A historical reference to the site’s original name — Waialua Store Lots — Hale‘iwa Store Lots will highlight the historic plan- tation character of the Hale‘iwa Special Design and the role small businesses play in maintaining a relaxed and friendly gathering place for the community. To create a new experience with the same Hale‘iwa spirit, the $16.1 million renovation will fea- ture premiere local shops and res- taurants while honoring Haleiwa’s rich culture. The 27,000-square- foot project will be anchored by Matsumoto Shave Ice and Whal- er’s General Store and fruit stand. “With support from Colliers International, we set out to at- tract family-owned businesses who could offer unique, afford- able, friendly, fun and memorable offerings similar to Matsumoto Shave Ice,” said senior land man- ager Kalani Fronda. Other merchants include: Ra- janee Thai Cuisine, Global Cre- ations, T&C Surf, Uncle Bo’s, Fat- boy’s, Splash! Hawaii, Island Vin- tage Coffee, Kahala Sportswear, Mahina, and Malibu Shirts. Tomergeoldandnewinacohesive,safe,andhistorically authentic way, Kamehameha Schoolscontracted general contractor, Allied Builders Sys-tem, who was tasked with merging the new con-structionwithfivehistoricbuildingsthatwouldbepreserved and rehabilitated. Two buildings whichweredeemedtooold to repairwere removed.Theformer Matsumoto family home is being restoredandrefurbishedasKamehamehaSchools’informa-tioncenterandprojectmanagementoffice.Duringconstruction,alternativeparkingisavailablesevendaysaweekattheQueenLiliu‘okalaniChurch. To make way for a shaded, outdoor gatheringplace, an arborist was brought onsite to identifythehealthynativetreesandplantsthatshouldbemaintained. Those that could be saved were relo-catedwithinthepropertyandtheotherhardwoodsweretransportedtoKamehamehaSchools’Kapala-maforreuse.Invasiveplantswerealsoremovedandgroundworktoneutralizethesiteandsurroundingsoilwascompleted.

A railing and 400-foot-wide barricade was re-cently erected along the highway to ensure pe-destrian safety. To deter unwanted graffiti, Kame-hameha hired a crew of artists – Carl Pao, John“Prime”Hina,RobinFifita,CoryTaumandCharl-tonKupa‘aHe‘e—todesignamuralhonoringthehistoryofHale’iwathroughvariousiconic images.Theartistsworkedwithcommunitymembersovera course of two weeks to complete the project. “As you approach the main gate, two bridgeslink the large walls to the gate. The bridges linkthethreepiko(ororbs)atthegate,providingthatconnectiontoallthreeasyoucrossthosebridges,”explainedPao.“Thepikofromthewesttotheeastsymbolizethepast,present,andfuture.Thegateit-selfrepresentsthemakahaofthefishpondandhowitwillinvite,nurture,andeventually,releasepeopleandtheirsharedexperiencesofHale‘iwaStoreLots.Red– an important color in thedesign– signifiesthe blood of the land, people, and culturally thepresenceofali‘i.” Kamehameha Schools is commited to redevel-oping this important property in a manner thatsupportsthecommunity’svisiontoretainHaleiwa’shistoriccountrycharacterwhilerevitalizingahigh-lyvisibleandvaluedcommunityassetthatinturnsupportsKamehameha’seducationalmission.

Action begins at the 2014 Honolulu City Council As2013drewtoaclose,theHonoluluFireDe-partmentreportedthatjustunder11,000fireworkspermits were purchased by Oahu residents in an-ticipationofcelebratingtheNewYear.Thatis2,000morepermitsthanwasissuedin2012.Thesignifi-cant increase in permits issued was met with anisland-wideshortageoffireworksavailableforpur-chase. Therewereanumberofpeoplewhopurchasedoneormorefireworkspermitsat$25eachandwereunabletousethem.Theywereevenmoreupsettolearn that no refunds would be issued. AlthoughthepermitscanbeusedforChineseNewYearsandtheFourthofJulythisyear,thiswassmallconsola-tion for residentswho look forward toNewYearsas the most popular occasion for the use of fire-works.Intheinterestoffairnesstothosewhowereshortchangedonthepermits,IintroducedResolu-tion14-9,urgingtheHonoluluFireDepartmenttoamend its rules to extend the expiration date forunusedfireworksforanothercalendaryear.PermitsoriginallyissuedforuseonDecember31,2013andJanuary1,2014couldbeusedattheendofthisyearandthebeginningof2015. JustaspopularasfireworksonNewYear’sEveare the plate lunches served up by the many dif-ferentfoodtrucksinHawaii.Foodtrucksnowparkinmeteredstallsinurbanareas,payingonlysmallchangeforthespace.Onceagainintheinterestoffairness,IintroducedBill1toallowtheDirectorofTransportation Services to authorize mobile foodunitparkingstallsinareasdeemedappropriateoncitystreetsandhighwaysthroughapermittingpro-cess.Thepermitswouldbeissuedthroughabiddingprocessandwouldallowlunchtrucksexclusiveuseoftheparkingstallsbetweenthehoursof10:30amand1:30pmonweekdays. By Osa Tui AttheHawaiiStateVEXChampionshipsponsoredbyHawaiianElectricCompany,WaialuaHighandIntermediatedominatedthecom-petition.Threeoftheirrobots(HighSchoolAandBandIntermediateSchoolB)qualifiedtoattendthe2014VEXWorldChampionshipinAnaheim,CaliforniainApril.TheHighSchoolBteamqualifiedbybeingintherunners-upallianceattheStateChampionship.TheIntermediateSchoolBteamqualifiedbyearningatopRobotSkillsscore(1minuteofunimpededdrivercontrolledoperation).TheHighSchoolAteamqualifiedbyearningthehighestRobotSkillsscore,thehighestProgram-mingSkills score (1minuteofunimpededprogrammingcontrolledoperation),andbeingtheAllianceCaptainforthewinningalliance.Inadditiontotheirtopresults,theAteamwastheonlyonetoendtheir9qualificationmatcheswithaperfectrecord.TheseaccomplishmentsearnedthemthecovetedExcellenceAwardwhichcelebratesthebestoverallteamattheStateChampionship.

