustainable and integratedmanner, which demands enhanced manpower not only in terms of number but alsocovering the most important subject matter areas relevant to the district. With ever-growing nature and quantum of workload of each KVK, the existing six SMSs arefinding it difficult to cope up with their responsibilities. It is, therefore, recommended thatfour additional posts of SMSs (Scientists) should be created in each KVK, thus,increasing the number of SMSs to 10.

Administrative guidelines Personnel policies

Strengthening of KVK with qualified manpower is essential as they are functioning forknowledge sharing and technology application in agriculture and allied sectors. SinceKVKs are hosted by different organizations having varied recruitment and promotionpolicies, the Committee recommended the following:

Manpower With respect to disciplines, the following pattern is recommended as per the need of

the district. Out of 10 Scientists, 8 posts should be in the core disciplines namely, (i) Agricultural Extension (ii) Agronomy/Soil Science (iii) Plant Protection (Entomology/Plant Pathology) (iv) Plant Breeding/Seed Technology (To strengthen the participatory seed production

and maintenance breeding in the farmers' fields as well as at instructional farm ofKVK, the discipline of Plant Breeding/Seed Technology is required at KVK.)

(v) Animal Science/Fisheries (vi) Horticulture(vii) Home Science (viii) Agriculture Engineering (Post Harvest Technology/Value addition)

The other two posts could be out of other disciplines such as: (i) Animal Science/Fisheries/Agroforestry/Plant Pathology (ii) Agri-Business Management/Agricultural Economics

EMPLOYMENT AND CAREER OPPORTUNITIES IN KVKsSince KVKs are 100% funded by the ICAR, the host organizations shall get anundertaking from the respective State Governments that there shall be norestriction/ban for recruiting all the sanctioned KVK posts. In case of KVKs under SAUs/CAU/ICAR Institutes/State Governments, therecruitment of KVK staff is to be done as per the recruitment/selection proceduresfollowed/existed in their respective host organisations. However, one member ofthe Recruitment/Selection Committee should be from the respective Zonal ProjectDirector. In the case of KVKs functioning under the NGO, the NGO should advertise theposts in Employment News and a leading local newspaper, and details are to beposted on websites of host organization and KVK. Invariably, advertisementsshould appear 6 months in advance of the retirement date so that the newincumbent will be in position on the day the post falls Recommendations 29 vacant.Further, applications received are to be screened by a Committee, including onerepresentative drawn from a nearby Agricultural University. The academicqualifications and experience for the posts should not be less than what isprescribed by ICAR. The promotional policy including the pay and eligibility criteriashould be as applicable to similar posts in ICAR. The Recruitment/Selection Committee for the recruitment of Chief Scientist-cum-Head for KVKs under NGOs shall be constituted by the concerned NGO. TheCommittee shall comprise of Head of the host organization as Chairperson; ZonalProject Director, Director of nearby ICAR institute, one Expert in the rank ofProfessor and above from technology backstopping Agricultural University to benominated by the Vice-Chancellor; and one eminent agricultural expert to benominated by Deputy Director General (Agricultural Extension) as Members. The Recruitment/Selection Committee for the recruitment of Staff other than ChiefScientist-cum-Head for KVKs under NGOs, shall be constituted by the concernedNGO. The Committee shall comprise of, the Head of the Organization asChairperson; Zonal Project Director or his nominee, Representative of ICAR to benominated by Director of nearby ICAR institute (should be Group A level officer andat least one level above the level in which the recruitment is to be made), and TwoExperts in the relevant field to be nominated by the Vice-Chancellor of nearbyAgricultural University (should be Group A level Officer; if not available, then anOfficer at least one level above the post in which the recruitment is to be made),as Members. No Member (including the Chairperson) should sit in the Selection Committee forthe recruitment of KVK staff, if any of his/her relative appears for the interview. Insuch cases, the senior-most officer of the host organization should act as theChairperson of the Selection Committee. Same rule will also be applicable for othermembers of the selection Committees. The Chairperson and all the membersshould compulsorily require in conducting and recording the proceedings ofselection. Host organizations shall strictly adopt the pay structure sanctioned by ICAR forKVK staff without any change.
