PROJECT DELIVERY
Planned to request Competitive Sealed Proposal (CSP) at the conclusion of design
Commonly used delivery method for vertical construction
Contractor is selected based on several criteria (cost, experience, schedule, safety, etc.)
The contractor is not engaged in the project until after the drawings are complete
Research and review of pre-construction services
9 contractors - two responses for pre-construction services
Other contractors are only interested if the Construction Manager at Risk (CMAR) delivery method is used
Project has a large budget and may draw attention from more experienced contractors and therefore benefit from an alternative project delivery method such as CMAR.
PROJECT DELIVERY
There are advantages to using the CMAR delivery method
Hire the construction manager to participate in the design process and provide pre-construction services.
Construction Manager also completes the construction phase of the project.
Provides consistency and total project accountability
Hired based on pre-construction services, cost, previous experience, qualified staff, safety plan, etc.
Transfer some of the risk from the Owner to the Construction Manager
Guaranteed Maximum Price (GMP)
Less change orders due to early involvement
Great success with this delivery method
RECOMMENDATIONS
Proceed with the current design concept. Develop design drawings.
Change the project delivery method to CMAR and issue an RFP to hire a construction manager to provide pre-construction services and to be a member of the team throughout the design process and the construction of the facility.