Land Surrounding Pu‘u O Mahuka IntheSpringof2011,SunsetRanchwascontactedbythelandownerofapproximately212acresoflandinPupukeaontheNorthShoreofOahu.Asitturnsout, the land is the largest remainingdevelopableacreageinPupukea,andsurroundsoneofOahu’smostimportantculturalsites:Pu‘uOMahuka.Whileexist-ingzoningallowsfora77-lotsubdivision;thelandownerinquiredaboutthepossibilitiesofprotectingtheland.Thegreatthingaboutthisstory?ThelandownerhadvisitedSunsetRanch,read about how Sunset Ranchwas foreverprotectedand subse-quentlycontractedusinquiringastowhetherornotaconservationeasementcouldworkforhim.Af-terseveralmonthsofmeetings,inadditiontoquiteabitofworktodeterminethevalueandstructureof a possible deal, we’re happyto say that the land owner hasagreedtopursuingaconservationeasementontheproperty.SunsetRanchisassistingthelandownerthroughhisentireprocess. In order to understand justhow important it is to protectthisland,wewanttoprovideyouwiththefollowing“projectvalueconsiderations”: (i)PropertyHistoryandLocation,(ii) Conservation Plan (land owner's visions), (iii)ProjectSponsorship,(iv)PreliminaryValuationandDealStructure,and(v)CommunitySupport.

(i) Property History and Location Ourknowledgebegins in theearlypartof the20thcentury.Thelandwasprimarilyusedforcattleranching,pineapplefarmingandamixofagriculturaluses.Inrecentdecadespast,lessandlessofthelandwasused foractiveagriculturalpurposesprimarilyduetothehighcostsassociatedwithfarming.Theeconomicssimplydidn'tmakesenseforthepreviouslandowner.Asaresult,moreandmoreoftheland

begantositfallowandinvasiveplantsslowlystartedtotakeover.Weareexcitedtonowbeworkingwiththecurrentlandownerto:(i)perpetuallyprotecttheland,and

(ii) reestablish active agricultural and outdoor uses for the benefit of the community and public. Please understand that the property has pan-oramic views of the entire northwest side of the

