This optimism has not been misplaced and the integration and application of technologies from the expanded Marston organisation is now well underway. Another key issue is the increasing adoption of road usage and emission charges to monetise the movement of vehicles across the national road network. Local and central government are looking to existing suppliers to offer an even broader range of services. Marston Holdings is meeting this challenge by offering a complete cradle-to-grave solution covering strategic transportation consultancy, intelligent infringement detection, BPO processing through to judicial services. The Marston Holdings Group strategy moving forward is to be the leading supplier of upstream/downstream transportation services and leverage the benefits of new technology-driven service propositions that deliver greater value to the public sector. NEW PRODUCT FOCUS

Videalert has launched a new generation of air quality monitoring sensors. With integrated gas and particulate matter sensors, they utilise Videalert’s existing infrastructure to transmit readings in real-time, providing councils with instant measurements showing the level of pollution in key locations. It is extremely cost effective and can be specified as part of a new or existing Videalert installation or deployed as a standalone device.

The sensor measures the level of airborne particulates, including nitrogen dioxide and carbon dioxide, providing councils with real-time insight into the impact of enforcement cameras on improved air quality. It will strengthen and validate the business case for the adoption of moving traffic enforcement restrictions including clean air or low emission zones. It will also have a significant role to play, particularly when used outside schools as part of a range of measures, to protect children’s safety and health from pollution caused by excessive vehicle traffic.

AIR QUALITY SENSOR

ELECTRIC MOBILE ENFORCEMENT VEHICLESVidealert provides the industry’s widest range of MEVs including the latest electric cars and bikes. These multi-purpose MEVs enable councils to enforce a wide range of moving traffic, parking and clean air zone contraventions whilst demonstrating their commitment to reducing emissions.

Each electric Car-MEV is equipped with two roof-mounted ANPR cameras and two colour cameras to capture contextual video evidence. These ONVIF-compliant HD cameras deliver superior capture rates of up to 98%. The MEV-Bikes are each

fitted with two dual camera units comprising both an ANPR and a colour camera. One faces forward and the other faces to the rear to achieve industry-leading capture rates of up to 93%. Importantly, these capture rates are achieved with just a single pass at normal road speeds to dramatically increase productivity and reduce the total cost of ownership.

The on-board systems are self-powered, something that is particularly important when fitted to electric vehicles, and are totally automatic requiring no manual operation from the driver.

Videalert’s new RDS Mk6 (Rapidly Deployable Server) is smaller and runs the latest version of Windows 10 IoT. Significant performance improvements have been achieved and a single RDS now allows 8-12 video analytics processes to run concurrently. This further reduces the amount of capital equipment that needs to be deployed at the edge to process CCTV streams, which in turn reduces operational costs such as cellular SIMs.

Combined with the latest narrow beam wireless point-to-point solutions, Videalert can deploy traffic enforcement and analysis systems at a significantly lower cost than other suppliers that can only process a single pair of video streams per edge unit.

Stingray is a new modular ANPR camera solution designed for use with Videalert’s expanding range of multi-purpose MEVs. It includes ONVIF-compliant HD cameras and all networking components in a simply styled roof-mounted pod that is easier to install as well as being less obtrusive than individual roof-rack mounted units. Integrated, upgraded infra-red lighting accurately captures crisp images of reflective number plates at distances of up to 40 metres. A full colour overview module also captures contextual images of vehicles in both daylight and challenging light conditions.

Stingray will be fitted to all Videalert’s new MEV platforms and can be easily retrofitted to existing vehicles. Maintenance is also simplified as the complete housing can be quickly replaced in the event of a parts failure, minimising down-time and further increasing productivity.

Formed in 2017, the Videalert User Group provides a forum where customers and service partners can share their knowledge and experience as well as hearing about the latest product developments, service improvements and industry initiatives.

At the meeting in May 2019, Jackie Davies, Senior Traffic Officer for Bristol City Council, outlined the business case for their CCTV solution which provides integrated traffic management across the city. The session also included a tour of Bristol’s Operations Centre. The November meeting saw the highest attendance yet and members heard about the latest initiatives to deal with the growing problem of air

pollution from Vortex and its new generation of air quality monitoring sensors.

The British Parking Association also regularly attends the meetings giving update on parking legislation, technology and other initiatives. Organisations such as Grid Smarter Cities, Imperial and Parkius have also contributed informative presentations to these meetings.

The User Group has received very positive and encouraging feedback from members and is now an essential element of Videalert’s service provision. We will shortly be announcing the date of the next meeting and are currently looking at options to extend the meetings to clients of NSL and Marston Holdings in the near future.

