HIGHLIGHTS March For Meals is a national campaign, initiated and sponsored by Meals On Wheels Association

of America (MOWAA), to raise awareness of senior hunger and to encourage action on the part of the local community. In conjunction with Meals On Wheels New Orleans Fund, Inc., the New Orleans Council on Aging hosted Meals on Wheels Day at the Hive with the New Orleans Hornets and the Strikes Against Hunger Bowl-A-Thon at Rock-N-Bowl. Volunteers were recruited through the Disney “Give a Day. Get a Day” Program. Bowling Team Winners were Galloway, Johnson, Thompkins, Burr & Smith Attorneys at Law, Orleans Parish Sheriff’s Office, and Dustin W. Design & Friends. Other teams included were Casteel & McGoey Attorneys at Law, Harrah’s New Orleans, J.P. Morgan, Peoples Health, Taggart Morton & Hyslop Shannon Foundation, Valley Services, and the W Hotel.

May is Older Americans Month— honoring the legacies and ongoing contributions of older Americans and supporting them as they enter the next stage in life. The New Orleans Council on Aging joined communities nationwide in celebrating. Senior Fest was held at the Southern University of New Orleans “The Castle” Gymnasium and is a mega-event for New Orleans area older adults providing useful information, special awards, entertainment and a great time!

This year’s Older Americans Month theme—Age Strong! Live Long!—recognizes the diversity and vitality of today’s older Americans who span three generations. Older Americans are living longer and are more active than ever before. Senior Fest was held Under the Big Top as our Senior Centers showcased different Side Show Acts. The New Orleans Jazz & Heritage Festival Foundation sponsored music by Arthur Johnson & A Chosen Few and the Pinette’s Brass Band.

Millie McClelland Charles received the Lifetime Achievement Award and Officer Clarence Cornelius received the 4th Annual Silver Fox Award. Diamond Sponsor for Senior Fest was Peoples Health. Other major contributors were Advanced Clinical Consultants, Entergy New Orleans, Humana Louisiana, Nouveau Marc Gracious Retirement Living, Orleans Parish Sheriff’s Office, and Tulane Medical Center.

Friends of the New Orleans Council on Aging came together for the 1st time to host a Masquerade Party at the Laborer’s Union Hall. Entertainment for the Masquerade Party was provided by Kermit Ruffins, Lil Stooges Brass Band, DJ Murphy Sanders, and Arthur Johnson & A Chosen Few. The night commenced with a Costume Contest judged by Representative Juan Lafonta, City Council Member Cynthia Willard-Lewis, News Anchor Camille Whitworth, and Vocalist Lorraine Neville.

Re-Grand Opening of the Pontchartrain Park Community Center

The New Orleans Council on Aging in partnership with the City of New Orleans, St. Gabriel ACT, and the Pontilly Neighborhood Association opened the doors of the Pontchartrain Park Community Center located at 6520 Congress Drive on November 30, 2009 for the first time since 2005. The Pontchartrain Park Community Center provides an outlet to reduce isolation and depression and enhance the quality of life of those who attend. This center is designed to assist the seniors in living healthier lives through the physical, emotional, social and financial challenges attributable to age and disability.

Senior Profile is an educational and entertaining television show for older adults in the Greater New Orleans area aired every Thursday throughout the month on COX Cable Channel 99 at 9 a.m. and 9 p.m. hosted by Executive Director, Howard L. Rodgers, III.

During 2010 Fiscal Year (July 1, 2009 – June 30, 2010) the New Orleans Council on Aging provided approximately 225,000 direct units of service to older adults living throughout Orleans Parish. A break down of these services is as follows:

Aging and Disability Resource Center / SenioRx

Aging and Disability Resource Center, an extension of the Louisiana Answers Network, provides services and referrals to programs that can help individuals with their unmet needs, and offers assistance with Medicaid and Medicare information, enrollment, and counseling. SenioRx links adults twenty-one and older to free discounted prescribed medication. These programs serve the parishes of Orleans, Plaquemines and St. Bernard. In FY 2010, 1,775 individuals received services provided by the Aging and Disability Resource Center and SenioRx. Of those persons, 22% were assisted with obtaining prescription medications at a savings of over $26,000.

Homemakers

Homemakers perform one or more of the instrumental activities of daily living (light housework, laundry, shopping for groceries, and errands). In FY 2010, approximately 200 older adults in Orleans Parish with the inability to perform one or more of the instrumental activities of daily living received 10,000 hours of service.

Arthur Monday Senior Center

Arthur Monday Senior Center is a subsidiary of New Orleans Council on Aging. The center opened in the Fall of 1984. It is one of two Senior Centers in Orleans Parish that is operated directly under the Council on Aging umbrella. Arthur Monday Senior Center is located at 1111 Newton Street inside of Arthur Monday Jr. Multi-Service Center, in the Algiers area. It has become a community service center where older adults receive supportive services and programs. The center is a focal point for providing a comprehensive and coordinated series of social, recreational, educational, and nutritional services to individuals sixty years and older. In FY 2010, 130 older adults received services.

Information & Assistance, Assessment, and Outreach

Information & Assistance provides useful information on services in the Orleans Parish community people aged sixty and over and their caregivers. Information & Assistance includes the process of providing information, assessing the problems and capabilities of individuals, linking the individuals to the opportunities and services available, and ensuring that the individual receives the services needed. Outreach is an intervention for the purpose of identifying potential clients or their caregivers. In FY 2010, approximately 1,500 older adults received this service and 2,000 older adults participated in Outreach by the New Orleans Council on Aging.