island,andissurroundedbysomeofthelargestpre-servesinHawaii.Thesecharacteristicsalone,makethispropertyofsignificantvalue,especiallyunderatheoreticaldevelopmentscenario. Hereisabriefsummaryofthelandssurroundingthisspecialpieceofproperty. Pu‘u O MahukaisadjacentthePropertyonthewestendofthebluff.Asstatedpreviously,Pu‘uOMahukawasofficiallyidentifiedasaNationalHistoricLandmarkin1962.WhiletheStateofHawaii,ParksDivision, owns the heiau and a very small bufferaroundit;thelandownerisagreeabletoprovidingStateParksadditionalacreagearoundtheheiau,some-thingtheStatehasbeenlookingforsincestatehood.Theadditionalbufferhasalreadybeenidentifiedandwillnotbeincludedintheconservationeasement.Thisleavesapproximately195acresfortheconserva-tioneasement. North Shore Marine Sanctuary.ThepropertyislocatedjusteastoftheNorthShoreMarineSanctuaryandhasspectacularunobstructedviewsoftheentirearea.TheSanctuaryisaconservationdistrict(NOAA)thatextendsfromWaimeaBaytoSharksCoveandslightlybeyond. It ishome toavarietyofmarineanimals,corals,andplantsanditiswelldocumentedthatthesanctuaryconstitutesoneoftheworld’smostimportanthabitatsfortheendangeredNorthPacifichumpbackwhale. andsoutheastoftheproperty.WaimeaValleywasacquiredinJuneof2006andiscurrentlyprotectedbyaconservationeasement:foreverprotectedasoneofHawaii’smostvaluableculturalsitesandbotanicalgardens.DuetothesignificanceofPu‘uOMahukainrelationtoWaimeaValley,thecurrentownerofthevalleyhasprovideduswithaLetterofSupportforthisproject. Pupukea-Paumalu.ThepropertyliessouthwestofthePupukea-Paumalusite.Pupukea-Paumalucom-prises approximately1129acresofHawaiian landpurchasedbyaninvestmentconsortiuminJuneof2007andisnowalsopermanentlyprotectedwithaconservationeasement.OwnershipofthePupukea-PuamalulandisdividedbetweentheStateofHawaiiandtheCityandCountyofHonolulu.TheNorthShoreCommunityLandTrust(NSCLT)iscurrentlyworking with the State to establish a curatorshipagreement and help oversee the uses of the land.NSCLTisalsoextremelysupportiveofoureffortstoprotecttheproperty,andhasalsoprovidedaLetterofSupport. A Charitable Foundation Corp.Therearethreeparcelsoflandapproximatingninety-fouracresad-jacenttothePropertytothesouthandsoutheast.TheseparcelsarecurrentlyownedbyACharitableFoundationCorp. andare in theprocessofbeingpreservedandsubsequentlydonatedtotheStateforpublicuse.ThislandwillthereforesoonbeaccessibletothepublicfortrailhikesalongthenorthridgelineofWaimeaValley.Thesubjectproperty,ifprotected,willeffectivelyserveasabufferzonebetweentheresi-dentialcommunityofPupukeaandthemanyhikers,mountainbikersandhuntersthatwilleventuallybeaccessingthisland.ArepresentativeofACharitableFoundationCorp.hasalsoprovideduswithaLetterofSupportfortheproject.

(ii) Conservation Plan Wewillprovidemoredetailsinafutureblog.Fornow,itisimportanttoknowthatthelandowneriscommittedtonotonlypermanentlyprotectingtheproperty,buttransformingitthroughthethought-fulimplementationofaconservationplan.Hislongtermvisionforthepropertyistoprovideaninterac-tivevisitordestinationthatwillfocusoneducatingthepublictoproductiveagriculturalmethodsthatinclude environmental learning stations, outdoorfoodtastingstations,andpossiblyafarmersmarket.Hisvisionalsocallsfor:(i)increasingacreagetodedi-catedpastureandgazinglands,(ii)aforestrestorationproject,and(iii)expandingandenhancingexistingequineactivities.Weadamantlybelievethattheseeffortswilldramaticallytransformthepropertyintoasitethatfostersgrowthofcommunityinterestandinvolvementinlandconservationandsustainability.

(iii) Project Sponsorship The Hawaiian Islands Land Trust (HILT) has

reviewedthisprojectindetail,andisexcitedaboutsponsoringitthroughthefundingprocesstoensureitsperpetualprotection.Furthermore,HILTwillberesponsiblefortheenforcementoftheconservationeasementonthepropertyoncerecorded.Thiseffortwillbesupportedbytheestablishmentofasteward-shipfundthatwillbefundedbythelandowner.HILTwillconductannualsitevisitsandensurecompliancewithconservationeasement,asdraftedandexecuted.To learn more about HILT, please check out theirweb-site.

(iv) Preliminary Valuation and Deal Structure ApreliminaryrangeofvaluehasbeendeliveredbyJohnChild&Company,awellknownappraiserin Honolulu. John Child & Company has beeninvolved with numerous conservation easementprojectsthroughoutHawaiiandclearlyunderstandsthatthesuccessoftheseprojectsoftenhingesontheestimateofvalue,andperhapsmostimportantly,heisdonating25%oftheconservationeasementvaluetotheproject.Wehopetosecuretheremainderoftheconservationeasementfundingthroughcertainfederalprograms(50%)andtheCityandCounty’sCleanWaterNaturalLandsfund(25%).

(v) Community Support Given the significance of the project, and inconsiderationofpreliminarymeetingswiththefol-lowing,wehavereceivedandareintheprocessofreceivingLettersofSupportfrom:(i)Hi‘ipaka(ownerandoperatorofWaimeaValley),(ii)theNorthShoreCommunityLandTrust,(iii)ACharitableFoundationCorp.,(iv)StateParksDivisionoftheStateofHawaii,(v) the SunsetBeachCommunityAssociation, (vi)theNorthShoreCommunityAssociation,and(vii)localgovernmentofficials,communitymembersandsurroundinglandowners. Come take part in the sanctuary’s award winning outreach program that gives volunteers the opportunity to monitor and record humpback whales behaviors during their stay in Hawaiian waters.