PDS provides innovative Intelligent Transport Systems and technologies from the control room to the road side. The company undertakes projects ranging from small installations through to complete upgrades and refurbishments providing fully integrated solutions within the Strategic, Urban and City road networks. Videalert and PDS are currently working on a number of key projects including the London Borough of Havering, which is implementing vehicle restrictions around schools using PSPO legislation as well as enforcing a range of moving traffic contraventions.

According to recent studies, the global market for air quality monitoring will be worth £6billion by 2021. VortexIoT has developed a unique, low-cost integrated gas and air particulate sensor that connects to Videalert infrastructure to provide councils with real-time readings of air quality in any location around the clock. Videalert and VortexIoT have already installed the sensors which are currently being piloted in a number of London locations.

PARKIUS is a Netherlands-based developer of digital enforcement solutions that make the compliance process more efficient and productive. Combined with the Videalert platform, this enables councils to dramatically increase the efficiency and productivity of their parking departments. The joint Videalert and PARKIUS solution for ANPR based parking enforcement has been deployed at the London Borough of Richmond upon Thames.

Imperial provides a market-leading suite of compliance, parking and permit management systems in low emission and clean air zones, free flow tolling and congestion charging. They include self-serve options, smart parking apps and cashless payment systems. Imperial works closely in partnership with Videalert to provide local authorities with end-to-end management and enforcement solutions for clean air and low emission zones. Recent joint contracts include Worcestershire County Council, London Borough of Greenwich, Leeds City Council and Southampton City Council.

Videalert regularly partners with Imperial to present at a series of TRANSPORT, EMISSIONS and AIR QUALITY Smart Classes across the UK. The events show key buyer side stakeholders how they can deploy the latest digital technology-enabled solutions, data-driven strategies and best practices to tackle challenges such as congestion, traffic flows, air pollution and emissions in the UK’s cities and regions. Smart Class attendees include delegates from progressive city, borough, metropolitan, district and county councils, sub-regional transport bodies, combined authorities and integrated transport authorities. The next events are:

Videalert unveiled its biggest ever stand at Traffex 2019 at the Birmingham NEC. In addition to launching a new range of electric MEVs, including both cars and bikes, a number of other major announcements were were made including the acquisition by Marston Holdings and the award award of the Clean Air Zone contract for the City of Bath. As well as welcoming the many visitors to the stand, Videalert was inundated by requests from the parking and ITS media for interviews. Traffex returns in 2021 and Videalert will be a key part of Marston Holdings’ stand presenting its end-to-end transportation solutions.

Videalert is an active member of ITS United Kingdom, a not-for-profit public/private sector association that is focused on the promotion of Intelligent Transport Systems in terms of economic efficiency, transport safety, and environmental benefits. The membership comprises government departments, local authorities, consultants, manufacturing and service companies as well as academic and research institutions. NATIONAL AIR QUALITY CONFERENCE

Videalert is co-sponsoring the Annual Scottish Transport Conference for the first time. This year’s event takes place on 30th April and will examine how Scottish transport can meet three core challenges:

• To promote transport that is smart, supports growth and meets the severity of climate change?

• Determine the projects and policies required to build a transport system that is joined-up, inclusive and comprehensive?

• How to ensure that Scotland’s transport is reliable, safe and fit for purpose - now and in the future?

Videalert exhibited at the National Road Safety Conference in partnership with Project Centre, the streetscape design, engineering and landscape architecture consultancy that is part of NSL. The event provided a forum for representatives from local authorities, police officers, firefighters, central government departments, academics and stakeholders to discuss the latest road safety developments. Project Centre’s Lucy Marstrand presented a session which highlighted the broader harm, beyond injuries and fatalities, posed by car prioritisation in road design and the road safety risks posed by different demographics.

As joint sponsor, in partnership with Imperial, Videalert exhibited at the National Air Quality Conference, a sold-out event that took place at Lord’s Cricket Ground in November 2019. The conference, presented by Air Quality News, was highly successful and expert speakers delivered thought-provoking, emotive and passionate presentations on the clean air agenda. Themes of the day included whether the public health risks of air pollution are finally being taken seriously, how technology could save us from toxic air and why the government is failing to step up on air pollution. engineer for a major London borough. He is responsible for configuring, deploying and supporting Videalert installations as well as assisting with site surveys and system design.

Darnell Sylvester-King1st Line Support AnalystDarnell previously worked for Ringway Jacobs and is the primary point of contact for customer support. He is responsible for troubleshooting, resolving and escalating

incidents as required, as well as carrying out software and firmware updates to customer systems. Darnell also manages daily maintenance routines of our hosted systems to maximise uptime.

Videalert has moved to larger offices in Pinner, Middlesex. Clock House will enable the company to continue building its sales, project management and technical teams. It will also be used as a Marston Group Technology Demonstration Centre.

The current office facility at Riverside House is being retained to provide additional workshop and storeroom facilities.