National Family Caregiver Support Program

The National Family Caregiver Support Program (NFCSP) is designed to provide supportive services to family caregivers caring for an elderly or developmentally disabled loved one. The program was implemented at the New Orleans Council on Aging in 2002. The services NFCSP provide are: Information and Assistance, In-Home Respite, Personal Care Assistance (PCA), Adult Day Health Care, Material Aid, Counseling, Caregiver Support Groups, Grandparents Raising Grandchildren Support Groups. In FY 2010, nearly 300 older adults and their caregivers were provided 5600 units of service. In addition, NFCSP serviced over 60 Grandparents Raising Grandchildren.

Nutrition

By providing at least one daily, nutritionally balanced meal, NOCOA can help maintain an older adult’s health and independence and prevent premature placement into a nursing home or other long-term care facility.

Congregate Meals

Congregate Meals (Food & Friends) provides hot, nutritious meals to older adults in twelve (12) Senior Centers and Sixteen (16) Meal Sites in Orleans Parish. The Congregate Meal Program offers healthy lunches in a

welcoming group setting. In addition, a variety of educational programs are presented at the meal sites. Adequate nutrition is critical to health, functioning, and quality of life. In FY 2010, 940 older adults were provided 89,205 Congregate Meals.

Home Delivered Meals

Home Delivered Meals (Meals on Wheels) provides to an eligible participant at their place of resident a nutritious meal. These meals are provided to homebound elderly who live alone, are bedridden, or disabled and do not have a support system of family and/or friends to assist with meal preparation. Home Delivered Meals offers a daily, hot meal or weekly, frozen meal option for older adults who have difficulty obtaining a steady supply of food and experience some degree of hunger. In FY 2010, 568 older adults were provided 111,833 Home Delivered Meals.

Power To Care Utility Assistance

The Power to Care Utility Assistance Program provides aid to low-income, elderly or disabled customers. Funding for this program is made possible through donations from utility customers, Entergy New Orleans and the United Way Emergency Food and Shelter Program. In addition, Entergy New Orleans also provides weatherization kits, box fans, blankets, and energy efficient light bulbs to older adults. In FY 2010, over 850 individuals were provided assistance by Power To Care.

Retired and Senior Volunteer Program

The Retired and Senior Volunteer Program (RSVP) links people fifty-five and older with volunteer opportunities at various nonprofit organizations within the city of New Orleans including hospitals, nursing homes, senior centers and government offices. Volunteers receive pre-service orientation, training from the organization where they serve, supplemental insurance while on duty, a quarterly newsletter, and recognition events. The Corporation for National Service and Community Service provides funding for RSVP. In FY 2010, 490 RSVP volunteers provided service to 19 agencies who gave nearly 120,000 hours of volunteer service. During this time, 35 new volunteers were recruited along with 1 new volunteer station.

Senior Companion Program

The Senior Companion Program (SCP) recruits low-income senior workers to serve as stipend companions to adults, primarily the elderly and the disabled in need of in-home assistance. SCP has partnerships with local health care and social service organizations across the City of New Orleans. The Corporation for National and Community Service funds the Senior Companion Program. In FY 2010, 58 companions served a minimum of twenty hours a week totaling 62,368 hours of services with a least two clients. 1109 clients received SCP services.

As an Area Agency on Aging, a planning and coordination agency, the New Orleans Council on Aging is major provider of support for other nonprofit organizations that are interested in services to the older adult population of Orleans Parish. The New Orleans Council on Aging monitors these programs to ensure that the quality of services is equal to or exceeds that which would occur if offered directly. Many of the subcontractors are able to leverage Council on Aging support with other resources to increase service availability.

Dental

The New Orleans Health Department – Dental Division in association with the New Orleans Council on Aging, provides affordable and accessible dental services to meet the needs of older adults in Orleans Parish. Services are inclusive of an examination by a dentist, dentures, partials, crowns, filing, cleaning, bonding, x-rays, etc. In FY 2010, 365 older adults were provided Dental Care.

Legal Assistance The Advocacy Center provides legal advice, counseling and representation by an attorney on system issues. The purpose of Legal Assistance is to aid older individuals in securing their rights, benefits and entitlements. Older adults often need advance directives, wills, or protection from those who would exploit them. In FY 2010, the Advocacy Center served provided nearly 900 hours of Legal Assistance.

Personal Care / Home Health

The Medical Team, a licensed home health agency, provides personal assistance, stand-by assistance, and supervision for older adults with the inability to perform one or more of the activities of daily living; eating, dressing, bathing, toileting, transferring in and out of bed/chair or walking. Personal Care services ease the burden of care for an older adult and/or their caregiver. In FY 2010, 27 individuals were provided 1,752 hours of Personal Care.

Repairs on Wheels

Repairs on Wheels assists low to moderate income homeowners. This program offers an initial safety assessment and minor home repairs such as fixing locks, carpentry, plumbing and window work. The goal is to keep older adults in their homes, living independently, for as long as possible. On FY 2010, 116 older adults were provided services by Repairs on Wheels.

Senior Centers

A variety of grassroots, community organizations across the City of New Orleans in association with the New Orleans Council on Aging provide services at Senior Centers. Senior centers are open five days a week serving as a place for older adults to come for stimulation, socialization, wellness, recreation, transportation, and for a nutritious mid-day meal. These Senior Centers seek to create an atmosphere that acknowledges the diverse needs of the older adult on an emotional and physical level. In FY 2010, 1200 older adults attended ten (10) Senior Centers.
