Eligibility:• New Jersey homeowners - Single family homes and townhouses, and

residential buildings of 2-4 units (individual living spaces), which are served by an Investor-Owned Utility Company as the natural gas or electric provider, are eligible.

• Oil, Propane, and/or Municipal Electric customers are eligible to participate until our 2014 FY SEP funding is exhausted.

As of 7/1/13, the SEP funding available to HPwES is $256,705, the first half of our total FY 2014 allocation. The remaining funds are regularly updated in the contractor portal under “Important FYIs”

NOTE: Oil/Propane/Municipal Electric projects: Work Completion paperwork must be submitted to the program by your project expiration date, or by 5 pm on June 30, 2014, whichever comes first.

FY 2014 Contractor Incentives

Production Incentive:Contractors ≥10 field inspections:

– Single-Family

• $700 production incentive per project

• No production incentive if selected field inspected project fails inspection.

– Multi-Family

• $50 production incentive per unit

• No production incentive if unit selected for field inspection fails inspection.

Contractors ≤10 field inspections:

– Will not be subject to the above penalties to incentives for the first ten consecutive field inspections

– After ten field inspections are completed, the same rule will apply regardless of whether the contractor has performed adequately to warrant a decreased inspection rate.

FY 2014 Contractor Incentives (cont.)

BPI Accreditation Reimbursement:• 25% of annual BPI Accreditation fee up to $3,000

• Evaluated and processed by HPwES on a Quarterly Basis

• 2013 Reimbursement Form is available now in the Contractor Portal; the FY 2014 form will be available in December 2013.

• Requires copy of BPI Accreditation Certificate and BPI Accreditation Invoice

• Now that HPwES is on a fiscal year while BPI is on a calendar year, here is how Accreditation reimbursements will be handled:

o For BPI 2013 Accreditation, HPwES is currently processing requests for reimbursement, with the requirement that 10 projects must have been completed during the first 6 months of 2013.

o For BPI 2014 Accreditation, HPwES will begin to accept requests for reimbursement after 1/1/14, with the requirement that 10 projects have been completed during the first 6 months of FY 2014 (7/1/13 – 12/31/13). HPwES will continue to accept requests after contractors complete 10 projects over the course of FY 2014.

Financing Updates:• *NEW*: Two pending 0% financing options:

• South Jersey Gas repayment program, launch date TBD.

• New Jersey Credit Union League Green Loan pilot planned, launch date TBD.

• *NEW*: If denied financing by their utility company, a HPwES customer now may apply for an EFS loan (and/or the pending NJ Credit Union League Green Loan).

• EFS and HPwES will require the submittal of proof of utility denial, such as customer denial letter, or email notification of denial sent to contractor.

• *NEW*: WarmAdvantage customers who are utilizing NJNG OBRP may apply to HPwESand be eligible for additional OBRP financing. Contact NJNG’s Save Green program for more details.

• REMINDER: Submit work completion paperwork ASAP after the project is completed to avoid expiration of financing.

Reminders:– Building Shell Upgrades – meet the minimum prescriptive 2009 IECC R-values as per

NJ Rehabilitation Code adopted amendments effective November 7, 2011:• Attic Floor or Roof Deck R-38

• Walls – Above Grade, Band Joist R-13

• Floors R-19

• Foundation Walls – Basement, Crawl Space R-10

– Furnaces require a minimum efficiency AFUE 92%

– Verification of equipment efficiencies require AHRI, CEE, or ENERGY STAR listing

– DHW Venting must be a minimum of power vent (Venting Category II, III, or IV)

– BPI is expected to adopt ASHRAE 62.2 2013, beginning January 1st, 2014. In preparation, we will begin a series of training webinars in the Fall of 2013. The Program is currently continuing to require BAS calculations.

ELIGIBLE MEASURES (For Program fiscal year July 1, 2013 to June 30, 2014)

Home Performance with ENERGY STAR® is designed to transform the way energy efficiency services are delivered to existing 1-4 family homes and low-rise multifamily buildings. To qualify for cash incentives and financing options offered through the Program, the energy efficiency improvements must be installed by a BPI accredited contractor participating in the Program, must meet minimum efficiency requirements listed below. Projects must include at least an air leakage reduction measure. Tier 3 projects must also include one additional eligible measure (heating system, cooling equipment, water heater, or building shell insulation). A combination of measures from the following list may be financed, with the maximum financed amount being $10,000 and the minimum being $2,500.

FINANCING OPTIONS

Home Performance with ENERGY STAR offers a 50% work scope incentive of up to $5,000. The balance of the cost, up to $10,000, can be financed at 0% interest rate but specific features and requirements vary. For the purpose of calculating the maximum rebate and financing amounts, the contractor shall use the cost of the project minus any other available incentives such as manufacturer rebates and/or discounts.

QUALIFIED ACCESSORIES

The costs associated with the installation of qualified accessories for Eligible Measures are eligible for incorporation into a 0% interest rate financing offered through the Program. These costs can also be included in the portion of the work scope being incentivized through the Home Performance work scope subsidy.

Qualified Eligible Accessories Include: hydronic distribution parts, advanced boiler controls, ductwork, grills, diffusers, chimney liners, mechanical air cleaners, and programmable thermostats as part of an installation of a qualified central HVAC system. ICAT Rated Energy Star qualified recessed light fixtures as part of an eligible attic floor insulation upgrade. Service contracts and extended warranties are eligible for incorporation into financing offered through the Program.

Accessory items included in work scopes that involve fuel switching (for example electric baseboard heating to natural gas furnace) are eligible for incorporation into financing offered through the Program, provided the new heating system is installed through the Home Performance with ENERGY STAR Program and is an eligible measure. Examples of these fuel switching accessories are: gas main extensions, service laterals, and piping.

Services associated with the eligible improvements (Home Energy Audit, blower door test, or permits) are eligible for incorporation into financing offered through the Program and the Home Performance work scope subsidy. An accredited participating Home Performance with ENERGY STAR Contractor must perform these services.

HEALTH & SAFETY MEASURES

The first $2,000 of costs associated with any combination of the following Health and Safety Measures is eligible for incorporation into the workscope.

Smoke, Radon, or Carbon Monoxide Detectors

Repairs/upgrades to combustion venting systems and power venting kits, measures to provide sufficient combustion air and prevent Combustion Appliance Zone (CAZ) depressurization, spillage or inadequate draft

Asbestos abatement or electrical service upgrade necessary to install the new heating/cooling unit.

Upgrade of knob and tube wiring in order to install insulation in the area where knob & tube is present only.

Radon and lead abatement work.

Vapor barriers - Minimum 6-mil plastic

Attic ventilation - Passive ventilation only

Fuel line leak repairs - Permanent repairs, does not include oil tank leak repairs or replacement

Clothes dryer venting - At least semi-rigid metal, vented to outside, R-7 in unconditioned space

Exhaust fan venting - Vented to outside, pitched up to outside, R-7 in unconditioned space

The cost of removing an oil tank is eligible when done in connection with a qualifying heating system replacement.

Repairs to the home due to water damage, molds and mildew, ice dams or other symptoms of poor building performance, as long as the cause(s) of building performance-related damage are being addressed.

SEP (State Energy Program) FUNDING

Incentives for oil, propane, and municipal electric served homes and/or equipment upgrades are limited. Always check the contractor portal on the Clean Energy Program website for the current availability of funds.

• HPwES is extending all 2013 Contractor Participation Agreements: If you submitted a 2013 CPA, it will remain valid through December 31, 2013.

• Going forward, HPwES Contractor Participation Agreements will be effective for one calendar year (even though the Program will be run on a fiscal year), to align with the BPI Accreditation dates.
